Oho budget faces federal cuts COLUMBUS (AP) - State fscal planners sad yesterday that Oho faces the mmedate loss of (30 mllon n federal funds as a result of the Gramm-Rudman balanced-budget law - funds that already are a part of the state's two-year budget. But Gov. Rchard Celeste's budget drector, Wllam Shkurt, sad hundreds of mllons more wll be lost to Oho unless Congress acts to modfy provsons of the budget-balancng measure. Hs $30 mllon projecton apples to the second half of the current federal fscal year - from Aprl 1 through Sept. 30. THE CUTS are 4.3 percent of what the state would have receved throughout the federal fscal year that began Oct. 1, Shkurt sad. He sad the $30 mllon does not nclude cuts n congressonal spendng authorzaton, such as federal revenue-sharng wth local communtes, or the Medcad program whch Gramm-Rudman exempted from the frst year. Oho's overall $32.3 bllon budget, for the bennum endng June 30,1987, ncludes $3.6 bllon for Medcad, 58 percent of whch s federal funds. The drector sad "the real mpact" could come n the next federal fscal year when the Tremor shakes Bowlng Green Wood County Offce Buldng suffers only damages by Susan McDonald staff reporter Although few people n Bowlng Green reportedly felt Frday's earth tremor, cracks n the Wood County Offce Buldne show that the tremor ndeed dd occur. The offce buldng was the only one reported to have receved damages. Ths ncluded a crack n a frth floor electrcal room whch runs the length of the buldng's nsde wall. Other damages nclude a onehalf nch drop Between the floor and the wall n the frst floor mens' restroom, cracked marble n the front entrance way, damage to the Law Lbrary celng, cracks and fallen plaster n the sherffs entry to the parkng ge and damage to tles n ; of several parkng garage spaces. Other cracks were reported n the wall seams of the ktchen, the round seam n the court room celng, and restrooms on the frst, second and fourth floors. County Commssoner Alvn Perkns sad the cost of the damage wll not be estmated untl the reports have been revewed and all of the damage s surveyed to see what work has to be done. He sad ths should take a few weeks. "t's not gong to be an easy Job," Perkns sad, referrng to hrng of the reparmen to match and replace the rght ceramc fle. ALTHOUGH AN estmate s not avalable, Perkns sad the most expensve repar wll nvolve patchng the cracks and replacng the fle n the restrooms. "So far ts the only buldng where we've seen any damage, he sad. He attrbuted the tremor's damage to the relatve newness of the buldng compared to other buldngs n the cty. The address was delayed a week because of the exploson of the shuttle Challenger. n the speech, descrbed by ades as an effort to "redefne the role of government" for the rest of the century, Reagan v expected to call tor year-long studes leadng to formal proposals to revse federal programs for the needy and ntate polces to deal wth currency fluctuatons and the costs of catastrophc llness. Two offcals who agreed to dscuss the admnstraton plans sad the studes would be modeled after the Treasury Department's analyss of the ncome tax system, whch Reagan called for n hs 1984 State of the Unon address and whch led to hs proposal to overhaul the tax system. Man arragned on rape charge by Valere Cptak staff reporter One of three Toledo men accused of rapng and kdnappng a Unversty woman was arragned Thursday n Wood County Common Pleas Court. Patrck Henry, 21, formerly of 1740 Macomber St., Toledo, pleaded not gulty to fve counts of rape and one count of kdnappng. Bond was set at $25,000 for each count of kdnappng and $10,000 for the one count of kdnappng, totallng $135,000. Henry dd not post bal and remans n Wood County Jal. A Jury tral has been set for March 26 before Judge Donald DeCessna. ANOTHER MAN, Troy Hll, 19, formerly of 1375 Grand St., wll be arragned after he s apponted counsel. He s n Wood County Jal. Hll, Henry and a thrd man, Lament Walker, 20, of 1634 Vance St., were ndcted November 7 for the rape and kdnappng of a Unversty woman October 26. Walker, apprehended by polce a few days later, was placed n Wood County Jal and faces tral February 11, Hll and Henry escaped authortes after a hgh speed car chase the nght of the alleged rape. The FB joned n the search for Henry and Hll when local authortes had reason to beleve they had fled the state. Both men were found and arrested January 17 n Brmngham, Alabama. The woman reported to polce that she was abducted near campus and repeatedly raped n a car whch was drven possbly as far as Toledo. She was dropped off three hours later on Wooster Street where she located a Unversty offcer. The grand jury that ndcted the three men returned a no bll to a fourth man, Floyd Boatman, 19, ndcatng that there was nsuffcent evdence to convct.

