Regstraton of Offcals Football and basketball offcals prevously regstered have receved ther renewal applcaton cards for the 0- school year. Three hundred seventy-three of these offcals faled to fle ther -0 reports on or before the deadlne set by the Board of Control for the submttng of reports, and t was necessary to mpose fnes on these offcals who faled to comply wth Assocaton rules. t s an Assocaton requrement that each regstered offcal attend the clnc n the sport n whch he s regstered. Thrty-fve football offcals, one hundred thrty-seven basketball offcals, and sxty-four baseball offcals were suspended n - 0 for falure to attend clncs Attenton, Prncpals! Each prncpal of a K.H.S.A.A. member school wll be suppled durng the forthcomng school year wth a card whch wll say: "Kentucky Hgh School Athletc Assocaton Ths wll ntroduce 'name of prncpal), (name of school)." The card wll be sgned by the Commssoner. Most admnstrators of Assocaton member schools admt to ther home contests fellow admnstrators as a matter of school polcy. However, many tmes these vstors hestate to dentfy themselves to the tcket takers. The card mentoned wll assst n ths dentfcaton. The dentfcaton cards are not to be consdered as regular season passes to home games of member schools of the K,H,S,A,A, The determnng factor n the cards beng accepted as passes s the polcy of the ndvdual school. The dentfcaton card may be used for admsson to all events at the state level except the State Basketball Tournament, A dfferent plan for ssung these passes, along wth passes to the dstrct and regonal basketball tournaments, s provded n basketball tournament regulatons. Mnutes of Board Meetng The Board of Control of the Kentucky Hgh School Athletc Assocaton met at the K.H,S.A.A. offce, Lexngton, on Thursday mornng, June, 0, The meetng was called to order by Presdent Ralph C, Dorscy at 0:00, wth Board members Morton Combs, W, H, Crowdus, Don Davs, Tom Mlls, and Rchard Vncent; Commssoner Theo, A, Sanford, and Assstant Conmssoners J, B. Mansfeld and Blly V. Wse present. The nvocaton was gven by W. H, Crowdus, Don Davs moved, seconded by W. H, Crowdus, that the readng of the mnutes of the Aprl th meetng be waved snce members of the Board had receved copes of these mnutes. The moton was carred unanmously. The Commssoner presented certan suggested changes n K.H,S.A.A, regulatons. These were: n Grls' Track, elmnate the - Yard Dash from the lst of events, change 0-yard Hurdles to 0-Yard Hurdles, and add the Mle Relay; Change Gymnastcs Rule V, Scorng, to read as follows: "The scores earned by the top three determne the team score for that event. The event score, excludng the Al-Around score, shall be adde to determne the fnal team score. An ndvdual's scores n the Olympc events (sx for men -floor exercse, horzontal bar, long horse vault, parallel bars, rngs, sde horse; four for women-balance beam, floor exercse, sde horse vaultng, uneven parallel bars) shall be added to yeld the ndvdual's All-Around score," W. H. Crowdus moved, seconded by Rchard Vncent, that the rules changes recommended by the Commssoner be adopted. The moton was carred unanmously, W, H. Crowdus, a member of the Retrement Commttee, made a report for hs commttee n the absence of Charman Foster J. Sanders. He presented a Penson Plan Agreement for executves whch had been prepared by the Retrement Commttee wth the assstance of Attorney Calvert T. Roszell. Copes of the agreement were gven to members of the Board. Mr, Crowdus explaned the plan and was asssted by the Commssoner n answerng questons concernng the agreement. After a dscusson of the plan, W, H, Crowdus moved, seconded by Tom Mlls, that the Penson Agreement for executves prepared by the Retrement Commttee be accepted by the Kentucky Hgh School Athletc Assocaton through ts Board of Control; that the plan be put nto effect as of June, 0; and that the funds presently n the K.H,S,A.A. Retrement Fund, n the approxmate amount of $,000.00, none of whch has been allocated to any express retrement plan, be appled for the purpose of fundng ths.agreement, The moton was carred unanmously. t was suggested at ths tme that the Board go nto executve sesson for dscusson of salares. At the concluson of the sesson, after the return of Messrs, Sanford, Mansfeld, and Wse, Rchard V"ncent moved, seconded by Morton Combs, that Commssoner Theo, A, Sanford be re-elected for a perod of one year, begnnng July, 0, at an annual salary of $,00,00; and that the annual salares of Assstant (Commssoners Mansfeld and Wse be set respectvely at $,00,00 and $,00,00, The moton was carred unanmously. Speakng for the Personnel and Polcy Commttee, Rchard Vncent moved, seconded by Morton Comb,s, that a transfer of $0,000,00 be made from the (General Fund to the Retrement Fund, The moton was carred unanmously. The Commssoner stated that n June of G the Personnel and Polcy Commttee, actng under a drectve of the Board of Control, had employed

