2 A Divisin A. A Divisin (Cach Pitch) This prgram fr yung bys prvides yungsters with the pprtunity t enjy the game and develp and practice baseball skills at an early age. Cnventinal baseball des nt accmplish these gals because the pitcher has difficulty getting the ball int the strike zne. As a result, the batter des nt gain cnfidence t hit r run the bases, and fielders d n learn hw t field grund balls, catch fly balls, r thrw. The average yungster can learn t play and enjy baseball with gd instructin and day-t-day experience. Fr the beginner, the learning experience must be fun, with ample pprtunity t practice all the fundamentals f the sprt, like batting, thrwing, fielding, and running. The A Divisin shuld be rganized t teach and develp baseball skills, teamwrk, and sprtsmanship and have fun. This is an imprtant perid in every child s develpment. All players shuld be encuraged t d their best by managing persnnel. The A Divisin shuld be fun. If it isn t fun, it isn t a recreatinal prgram. The key t success is the careful selectin f caches. If the gal is t prvide a prgram with maximum benefits, nly the very best peple wuld be selected t serve. The verall cncept f the A Divisin shuld be ttal participatin in a cngenial envirnment under the supervisin f cmpetent and cncerned adults. The leadership must reflect a psitive and cnstructive directin tempered with patience. If this prgram is wrth ding, it shuld be dne well. 1. Returning Players These players must be placed in the cmmn draft system each year. 2. Rster Limit There will be a maximum f 14 players n a team. 3. Instructin Several hurs shuld be devted t teaching the fundamentals f the game befre the first game is played. 4. Game Player Limit Defensive Team 10 players will be n the field. Teams may play with seven players, prvided n additinal players are present. Players must be placed in standard baseball psitins n the field, including the pitcher wh will stand adjacent t the cach wh is pitching. Caches are permitted n the field with the defensive team. 5. Offensive Team Either 3 uts r batting thrugh entire lineup, whichever cmes first in each inning. Each team shall bat the same amunt f players per inning as a maximum if needed, which will be based n the team with the mst players present. Example: If team 1 has 13 kids and team 2 has 10 kids, each team will bat at the maximum f 13 kids in ne inning. 6. Regulatin Game Length / Time Limits Games will last ne hur & 15 minutes r six (6) innings, whichever cmes first. If time runs ut during an inning, the game will be stpped as scres d nt cunt. Three full innings r 40 minutes cnstitute a cmplete game in case f rain. 7. Number f Games Teams will be scheduled t play rughly 7 t 10 games. 8. Fuls Same as in cnventinal baseball. Batter is nt ut f a fuled 3 rd strike unless caught by the catcher r hits maximum pitches thrwn. Maximum f six pitches may be pitched t a player, unless the 6 th pitch is fuled ff. Additinal pitches may be thrwn until the ball is hit int play, the ball is swung at and missed, r the batter des nt swing the bat. The latter tw will result in autmatic uts. 9. Base Running Runners must stay in cntact with the base until the ball is hit. When all defensive players are in prper psitins, the cach pitching will call play ball and the next batter will take a turn at bat. When a defensive player verthrws the ball in an attempt t make a play n any base, including a thrw t the pitcher s mund, the ball is cnsidered ut f play. Base runners may nt take additinal bases. When the last batter is ut r ball is thrwn hme, Time shall be called and the inning shall be ver. Runners may be allwed t take a maximum f tw bases f any given hit. N advancement n verthrws. Fr example a runner n 1 st base can nly advance t 3 rd base n a hit at mst.

