All three of the buldngs, whch connect to make the Eppler complex, had to be completely gutted and rebult because of deteroraton, sad Jm McArthur, assstant Unversty archtect Because the Eppler central addton was added n 976, only a few addtons to the complex had to be made, McArthur sad. "Ths tme, we had to add a few gymnasums, locker rooms, new entres, more classrooms, research lbrares and more storage areas onto the gymnasums," he sad. "Most of the mprovements, however, were renovatons." Although the south and central buldngs are open and ready for use, the renovatons are only 60 percent complete, he sad. Crme bll stalemate contnues Clnton assesses by Carolyn Skomeck WASHNGTON - Senate leaders searched for a way to end the stalemate over crme legslaton Wednesday as Presdent Clnton exhorted lawmakers to "put away the excuses" for nacton. But even as Democrat George Mtchell and Republcan Bob Dole banded about ways to end an mpasse that has kept the NSDE Senate n an extraordnary latesummer sesson, several senators vowed to fght on. "We're gong to wn or we're gong to go down wth our colors flyng," sad Republcan Sen. Trent Lott of Msssspp. "We're not gong to get rolled." Republcans have complaned that a House-Senate compromse bll now before the Senate bears lttle resemblance to a form of the legslaton that passed the chamber 94-4 last November. They have threatened to use a procedural maneuver to thwart the measure Democrats have sad that GOP charges of "pork" spendng are dsngenuous and have sad the CAMPUS measure contans the very knds of crme-fghtng programs that law enforcement offcers want. For hs part. Presdent Clnton kept up the pressure from the Whte House. "Ths bll s centrst and bpartsan to ts very bone," he told members of the nternatonal Conventon of B'na B'rth n Chcago va satellte "t's tme to put away the excuses, the blame and the poltcs and Jon forces and pass ths crme bll now." "Ths bll s centrst and bpartsan to ts very bone. t's tme to put away the excuses, the blame and the poltcs and jon forces and pass ths crme bll now/' Presdent Bll Clnton Mtchell, D-Malne, told colleagues, "t's clear a substantal majorty of the Senate would support the bll." EDTORAL refugee problem by Georgs Gdda WASHNGTON - Faced wth a contnung flood of Cuban refugees, the Clnton admnstraton announced today t s dramatcally expandng detenton camps at the Guantanamo naval base n Cuba to house up to 40,000 refugees. "We have a flood of boat people on the way to Guantanamo now," Defense Secretary Wllam Perry sad at a Whte House brefng. Perry sad about 9,000 Cubans SPORTS already have been pcked up at sea by U.S. Coast Guard and Navy shps, and that 2,000 of those are now at Guantanamo. The 7,000 others are en route to the U.S. base, whch s stuated n southeastern Cube The admnstraton has sad those people have no chance of beng allowed nto the Unted States. The Ctadel, an esteemed, state-funded mltary school n Charleston, S.C., engaged her on the legal battle front but suffered a crushng defeat Faulkner would be allowed to attend day classes. Faulkner then wanted to be the frst female n the school's 52-year hstory to become a member of the corps of cadets. The Ctadel responded to ths new frontal tack by nformng her that she too, lke her Knob male counterparts, must conforn] to the "knob harstyle." Now femnst groups are once agan fghtng The Ctadel on ts polcy that Faulkner must cut her har. The News beleves ths partcular battle should not be fought. Faulkner herself sad, "t's only har, t wll grow back." n addton, 42 other women are watng to get ther har styled n the knob-style harcut so they too can become part of The Ctadel tradton. The News beleves short har s the least of Faulkner's worres f she s allowed to become a member of the corps of cadets. Those cadets who wsh to jon the corps must undergo ths complete head shavng, whch demeans any sense of ego. Frst-year cadets are then bulled by upperclassmen for the next year and the only acton they can take s to answer, "Sr, yes, sr," "Sr, no, sr," and "Sr, no excuse, sr." f Faulkner's past experences wth The Ctadel's all-male populaton s any ndcaton of how she would be treated as a Knob, she may be n for a far amount of mental abuse. Rumors have spread at the school whle she attended that she] was a lesban. When she walks on campus male cadets shower her wth obsentes. We beleve there s no problem wth shavng Faulkner's head] as part of the cadet tradton. We beleve a problem does exst, when The Ctadel uses scare tatcs that won't allow the women to tran the men. As Faulkner has already stated, she just wants to be treated wth the same consderaton as everyone else. Sports hero dolzaton scrutnzed Wth the baseball strke castng ts long, dull shadow over the comng days and weeks of TV news, t occurs to me that