3 Edtoral BG Honorng the explorers n the wake of the exploson whch destroyed the space shuttle Challenger and ts seven crew members, the need for some knd of memoral to the dead astronauts has been ponted out. One proposal whch has attracted much attenton, meda and otherwse, s to name seven of the ten newly-dscovered moons of the planet Uranus after the Challenger seven. The remanng three moons would be named after the three astronauts who ded when the Apollo 1 spacecraft caught fre on the launch pad n Whle we're n no way aganst commemoratng these ndvduals or ther achevements, ths dea s napproprate for two reasons. The moons don't belong to the Unted States. Granted, t was Amercan technology n the form of the Voyager spacecraft whch dscovered them, but the moons no more belong to the Unted States than the Effel Tower belongs to the Amercan tourst who snaps ts pcture wth hs nstamatc. Secondly, a more fttng memoral would be one whch people can see and dentfy wth. Uranus, let alone ts moons, can't even be seen by the naked eye from Earth most of the tme, even when people know where to look for t. The Challenger and Apollo 1 astronauts ded n servce of ther country and should be honored as such, not by havng ther names hung n the sky lke those of ancent gods. And the Apollo astronauts' memoral exsts n the sx lunar lander descent stages whch st on the surface of the moon. The Uranus moons are dead thngs, and the memoral to the Challenger seven should sgnfy the outward quest n whch they partcpated. Trust funds for the educaton of the chldren of the Challenger crew are beng assembled. That's a fttng memoral, but t s n the human nature to want somethng concrete by whch to remember. Some school chldren want to collect money for the constructon of a new shuttle, and ths suggests an dea. f the new shuttle s bult - there are enough spare parts on hand to begn - then a fttng name for t would be Challenger 2. But the shortest month of the year s upon us and the tme has come to recognze the not-so-bg people, places and thngs that are better: February: The month tself has many great attrbutes. Even though t s nestled n the mdst of wnter, t s short, so that those of us who dslke the snow and cold only have to tolerate 28 days, opposed to the 30 or 31 of other months. Another great thng about February s Groundhog's Day. There s nothng better than a frvolous holday that annually gans natonal meda attenton even though t has no real news value whatsoever. Snyder's BBQ Potato Chps: Ruffles have rdges and you can't eat Just one Lays, but Snyders BBQ chps are the Cadllac of Barbecue. ndependent televson statons: They don't reach the audence of the Bg Three, but they have all the classc shows of Sesteryear. ndependent staons gve us a break from "Punky Brewster" wth mmortal epsodes from "Star Trek" and "Gllgan's sland." SpuddWebb: The 5-6 guard of the Atlanta Hawks tangles wth the gants of the Natonal Basketball Assocaton every nght. n a sport not desgned for the small of stature, Webb stands tall. Lechtensten: What a great country. t's rarely n the news, t doesn't cause trouble and t sn't nvolved n the arms race. That's my knd of country. Carl's Jr. Hamburgers: t's a shame that ths hamburger chan sn't establshed n Oho ('ve only seen them n Calforna), because t's a great alternatve to McDonald's and Burger Kng. nstead of mposng names lke Bg Mac and Whopper, you can order a Happy Star or an Old-Fashoned Star. Oho Hours: 8 am to 6 p.m. Monday through Frday News/February 4, NCAA rule: athletes buckle down Hgher test standards mean future college athletes must study harder by Jeff Stone Amdst the Natonal Collegate Athletc Assocaton's world of rules, bylaws and legal jargon, there have been two words recognzable to most of the Amercan publc: Proposton 48, the much-contested rule that would help elmnate two more common words: Dumb jock. Now, Proposton 48 has fnally found ts way nto the NCAA rules manual after three years of extensve debate, and, though ts name wll change, the song bascally remans the same. At the recent NCAA Conventon, core currcula, grade pont averages, and, yes, standardzed test scores were adopted as measures