After eght years as mayor, Wesley Hoffman wll retre from offce n November. Lookng to take hs place s Republcan lohn Qunn or Democrat Joyce Kepke. Though the deadlne for partsan canddates passed on Feb.18, an ndependent may stll regster by May 3. John Qunn Qunn has been a resdent of Bowlng Green snce 1965, and for about 20 of those years he has been nvolved wth local government. He broke nto local poltcs as char for the Housng Commsson n Hs other dutes were co-char of the last Cty Charter Revew Commttee, an alternate for the Plannng Commsson and char of the last Master Plan Revew Commttee. He has spent the last seven years on the Board of Publc Utltes. From 1982 to 1990 he was a member of cty councl, servng sx of those years as councl presdent. "n 20 years 've done just about everythng BG has to offer," Qunn sad. Qunn has a thrty year hstory of teachng n the Bowlng Green school system. n that tme, he has been named a Martha Holden Jennngs Scholar (1976), outstandng young educator by the BG Jaycees (1979), and BG teacher of the year (1986). He has also won the Sprt of Wood County Award (1989) and s a long-tme offcer n the Bowlng Green Educaton Assocaton. He presently teaches Amercan hstory and world government at BG Hgh School. Qunn has also been actve n communty nvolvement. "'ve been here a long tme," BG New* Photo/MATTHEW MLLER Nck Rebraca, junor crmnal justce major, enjoys the advantages of hs sngle room n Anderson Hall, ncludng the added leg room. Anderson Hall wll be one of the few dorms offerng sngle rooms next year. Sngle rooms lmted next semester By RENE SHARON SCOTT Freshmen and sophomores are concerned that they mght not have the opton to lve n a sngle room because of housng changes for the school year. Accordng to the Offce of Resdence Lfe, sngles wll only be avalable for freshmen and sophomores n Founders, Offenhauer Towers, and Rodgers. Junors and senors wll have the frst opportunty at sngles, sad Jm Zentmeyer, assocate drector of resdence lfe. "These sngles wll prmarly be located n Anderson Hall and Founders Hall," Zentmeyer sad. "We wll honor as many freshmen and sophomore sngle requests as we have avalable space." The number of sngles offered for the fall wll be fewer than 400 rooms on campus, Zentmeyer sad. Bud Beatly, drector of resdence lfe, sad the effect of housng changes on freshmen and sophomores s determned by how many students are actually housed for the fall. Beatty predcted the Unversty's resdence halls wll be close to capacty n the fall, whch s about 7,200 students lvng n resdence halls. "Obvously, the larger the oncampus populaton, the more dffcult t wll be for my offce to honor room change requests," he sad. Steve Denston, sophomore sports management major, sad the Unversty should lmt the number of n-comng freshmen n order to fully honor students' room requests. " feel that f the Unversty plans on brngng n so many new freshmen, they should ether put n some new rooms somewhere, or cut down on the number of students comng n," Denston sad. One of the concerns of students s whether the Unversty wll re-open Conkln or buld another resdence hall. Beatty sad the Unversty won't be operatng one resdence hall short. He sad Prout Hall wll reman open through Fall Conkln Hall, a resdence hall whch now temporarly houses the psychology department, wll be renovated durng the sprng of 2000 and ready to house students for fall of "Conkln had been closed for a number of years, snce t was not needed as a student resdence," sad Beatly. n addton, he sad there have been prelmnary dscussons about constructng a new resdence hall. Some students are dspleased wth the condtons of Offenhauer Towers and Rodgers and plan on movng nto Founders. "They [the Unversty] should re-do these buldngs before they have people lve there," sad Alsha Hamlton, freshman telecommuncatons major. Hamlton sad the new housng assgnments were rdculous. She appled to lve n Founders, but s afrad that sutes most lkely provded wll be sx room sutes whch are separated nto three doubles. "Students who already lve n there [n Founders) probably re-appled too," she sad. Addtonal housng arrangements nclude Anderson Hall beng an all sngle dorm for junors and senors. Also, due to the Unon expanson, Prout lall wll offer a one tme only fall semester