(C-Rec rules require a minimum f six (6) and play full strength with eight (8); see sectin C-Rec fr mre C-Rec mdificatins). THE GAME An fficial game will cnsist f tw (2) 20-minutes halves with a running clck. The clck runs cntinuusly except fr the last tw (2) minutes f the secnd half, when it stps fr all dead ball situatins. [I.e. incmplete passes, penalties, ut f bunds, change f pssessin, scring, including PAT]. There will be a 3-minute half time separating the first and secnd halves (when pssible). The ball is ready fr play when; it has been placed fr a dwn; the fficial gives the ready fr play signal. The play clck will start and the ffensive team has 25 secnds t snap the ball. A cin flip at the start f the game will determine the teams chice t start n ffense, t start n defense, t defer until the secnd half (rather than kick r receive); r t defend a specific gal. The lser f the cin flip has the remaining ptin. At the start f the secnd half, these privileges are reversed. At the start f each game and after each scre the ball will be placed n the 14-yardline. Fr regular seasn, if at the end f regulatin play the scre is tied, the cntest will be recrded as a tie. N vertime will be played during the regular seasn! Fr the playffs, if at the end f regulatin play the scre is tied, the fllwing vertime prcess will ccur. A cin tss will be cnducted with the winner having the chice f ffense r defense, r directin. If the defense intercepts a pass r fumble, the ball is declared dead and Team B will take ver frm the same ten (10) yardline and begin their series f fur (4) dwns. All penalties will be addressed the same during the vertime perid. Each team is allwed tw (2) ne (1)-minute time-uts during the game. One (1) time-ut is allwed during the vertime perid. Time-uts d nt carry ver int vertime. Time-uts can be shrtened if bth teams are ready. A safety is als awarded if the ffensive team thrws an illegal frward pass r cmmits any ther ful behind its gal line fr which the penalty is accepted. Intentinally grunding the ball by the passer in the end 4

zne is als a safety. After a safety is scred, the ball will belng t the team wh scred the safety n their wn 14-yardline and play will resume. (N Free Kick will ccur). The mmentum rule is in effect during a safety. See NIRSA Flag & Tuch Ftball Rules Bk fr further infrmatin n the mmentum rule. Tuchback - N pints: When the ball is caused t crss the gal line by the attacking team and which is declared dead in pssessin f the ffensive team. After a tuchback is declared, the ball will belng t the ffensive team at their wn 14-yardline. Each team has fur (4) dwns t advance the ball t the next zne in rder t receive a new series f dwns. The zne line-t-gain in any series shall be the zne in advance f the ball, unless distance has been lst due t penalty r failure t gain. In such a case, the riginal zne in advance f the ball at the beginning f the series f dwns is the zne line-t-gain. The mst frward pint f the ball, when declared dead between the gal lines, shall be the determining factr. MERCY RULE With tw (2) minutes remaining in the game, if a female s r male s team is up by 19 r mre pints then the game will be called. In C-Rec, the pints will be 25. SCRIMMAGE/THE SNAP The scrimmage line fr Team A is the yardline and its vertical plane which passes thrugh the frward pint f the ball. The scrimmage line fr team B is the yardline and its vertical plane which passes ne yard frm the pint f the ball nearest its wn gal line. The ffense scrimmage line is marked with an range disc, and the defense scrimmage line is marked with a yellw disc. These discs are t remain statinary until the head referee remves them frm their statinary psitin. The snapper, when ver the ball, shall have his/her feet behind his/her scrimmage line (first ball sptterrange). PENALTY-illegal snap- 5 yards frm the previus spt The persn wh receives the snap must be at least tw (2) yards behind the ffensive scrimmage line (n direct snaps). On the snap, all players n the ffensive team must have a minimum f fur (4) players n the line f scrimmage prir the snap. The line fficial will raise their arm, and their arm will stay risen, until fur (4) players are n the line (nce fur players are n the line the fficial s arm will lwer with them annuncing line set ). The fficial is nly there t aid the ffensive team; the respnsibility f the fur legal players still remains that f the players. The remaining players must either be n the line f scrimmage r in the backfield. {C-Rec rules require five (5) players n the line}. All players must be inbunds, and within fifteen yards f the ball markers after the ready fr play whistle. Once the fficial blws the ball ready fr play, a player may g as clse t the sideline as they wish withut ging ut-f-bunds. A team may nt break the huddle with mre than (7) players r a dead ball ful will be called. One (1) ffensive player may be in lateral mtin, but nt in mtin twards his/her ppnent's gal line. All ther ffensive players must be statinary. All ffensive players must cme t a cmplete stp and remain statinary in legal psitin withut mvement f feet, bdy, head, r arms fr at least ne full secnd befre the snap. PENALTY-illegal shift-5 yds frm the previus spt (live ball ful) After the ball is ready fr play and befre it is snapped, n defensive player may enter the neutral zne and n ffensive player can make a false start. The snap frm center cannt hit the grund during scrimmage play and will becme a dead ball if it des hit the grund. ALL BALLS THAT HIT THE GROUND ARE DEAD. (exceptin: A punt can hit the 5

grund and then be advanced if it has nt previusly tuched any player.) Offensive players are respnsible fr retrieving the ball after a dwn. PUNT/FAIR CATCH Whenever a prtected scrimmage kick is desired t be made (can be requested n any dwn), the ffensive team captain must cmmunicate this decisin t the Referee. After such an annuncement the ball must be kicked (exceptins: (a) If team a r b calls time-ut, (b) the perid ends, r (c) a ful ccurs anytime prir t r during this dwn after the A captain s decisin which results in the kicking team having the right t repeat the dwn again, the referee must ask the A captain whether r nt he/she wants t punt again and relay this decisin t team B). All line f scrimmage rules apply t a punt; at least fur (4) players fr the ffensive team must be n the line f scrimmage and they cannt crss the line f scrimmage until the ball is kicked. Once the ball is punted, any R player may blck the kick while remaining behind their scrimmage marker (secnd ball sptter-yellw). If the blcked punt hits the grund, it is dead at the spt. If the punt is blcked by any R player and then caught by any K player behind the Team A scrimmage line (first ball sptter-range), they may advance. R may advance the kick anywhere in the field f play r end zne. A K player cannt kick the ball t himself/herself r any ther K player. The snap frm center may nt hit the grund at all n a punt r the ball becmes dead immediately and belngs t the receiving team at that spt. The punter must receive the ball frm the snapper n a punt thrugh the air, it cannt be a direct snap (tw (2) yards at least). After receiving the snap, the kicker must punt the ball immediately in ne a cntinuus mtin. The kicking team cannt interfere with the receiving team's players' attempt t field the punt. The receiving team may field the punt n a fly r ff f the grund. Punts are dead when the ball has tuched a player and then hits the grund, when the defensive team has dwned the ball, r when the ball ges ut-f-bunds. In each case, the ball is put in play where it first tuched the grund after tuching a player, where it cmes t rest, r where it ges ut-f-bunds. Nte, fr flag ftball R may run the kick ut f the end zne. Als nte, the mmentum rule is in affect with receiving punts. When a punt breaks the plane f R s gal line, it is a tuchback unless R chses the spt f 1 st tuching by K. PASSING/RECEIVING/INTERCEPTIONS/INTERFERENCE Once the ball has been legally snapped, the passer may mve the ball in any manner, which s/he chses. Hwever, teams are nly allwed ne (1) frward pass, frm behind the line f scrimmage, during ne dwn. An individual player cannt make a frward pass frm beynd the line f scrimmage. There is n limit t the number f laterals r handffs that are made behind the line f scrimmage. Nr the number f backward laterals nce past the line f scrimmage. Descriptin f lateral: A backwards lateral/pass is judged by the initial directin f a pass that determines whether the pass is frward r backward. All ffensive players are eligible t receive a frward pass r lateral after/befre crssing the line f scrimmage. During a scrimmage dwn and befre team pssessin has changed a frward pass may be thrwn prvided the passer s feet are behind Team A s scrimmage line (first ball sptter-range) when the ball leaves the passer s hand. Nte: If in dubt, the passer is behind the Team A scrimmage line. N player wh ges ut-f-bunds during a dwn may participate in the play unless they were blcked ut f bunds and return int play immediately. A receiver nly has t have ne ft in bunds and that ft has t land befre the ut f bunds step when catching a pass. A simultaneus catch by ppnents is awarded t the ffensive player, unless s/he is ut-f-bunds, and the ball becmes dead immediately (n advancement after catching the ball). If the defensive team intercepts the ball in the end zne, they may advance it ut. If a player is de-flagged 6

