The ncrease wll be to $880 a year at fve of the state colleges, ncludng Eastern.' The Unversty of Kentucky tuton fees for the year wll be $80. The presdents of Kentucky's fve state colleges and the state unversty approved the tuton ncreases. The proposed rate changes must stll be approved by the state councl on Publc Hgher Educaton at ts Feb. 3 meetng, but the councl usually follows the presdents' recommendatons on such matters. The nonresdent tuton rates at present, the rates wth the prevously approved ncreases and the rates wth the new ncrease are; The Unversty of Kentucky (60 at the present, has been rased to $70, and the new ncrease would be $80. At the fve State colleges, the present tuton s $00 and has been rased to $S0 and would be rased to $580. The Weaver Oratoral Contest was started n 98 as the result of the efforts of a late board of Regents Member, Charles F. Weaver. Mr. Weaver's motvaton for pushng the establshment of the contest was hs belef that young men, partcularly college students, should be as artculate as possble. Musc Department Presents Rectal The Eastern Department of Musc wll present Mary Lews Akrght, soprano, and Lands Baker, panst, n a rectal n the Foster Musc Buldng, Tuesday evenng, February at 8 p.m. Faculty members, Mrs. Akrght and Mr. Baker wll present a program of vared vocal musc taken from the Baroque, Romantc, and Contemporary perods n musc hstory. They wll be asssted by three other faculty members, Alan Staples, voln, Mram Oppelt, voln, and Lyle Wolfrom, cellst. Most recently Mrs. Akrght was heard as the soprano solost n the 965 Messah on the campus. She has had a vared.career nvolvng solo rectal and oratoro experences n Kentucky, Mssour, And Mchgan. Mr. Baker has been both a solost and accompanst n numberous programs on the campus. The program s composed of several mportant masterpeces of vocal lterature. Mrs. AKrght wll begn her program Wth a solo motet by the Baroque composer, Detrch Bustehude. Seven songs n toe Myrten cycle wll costlnue the rectal. The famlar ana rom La Boheme, M chamano Mm, wll be ncluded. The fnal group on the program wll be the monumental "Chansons de Blts," composed by Claude Debussy.. The later cycle s a very demandng volcal group requrng unusual skll and technque. There s no admsson for the program, and students, faculty, and frends of the College arc cordally nvted to attend.' Tryouts Held Drum and Sandal tryouts wll be held Wednesday, Feb. s38, at 7 p.m. n Weaver Dance Studo. Plans are beng made for the sprng show. age, ts stage s one of the largest and best equpped n Europe. Each group partcpatng n the 'V l val presents two plays. One s a one-hour play of ther own choosng; the other s a twenty-mnute play on a theme asr^ned by the Festval Commttee. The Festval s desgned to brng together unversty theatre groups whose work s not an mtaton of professonal and commercal theatre. The use of the same theme for all groups for a twenty-mnute presentaton s an experment amed at comparng the scenc styles and creatve capacty of each company. At the 966 Festval, the student theatre of Madrd and the theatre of Bratslava (Czechoslovaka) were Jontly awarded Frst Prze. n 96, the wnner was the Student Theatre of Mexco. The program s set for February, at 8 p.m. The Svetlova Dance Ensemble wll present a vared program of dances of great appeal. Marna Svetlova, Prma Ballerna wth the famed Ballets Russes de Monte Carlo, the Amercan Ballet Theatre, and the Metropoltan Opera, wll be the featured dancer n numbers from "Les Sylphdes," "The Nutcracker," "Don Quxote," and others. Mr. Crane on Broadway Deane Crane and Jose Barrera make up the remander of the team. Mr, Crane has been seen n several Broadway productons such as "Oklahoma," "Anne Get our Gun,""Fanny" and others as well as many moton pctures n Europe and n talan and German televson. As a contrast to the classcal ballet of the two other dancers, Jose Barrera wll sup- Audubon Lecture Dscusses Canadan Wldlfe Many students nterested n the conservaton of wldlfe and n nature enjoyed an nformatve lecture gven by Naturalst C. P. Lyons last nght n Eastern's Hram Brock Audtorum. Mr. Lyons dscussed the natve wldlfe n the Canadan Provnce of Brtsh Columba. He augmented hs talk wth a flm whch -ncluded mammals as well as many unusual nsects. brds, reptles, and amphbans common to the area. The wldlfe was flmed n ts natural hawtat from forests to deserts to alpne heghts. The flm was a s beautful as the lecture was nformatve. Ths lecture was the thrd n a seres of four sponsored by the Bology Department and the Natonal Audubon Socety. Murray! new fscal year, for change n and Morehead state colleges as status. the hgher educaton bll passed The bll was a result of a 83 to 0. state-wde study of hgher educaton by a three-man survey team and the Governor's Commsson on Hgher Educaton. t House Bll 38 now goes to the Senate where t expects lttle dffculty n beng approved by the 38 state senators. The admnstraton-backed bll, whch would redesgnate Eastern as Eastern Kentucky Unversty and authorze addtonal