3 10. Champinships There will nt be a seasn champin in the A Divisin. The prgram is designed t teach the basic fundamentals f baseball in a fun setting. Game scres and team standings will nt be kept in the A Divisin. 11. Infield Fly Rule will nt be enfrced. AA Divisin AA Bases 65 Pitching 42 (Frnt f machine t back f plate) All players must be fully unifrmed, which includes baseball pants, scks, baseball cap, shes and team jerseys with numbers. In all age divisins nn-metal cleats must be wrn. All ffensive players shall use a duble ear-flap batting helmet whenever at bat, n deck, n base r any ther time utside the dugut and the ball is live. Bat Bys and / r Ball Chasers, if used, must wear a duble ear-flap batting helmet whenever utside a dugut. If the umpire bserves any vilatin f these rules, he shall direct the vilatin t be crrected. If the vilatin is nt crrected within a reasnable time, in the umpire s judgment, the umpire shall eject the ffender frm the game. The catcher must wear all apprpriate prtective gear: prtective catcher s helmet with face mask and thrat guard, chest prtectr, shin guards and prtective cup. Bat size shall nt exceed 2 5/8 in diameter. Bat shall nt exceed BPF f 1.15 If the umpire discvers that the bat des nt cnfrm t the rule abve, until a time during r after which bat has been used in play, it shall nt be grunds fr declaring the batter ut, r ejectin frm the game. A regulatin game cnsists f 6 innings unless Extended because the scre is tied after the cmpletin f the regulatin number f innings, in which case, play shall cntinue until the visiting team has scred mre ttal runs than the hme team at the end f a cmpleted inning, r the hme team scres the winning run in an uncmpleted inning; r Shrtened because the hme team needs nne f its half f the last inning r nly a fractin f it t win; r Shrtened because an impsed Time Limit expires; r An impsed Mercy (Run) Rule shall be used if applicable, see Chart 8.03 Figure 1, t cmplete a regulatin game when ne team s margin f lead is greater than r equal t the listed run differential in the crrespnding listed start inning. LENGTH OF GAME RUN DIFFERENTIAL 15 runs after 4 innings 10 runs after 5 innings Chart 8.03 Figure 1 In enfrcing any part f this rule, the hme team shall nt bat if they are winning and the mercy requirement is met prir t the bttm half f the listed start inning. Likewise, if the hme team is batting and meets the mercy requirement in the bttm half f a listed start inning, the hme team shall cease batting at that mment and the game will end. All games in the AA Divisin will be 1 hur and 45 minutes in length. NO new inning shall be started at the cmpletin f the time limit. The befre stated time limits are fr regular seasn game in regards t ties. Ties in the pst seasn will be played ut until a winner is decided in the next cmpleted inning after the time limit expires. A team may cntinue a game with ne (1) less player than it started with, whenever a player leaves the game fr any reasn. A player wh has left a game fr any reasn cannt return t the game. If the player left the game fr Cmmunicable Disease Prcedure reasns. If the player leaving the game is a runner, he shall be declared ut. When the player wh has left the game is scheduled t bat, an ut shall be declared fr each turn at bat. Whenever a tag play is evident, runners must slide, g arund r seek t avid cntact with the fielder and / r catcher. Attempting t jump, leap, r dive ver the fielder and / r catcher is nt an act f aviding cntact. Malicius cntact shall supersede all bstructin penalties. Runner shall be called ut and may be ejected frm the game at the umpire s discretin. If a game is called due t rain, weather, light failure in the case f a night game r ther acts f Gd and cannt be resumed, it is a regulatin game if: Fr a scheduled six (6) inning game, if three (3) innings have been cmpleted r if the hme team has scred mre runs in tw (2) innings r tw (2) and a fractin half innings than the visiting team has scred in three (3) cmplete innings r if the hme team scres ne (1) r mre runs in its half f the third (3rd) inning t tie the scre.

4 If a regulatin game is called with the scre tied and ne (1) r mre innings has been cmpleted beynd three (3) innings, the scre will revert back t last cmpleted inning, r last cmpleted half inning if the hme team leads but back n further than the third (3rd) inning. All games that fr any reasn cannt be declared a regulatin game under these rules will be a suspended game. A suspended game when resumed, will resume frm the exact pint f suspensin. The catcher must receive the pitch in the catcher s bx in a nrmal baseball manner. The defensive player listed as pitcher cannt leave the pitching circle until the ball is hit. The play cntinues. After the play has ended, the ffensive team has the ptin f taking the result f the play r npitch. First Offense: Warning. Secnd Offense: Remval f player frm the pitching psitin fr the remainder f the game. The Infield Fly Rule is nt in effect at any time. The batting rder shall cnstitute all players n the team rster at the beginning f the game. Late arrivals shall be inserted at the bttm f the batting rder. All players n the rster shall bat befre returning t the tp f the batting rder. Teams may start a game with eight (8) players. The ninth (9th) psitin in the batting rder will be declared an ut each time at bat. A ninth (9th) player and all subsequent players may be added t the batting rder as sn as they becme available. Teams may use free substitutin n defense but the batting rder must remain the same. Bunting is nt allwed. The batter shall receive a maximum f six (6) pitches r three (3) swinging strikes. See rule belw regarding ful tips n 6 th pitch and after. The 6 th pitch ful is an nt an ut r any subsequent ful tips. Any pitches after the 6 th pitch r later that r nt swung at r swung at and missed will result in an ut. Runners may nt lead-ff r steal bases. A runner is ut fr leaving the base befre the ball is hit r reaches hme plate. Each inning shall cnsist r 7 runs, r 3 uts whichever cmes first. Umpires will call time after every play and declare the ball dead. Time shuld be called as sn as the lead runner is nt attempting t advance. Time des nt have t be called by the defense fr the purpse f this rule. N runners shall be allwed t advance n verthrws. On balls hit int the utfield, runners shuld stp nce the ball reaches the infield and is under cntrl. Pitching Machine: Then frnt leg(s) shall be set at a distance f frty-tw (42) feet frm the rear pint f hme plate. Recmmended pitching machine speeds: 40 MPH Ten (10) defensive players will play in the field with fur (4) utfielders. The furth (4th) utfielder may nt assume an infield psitin. All utfielders must stay behind the turf infield. Teams may use free substitutin n defense but the batting rder must remain the same. Umpires will call time after every play and declare the ball dead. Time shuld be called as sn as the lead runner is nt attempting t advance. Time des nt have t be called by the defense fr the purpse f this rule. When a batted ball hits the pitching machine, the ball is dead, the batter is awarded first (1st) base and all runners advance ne (1) base. Pitcher must stay behind the pitching machine r ff t the side. Fr safety reasn the pitcher must nt stand in frnt f the machine fr liability issues.

