Educators seek more fundng By Alan Whte Edtor FRAtfKr'ORT -- Whle Kentucky hgher educaton offcals agree the current drve for ncreased fundng s unprecedented, there s a fear among offcals that an attempt to close one of the state's two dental schools wll overshadow the need for more money. Last Thursday, unversty presdents and board charmen met n Frankfort wth the state Councl on Hgher Educaton for a roundtable dscusson to hash out any remanng doubts about the councl's strategc plan for hgher educaton. The dscusson began quetly enough, wth all the presdents and Campus polce turnover rate on the rse By Scott Mandl Staff wrter On Sept Publc Safety Offcer Mark McKad gave notce of hs ntenton to resgn from the campus polce force. He wll become the 12th entry level offcer to leave the force snce Aug Drector of Publc Safety Thomas Lndqust sad the reason for the turnover s clear: low salares. "Everyone's gong to jobs that pay better," Lndqust "That's not the only reason but Cm sure that's probably a major factor." The startng wage for an entry level offcer at the unversty s $5.39 an hour for the sx-month probatonary perod, after whch t ncreases to $5.49 per hour. By contrast, the startng wage at the Rchmond Polce Department for the same level offcer s $6.48 hourly whch s ncreased to $6.93 per hour after sx months, accordng.to Denns Hacker, admnstratve assstant for the Rchmond" force. Addtonally. Rchmond polce, lke most offcers n the state, are elgble for a state-funded pay/tranng ncentve program whch offers offcers $2,500 annually for completng a 40-hour tranng program. Accordng to Wynn Walker, assstant drector of publc safety, the entry level offcer (known as an offcerone) s the basc buldng block of the unversty's polce force. Each of the three daly shfts s comprsed of three offcer-ones, a sergeant (offcer-two) and one leute- 'offcer-three). He sad the rate ot turnover nas made t ncreasngly dffcult to properly staff the three eght-hour shfts because he smply can't keep enough offcers on the force. Presently there are nne offcers. By the end of September, there wll be eght. There arc actually 13 postons slotted for entry level offcers. Because of the shortage. Walker -*ad that a fourth shft, desgned to staff the late-nght hours whch..f. J usually requre the most responses, has been suspended. He sad there are not enough offcers to fully staff even three shfts. "t's not that unusual now to have two offcers on duty for the whole campus," sad Walker, explanng that ths occurs most often durng the weekend or mdnght shft. Walker sad the effect of ths s f a stuaton such as a fre alarm arses and occupes both offcers, an ncdent such as a reported assault may have to wat untl an offcer s released from the frst stuaton. He explaned ths could also happen wth a full shft of fve offcers but was much less lkely. Walker sad, "The basc mpact s very smple. Those three shfts cover the basc tme perods, 24 hours a day. Sck leaves, vacatons, holdays, tranng and weekends all pull people off shfts. "When you lose that many people, you lose your ablty to put people on the street," sad Walker. "We're now to the pont where we are even havng problems gettng enough offcers to tran the new offcers." added Lndqust. The turnover problem s compounded, accordng to Walker, because newly hred offcers cannot be put drectly "on the street." nstead, they frst must complete the Kentucky Law Enforcement Center's polce basc tranng program, commonly referred to as "the academy." Ths s followed by fve to eght weeks of n-house tranng. However, the unverstv x n»vn' he offce)b u.s soon as they enter the academy. Presently, three of the offcers employed by the unversty have yet to report to duty because they won't graduate from the academy untl November. The councl's vew s that fundng would help retan faculty members by ncreasng salares, provdng hgh qualty programs and keepng up wth competng nsttutons. "The poor economy n Kentucky s just a reflecton of the underfundng ot educaton -- from kndergarten on up." sad Robert McCowan, charman of the Unversty of Kentucky Board of Trustees. "t's most mportant that we work together for the good of the commonwealth and all our people. t's for that purpose, and only that purpose, that we st down together today," sad councl Charman Hums Mercer. fc ncluded s a plan to get 100 percent fundng from the 1986 General Assembly. Presently the hgher educaton formula for dstrbutng money to the nsttutons s allotted only about 85 percent out of the current budget. The dfference between the two works out to about $225 mllon above present fundng. The ar of cooperaton among the offcals soon ended, though, when the floor opened to dscusson of the dental schools at UK and U of L. Part of the councl's strategc plan calls for the closng of one of the two dental schools. "The evdence s overwhelmng that Kentucky needs not more than one school of