in the end zne fllwing an interceptin, it is a tuchback and the team that made the interceptin receives the ball n the 14-yardline. Any cntact made by an ppnent which interferes with a player attempting t catch a pass, face guarding, r blcking a ptential pass receiver while running a pattern is all cnsidered defensive pass interference (there will be n bump and run cntact at the line f scrimmage). The nly exceptin t the pass interference rule is when tw r mre players are making a simultaneus attempt t catch the ball and cntact ccurs. The fficials will then lk fr advantage vs. disadvantage during this simultaneus cntact situatin. Whether a pass is catchable r uncatchable has n bearing n ffensive and defensive frward pass interference. Cntact which ccurs bviusly away frm the play and which wuld be cnsidered a ful is nt pass interference. PENALTY: Illegal Cntact--10 yds frm the previus spt BLOCKING The ffensive team is permitted screen blcking nly. Any use f the arms, elbws, r legs t initiate cntact during an ffensive player's screen blck is illegal. Bth feet must remain n the grund while screen blcking. * There is n blcking beynd the line f scrimmage, except fr setting statinary screens. A blcker may nly use his/her hands r arms t break a fall r retain his/her balance. ONLY THE MOST ACCIDENTAL CONTACT THAT DOES NOT PROVIDE AN ADVANTAGE, TO A SPECIFIC PLAYER, WILL BE TOLERATED. RUSHING The defensive rush begins immediately! If the snap hits the grund prir t reaching the passer, ges ver the passer's head withut being tuched, r is tuched but nt cntrlled by the passer, the ball is cnsidered dead at that spt. Defensive players cannt use their hands as a wedge t cntact their ppnent and they cannt hld r push the ffensive player. Defensive players can nly use their hands as incidental cntact in an attempt t get arund the screen blck. BALL CARRIER Runners shall nt flag guard by using their hands, arms, r the ball t deny the pprtunity fr an ppnent t pull r remve the flag belt. PENALTY: Flag Guarding--10 yds frm the spt f the ful Examples f flag guarding include, but are nt limited t: Placing f the hand r arm ver the flag belt. Placing the ball in pssessin ver the flag belt. Lwering the shulders in such a manner, which places the arm ver the flag belt. The runner shall be prhibited frm cntacting an ppnent with extended hand r arm stiff arm The ball carrier may spin in an attempt t avid the defensive players. The ball carrier is allwed t dive t advance the ball, but at n time is a player allwed t hurdle ther players ( ver the pile ). Diving t advance the ball will be bserved very clsely by all fficials s that n defensive players are put at a disadvantage. If at anytime diving is used as an unsprtsmanlike act it will be penalized accrdingly. The defensive player cannt hld, grasp, r bstruct the frward prgress f a ball carrier while in the act f remving the flag belt. A runner shall nt charge int nr cntact an ppnent in his/her path nr attempt t run between tw ppnents r between an ppnent and a sideline, unless the space is such as such t prvide a reasnable chance fr him/her t g thrugh withut cntact (this will be viewed as basketball terms blck & charge ). When any part f a ball carrier's bdy tuches the grund ther than their hands r feet, the ball becmes dead immediately. 7

FLAG BELT REMOVAL There are sme basic rules, which are established fr flag ftball because f illegal remval f the flag belts. The flag belt cntains three (3) flags attached permanently t the belt. The bject is t deflag the ball carrier by pulling at ne f the flags, causing the entire belt t cme ff. At this pint, the ball carrier is deflagged, under the fllwing circumstances: An ppnent wh remves the flag belt frm the runner shuld immediately hld the flag belt high. Deflagging is nly allwed under special circumstances, similar t tackling in ftball. Offensive players must have pssessin f the ball befre they can legally be deflagged (including receiver attempting t catch a pass). In circumstances where a flag belt is remved illegally, play cntinues and deflagging reverts t ne-hand tuch between the shulders and knees, arms and hands included. The fficial will nt blw his whistle until the player has been dwned by a ne-hand tuch. The team, which has been ffended, will then have the ptin f taking the penalty r the play as it stands. It is legal fr the defensive player t dive t attempt t deflag a ball carrier. A flag belt that becmes detached inadvertently (nt remved by pulling it ff) means the team ding the deflagging must revert t a ne-hand tuch between the shulders and knees, arms and hands included. The fficial will nt blw his whistle until the player has been dwned by a ne-hand tuch. The passer can be legally deflagged if the defensive team deflags him/her befre s/he releases the ball. Tampering with the flag belt in anyway t gain an advantage, including tying, using freign materials, r ther such acts will result in that player being ejected frm the game and that team being penalized. After