agreement. Ths agree- See HOUSNG, page ten. Qunn sad. " know the cty well, and the cty knows me well. know the pulse of the cty." He consders hmself to Joyce be a humble and quet guy, at.tmes. Unversty welcomes new dean By V1NCE GUERRER New Dean of Students Wanda Overland hopes to pck up where Gregg DeCrane left off. She wll assume her dutes at the end of June, but sad she wll be on campus next week to famlarze herself wth her new staff and students. At North Dakota State Unversty n Fargo, a 9,600-student land-grant college, Overland served as assstant dean for student lfe and drector of the student unon. As drector of the unon, she not only supervsed the buldng, but her dutes also ncluded supervsng Greek lfe and programmng. "t ncludes everythng, not just the faclty," she sad. Unon Drector Dave Crooks looks forward to workng wth someone wth experence n student unons. "She wll have a perspectve on what a student unon should be," Crooks sad. She oversaw a major renovaton of the student unon at NDSU, where she has served as drector of the unon snce "'ve been through a process smlar to what wll be gong on at Bowlng Green," she sad. Overland dd pont out that the unon at NDSU ddn't close whle t was beng renovated. She sad student actvtes wll have to fnd other spaces at BGSU whle ts Unon s beng renovated. "Communcaton wll be very, very mportant," she sad. See WANDA, page ten. Pop Culture graduate teachng assstant, Mke DuBose followed Woodstock 94' and beleves that the lneup for 99' s just as good and very dverse. " thnk that the lneup s great," he sad. Saturday, many campus organzatons came together to present a Tbetan Awareness Concert on campus. Throughout the day there was a steady stream of students n Founders Courtyard. Dersons made by the Edtor-n-Chef and the Edtoral Board are ftnal Educated by college lfe, not class 've been dreadng ths sttng down to wrte my last column. How can really sum up four years of college and all the experences and wsdom ganed? Cju^t. won't even try. But here's f.peek nto t thbught comng to college would gve me the answers dd -told some - but mostly learned that few thngs are conclusve. Lfe and people are very complcated. Most of the answers are radcal compromses where not everyone wns or blatant contradctons that must coexst.. wanted to come to college to be free to be myself, the person that would have been n hgh school f my parents had let me (so thought). see now that every experence shapes who we become, from the hardest class, to rdulous msunderstandngs,to watchng your frends drft away. How you handle tryng tmes determnes more about your developng character than the good tmes, but they help too. From workng as a team to really great conversatons, the good tmes keep you from losng hope, and make the bad tmes bearable. Some thngs are part hard, but eventually rewardng: sustanng worthwhle relatonshps, learnng the ntrcaces of your major, or masterng a new skll (learnng to play euchre was mne.) Hopefully we've learned not to qut, to follow through tl t pays off. Or we mav have learned that there's a pont to cut our losses and gve up. The dstncton between the two s crucal yet t's somethng that changes for every stuaton. At BG, 've had uncountable smles, tears, arguments, dea exchanges, and dsagreements. 've been to classes that 'll never remember and ones 'll never forget. Some real breakthroughs occurred (Now know what an deology s.) Mxed n wth the forgettable are exctng, strange nghts. hnk every lme hear a song lke "Dust on the Bottle" or "Amercan Pe," that 'll thnk of sngng at the top of my lungs at the gloo. The practcal thngs 've learned were unrelated to my classes. know how to lay out a page and how sharpen my dplomacy. 've seen how mportant t s to ask better questons and how to voce my opnon effectvely. can type much faster, coax cranky computers and wrte an eght page paper n two hours. 've tred not blow a bran cell over somethng that wll not matter next week. So, after eght semesters of class, fve postons at The News, four roommates, two long relatonshps, one tattoo, the death of a frend, some llnesses and some famly crsses, what can conclude? That no matter how much lfe bumps and scapes you, you can and wll heal. That people who beleve n themselves and others wll be the ones who succeed. That people wll understand that you are hurt or scared; they've been there too. That we need to be suspcous of secrecy and be aware of the world. That f you are unhappy wth your lfe, you need to be brave enough to make changes. Hdng from your problems compounds them. Beng a columnsl durng college has been nterestng. 