dentstry. Projectons consstently ndcate that the dental manpower needs of Kentucky can be readly suppled for the rest of ths century by a sngle program." the councl's report Opponents of the dental school plan'argut' that the program at UK provdes a valuable publc servce to Eastern Kentucky and that closng t would be llogcal. Both UK Presdent Ots A. Sngletary and U of. Presdent Donald C. Swan warned the councl that a decson to close one of the two schools' dental programs would force the nsttutons nto a btter fght. Swan urged the councl to steer away from a "bloodbath...that wll pt the Unversty of Lousvlle aganst the Unversty of Kentucky at a tme when all of us want to work together." After one and one half hours of dscusson on the controversal ssue. Mercer apponted a commttee to develop and study recommendatons on dental educaton wthn two weeks. Merter sad the "prevalng opnon" among councl members was to close one of the two schools' programs. John McCollster. an Army Publc Affars offcer at Ft. Knox. The wrtten drectve, sent to ROTC detachments and headquarters. states that fraternzaton s not lmted only to sexual actvty, sad Capt. Tom Vance, publc affars offcer for the ROTC. "Mltary personnel must recognze that any form of socal contact whch can be perceved as favortsm, preferental treatment or explotaton by rank s mproper." the drectve states. Although the vote has not taken place, many of the councl members have defnte vews on the ssue. Edtor Jay Carey Managng edtor Davd Knuckles Staff artst Strategc plan pushed asde from dlemma Last week's meetng of the Councl on Hgher Educaton n Frankfort left most of those n attendance under the mpresson that Kentucky's unverstes were bandng together to mprove hgher educaton. n fact, most of the nsttutons are workng together to prove to the people of Kentucky that hgher educaton needs ncreased funds to survve. Most of the unversty presdents and charmen agreed now was the tme to put the drve for ncreased fundng for hgher educaton nto full gear. n terms of decdng on what hgher educaton n Kentucky lacks, the councl unanmously agreed full fundng of state nsttutons s the answer to fllng that fnancal hole. ' But a wrench s beng thrown nto the works by the councl's refusal to make a decson concernng the state's two dental schools. The decson the councl has to make s whether to keep both the Unversty of Lousvlle and Unversty of Kentucky dental schools operatng or merge them nto one school at ether Lousvlle or Lexngton. Accordng to the councl's strategc plan for hgher educaton, the evdence s overwhelmngly n favor of closng one of the dental schools. The councl's report also states that "projectons consstently ndcate that the dental manpower needs of Kentucky can be readly suppled for the rest of ths century by a sngle program. Practcng dentsts are experencng oversupply and have urged a much lower level of producton of new dentsts.'' Those n favor of closng one of the schools stck to the statstcs and studes that ndcate closng one of the schools would be economcally sound. Those who are aganst closng one of the dental schools clam that publc servce wll be lowered. Opponents say that f Kentucky's dental school s closed, a gap wll form n the servce to resdents n the eastern half of the state. They clam that many dental school students who attend Kentucky are from Eastern Kentucky and plan to return home wth ther practces. The arguments for and aganst closng one of the schools are convncng. n lstenng to the arguments presented by both sdes at last Thursday's meetng, t s dffcult to determne what s beng sad on behalf of sound judgment and what s beng sad on behalf of poltcs. The 1986 General Assembly s just around the corner. t s there where we wll fnd out f the state's unverstes wll receve 100 percent fundng. Currently, the state receves 85 percent of ts fundng from the state. The ncreased fundng wll be used prmarly to ncrease faculty salares. t wll be unfortunate f the Councl on Hgher Educaton shows up at the assembly wth a monkey on ts back. The monkey, of course, beng the councl's nablty to act on the dental school dlemma. The fear among some educators s that the general assembly wll be bombarded wth the controversy surroundng the dental schools and that full fundng wll take a back seat. Ths s all unfortunate at a tme when Kentucky's hgher educaton seems to be on the edge of breakng nto adequate fundng for ts schools. t's dscouragng to know that Kentucky's future n hgher educaton may be restng on poltcs and not sound judgement. The decson the councl has to make deals not wth whch school to close, but whether or not one of the schools needs to be closed at all. Ths no-acton stand s gong to be a blemsh on the councl's record. The councl must make a decson soon on whether or not to close one of the dental schools. Co-ed housng merts support Co-educatonal housng exsts n a tme when students are