graduate programs, receved no opposton and lttle dscusson n the House. Rep. Ted R. Osborn, D-Lexngton, sponsor of the bll, was not gven a chance to present hs explanaton of the bll before the House called for a vote. Breathtt, the bll would become effectve 90 days after the close of the legslatve sesson, or June 0. t s expected, however, that the respectve Boards Drama Festval n Progress Two Central Kentucky hgh schools advanced to the state drama festval to be held March n-s at the' Unversty of Kentucky as a result of ther superor ratngs n the frst day of competton n the Regonal Hgh School Drama Festval now held at Eastern n Alumn Colseum. Top honors went to Model Hgh School, Rchmond, drected by Russel Mobley, wth ther producton of "Luv,' and Lafayette Hgh School, Lexngton, drected by Thelma Beeler, wth Earle Remngton's "The dlngs of the Kng." Four hgh schools competed yesterday and fve are competng today. Those competng today are Madson Central, Rchmond, Bourbon County, Pars, George Rogers Clark, Wnchester, Frankln County, Frankfort, and Henry Clay, Lexngton. A trophy wll be awarded to the outstandng producton of the festval ad certfcates a- warded to the top fve actors and actresses. Judges for tne festval are Dr. West T. Hll, Sentre College; Charles Dckens, Unversty of Kentucky, and Joe M. Johnson, Eastern. Eastern s plannng addtonal graduate programs n several areas, some of whch wll be ready to mplement next fall. The new state "unverstes" are also gven authorty to provde programs of a communtycollege nature n ther own communty comparable to the UK system of communty colleges. Student Councl Submts Report To Student Body The Student Councl standng commttees have submtted reports of the past semester's work to the student body. These commttees nclude the Party System, Bloodmoble, Experment n nternatonal Lvng, Publcty, Socal, and Student Councl nsttute commttees. The reports are as follows: Party System Commttee; Peggy Carter, Charman. The Party System Commttee was developed n order to dscuss the feasblty of establshng a party system on campus for the student electons. A party system would nvolve two specfed partes and one ndependent party, of whch students would have the opton to jon. Conventons would be held to nomnate canddates for offce and later electon would follow. The commttee also dscussed the possblty of changng the type of representaton to enable all students to be represented more equally. Thus far, our efforts have manly been n dscussng the pros and cons of such a development, and wrtng other schools who use the party system ' for nformaton whch mght be benefcal n our efforts here at Eastern. Our future plans are to further delve nto the problems how affrontng us and to present a system whch wll represent the student more farly and help our councl to functon progressvely n the' future. Bloodmoble Commttee; Kthy Colebrook and Mke Johnson, co-charmen. The Student Councl Bloodmoble Commttee worked wth representatves of the Cadees Club, Sharon Rchardson and John Ruggles, to make the December 9 blood drve the most successful one to be held n the state. The blood obtaned was desgnated for the Amercan troops servng n South Vet Nam. Wth the help of the Art Department, over 00 poster* were made whch were dstrbuted by the Counterguerlla Raders. The Mantenance Department also made a large elgrt to be put n front of the Student Unon Buldng and arrows to be used to drect the students to the Burnam Hall Recreaton Room. The drve lasted from 0 to p.m. Approxmately 868 people came to gve blood. A total of 56 persons regstered before the doors had to be closed at :30 p.m. Of those processed, 398 pnts of blood were accepted. A lst of 87 people wshng to gve blood was compled by the Caduceus Club under Orson Arvn's drecton. Experment n nternatonal Lvng; Marvn Marcum, Charman. The cheerleader selected as Mss Eastern Cheerleader wll enter the Mss Cheerleader U. S.A. contest to be held ths sprng. The current cheerleaders runnng for the honor are: Peggy Mannen, freshman from Vrgna; Paula Ftzgerald, freshman from Cynthana; Ann Mller, sophomore from Elzabethtown; Jer Federson, sophomore from Cncnnat; Sarann Shepherd, sophomore from Versalles; and Becky Szer, junor from Lousvlle.. The creed wll encompass more than the area of student polces and customs n regard to student acton, t wll attempt to establsh gudelnes rather than rules for student ethcs. t wll hopefully create a untng student sprt n regard to college communty and allevate the overwhelmng stuaton of student negatvsm now present on campus. The purpose of the student creed s to create a common purpose wthn the college communty tself and to help nstll an atmo- sphere that wll be conducve to scholastc achevement. rt wll functon to encourage not only student respect for the college but also self respect on the part of the student that hs actons mght reflect favorably upon hmself and the nsttuton. t would grant the student a defnte poston wthn the scope of the college communty, thus encouragng hm to exercse ths poston