very few fans have stepped away from the meda hype long enough to take a hard look at the behavors and salares of ther so-called heroes. Baseball was enjoyng ts most successful run n many years. Teams lke the ndans, who seemngly never wn anythng more than a spot n stand-up comedy acts, were n serous contenton for a pennant. Sellouts abounded and tcket sales skyrocketed. Then, the players' lust for more money deraled the whole season. Were they content to play out the year before they tred to obtan hgher salares? Of course not.. Dd they consder how ther actons would affect the lves of the stadum workers and vendors, who need the ncome from game sales to feed famles and pay mortgages? Of course not Sports celebrtes have repeatedly proven that they don't care about anyone but themselves, and professonal athletes are merely carryng on an establshed tradton of prvlege and greed. They even get pad to appear n ads for chartes. Have they consdered the fans, wthout whom ther bloated, perverted lfestyles could by no means be possble? Of course not. The professonal athlete feels nothng but contempt for the fans, who look up to ther sports stars regardless of how defled and debauched they become off the feld. What s t that they do whch warrants such outrageous monetary compensaton? The typcal salary for an NFL offensve lneman now hovers around the $800,000 mark. Break that down nto 6 games and you get about $50,000 per regulaton game (bonuses are gven for postseason play). Professonal sports are the only remanng jobs wthout the beneft of qualty controls. Look at our supposed sports heroes of the past. Babe Ruth, the homerun champon many stll consder the game's bggest success, was a savage, volent wfe-beater at home. Magc Johnson, the spectacular Lakers center, contracted ADS from sleepng wth what he termed "hundreds" of women many whle he was marred. Yet we contnue to put these people on pedestals and encourage our chldren to emulate them. fnd myself n front of the TV on Sunday afternoons watchng the Browns, regardless of whatever more mportant tasks lay ahead of me that day. Thers s a professon no greater than ours a skll s offered and money s pad n return. We grumble when we must pay hundreds of dollars to have our cars repared. We shudder when the doctor's offce sends us the bll. But when t comes tme to go see the bg game, we merrly shell out $20 or $30 per tcket and drnk ther $4 beers. Our prortes are way out of lne. 6 Thursday. August 25,994 Natonal Reckless drvers tested for drugs nvestgators tryng to dentfy remans by Danel Q. Haney BOSTON - Reckless drvers who don't seem drunk may well be hgh on cocane or marjuana, accordng to roadsde tests that ndcate drugs may rval alcohol as a hazard on the hghway. Polce n Memphs, Tenn., gave urne tests to reckless drvers who appeared not to be drunk. They found that more than half were on cocane or pot. "t was a surprse that so many were under the nfluence of drugs, although we suspected there would be a sgnfcant number,'' sad polce nspector Charles S. Cook. Polce routnely gve breath tests to bad drvers whom they suspect to be drunk. However, on-the-spot testng for other drugs s rare, snce t requres takng a urne specmen - somethng that s not practcal on the hghway. For an experment n roadsde drug testng, Memphs polce put together a "drug van," a former ambulance fned out wth tolet, ntervew area and vdeotapng equpment. n the summer of 993, they gave drug tests on the spot to any reckless drvers who were not obvously drunk. Polce took urne samples from SO drvers, and 89 of them, or 59 percent, tested postve for cocane or marjuana. The tests, wdely avalable from several manufacturers, can gve results n 0 mnutes. The standard for a postve test was the same as that used by the federal government to measure recent drug use n the workplace. Whle a postve result often means people have taken drugs n recent hours, those who regularly use very hgh amounts of cocane or marjuana may flunk the tests even though they have been off drugs for days. The results of the polce experment were wrtten for Thursday's ssue of the New England Journal of Medcne by Dr. Danel Brookoff of Methodst Hosptal n Memphs. Brookoff sad he decded to get nvolved n the ssue of drugged drvng after a man ht a frend's two daughters whle drvng on the wrong sde of the road. The man was never tested for drugs, but Brookoff beleves he was hgh on marjuana. "The realty s, we thnk t's as bg a problem, or maybe bgger, as drunk drvng," sad Brookoff. Polce can often tell when drvers are drunk even before they gve the breath test. But drugged drvng s much harder to detect, because there s no clear pattern of appearance. For nstance, drvers on cocane may act sleepy and slow, happy and talkatve or combatve and paranod. When asked to take the standard