at every state unversty n supposed to be fnshng up on Kentucky but one. the maturty stage, co-ed A movement s underway housng may add an extra boost. rght now to correct the Students wll get a chance to problem. And t s a problem. deal wth members of the Lack of co-ed housng at the opposte sex on a dfferent level. unversty s an embarrassment They wll come together to work to both the admnstraton and on hall projects and n hall the students. government. Student's frustraton vented Do you somtm'es get so upset that you feel lke strkng out at one of your teachers? Lke when your teacher tells you there wll be a quz the next class meetng, and when you show up, you are handed a fve-page, 200 pont 'quz.' Or when you show up for a fnal and t's a 75-queston true-false test. t's tmes lke these when we can sometmes become upset wth our educators. Although college lfe s not as tenson-flled as the so-called real world, the pressures one may encounter at the unversty level can sometmes be more than one soul can handle. No matter how fed up you become wth the unversty, your teacher or even a fellow student, don't let school get to you the way t dd a Stanford grad student. Eght years ago. Theodore Strelesk was a 41-year-old falng student n Stanford Unversty's mathematcs graduate program. He had been unsuccessfully Rmntve ramblmgs Jay Carey tryng to complete hs doctoral dssertaton for 19 years. 'Vcl up wth the school's treatment of hmself and grad students n general, Strelesk let the pressures of unversty lfe get the best of hm. Upset because the unversty faled to provde hm wth a scholarshp, he went headhuntng through the West Coast school's mathematcs department n Strvng to make a "poltcal statement." Strelesk found Karel del^euw, the assstant charman of the mathematcs department. Usng a two-pound sledge hammer, Strelesk crushed deleeuw, the assstant charman o the mathematcs department, murder. Take that teach! At hs tral. Strelesk testfed that f he would have been unable to fnd deleeuw. hs backup canddate would have been professor Davd (lbarg a current member of Stanford's faculty. After servng sx years and three weeks, Strelesk was released from prson earler ths week. Now a free man. Strelesk s n the mdst of a problem facng many of us - the dreaded job search. Wouldn't vou lke to see hs resume. "Klled professor n '78 to release frustratons." He has never mantaned hs nnonence. " klled the man and submtted the ssue to a judge and jury," he Twce he had turned down parole, refusng to assure offcals he would not kll agan. Upon hs release, he commented: "1 have no ntenton of kllng agan. On the other hand, cannot predct the future." Sounds rmntve to me. bet that makes t easer for Glbarg to sleep at nght. Strelesk contends that he s stll a lfe member of the Stanford alumn assocaton, but he has agreed to notfy offcals f he returns to campus. Glbarg and others n the department who were faculty members when the 1978 kllng occurred, are shakng n ther boots about now. They met last week to develop a plan of acton n case Strelesk returns to campus. f he appears on campus, he wll be arrested for trespassng, a unversty offcal guess the moral of the story s as follows: f you ever plan to return to the "Campus Beautful" wthout beng arrested for trespassng, don't crush any professor's skulls. Soda bottler gets last laugh. What tactc should one use to get the most feedback out of a stuaton? For ths answer, send a self-addressed stamped envelope to the Coca-Cola corporaton. t s smply amazng how a company can take a stuaton often overlooked by the publc and make t the bggest thng to happen snce.1 was shot on "Dallas." However, the sad part s that the publc and the meda both fell for the scheme. Earler ths summer, Coke announced they were gong to change the formula for ts cola. Ths came as a shockng"pece of nformaton to the mllons of Coke drnkers around the world. Although ths could ndeed hurt Phl Bowlng s a sophomore majorng n journalsm and a Progress staff wrter. Coke's reputaton for beng "the real thng," t could also help sales wth all the meda coverage the change generated. Ths would be especally true f the people at Coke had a preplanned back-up promoton for angry consumers. Whle Coke contnues to deny that the change was only a ploy for publcty reasons and that the longterm scheme saw the return of the orgnal Coke, the results of the whole matter have come to a very sweet-smellng success. Everythng nvolved ft so " n other words To the edtor: Evl musc found t nterestng that Jay Carey carefully avoded mentonng the words to the AC/DC song "Nght Prowler" as he rdculed the possble connecton between the acts of the suspected Nght Stalker, Rchard Ramerez, and hs penchant for the AC/DC album. "Hghway to Hell- Accordng to an Assocated Press artcle, Ramrez' former classmate. Ray Garca, stated that "Nght Prowler" was Ramrez' favorte song. The song says n