of elgblty for ncomng freshmen student-athletes. The core currculum of Englsh, math, socal scence and natural scence was acceptable to all. t's hard to argue aganst readng, wrtng and arthmetc. The mnmum 2.0 grade pont average was also understandable and easy to lve wth. Unfortunately, ncorporatng test scores (mnmum of 700 on the S.A.T. or 15 on the ACT) nto the requrements was no walk n the park. Snce 1983, we have heard pros and cons. Members of the NCAA's Presdent's Commsson strongly endorsed the proposal. Presdents of black colleges responded very negatvely namng dscrmnaton aganst black athletes. The research does reveal racal bas n the standardzed tests; blacks, on the average, score lower. But somethng had to be done. Reform does not take place when debates lnger on for months or even years. Fnally, Letters Celestal memoral We, as so many, have felt the tragc loss of the space shuttle Challenger's crew. We feel t would be a fttng gesture to name seven of the newly-dscovered satelltes of Uranus n honor of these valant people: Francs Scobee, Mchael Smth, Ronald McNar, Ellson Onzuka, Judth Resnk, Gregory Jarvs and Chrsta McAufffe. Also, snce there appears to be at least three other satelltes, we feel that these should be named after the three astronauts, Vrgl Grssom, Edward Whte and Roger Chaffee, who ded n the fre aboard Apollo 1. We beg you to urge your audence to support ths concept and ask them to show ther support for ths dea by wrtng tner Congressperson or the Jet Propulson Laboratory. Thank you. Response to Schmdt n one week Davd Schmdt managed to crtcze two of the best thngs that we as a naton have to be proud of: the men and women n the Unted States Armed Servces and the brave men and women n Amerca's space program. Wthout the mltary, we, as a naton of free people, would cease to exst. Schmdt's sophomorc crtcsm of the men who fought n Grenada (Jan. 28) was not only unwarranted but was based on a dstorton of the facts. The people of Grenada wanted the Amercans to rescue them from the newly-estat*- lshed communst government, and there were Amercans trapped on Grenada who were justfably terrfed of what mght happen to them. t was on these premses that Grenada was nvaded by Amercan troops. f the nvason of Grenada appalls Schmdt, perhaps Correcton The headlne on the nfluenza vaccnaton story on the front page of Frday's BG News needs clarfcaton. Flu shots are avalable only at the Wood County Health Center, and are not avalable at the Unversty Health Center. The News regrets the error., the votng of approxmately 300 delegates passed the standards by an overwhelmng margn. t seems that the vast majorty of those nvolved n college athletcs feel a change s beng made for the betterment of all nvolved. Let's hope so. My bggest concern s the lack of knowledge surroundng the new rules. Newspapers, magaznes, journals and rado and televson programs have gven vague accounts of the legslaton. would expect that athletc admnstrators n many unverstes are hopng for an explanaton. am sure that a great number of hgh school athletes and parents are graspng for detals and they are probably the ones most affected. Why have all of those coaches stopped recrutng Junor? he should go to Afghanstan to vew the Sovet mltary n acton. The second, and more unforgvable, of Schmdt's ramblngs was hs cruel, heartless assault on the exploson of the space shuttle. t takes a specal knd of person to try to trvalze the deaths of seven people n servce to ther country as Schmdt dd. Hopefully, the rest of us realze how terrble ths event s for the famles of those klled and we can gve them the sympathy they deserve. Beyond ths merely emotonal reacton, however, hs wrtng s marred by faulty assumptons and msdrected thnkng. t s surprsng to see such fallaces beng commtted by a phlosophy student. ndeed, Schmdt seems more eager to dsplay hs erudton than to present a legtmate argument. He has promsed a legal challenge and expects that court acton wll take place before August when the new standards go nto effect. Johnson also compared the rules to aparthed n South Afrca and promsed a "ht lst" of schools who voted for use of the test scores. Johnson's crtcsms are well-founded but expect that emotons were runnng hgh when the statements were ssued. 