curbsde sobrety test, whch nvolves measurng coor- dnaton and attenton, cocane drvers can actually perform better than sober folks. "We saw people who dd great on the sobrety test," sad Brookoff. "The problem was, they were drvng 90 mles an hour on the wrong sde of the road wth ther lghts off." He sad cocane drvers were often glad to take the drug teat, certan they would pass. They show poor judgment on the road, too. Typcally they are wldly overconfdent of ther abltes, takng turns too fast or weavng through traffc "Dagonal drvng," Cook calls ths. "They are just as nvolved n changng lanes as n gong forward." The effects of cocane can last for days. Those wthdrawng from the drug may drve worse than people who are stll hgh. Texas revolts aganst skn clubs Future looks bleak for nude establshments by Kate Falrbank LONGVEW, Texas - The prolferaton of sex-orented busnesses n ths Bble Belt town has protesters photographng patrons and local bars advertsng "fully clothed" waters. n addton to regular topless bars, Longvew has all-nude, brng-your-own-booze jonts and the East Texas Chcken Ranch, a nude steakhouse named after the nspraton for the Broadway ht "The Best Lttle Whorehouse n Texas." But resdents of ths ol-rch town surrounded by pne trees don't want that lnk to fame, or anythng else the nude spots mght brng. "We don't need ths. Longvew s becomng a bg Joke. Do we want to be known as the best nudty place n Texas?" sad Evelyn Scott, a member of Ctzens Aganst Pornography n Texas, or CAP-T. Ths summer, the group began regularly photographng and vdeotapng customers gong n and out of the nude spots and wrtng down lcense numbers. Protesters also record when the customers go n, who they are wth and ther vehcle descrptons, sad Bruce Edge, a CAP-T spokesman. They haven't yet done anythng wth the nformaton, but are consderng takng out newspaper ads. "f we allow lt to contnue, t would mean more of them and a total moral decay of the communty," sad Edge, a candy store owner. CAP-T has had some successan all-nude strp club and a nude tannng salon closed ther doors n July. And some bars have been tryng to attract customers by advertsng "fully clothed waters" and "fully clothed dart tournaments." But dsc Jockey Davd McBrde thnks protesters have crossed the lne. "'ve never seen such petty, low-class tactcs as here n East Texas," he sad. "'ve never seen people so self-rghteous n my lfe. "The only way someone can be offended by an establshment lke ths n Longvew s to pay a cover charge and come n." Less than 0 years ago there wasn't a strpper to be found here. "That's what they're gong for. You get your gamblng n Shreveport, but on your way back you get your sexual nterests fulflled," sad Paul Anderson, mnster of the North Sde Baptst Church. Gregg County also has lquor sales, unlke the surroundng dry countes. Today there are about a dozen nude establshments n town. The Texas Alcoholc Beverage Commsson can only regulate busnesses wth lcensed lquor sales, and state law doesnt allow totally nude clubs to have lquor lcenses. So n Longvew t's brng your own. The skeleton was dscovered Monday n the 262-acre, ctyowned landfll. t was bured at the edge of a 20-foot mound of asphalt, concrete and brck, about 25 yards from an entrance to the landfll. There s no fence along that secton of the landfll. But polce sad they do not know how long the remans had been there, how the person ded or whether t was a homcde. Lucas County Coroner Dr. James Patrck sad he dd not know the race, heght or weght of the vctm. He sad he would perform an autopsy Wednesday. He sad the remans probably were not n the dump more than several months. Starter Jm Harbaugh and backups Don Majkowsk and Brownng Nagle have ht 75 percent of ther passes. Depth? The wnnng ponts n all three exhbton vctores so far have come wth the subs on the feld. A vctory Thursday nght aganst Cleveland would gve the Colts only ther second undefeated preseason n 25 years. "We would certanly lke to wn t, because t would make us 4-0, but the mportant factor s that we play hard and that we play well and that we execute," Marchbroda sad "The starters wll be very smlar to last week, also. They'll play close to a half, f not the entre half. " thnk how you play s mportant. 'm not sure that your preseason record s that mportant." The Browns, who wll make a return vst to the RCA Dome n September, also have won ther frst three games - another vctory would gve them ther frst undefeated preseason snce 966. Lke Marchbroda, Browns coach BU BeUchck wll use Thursday nght's game to e- valuate the canddates for the fnal few roster spots before the NFL's mandatory cut down to S3 actve players on Sunday. "There are maybe four or fve roster spots stll undetermned, and some of these decsons wll come down to how a player plays aganst the Colts.