part: "Was that a nose out your Wndow <v a_ shadow on your blnd? And you le there naked, lke a body n a tomb, suspended anmaton as slp nto your room." We've heard of the "power of postve thnkng" whch nvolves repeatng postve thoughts, deas, or perhaps n order to brng about a postve change n one's lfe. Furthermore, the press conference was not one to be overlooked by anyone. After all the promotons, every major network, newspaper and rado conglomerate showed for the unvelng of a new era n soft drnks. What a replacement for buyng advertsng spots. John Gbson say they have come to balance the low pay of campus polce work' wth ts postve qualtes. Hale, 28. has been wth the force snce she graduated from the unversty n " felt owed ths dvson 18 months." sad Hale. 'Doors have been avalable to me and 've stayed." Those doors were her promotons, frst to sergeant and ths summer, to leutenant. Hale added that beng one of the few females n the dvsorhas also "added flavor to the job." " feel 'm here because enjoy beng here," sad Hale. " have an nterest n the students' development." Gbson, 33, has been wth the unversty polce for three years. He also sad workng wth students was one of the more attractve aspects of servng as a campus polce offcer. Gbson sad the atmosphere on campus and among hs fellow offcers was good and that personal contacts provded some job satsfacton. Because many cases can smply be handled through the unversty's dscplnary system, he sad there s, also less need for arrests than on a muncpal force such as Rchmond's. Stll, both Hale and Gbson sad they are not pleased wth the effect of low salares on the unversty's polce. They sad the hgh turnover s hnderng the dvson's ablty to protect the unversty. Hale sad her recent promoton to leutenant has helped her see the effect of the low pay from an admnstratve vewpont as well as an offcer's perspectve. "publc safety" and smlar labels used by the unversty communty are perceved by the offcers as demeanng, accordng to Hale, because they thnk t reflects the ncorrect percep- ton that they are not real polce. Ths percepton sometmes creates what Hale called "bad morale" among many of the offcers. She sad t was partcularly dffcult to lve wth ths msconcepton when some of the unversty's standards for polce are hgher than other polce agences n the state. The Dvson of Publc Safety requres offcers to have a "mnmum of 60 acceptable college level credt hours or equvalent law enforcement experence and tranng..." Gbson sad some thngs he'd lke to see mproved are the equpment and opportuntes for advancement. Wynn Walker, assstant drector of Publc Safety, sad he would lke to work on mplementng a program n whch offcers could receve promotons after recevng an amount of tranng whch would make them specalsts n a partcular level of law enforcement. Presently, offcers cannot get promoted unless a poston above them s-vacated. Walker sad t would not only take extra money to pay for these type promotons but all the shfts would have to be covered before he could allow offcers to take tme off the street for specalzed tranng. Dr. Danny Brtt told members of the unversty's Pre-Vet Student Assocaton that ther purpose n college s to make good grades n order to be accepted nto a school of veternary medcne. Brtt, the faculty advser for the assocaton, welcomed the freshmen and upperclassmen at the frst meetng held on Sept. 4. He nformed the freshmen that they were n college to "make your grades and get n vet school." "You have to enjoy school, because you're lookng at. at least, seven more years of school." Brtt Brtt encouraged the new students to have a good year and suggested that the group set up a helper program between pre-vet assocaton upperclassmen and the new freshmen members. Currently, the Unversty Pals program s on probaton wth the Student Assocaton because the assocaton does not feel that the group has been workng up n ts power, sad Blackburn. One purpose s to gve the chldren the opportunty to get away from home wth a frend and to gve them someone to talk to when the parent. whether student or faculty, s not around. One vent for ther energy s wth the Project Read program of the Madson County Lteracy Councl. Accordng to program coordnator Eleanor Blackwell. Project Read s a non-proft, allvolunteer program that teaches adults to read n Madson County. The mportance of lteracy reaches beyond the communty level. Governor Martha Collns declared Sept. 8 to be Kentucky Lteracy Day. n keepng wth the governor's mandate, the cty of Rchmond declared ths week to be Rchmond Lteracy Week. Part of the Lteracy Week actvtes wll nclude a class to tran tutors for the program. On Frday and Saturday, tutor tranng classes wll be offered n the Perkns Buldng. To teach n the program, a person must have 10 hours of tranng, accordng to Blackwell. Dr. Martha Conaway, assocate professor of learnng sklls, teaches the classes. The one-on-one relatonshp between teacher and student s an mportant part of the program, accordng to Conaway. " am very glad to be a part of the program," sad Conaway. The unversty's Marchng Maroons'unforms are 10 years old. The recommended lfe span of band unforms suggested by the manufacturers ana dry cleanng professonals s seven years. 