'm not sayng that the rules are perfectly legtmate. But, at ths pont, makng references to South Afrca and a "ht lst" seem somewhat extreme. After te exploson seems to make a tmely and vald pont: too often we let ourselves become numb to the news of death and assume that t can only surface elsewhere. When t hts home we are suddenly forced to deal wth the realty of ts presence - as f our seemng mmunty to t had been broken. Yet Schmdt states that the space program s merely our answer to "boredom and anxety" and he proceeds to charge the Unted States, and manknd n general, wth the crme of anthropocentrsm. Despte the apparent breadth of hs readng lst, Mr. Schmdt seems to have developed a rather narrow vewpont. Evdently he's forgotten that when Voltare wrote,.. ths s the best of all possble worlds...," through the character of Pangloss n Candde, he ntended to echo, and parody, the extreme optmsm of the ratonalstc phlospober Lebnz. Voltare doubted that ths s "the best of all possble worlds," but as a great thnker he cared enough about hs world to ponder t and explore alternatve vewponts. The creatvty and nqustveness exhbted by Voltare and by countless others throughout four araune «#* rxjjf 4VK W) *vr flr*»m< all, colleges such as Oklahoma, North Carolna, Mchgan, Duke, Notre Dame, Nebraska. Perm State, ndana and on and on and on voted aganst droppng the use of testng. These are the top athletc programs n the country and, ht lst or not, the best athletes, black or whte, are not gong to gnore scholarshps to these schools. For now (and maybe forever), these are the rules. Controversy asde, t s tme to spread the word to all hgh school athletes. Tell them what they have to do, advse them and remnd them that there are no exceptons. Here are two more common words drected at prospectve student-athletes: Study hard. Stone s a graduate student n College Student Personnel trom Mdland, Mch. hstory have propelled our race to the pont where t s now - not a pnnacle of perfecton, to be sure, but at least a pont from whch we can move forward. Yet t s precsely ths human yearnng tor exploraton whch Schmdt sees as the great fault of our race. n hs haste to ndct the space Cram as beng nothng more a superfluous toy, Schmdt dsplays a stunnng nablty for logcal thought. He wrtes, "... f t s space that we are really nterested n, suggest everybody pck up a copy of Cosmos... Does Schmdt realze that Carl Sagan would have had to wrte a much slmmer volume f t wasn't for the data gathered by prevous space mssons? Perhaps Schmdt should consult a logc text before he attempts to set hs mpassoned thoughts to the page agan. More mportantly, however, f he really "revelled" n the deaths of seven human bengs because t confrmed hs assessment of our race as one of "stupd freaks" then suggest he abandon hs books and take a serous look at hmself. At a meetng Frday wth Kdlate students, Unversty sdent Paul Olscamp sad. "f a graduate student entered n a contract before January 1, 1986, then our counsel has advsed us that there does not have to be any wthholdng whle the contract s n effect." However, Olscamp added that f a contract was sgned ths year the Unversty had no choce but to wthhold taxes begnnng wth the March 20 paycheck. Davd Anderson, presdent of the Graduate Student Senate, sad only 11 graduate assstants had sgned contracts wth the Unversty durng 1986 and four of those had already arranged not to have ther taxes wthheld due to the nature of ther assstantshps. Anderson sad there was a legtmate concern rased as to whether or not graduate students would be lable f the Unversty's attorneys were proven wrong. "That's a possblty but t's not really a major concern be- cause there are too many 'ts' nvolved," Anderson sad. The conference, ttled "An Affrmaton of the Afro-Amercan Male: Myths and Realtes," was sponsored by the offce of Mnorty Affars and the Oho Department of Human Servces. The dea behnd the conference was to brng together faculty, admnstrators, representatves of varous government, communty and health agences and students to dscuss ssues and concerns. The conference featured the presentaton of papers dealng wth the problems and challenges of the Afro-Amercan male, an exhbt of Afro-Amercan art, a health booth for hypertenson screenng and workshops on the Afro-Amercan male. The Rev. Calvn Butts presented one of the most heavly attended workshops, "What Hstory Tells Us About Us!" He spoke to an nter-racal audence of about 150 people on the mportance of selfrespect for the black male and hs responsblty to the rest of socety. Butts sad t s hard to exst n a majorty socety and keep your deals, but the Afro- Amercan male cannot afford to lose hs own dentty. "When you begn to