've rarely been to a party where someone hasn't gven me a suggeston for or complant about The News. Overall, beng a columnst has been one of the most postve experences at BGSU for me. t's made me feel lke can make a dfference and make people thnk. You should have seen the panc was n to wrte my very frst one. made about 5 drafts. tested t on my frends. Now have enough confdence to st down and pull words out of my head (really, that's where they come from.) don't know f four years are enough -- but t has to be for me. t's really hard to say goodbye to ths tme, ths place and these people - but they wll move on and so must. So now go to jon the ranks of past columnsts. Ths column s dedcated to the ones who came before me: Aaron Wesbrod, Joe Peffer, Roark Lttlefeld, Dan Gaffney, )oe Boyle and Penny Brown. just say no to gnorance! Natale Mller can be reached n the future at natale.mller@usa.net. Columbne shootngs ndcatve of socetal ssues At Columbne Hgh School 13 students were murdered, two students ded from sucde, and many others were njured. These kllngs were the most recent of a spate of mddle-class hgh school kllngs. The two men responsble for the kllngs were dentfed by other students as school outcasts who belonged to a clque callec' the Trenchcoat Mafa. As the two men began ther rampage they announced that they were dong ths "for revenge." One student sad the boys were "tauntec"' by peers for years and that they "weren't even treated lke humans anymore"(larry Kng Lve and Talk Back Lve). One student, held at gunpont, reported beng told by her gunman that he and hs partner were dong ths because they had been treated so "mean" last year. Some wtnesses to the shootngs sad that the two members of the Trenchcoat Mafa were targetng those who had prevously rdculed them. Despte the words of the gunmen themselves relayed by vctms as well as the comments of wtnesses and other students ndcatng specfcally "why" the two Trenchcoats were dong ths, members of the publc all over the country foolshly throw-up there hands and ask, "But why?" Have these people who ask "why?" ever notced that t's never the hgh school homecomng queen nor the quarterback who goes on these hgh school kllng sprees. Rather, l s often the outcasts who have been vctmzed (or ostraczed) by the homecomng queens, the jocks, the popular clques, the mddlng clques and the school bulles, who respond wth volence. (A fellow student ponted out that there are multple herarchcal clques n hgh schools and whle these clques may have rvalres amongst themselves, they are unfed by ther collectve abuse of the school outcasts.) We all went to hgh school. We all remember those students n each of our hgh schools who were verbally, emotonally, socally and sometmes physcally abused, even brutalzed, by the other students. We remember those we treated as outcasts, those who were degraded and humlated day n and day out. Of course there were those students who dd not partcpate n the daly abuse but merely sat on the sdelnes and watched t happen wthout sayng a word n the vctms defense lest they them- selves be made vctms. Those of us who went to hgh school know the futlty of the vctms askng an nsttutonal authorty to ntervene. We know that school authortes turn a blnd eye to the abuse- too lazy, apathetc, or worred about coverng ther own asses to ntervene. As a fellow student noted teachers sometmes even jon n ths abuse. They do so because we as a people dentfy wth the powerful, not the powerless. We are repulsed by what we vew as the weakness and mpotence of the vctms rather than beng repulsed by the cruelty, the sckness, of the vctmzers. Snce most of us were the vctmzers n hgh school or those who wshed to be accepted by the vctmzers or those who out of apathy or self-nterest dd nothng to help the outcasts we are unwllng to accurately dentfy the enemy, because the enemy n all too many cases s us. True, most hgh school outcasts do not respond volently. Yet, t s those