through a realzaton and acceptance of the mportance of personal nterest n the actvtes and functons of the college. The need for a student creed s readly apparent as a means of provdng the student wth a steadfast purpose wthn the college communty. Our goals and ams whle n college are most often ref cognzable, but our purpose of growng and maturng whle n an educatonal atmosphere s not so obvous. Teacher-Turnover Rate Reported What happens to Kentucky teachers who become part of the naton's "teacher-turnover" statstcs every year? t's hard to get complete nformaton but survey beng made by the Kentucky Educaton Assocaton (KEA) Commttee for the Study of the Foundaton Program gves a general pcture for the school year. Based on ncomplete returns from superntendents mall but of Kentucky's 00 publc-school systems the survey shows that,066 teachers who were teachng n the dstrcts durng are not teachng there ths year. (Kentucky last year had 6,6 classroom teachers.) For the,086 who left a local school system, the survey was able to pn down the whereabouts of only 803 who are stll n publcschool teachng at the elementsry and scond-. ary level. nformaton was ncomplete for another 906 teachers who may or may not be teachng n publc schools ths year. For the 803 teachers the splt was almost 60-, rr. 50 on whether they KA. took a new teachng post out of the state T> T T»/^T» T» or whether they went KllrUK to another school sys- *^*""' ^^AN * tern wthn Kentucky. The other 358 teachers n the survey of,066 were accounted for ths way: Leave of absence, 38; retrement, 66; college teachng or studyng! 77; other occupatons n the feld of educaton, 8; not workng, 7; outsde the Unted States, 3; deceased,, and mscellaneous (jobs outsde educaton, among other thngs), 0. There were 398 teachers who took jobs outsde Kentucky. The largest number of these 79 went to ndana n second place was Oho, whch got 66 of the 398, Pkjrdetook 6. Tennessee got of the 398. llnos took 6; Vrgna, ; West Vrgna, 8; Mssour,, and other states, 7. For the 06 teachers who left ther school systems to go to other teachng posts n Kentucky the largest group 5 went to school* systems borderng the one they left. Thrty-three went to a school system n Jefferson County and 30 to one n Fayette County. By broad geographcal areas, excludng the three categores prevously mentoned tot. teachers who moved but stayed la the state, ths breakdown occurred: Central Kentucky got 59 teachers; Western Kentucky, 56; Eastern, ; Southern, 3; Northern,, and Northwestern, S. Some teachers, of coarse, moved from a school system wthn a geographcal area to another system n the same geographcal area- Roy McDonald, charman of the KEA Commttee for the Study of the Foundaton Program, emphaszed that the results of the survey are prelmnary. The commttee wll contnue to seek more complete nformaton. "We would lke to try to fnd OK why these' teachers left ther dstrcts," Mct)onad sad, "although the attracton of hgher salares would seem to be the mem reason.",,' "Sol spts undoubtedly were the major reason Kentucky teachers went to other states," he added. "Kentucky s fourth from the bottom the year n average satery pad to classroom teachers. Only Arkansas, South Carolna, South Dakota, and Msssspp pay less than the Kentucky average of $930." McDonald, superntendent of Trgg County schools, s one of members of the KEA commttee, whch was establshed by authorty of the KEA delegate assembly n December, 96. t s composed ot one member from each of KEA's dstrcts plus three offcers of the KEA Department of Classroom Teachers. At the request of the commttee Dr. Harry Sparks, state superntendent of publc nstructon, apponted a 0-metnber ctzens advsory group to work wth the study group. Prncpal consultants to the commttee ate Dr Edgar Morphet, professor emertus of edr ueaton at the Unversty of Calforna, Berkeley; Dr. W. M. Barr professor of educaton at ndana Unversty, Bloomngton, and Dr. t L. Johns, professor of educaton at the Unversty of Florda, Ganesvlle. We need to be aware of our rghts and to know, that they wll not be overlooked or dsregarded. The tremendous growth of the college n terms of student* and facltes need not overshadow the ndvdual or hs poston. To functon effectvely, the student must recognze that the creed wll be somethng of beneft to hm, that the; gudelnes whch the creed wll establsh wll be helpful to hm n drectng hs own behavor, provde hm a means to accomplsh hs purpose, and facltate the overall atmosphere of the college communty. Thus, student acceptance and co-operaton n the' formaton and mantanence of ths creed s the key to ts effectveness. S&kts and Sounds JOS M. A number of students, teachers, and others have asked how Eastern Lttle Theatre was selected to complete la the World Unversty Theatre Festval. We receved an nvtaton to submt a dosser of materals for consderaton ss the entrant from the Unted States. Ths dosser conssted of a hstory of the orpanteaton, wth partcular ensphass on the recent hstory. We also had to nclude programs, revews, photorraphe of