respect yourself, to defne yourself on your own terms, then your woman wll respect you and the socety wll respect you. Not only s Stephane Corrado, junor sports management major, n her second year as a Falcon cheerleader, she s also the advsor for Bowlng Green Hgh School's varsty and junor varsty basketball cheerleaders. Snce Corrado became the advsor at BGHS on Nov. 22, she has lttle tme away from cheerleadng. Wth two practces and montorng two games a week as advsor, she also has two games and once-a-week workouts wth the Falcons. "But t's fun," Corrado sad. "Both thngs ft nto my schedule and love dong them. Plus, beng busy helps me budget my tme. really wouldn't know what to do wth my tme f ddn't keep busy." However, there was a tme ths year when cheerleadng wasn't so fun for Corrado. n fact, she s lucky she's able to walk, let alone cheer. After the frst two football games ths season, she broke two vertebrae n her back at practce when she attempted a double flp and landed flat on her back. She was hosptalzed for 10 days and unable to cheer the rest of the football season. "ll never forget that accdent," Corrado sad. "'ve never been so scared; ddn't know f was paralyzed or what. " was also upset at not beng able to go to the Calforna Bowl, and mssng the football season." But Corrado feels the experence has made her a better coach for the hgh school grls. " thnk t has made me more aware of the rsks nvolved wth beng a cheerleader," she sad. "Luckly n hgh school, they're not allowed to do mounts." Sxty-three percent of 6,000 college teachers questoned across the naton sad standards for undergraduate educaton are too low. Of the educators surveyed, 84 percent sad teachng would be easer f students had a better academc background before enterng college. The report from the Servce Employees nternatonal Unon, the Natonal Councl of Senor Ctzens and the Vllers Foundaton concludes that the bggest mpact would be felt n fve of the naton's least populous states: Alaska, Wyomng, Montana, Vermont and South Dakota. On a per capta bass, ther ctzens would lose the most ad from programs run by state and local governments wth funds from Washngton, f cuts n federal spendng for fscal 1987 are trggered ths fall under the Gramm-Rudman defct reducton law, the report sad. RONALD POLLACK, executve drector of the Vllers Foundaton, a research and advocacy group for the elderly, sad the report undercuts the "mvths r ' that the poor and elderly wll be spared budget cuts. Socal Securty, Medcad, food stamps, Ad to Famles wth Dependent Chldren and some other socal programs are exempt from Gramm- Rudman cuts. But Pollack sad n 1987 alone, the Head Start program could lose a quarter of ts funds, or $278 mllon; nearly $1 bllon could be lopped off the remedal educaton program for dsadvantage chldren; $510 mllon from help for the poor to heat ther homes; and $729 mllon from tranng workers. "The automatc cutbacks-... wll devastate the mddle-class and the poor, the old and the young, resdents of urban and rural areas, and wll harmfully affect people n all regons," Pollack sad at a news conference. 16 '» BG News/February 4, Smokeless bll approved Warnng labels requred, broadcast ads banned for products WASHNGTON (AP) - The House, faced wth mountng evdence that youngsters are turnng to snuff and chewng tobacco as alternatves to cgarettes, voted yesterday to requre health warnng labels on smokeless tobacco and to ban ther broadcast advertsng. The bll, approved on a voce vote, would requre one of three rotatng warnng labels to be added to tns and pouches: "Ths product may cause oral cancer," "Ths product may cause gum dsease and tooth loss" or "Ths product s not a safe alternatve to cgarettes." Arrows and crcles would draw attenton to the warnng labels. And televson and rado advertsng, whch now often feature professonal athletes toutng the products, would be banned. "The passage of ths bll wll allow us all to go home... and say that we've made a major step toward protectng the health of young people throughout our country," sad Rep. Mke Synar, D-Okla., a sponsor of the bll. Rep. Henry Waxman, D- Calf., charman of the House Energy and Commerce health subcommttee, sad he hoped the labels would persuade teen-agers not to take up "ths flthy habt." He called snuff and chewng tobacco a "very, very dangerous product." THE BLL WAS supported, reluctantly, by most of the tobacco ndustry as the most palatable alternatve to a myrad of state labelng requrements. Rep.
