2 Welcome note Dear Orienteering Friends, It is our honor and pleasure to invite you to Veszprém to participate in the 10th MTBO World Championships, 5th MTBO Junior World Championships and the 3rd World Masters MTBO Championships. We hope that you will enjoy both the sporting and the social side of this very special event. Miklós Juhász President Hungarian Orienteering Federation Location Veszprém is a medium size town with a historic atmosphere 12km North of Lake Balaton. It plays an important role in the region because of its position, due to its industry and trade it is regarded as a small region centre. The town lies between the forest-covered slopes of the Bakony Hills and the sunny Balaton-uplands. The historical past of Veszprém looks back on the time of the conquest, when the town entered into possession of the princely family. The bishopric of Veszprém was founded in 1001, the establishment of its cathedral is linked with the name of the wife of King Stephan I., Queen Gizella, which is referred to in charters as the first and oldest bishopric cathedral in Hungary. Queen Gizella is still very much respected in Veszprém, in honour of her is the artistic festival named after her held year by year. Veszprém expects the visitors with vivid cultural life during the whole year. Excellent music orchestras, choirs, dance ensembles and the actors of the Petőfi Theatre entertain the audience. Children can have fun in the Veszprém Zoo which is famous all across Europe. Visitors to Veszprém of every age will enjoy a splendid stay here. 2

7 Competition Rules IOF MTB Orienteering Competition Rules 2012, International Specification for MTB Orienteering Maps 2010, International Specification for Control Descriptions 2004 and WMMTBOC 2012 Special Rules will be applied. Deviations from the IOF mapping standards are discussed under Map details. Off road riding is allowed in areas marked as forest or freely rideable open area. Off road riding is strictly prohibited in all other areas, including settlements, cultivated land, orchards, vineyards and all other open areas not marked as rideable. Competitors riding off road in restricted areas are responsible for any damage claimed by the landowners and will be disqualified. Map details Sprint 1:10,000 / 5 m Middle 1:15,000 / 5 m; Masters 1:10,000 Relay 1:10,000 / 5 m Long 1:20,000 / 5 m; Masters 1:15,000 Long Q 1:20,000 / 5 m All surveyed in 2011/2012. All maps will be produced using waterproof technology. Some areas contain large number of meandering narrow motocross tracks that are mapped using black continues lines with line thickness of 0.4 mm. Rideability of motocross tracks is good to very good. Form lines are used in flat areas on some of the maps to ensure better representation of land forms. Dry ditches were mapped using lines of brown dots when representation was deemed to be important for navigation or route choice considerations. Tank hides, military built earth formations with a shallow depression and earth banks on three sides, will be shown with brown U shapes oriented according to the orientation of the object on the ground. The use of all the above map symbols shown on the picture on the right. 7

8 Permission to ride over open areas is shown by the type of yellow used. All restricted areas carry legends that are based on 100% yellow area with or without overprint. All rideable open areas (grass land, clearings, clear cuts and sandy areas) are shown with 50% yellow. Rideable semi open areas are also based on 50% yellow (bomba raster). Please note, that rideable in this sense refers to no restriction, and does not mean that competitors can actually cross the area riding their bike. Green is used to show impassable areas, including dense forest. 9 WOC/JWOC registration is required to enter areas reserved for WOC/JWOC participants and team officials. Team officials registered for WOC/JWOC can participate in WMOC races without additional registration. The registration fee is collected to cover IOF dues and does not include local services such as banquet or parking. Competitors who are representing a Federation shall have full passport holding citizenship of the country of that Federation. For WOC: Each Federation may enter a team of up to 16 competitors - up to 8 women and 8 men - and up to 6 team officials. Of these athletes, in each qualification race (or final if there is no qualification race), every Federation may enter up to 6 women and 6 men and, in addition, the current World Champions for the distance. In the Relay, each Federation may enter two women s teams and two men s teams, each consisting of 3 team members. For JWOC: Each Federation may enter a team of up to 12 competitors - up to 6 women and 6 men - born in 1992 or later, and up to 6 team officials. Of these athletes, every Federation may enter up to 6 women and 6 men for each individual race. In the Relay, each Federation may enter two women s teams and two men s teams, each consisting of 3 team members. For WMOC Participation in WMOC is open to all competitors according to their age classes. There is no restriction for Open. Embargoed areas and other restrictions The Organisers would like to call the attention of the participating teams to the following rules that will be taken seriously to ensure that all three World Championships (Junior, Elite and Masters) are run under conditions that are as fair as possible. Due to the combined nature of the World Champs, all participants from a given country will be treated as one team. The area shown on the map around Veszprém is embargoed for all orienteering activities, unless specifically permitted by the Organizers. The above areas are out of bounds for all potential World Championships participants and team members, including competitors, team leaders, coaches, doctors, escorts, and any other person who through their knowledge of the terrain may influence the result of the competitions. 9

10 Spelt out in details this means: no organized orienteering activity may take place in the area, no training sessions may take place in the area, no one with potential connection to a team (athletes or others) may visit the area, no accommodation of athletes and team members is allowed within the area. The area of Veszprém is restricted for MTBO activity. They are open for pedestrians, cars, and leisurely cycling, but strictly forbidden to cycle with the intention to test route choices. Copies of the most recent orienteering maps of the area are available on the event s website. A Start and Finish Quarantine system will be operational on all individual days to minimize time riders have to spend within a quarantine zone. In all quarantine zones organizers provide toilet facilities, water, common tent, and place where teams can pitch up their own tents. No telecommunications equipment should be brought in the quarantine areas. This includes phones, radio equipment, walky-talkies, tablets and computers (even when turned off). A secure deposit system for telecom equipment will be in operation for riders and other team members who enter the quarantine zone. No copies (print or electronic) of existing maps or satellite images of the area in the Start and Finish, including quarantine zone. No location recording equipment (GPS, helmet camera, etc) or navigation aid is permissible on the course. Exception to this are GPS trackers with no location readout (only speed display), and helmet cameras used with the permission of the organisers and deposited in the Finish until the end of the race. Breach of the above rules may result the exclusion of the participant and its team from one or more days of the competition. 10