5 AAA & Majr Divisin The playing field shall be laid ut accrding t the recmmended dimensins. AAA Bases 70 Pitching 46 Majr Bases 80 Pitching 54 All players must be fully unifrmed, which includes baseball pants, scks, baseball cap, shes and team jerseys with numbers. In all age divisins nn-metal cleats must be wrn. All ffensive players shall use a duble ear-flap batting helmet whenever at bat, n deck, n base r any ther time utside the dugut and the ball is live. The maximum diameter shall nt exceed tw and three quarters (2 3/4) inches and the maximum length shall nt exceed thirty-six (36) inches. Any material t imprve the grip may be used fr a distance nt t exceed eighteen (18) inches frm the handle end. Any such material r substance, which extends past the eighteen (18) inch limitatin, shall cause the bat t be remved frm the game. The bat shall be cnstructed f wd, aluminum, r any ther material r cmbinatin f materials unless such materials r cmbinatin f materials are specifically disapprved by USSSA. Such disapprval shall be in the sle discretin f USSSA and may be made withut ntice. If the umpire discvers that the bat des nt cnfrm t abve rule until a time during r after which bat has been used in play, it shall nt be grunds fr declaring the batter ut, r ejectin frm the game. All bats fr age divisins 15U & yunger that exceed the 1.15 BPF (Bat Perfrmance Factr) as defined fr baseball bats by ASTM Standards, may be disapprved. Any player(s) arriving after the game has begun, shall be added t the bttm f the batting line-up. Teams may play an fficial game with an eight (8) player line-up. If a team plays with an eight (8) player line-up, an ut shall be declared fr the ninth (9th) psitin in the batting line-up each turn at bat. Rule exempted fr 2016 Majrs Divisin. Can play with 8 players withut giving up an ut. Any player(s) arriving after the game has begun, shall be added t the bttm f the batting line-up. 6 Fr teams using a cntinuus line-up, the curtesy runner shall be the player whm recrded the last batted ut. If n uts have been recrded in the game, the curtesy runner shall be the previus batter nt n base. If a curtesy runner is determined t be ineligible, a prper replacement (if available) will be used withut penalty. If n prper curtesy runner is available, the catcher must run fr themselves. In age divisins AAA and Majr Divisins, an Intentinal Walk may be issued upn annuncement frm the catcher r pitcher. It is nt necessary t thrw the fur (4) pitches. Whenever a tag play is evident, runners must slide, g arund r seek t avid cntact with the fielder and / r catcher. Games that cannt be declared a regulatin game by Rules shall be a suspended game. All games that fr any reasn cannt be declared a regulatin game under these rules will be a suspended game. A suspended game when resumed, will resume frm the exact pint f suspensin. Pitching Rules & Regulatins: AAA 6innings per week Majr Divisin 7innings per week Fr purpses f the pitching limitatins rules, a pitcher is in vilatin f the rule if he recrds any ut abve the pitching limits. Exceeding the maximum innings allwed in the case f a duble r triple play will nt be cunted against the pitcher. Fr all cumulative ttals in this rule, ne (1) ut equals ne-third (1/3) f an inning, tw (2) uts equals tw-thirds (2/3) f an inning and three (3) uts equals ne (1) full inning. A pitcher that pitches in a game and recrds n uts is nt charged with any innings pitched. It is the respnsibility f each team s manager t challenge pitching vilatins by ntifying the umpire-in-chief and then the League / Turnament Directr. Any innings pitched r uts recrded during a game that is frfeited shall cunt twards the pitchers alltted innings. In Majr & AAA Divisin, a player that pitches tw (2) cnsecutive days must rest the third (3rd) day regardless f the number f innings pitched n either day. Any vilatin f pitching limitatin rules shall result in immediate frfeiture f the game. This may be dne at any pint after an illegal ut has been recrded while the pitcher in vilatin is in the game and in the pitching psitin. In Majrs Divisin, pitchers will be allwed sme leniency in regard t balks. Pitchers will be called fr all majr vilatins and warned fr minr vilatins that d nt affect the utcme f a play. When a team is charged with its secnd trip t the mund in the same inning t the same pitcher, the pitcher must be remved frm the pitching psitin. The pitcher may be mved t anther defensive psitin. 10 players may play the defensive field in the AAA divisin. 9 players fr Majrs Divisin. A maximum f 7 runs may be scred in ne inning in the AAA Divisin & Majrs Divisin A ttal f 5 warm-up pitchers fr a returning pitcher and 10 warm-up pitches fr a new pitcher will be allwed. In the AAA divisin n leading ff will be allwed until the ball leaves the pitcher s hand. A team may take a pitcher ut and later bring them back int the game.