a tuchdwn r extra pint has been scred, the fficial will immediately deflag the player that scred. If the flag belt cmes ff with ne pull, then the pints are scred. If nt, the tuchdwn is disallwed, and the team is penalized frm the previus spt. The player is ejected if the fficial rules that the flag belt has been secured illegally. All players are encuraged t hld the flag belt in the air upn deflagging an ppnent t assist the fficials in sptting the ball. (NOTE: the psitin f the ball when a player is deflagged determines the spt f the next line f scrimmage.) FUMBLES Any ball that is fumbled by a player is dead as sn as it tuches the grund and belngs t the team wh last had pssessin f the ball befre it tuched the grund. The ball is put in play at the pint where it first tuched the grund. A drpped r bbbled ball frm a pass, lateral, r handff is als dead as sn as it hits the grund and belngs t the team wh last had pssessin. Frward batting and frward r backward kicking is illegal. Fr mre infrmatin n these illegal actins view the NIRSA Flag & Tuch Ftball rules manual. ENCROACHMENT Encrachment is a term used t indicate a player is illegally in the neutral zne. An entering substitute is nt cnsidered t be a player fr encrachment restrictins until he/she is n his/her team s side f the neutral zne. PENALTY-(Dead Ball) Encrachment-5 yds frm the previus spt, replay the dwn. (NOTE: If a defensive player encraches tw r mre times cnsecutively, the penalty becmes 10 yards.) ENDING EACH HALF Between the first and secnd perids, the teams shall change gals. If the time fr any perid expires during a dwn, play will cntinue until the dwn ends. N time signal will be sunded while the ball is live. A perid/half may end if the ffensive team des nt snap the ball while it is ready fr play and time expires. A perid/half may be extended if there was an accepted penalty. If a tuchdwn was scred, the extra pints are attempted as part f the same perid/half. 8

INADVERTENT WHISTLE When an fficial sunds his/her whistle inadvertently during a dwn in which the penalty fr a ful is declined, when: 1. The ball is in player pssessin- the team in pssessin may elect t put the ball in play where declare dead r replay the dwn. 2. The ball is lse frm a fumble, backwards pass, illegal kick, r illegal frward pass- the team in pssessin may elect t put the ball in play where pssessin was lst r replay the dwn. 3. During a legal frward pass r a punt- the ball is returned t the previus spt and the dwn replayed. When the ful is accepted, disregard the inadvertent whistle. (NOTE: There is n time added t the game clck during a dwn with an inadvertent whistle.) BALL IS LIVE/BALL IS DEAD A dead ball, after having been declared ready fr play, becmes a live ball when it is snapped, kicked, r punted. A live ball becmes dead and the fficial sunds a whistle when: It ges ut-f-bunds. Any part f the ball carrier's bdy, ther than his hands r feet, tuches the grund. A tuchdwn, safety, tuchback, r successful try is made. (Nte: The clck remains stpped n all extra pint attempts during the last minute f the first half and the last tw minutes f the secnd half). A fumble by a player tuches the grund. A ball carrier is legally deflagged by a defensive player. A legal frward pass is legally cmpleted r a free ball is caught r recvered by a player n, ver r behind his ppnent's gal line. A legal frward pass strikes the grund r is simultaneusly caught by ppsing players. A player frm the kicking team catches r recvers a punt, which is beynd the neutral zne that has cme t rest, and n player f the receiving team has attempted t receive it. A snap frm center n a punt strikes the grund befre being caught by the punter. The punter/passer receives the ball directly frm the snapper as a handff. An inadvertent whistle ccurs. EJECTIONABLE FOULS Any f the fllwing fuls may be judged by an fficial t be a disqualifying ful causing ejectin f the player remvable frm the game. These fuls are als cnsidered unsprtsmanlike and unnecessary rughness: There will be n rughing the passer. At n time may the passer be cntacted. This includes cntacting the ball while still in the passers hand. The ball is part f the bdy, while in pssessin. There will be n thrwing the runner t the grund r cntacting f an ppnent n the grund. There will be n striking, tripping, kicking, kneeing, clipping, r use f the frearms. There will be n tackling. If a player tackles a ball carrier, wh in the judgment f the fficial had an pen field fr a tuchdwn, a tuchdwn will be awarded t the ffended team. If the ball carrier did nt have an pen field, the ffended team will be awarded an autmatic first dwn. Player ejected if the fficial judged it t be an unsprtsmanlike actin. ADMINISTRATION OF PENALTIES Live/Dead Ball - When a ful ccurs during a live ball, the fficial will thrw their flag and play cntinues until the ball is dead. At the end f the dwn, the fficial will ntify the ffended team's captain f her/his ptins. Once the captain s chice is made, the ptins cannt be reversed. When a live ball ful is fllwed by a dead ball ful, the penalties are administered separately in rder f ccurrence. Duble Ful - When bth teams cmmit live ball fuls and there is n change f team pssessin, the penalties 9