Very good rideability. Dense path network some places. Altitude: 150 m to 300 m. Special arrangements will be in place where riders cross atrain tracks that are seldom used. Riders stopped by the marshals will get the time spent in the waiting box deducted from their overall time. Waiting time starts when the rider enters the box on the instruction of the marshal, and ends when the marshal instructs the rider to continue the course. In all areas tricky steep sections may challenge riders. Stones and thorns are abundant. Puncture protection is strongly recommended. 17

18 Time keeping system Sport Ident will be used on all events with SI-Card 9 compatible Control Stations. Everybody should provide the number of their SI cards with - the entry. SI cards can be rented from Organizers for EUR 10 / for the event (EUR 30 deposit). Start groups Start group allocation of three starting groups will be administered for Elite and Junior Sprint, Middle and Long Qualification races. For Elite Sprint and Middle races, the fourth Red Start Group will consist of the following competitors, provided they are members of their Federation s team (as per Competition Rule 6.6) for this competition: the reigning World Champion of the format the 9 top-ranked competitors in the IOF World Ranking list as published 10 days before the event. In the case of a tie, all competitors concerned will be included in the Red Start Group. If the above rules provide less than 10 runners, the Red Start Group will be increased to comprise 10 runners by adding the next-best ranked competitors from the IOF World Ranking list (in the case of a tie, all competitors concerned will be included in the Red Start Group). The Red Start Group is mandatory for competitors who qualify for it. GPS tracking Top Elite riders will carry a GPS tracking device. These riders include all Red Group riders and others selected by the organizers based on their start position, World Cup and World Ranking results. The device is to be carried in the back pocket of the rider s jersey, and to be picked up in the start area 10-30min before the start. The size of the tracking device to be carried by the competitor is 8x4.5x2.5 cm and weighs 85gramms. Riders intending to ride in a jersey with no back pocket should request a harness to carry the GPS device from the organizers the day before. Display of live tracking is planned for the Finish area after the close of the Start quarantine. In the evening the best riders tracks will be shown in a simulated mass start before prize giving and in the Event Center. All tracks will be available on the event website after the event. 18

19 Training opportunities Official training camp is organized on August, Budapest, in connection with11-12 August, Open Hungarian Relay Championships and Middle Distance event. Two training maps will be available within riding distance from the Event Center starting 17 August. The deadline for registration has passed, but limited places may be available. Please enquire at Event Center To ensure the best possible atmosphere, organizers set up an Olympic village style Event Center: Központi Kollégium (University Dormitory) 8200 Veszprém Egyetem u. 12. Most events, including registration, social programs, catering and team leaders meeting will take place at the Event Center. The only exceptions are the Greeting and Prize giving ceremonies. The restaurant in the Event Center will provide dinner exclusively to WOC/JWOC/ WMOC participants. Wi-Fi internet service will be available for free at the Event Center. 19

20 Accommodation All accommodation are offered in the Event Center on a per room basis. Rooms were recently renovated. Each room sleeps up to three people. Two rooms form a unit that share a common entrance and a kitchenette with fridge. Each floor equipped with two full size kitchen, several common shower units, meeting rooms and social areas. Locked bicycle storage and gym access also provided. Accommodation booking deadline has passed. Athletes in need of assistance to find accommodation should inquire at info@mtbo.hu. Parking Due to city and landowners restriction a parking ticket system had to be introduced. Veszprém city administers a restricted parking system. To minimize potential parking related inconveniences it was requested that the registration number of all cars associated with the event submitted to the organizers. 21 Catering Half board (dinner and next day breakfast) offered in the Event Center every day. Special dietary needs (vegetarian, gluten-free or diabetic) can be catered for if notice given upon booking. Dinner and breakfast: Ordered by the day: EUR 20/day (17-24 August) Packages offered: 8 day from dinner 18 August - to breakfast 26 August (including banquet on Saturday night): 160 EUR 5 day from dinner 21 August to breakfast 26 August( including banquet on Saturday night): 100 EUR Banquet only: EUR 35. Media Services Media representatives are cordially invited to come to Veszprém to cover the World Championships races. Registration for media entry should be made in to by 30 June Media facilities will be available only to registered media representatives. Entry permits to Hungary Hungary is a full Schengen member state. The following IOF member countries require visa to Hungary: Belarus, China, Chinese Taipei, Colombia, Kazakhstan, DPR Korea, Moldova, Mongolia, Russia, South Africa, Turkey, and Ukraine. Visas have to be applied for at your nearest Hungarian embassy. The organizers will assist participants as required to obtain visas. Please make sure that you allow for sufficient time (at least 3 months) for invitation letters and visa processing. Note that visa regulations are subject to change. Please double check your specific visa requirements. 21

22 Local Weather End of August in Hungary is characterized by warm sunny weather: 25C in the daytime, 15C in the night, with 8 hours of sunshine on average. Over the past 100 years, the highest daily temperature was below 30C on 85% of the days, and it was below 20C on 15% of the days. Transportation Transportation to and from Budapest Airport can also be ordered from the Organizers for a fee of EUR 60 per person one way (including bike). For all WOC/JWOC events from the Event Center local transportation package is available for EUR 95 per person (including bike). Hertz offers preferential car rental rates for World Championship participants (see details on website).