Tom Mlls moved, seconded by W. H. Crowdus, that the recommendaton of the Commssoner be accepted. The moton was carred unanmously. The Commssoner presented to the Board the 0- K.H.S.A.A. budget, tle budget beng amended to nclude the salares for tle executves mentoned. The estmated recepts are $0,0.00, and estmated dsbursements are $0,0.00. Don Davs moved, seconded by W. H. Crowdus, that the 0- budget as presented be adopted. The moton was carred unanmously. Charman Don Davs of the Buldng Commttee made a report for hs commttee. He stated tlat the Buldng Commttee had been negotatng wth the Unversty of Kentucky for a buldng ste of approxmately one acre n sze on whch to construct a new K.H.S.A.A. offce buldng, the ste nvolved beng on Cooper Drve near the present E.T.V. Buldng. He stated that the K.H.S.A.A. needed to expand ts facltes, and that the Unversty of Kentucky was nterested n purchasng the present K.H.S.A.A. Offce Buldng to expand ts educatonal facltes. Mr. Davs further stated that apprasals on both propertes had been made by apprasal frms representng the Unversty of Kentucky and the K.H.S.A.A., and that the purchase prces had been agreed upon by the Buldng Commttee and by certan representatves of the Unverstv of Kentucky. Don Davs moved, seconded by Tom Mlls, that" the K.H.S.A.A. Buldng Commttee be drected to have plans and specfcatons prepared for the proposed new K.H.S. A. A. buldng, and that the Presdent and Secretary be authorzed to sgn for the Board of Control and the K.H.S.A.A. a sale and purchase contract wth the Unversty of Kentucky for the transfer of certan property owned by each party, sad sale and purchase contract havng frst had the approval of the Assocaton's attorney. The moton was carred unanmously. The Commssoner dscussed wth members of the Board a recuest of Ath. Dr. Pete Grgsb.y, Jr., of the McDowell Hgh School, that K.H.S.A.A. They contend further that the ablty of the ankle jont to undergo nverson (nward turnng) and everson (outward turnng) s one form of projecton to the knee jont also when the foot s fxed to the ground whle the weght of the body s turned aganst the lower extremty. Wrappng or tapng of the ankle so that argument goes ser\'es to lmt ts moblty and thereby places a greater stran on the knee and favors more serous njures to that jont. Fnally, one crtc nssts that nether tapng nor wrappng exert any apprecable lmtaton on ankle moton for more than the frst ten mnutes of exercse anyway (ths pont appears to contravene the allegaton that wrappng or tapng poses a serous threat to the knee). There s very scanty statstcal observaton or expermental evdence to confrm or deny these allegatons. What lttle there s. however, tends to confrm that the common practce of wrappng and tapng ankles s truly a measure of sgnfcant value n the preventon of serous ankle, and perhaps even knee, njures. These studes are on record dealng wth the effects on ankle acton of wrappng and tapng the ankles, all n and. n one, three dfferent tapng technques were used and ankle moton measured before and after a specfed exercse by m.eans of an electrc gonometer. n the second, the resstance of four dfferent adhesve strappngs to a force of plantar flexon and nverson was tested before and after exercse for ten mnutes. The thrd used the same means of testng the resstance of the ankle lgaments to stress when the ankle was unwrapped, or n a cloth wrap or taped over stocknette, or taped drectly to the skn. Measurements were taken before and after a standard exercse carred on for fve mnutes. To summarze these three studes brefly: fa) the feasblty of restrctng lateral moton of the

Of the varous adhesve strappngs tested, the basket weave wth strrups and heel lock seemed to provde the best protecton and mantaned 0 per cent of ts effectveness after ten mnutes of vgorous exercse. Even at that tme the protecton t afforded was superor to that provded by the cloth V. rap before exercse. To revert to the commonalty of experence, the observed occurrence of ankle dslocatons and fractures s relatvely small n football when one consders the major forces nvolved. On the other hand the number of ankle sprans s relatvely hgh. t s therefore entrely concevable that many of these sprans would have become fractures or dslocatons were t not for the restranng effect of the tapng or wrappng appled to the ankle. Any change n the present practces of tapng and wrappng ankles, other than n mprovng them; should be avoded untl substantal proof can be presented to ndcate that these practces are wrong. Natonal Federaton and A. M. A. Football Examnaton Part of the Natonal Federaton Football Examnaton for offcals wll be gven n Kentucky on Monday, September. An offcal who has been regstered for at least one year pror to the current season s elgble to take the examnaton and work for a hgher ratng. Offcals who hold the Approved ratng n football are requred to make a mnmum percentage grade of 0 n order to mantan ths ratng from year to year. After an offcal has receved the Certfed ratng, he contnues to receve ths ratng each year provded that he attends the clnc for that year and has worked n at least sx frst team hgh school football games durng the prevous year.