'We are a vsble representatve of the unversty, and we should have the look of prde and dgnty that the kds have n ther hearts.'' sad Bob Belser. drector of the band. The need for new unforms has been stated n the musc department's 19«6-«7 fve year plan. However, no word has been gven to the department confrmng or denyng ther request. Melser has been told that the unforms cannot wthstand many more cleanngs. At present, the budget only allows for two cleanngs a season. That means that even though the band marches n 95-degree weather, they can stll only be cleaned twce. Accordng to Belser. the fabrc of the garments s equal to that of a wnter overcoat. More recently, durng Saturday's football game, several members became ll and one member had to be taken to the hosptal because of hgh temperatures and the heft of the fabrc. "The unform's fabrc s extremely heavy, because t was desgned for wnter wear." Belser He suggested a lghter fabrc, that's more durable and comfortable to wear. n colder weather, he sad, they could mprovse by wearng long underwear f necessary. Not only does the cleanng present a problem, but Belser sad some of the unforms are lterally fallng apart. The band s also concerned wth the color of the unforms. They were orgnally whte, but they have turned a dngy cream color. Unforms are not the onlv problem hnderng the band. nstruments also pose a major problem. Belser sad the problem s not whch nstruments to have repared, but whch nstruments can be repared. He sad the average recommended lfe span of an nstrument, s usually 10 years. However, they have nstruments that are 20 to 25 years old. The department s budgeted $800 for nstrument repar and replacement. "A thousand dollars could not replace an nstrument. " frmly beleve that the admnstraton s tryng to help. We're just not recevng what we need." Belser The band needs 200 unforms, and each unform costs $200. The ntal cost of $40,000 seems hgh, but Belser sad the unforms would last for approxmately 10 years. "That's only $4,000 a year. "Punderburk and the admnstraton are tryng to balance out the budget as much as they can. "My fear s that we wll get bumped out. Ths s a class, accordng to state law. we can't fundrase. And we shouldn't have to fundrase. "t's not so much the schools fault, but the lack of funds and resources from the state." Belser The band s funded solely by the musc department's budget of $9,000. whch must be dvded among three other bands. "Some students are turned away, others have to play another nstrument." 10 Frend's death hard to accept We had planned her "Welcome Home" party for months. t was gong to be great, and wthout a doubt, t would be the best party of the summer. Carre, my lfe-long best frend, was fnally comng back home. She had been on a sx-month venture across the country, tryng to fnd her roots, her santy. Paul, her fancee, was as excted and thrlled about her return home as was. We had sat for weeks plannng ths specal party for ths exceptonally specal person. Carre and shared everythng, hopes, dreams, fantases, fears, but most of all, we shared our lves. t's not very often n a lfetme that you fnd ths knd of frendshp. knew what she was thnkng, before she dd. There's nothng that can thnk of that she ddn't know about me. We were always there for each other, no matter what. t ddn't matter what tme of the neht needed her. she was there n a heartbeat. She'd been havng some problems n her lfe that seemed nfnte. After many nghts of tear-jerkng soul searchng, she decded to ht the road n need of drecton and purpose. volunteered to keep Nck, her three year old daughter, untl she returned. felt that lttle grl was as much my flesh and blood as Carre's. After she had worn herself out. put her to bed and Paul and put the fnal touches on her mom's party. We decded we all needed a major drunk to celebrate ths event. We took Nck to her grandmother's and set out to turn the world upsde down, and n a way. guess we dd. at least us and 63 other people thought so. As the party ended and people began to leave. Carre became terrbly concerned about who the sober drvers were. She made arrangements so that everyone had a safe rde home. She had always been partcularly concerned about that. One group atuned to such opportuntes s art students. Each year, a small group of art students are employed by the unversty to partcpate n the actual desgn and constructon of sets for unversty televson shows and related actvtes. The students, employed through work study and nsttutonal programs, work n the graphc arts department whch