When the galkeeper has the ball, in hand during play frm the ppnent, the ppsing team must mve behind the build ut line until the ball is put int play. Once the ppsing team is behind the build ut line, the galkeeper can pass, thrw r rll the ball t a teammate (punting and drp kicks are nt allwed). After the ball is put int play by the galkeeper, the ppsing team can crss the build ut line and play resumes as nrmal. The ppsing team must als mve behind the build ut line during a gal kick until the ball is put int play. If a galkeeper punts r drp kicks the ball, an indirect free kick shuld be awarded t the ppsing team frm the spt f the ffense. If the punt r drp kick ccurs within the gal area, the indirect free kick shuld be taken n the gal area line parallel t the gal line at the nearest pint t where the infringement ccurred. The build ut line will als be used t dente where ffside ffenses can be called. 2 Dan: Turnback Prcedure: Befre any games can be assigned t any B & WNYSRU referee, every referee must sign in t their Arbiter accunt and set up their availability fr the upcming seasn. When the calendar is ready t receive games, the referee must click n the Ready t be Assigned Bx. After games have been assigned/upladed and the referee accepts game day assignments, the fllwing Turn Back prcedure has been apprved by the B & WNYSRU Bard as fllws: Turn Back Prcedure Once a referee knws f any cnflict fr an accepted game the referee will immediately ntify the specific League Head Assignr (i.e. BJSL, BDSL, Thruway, ECNL, etc.) Shuld a referee turn back a game mre than 30 days in advance f the cntest, there is n fee paid by the referee. Shuld a referee turn back a game which is under thirty (30) days f the cntest, the referee is assessed a $5.00 turn back fee. The fee is paid by the referee and a check is sent directly t the specific League Head Assignr (i.e. BJSL, BDSL, Thruway, ECNL, etc.) Shuld a referee turn back an accepted game which is under tw (2) days f the cntest, the referee is assessed a $10.00 turn back fee. The fee is paid by the referee and a check is sent directly t the specific League Head Assignr (i.e. BJSL, BDSL, Thruway, ECNL, etc.) Shuld a referee be a n shw fr any assigned game, the referee is assessed their full game fee. The referee sends a check directly t the BWNYSRU Treasurer. It is expected turn back assessments r n shw assessments will be paid prmptly (within 10 days) t the specific League Head Assignr (i.e. BJSL, BDSL, Thruway, ECNL, etc.) ***A turn back is defined as any game a referee accepted and is subsequently drpped by the referee. Referees will nt be charged fr a turn back fee fr being reassigned t a higher level game, changes initiated by the assignr r league, r fr extreme persnal reasns that will be decided n a case t case basis by the President f the BWNYSRU. Game Day Expectatins: BEFORE YOU LEAVE THE HOUSE Plan t arrive minutes early. Allw time fr parking. Bring unifrms, watch, whistle, cin, red & yellw cards, pen r pencil. The Center referee MUST cntact the ARs and the cach f the hme sccer team at least ne day in advance with verificatin requested back t the center referee that they received and apprved f the infrmatin; caches are ntified t reprt this when it is nt dne! BEFORE THE GAME Inspect the field; galpsts MUST be anchred prperly Check nets, sidelines, crner flags, scan pitch. Meet with referee team. Discuss psitining, signaling, and questins Get game ball frm a cach. Check fr assistant referee's flags. Equipment check/quick talk t each team. Lk fr shin guards (required), jewelry (nne), casts (nne), dangerus cleats. Discuss expectatins and encurage fair play. Meet captains fr cin tss & intrductins (winning call chses defending psitin) NO cell phne use during the game as a referee! START OF THE GAME Cunt players n field. Galkeepers (if any) & AR's (if any) ready? Check time. Teams psitined fr kick-ff yards, all players n wn half. Whistle and pint in the directin f kickff t start the half. DURING GAME:

3 Head Injury = player must leave the field when game is stpped unless it is the galkeeper wh may stay! Once referee leaves the field, the scre may nt be changed fr any errr\ Stpping the game fr any injury signifies that the player must leave the field HALF-TIME 5 minutes. Referee Team meets t review and check-in. Ntify teams at 4 minutes that start will be in 1 minute. END OF GAME Referee Team meets at center then mves t sideline and review game. It is expected that referees regularly assigned matches at the adult level are t be assessed at that level. All assessments must be n matches that are 90 minutes in length and fficiated by a referee and tw assistant referees. If yu are required t have an assessment(s) fr either maintenance r upgrade, yur assessr will be listed alng with yur requirements fr grade n this site. It is yur respnsibility t get in cntact with yur assigned assessr. Yu will be assigned a primary and a secndary assessr. If there is n secndary assessr psted, cntact the SDA if it becmes necessary. Please pick the match yu wish t have assessed and then ask yur assigned assessr t cme ut and d yur assessment. IF YOUR NAME DOES NOT APPEAR ON THE MAINTENANCE OR UPGRADE LIST, CONTACT THE SDA AS SOON AS POSSIBLE TO BE ASSIGNED AN ASSESSOR! REMEMBER IT IS YOUR RESPONSIBILITY TO BE ASSESSED DEPENDING ON YOUR REFEREE GRADE! Remember, the game assessed must challenge yur skills at the desired level. Paying the Assessr NEW! Assessment within the Western New Yrk Referee Assciatin: Assessrs assigned by the SDA are entitled t be cmpensated by the referee. The fee will be applied fr all assessments irrespective f

5 the psitin t which the referee is being assessed. The ttal assessment fee shall be $75, unless mre than ne assessment is requested; in such case the assessr is entitled $75 plus $15 t a maximum f $90. Other assigned fficials, wh have nt requested the assessment and have nt cntributed t the assessment fee, may nt use the assessment fr maintenance r upgrade. Yu are required t pay the assessr. Let me be very clear yu are NOT required t pay the assessr immediately after the match (i.e. n the field). Yur written assessment and the feedback are t be psted within seven days f the game. Yu are required t pay the assessr within seven days f yur receipt f the written feedback. If yu pay the assessr n the field and that assessr des nt submit the paperwrk (i.e. assessment feedback t Art and yu) then yu NEVER gt assessed.