cancel each ther ut and the dwn is replayed. Exceptin: If there is a change f team pssessin, the last team gaining pssessin retains pssessin prvided they have nt fuled prir t gaining pssessin (if they fuled prir t gaining pssessin, the fuls cancel each ther ut, dwn is replayed.) Penalties fr dead ball fuls are administered separately and in rder f ccurrence. Unsprtsmanlike Cnduct - Is always administered separately, and if flagrant, culd mean ejectin f that player frm the game. Half the Distance - A measurement cannt take the ball mre than half the distance frm the enfrcement spt t the ffended team's gal line. If the penalty is greater than this, the ball is placed halfway frm the enfrcement spt t the gal line. If the penalty is accepted, the dwn remains the same, unless it is a penalty that invlves lss f dwn. UNSPORTSMANLIKE CONDUCT Any unsprtsmanlike cnduct (verbal abuse t fficials r players, unnecessary rughness, etc.) will result in a penalty being assessed and pssible ejectin frm the cntest and/r frfeiture. Any individual ejected frm a cntest, will be ineligible fr further participatin in any IM activity until the incident is reslved with the Flag Ftball Graduate Assistant r the Intramural Sprts Crdinatr. The minimum suspensin fr said individual is tw weeks starting frm the time the meeting ccurs. Any player wh is ejected must leave the playing area, ut f sight, ut f sund. PLAYOFFS Any team that has wn at least ne (1) regular seasn game will be eligible fr playffs. Teams must maintain a sprtsmanship rating f 3.0 t qualify fr the playffs. Teams/individuals may be barred frm participatin in playffs due t unsprtsmanlike cnduct r eligibility vilatins during the regular seasn (see Sprtsmanship Plicy). If a player r team is suspended during playffs they will be suspended fr at least the remainder f the playff turnament. (These individuals must still meet with the Intramural Sprts Crdinatr t determine future eligibility). Teams must be represented at the playff captain s meeting. Thse Captains wh are nt represented will be assessed a $15 Frfeit Fee. There will be a mandatry playff captain s meeting n Wednesday, Octber 12 th in 317 Engineering 7pm. CO-REC MODIFICATIONS Number f players The C-Rec. game shall be played between tw teams f eight (8) players; n mre than a ne player per sex advantage can ever exist. (When teams are shrthanded and nly have seven (7) players, ne must maintain a 3:4 rati f male/female r female/male). A team may start with as few as six (6) players, but the prper gender rati must be maintained at all times. Plays frm scrimmage Frward passes If the passer is female, she can cmplete a pass t either a male r a female player. A male passer may cmplete passes t a male player nly if the play is pen. PENALTY: Illegal Frward Pass- 5 yards frm the spt f the thrw and lss f dwn, if cmpleted while play is clsed. A play becmes clsed when a male t male pass is cmpleted. In rder t pen the play a team must cmplete fr psitive yardage: a 10

female t female pass, a female t male pass r a male t female pass. Think f it as a rtating dr. During the 1 st dwn f the pssessin it is pen. If a male passes t a male, then the next play, will be cnsidered clsed until it is repened. Even n extra pint attempts the rtatin remains. Laterals (backward passes) may be executed t/frm players f either sex. A male cannt advance the ball past the line f scrimmage unless a female advances the ball past the line f scrimmage first. Think f this as a glass wall. Once the glass is shattered, any gender can crss the riginal line f scrimmage with the ball. Example: a female takes a pitch and runs past the line f scrimmage. Once running past the scrimmage line (i.e. breaking the glass) she may then pitch it backwards t a male wh can run the ball in any directin legally. A legal frward pass simultaneusly caught by male and female teammates shall be credited as a female receptin. A male must be past the line f scrimmage in rder t catch a frward pass. Punts: All regular punt rules apply. Scring Tuchdwn by a male player: 6pts. Tuchdwn by a female player: 9pts. (If a female player scres a tuchdwn, r if a female player thrws a legal frward pass and a tuchdwn is scred by any Team A player) 1 pt safety during a PAT Extra Pints (3 yard try) Male/Female- 1 pt; (10 yard try) Male/Female- 2pts; (20 yard try) Male/Female- 3pts; All ther NIRSA & OSU Intramural Sprts Flag Ftball Rules apply. 11