s located n the Perkns Buldng. Three students. Tony -ogan, Ben Enzweler and Davd Jackson are presently assstng Lauren Harrson, art coordnator for the dvson of televson and rado, n the producton of all art requests wthn the dvson. Whle workng n the graphc arts, students learn responsblty and "can get some valuable 1 work experence,and resume materal." By Mke Marsee Sporta edtor Saturday's season openng football game may only be remembered for the heat, but those who could see through the sweat and humdty saw the Colonels defeat the Unversty of Akron The fans dryng n the sun at the game sat through temperatures hoverng above the 90-degree mark and the humdty soarng as well. The Colonels took the lead on a 43-yard touchdown run by Krov Harrs wth just over sx mnutes to play and never traled agan. Feld goals accounted for most of the scorng n the game, but n the long run t was the Colonels' defense whch zapped the Zps and gave Coach Roy Kdd hs 162nd career vctory. The game began rather slowly as the Colonels openng drve stalled after just fve plays. Akron was then forced to punt after one seres and the Colonels took over- on ther own sx-yard lne. The Colonels then put together a drve that would use' 15 plays and consume 7:58 off the clock, comng wthn four yards of the end zone before beng pushed back to the 11-yard lne. Dale Dawson, who was not expected to kck because of a torn muscle, then put the frst ponts of the season up wth a 28-yard feld goal wth 2:28 to go n the frst quarter. The Zps then took ther turn at kllng the clock wth a drve that lasted 12 plays and almost seven rfhnutes, endng n a 25-yard feld goal early n the second perod by Russ Klaus. Sport* edtor The unversty women's tenns team prepares to open the 1985 fall season, havng lost ther two top players but also havng added three new players to the roster. There s also the possblty of one more player to follow Gone from Coach Sandra Martn's team are Clauda Porras and Krst Spangenberg. who have completed ther elgblty. Martn now turns to Jeane Waldron and Laura Hesselbrock, the remanng upperclassmen on the team, for leadershp. Martn sad she expects a lot of leadershp from Waldron. the team's only senor. She sad Waldron s strength s her doubles play and she hopes she wll take up some of the slack by playng on the number one doubles team. Martn sad she was pleased wth Waldron's preseason play, but sad she needs to work on a slght change n her style of play. Martn has seen "notceable dfferences" n the play of Hesselbrock, a junor, partcularly n her serves and ground strokes. Also returnng to the team are sophomores Km Carson, Jule Hayes, Becke Mark and Trac Parrella. Dee Cannon, a freshman from Lexngton, s one of Martn's recruts. Cannon s a lefthanded player who. accordng to Martn, has a strong ground stroke and a good serve, but needs to work on her court moblty and doubles play. Cannon s expected to contend for one of the sx startng postons on the squad. Also jonng the team s freshman Sabrna Mles, a natve of Kngewood, Oho, whom Martn sad can move well to the net from any area of the court. "She know* when to come n." Martn However, she ponted out that Mles needs more varety n her serve. Martn sad Mles played doubles wth Waldron n hgh school when she was a freshman and Waldron was a senor, and added that she may be a good doubles player to watch. Last week, one of those few vsted the campus. Teresa Andrews captured two gold medals at the 1984 Los Angeles Olympc Games n swmmng. She vsted the unversty last Frday to talk to the men's and women's swm teams. Andrews wonj^er medals n the women's 100-meter backstroke and the backstroke lag of the medley relay at the Los Angeles Olympcs. She was n Rchmond vstng her sster. Dr. Jean Andrews, an assstant professor of specal educaton at the unversty. Dr. Andrews contacted head swmmng coach Dan Lchty and suggested that her sster talk to the teams, and Lchty agreed. Andrews. 22. s currently attendng the Unversty of Florda and majorng n therapeutc recreaton, but has retred from compettve swmmng. Andrews s a natve of Annapols. Md.. and has beenj wmmng for 14 years, begnnng her career at the Baltmore Aquatc Club (BACl. By age 13. she was swmmng n natonal meets. Accordng to Kenneth Hacker, admnstratve assstant to Col. Walker J. Howell. polce chef, the fundng that began n June 1984 probably wll be contnued through Dec.31. "Presently, we're n a stage where tme has run out on our contract." Hacker "We haven't receved any aatce. but we're gong on the ^premse that no news s good news." He expects to receve word on the fundng from Frankfort by the end of the month. Hacker sad he beleves that an extenson wll be made to fund the program as t now stands through Dec. 31. Currently, there are two part-tme patrolmen workng from 10:30 p.m. to 2:30 a.m.. Tuesday through Saturday nghts, n an attempt to keep the drunken drver off the road.