productons, letters of reference, bographcal rrformatton on students lkely to attend, and anu «ss of the plays that would be produced f the proup were selected to attend. Eulogy On The Death Of Chvalry Whle executng hs dutes at a knght he learned much about the base part of lfe that he had not known before. He fought constant battles wth the mpolte churl and the cruel opportunst, and even had cause ot many tmes to fght on the sde of Honor aganst hs own father. t was durng ths tme that he learned that there would always be boors whose actons proved that the feelngs of others meant nothng to them, whose laughter could only be ncted by the embarrassment of others, and whose ntemprance and vulgarty could turn any socal gatherng nto a shambles. Chvalry learned that the way to deal wth these people was to confront them openly and by not fallng to ther level n the confrontaton, but remanng always a gentleman, one could unnerve the rogue or by rdculng hs boorshness have hm dsmssed from the company. At tmes, by knowng the courteous thng to do he was able to turn many essentally dsastrous stuatons nto happy memores. He spent hs entre lfe promotng the nterests of gentlemanlnss. For hs valor were heaped upon hm many rewards the good favor of lades, the respect of gentlemen and t dd not go unnotced n hs professon ether the Kng made hm a member of hs knghts of the Round Table. Thus, the deal contnued hs Chvalrous lfe up through the nneteenth century, but, as we have often heard, all good thngs must come to an,end. t, then, should not surprse us that Chvalry should de. t was early n the twenteth century that he began to fal but, frends of the deceased, though know t s not fttng nor my duty to brng t up her, cannot help but feel that there should be some nqury made nto the causes for hs death. Dd he really de of natural causes? Or was he murdered? K so, was hs murderer male or female? Of course, he lved a long lfe and old age s a cumbrance n today's quck changng world. And, too, though fnd t hard to beleve, he dd have enemes n both the male and female sex. Some women, out of an over zeal for equalty, gave up Ther postons as lades a stab at the very heart of Chvalry's exstence. Others, because they felt nsecure n ther poston let themselves be treated less than lades. They faled to demand the courteses of Chvalry. They let hm de through dsuse. And, then, there were those women who refused to be lades, whose own manners were rude and crude and who, therefore, dd not deserve the attenton of Chvalry. But then, there were those males who because they were not gentlemen themselves, consdered no women, lades. They rdculed Chvalry whch may have been the fatal blow to hs senstve and gentle soul. Some gentlemen- let themselves be led astray n thnk* ng that these courteses were only flatteres to be used only as a means to an ulteror end. They runed Chvalry's reputaton. Others were embttered by the female desre for equalty n socety and determned to take her off the pedestal (whch n most cases was the ktchen shelf) and treat her wth less respect than thefr most hateful enemes. These men dened the exstence of Chvalry, Tney left hm wthout a purpose far lvng. But, what ever the reason, he s dead and hs frends who would have had hm lve found all doors to hs recovery left unopened. "Ths wntery weather, both cold and snow, should delay an early mosquto nfestaton," Oayle sad. He ponted out that the snow n tself sn't enough. Wthout zero-cold, the snow actually helps the nsect better survve the wnter. Because of mld weather earler ths wnter, Gayle reported there t a greater than usual number of adult Salt Marsh mosqutos "over-wnterng".n West ern Kentucky. t s a hardy speces and can survve consder able amounts of cold weather but zero-degree temperatures kll large numbers of the pest. The nsect caused numerous problems last year. A bumper crop of mosqutos produced a crop of bumps on the exposed areas of many Kentuckans. The Salt Marsh varety s capable also of carryng Eastern Encephalts a "sleepng sckness" dsease. However, no cases of the dsease wthn the state were traced to the nsect last year. - An outbreak of St. Lous Encephalts near Danvlle n 96 was attrbuted to the Northern House mosquto. Ths dsease, whch s usually assocated wth mgratory brds, poultry and lvestock, s transmttable to man through btes of the nsect, Gayle sad. Larvcdng s the most effcent and least expensve way to controy the Western Kentucky mosquto problem, accordng to Oayle. Used very successfully last year over 0,000 acres of Western swamp and pond areas, t conssts of sprayng fuel ol on swamps and breedng areas durng February and March, before the mosquto eggs hatch. The sprayng s done by plane, whch s leased by the Agrculture Department. As the eggs hatch nto larvae, or "wgglers," the ol prevents the larvae from obtanng oxygen at the water's surface am they are klled before becomng adults. Once hatched, the adult mosqutos may have to be controlled by the use of chemcal spray and foggng machnes, the use of Whch are more costly, Oayle sad.