who respond volently aganst ther oppressors who are the E. F. Huttons of the world- the people to whom people lsten. A couple of years ago a boy who was verbally and emotonally tormented by hs peers for beng fat lynched hmself. The naton dd not convulse n mournng. t s only when vctms kll ther vctmzers that the publc gves a damn. n the case of the Trenchcoat Mafa the members apparently dentfed wth Nazsm. Yet, anyone who knows anythng about Nazs knows that Nazs revered athletes. n fact Nazs klled nvalds. Yet, the two Trenchcoats specfcally targeted jocks. Ths has nothng to do wth Nazsm. suspect that the Trenchcoats n a msguded effo to assuage the pan of mpotence aganst wdescale ostracsm and abuse chose to dentfy wth hstorcally powerful vctmzers- ther pathetc attempt at psychologcal selfempowerment. For the Trenchcoats, Nazsm was perceved as an answer to ther pan. Nazsm was not the root of the problem. Whle Nazsm must of course be challenged wherever t s manfest, t s mportant to accurately dentfy the root problem to whch the Trenchcoats were respondng f smlar ncdences are to be prevented n the future. The choce presented to us by the Trenchcoat Mafa revolt s clear. Ether "A," we wll teach our chldren not to create and perpetuate an oppressve herarchy of students n whch some are subject to wdescale ostracsm, verbal, emotonal, and sometmes physcal abuse (nor to be slently complct n the process) or "B." We wll have to teach our chldren to watch ther backs. Kelly Mclan s a guest columnst. She can be reached at mclan@bgnet.bgsu.edu. K \f -!

7 page 6 Wednesday, Aprl 28, 1999 Secretary of State wants Ohoans to be more nformed about fundng campagns The Assocated Press COLUMBUS Secretary of State Kenneth Blackwell wants Ohoans to have as much nformaton as possble about those who contrbute to the poltcal campagns of statewde offceholders, hs electons chef says. Blackwell supports efforts under way n the Legslature to requre all statewde canddates to fle electronc versons of ther campagn fnance reports. Drector of Electons Dana Walch sad Monday. Walch spoke at a news conference called by Oho Ctzen Acton, a consumer and cam- pagn dsclosure advocacy group, to release ts annual campagn fnance report cards. Blackwell was one of nne statewde offceholders and legslatve leaders to get an "A." "The secretary s n favor of full dsclosure of contrbutons and wll contnue to push an agenda toward that end," Walch sad. "Secretary Blackwell beleves that as secretary of state, he needs to take the lead on ths." A bll sponsored by Rep. Ron Amstutz, R-Wooster, would requre statewde offceholders to fle electronc reports. Walch and Ctzen Acton Research Drector Laura Ycomans sad the bll s needed to help Ohoans fnd out about who's pavng for poltcal campagns. The bll s gonn through hearngs n the House Technology and Electons Commttee. Sx offceholders and three of the four legslatve leaders earned an "A" for meetng dsclosure requrements. Ctzen Acton sad. Senate Presdent Rchard Fnan, a Cncnnat Republcan, got a "B," whle Chef Justce Thomas Moyer got a "C." Treasurer Joseph Deters, a Republcan, receved the only "F" from the group. Ctzen Acton crtczed Deters' campagn for not beng aggressve enough n fndng out about hs contrbutors. Oho law requres canddates to lst a donor's occupaton f the contrbuton s more than $100. t the donor doesn't provde the nformaton, the canddate must follow up wth another attempt to learn the donor's employer. f that does not produce the nformaton, a canddate can put down "best effort" on the fnance report. But "best effort" was not enough, Ms. Yeomans sad. "We dd not gve credt to any of the canddates for best effort," she sad a a news conference. "Dd they provde the voters wth the nformaton they needed?... t may -be n complance wth the law, but t's not n complance wth the sprt of the law." Deters' campagn faled to provde complete nformaton for 918 of hs 1,683 donatons over $100, Ctzen Acton sad. That amounted to $569,000 or 56.5 percent of the $1 mllon he rased from those donors. Doug Presse, a spokesman for Deters' campagn commttee, sad the campagn dd everythng t could to dentfy contrbutors. "Our campagn compled fully and at all tmes wth Oho campagn reportng requrements," Presse sad. "We had a system n place,... the practcal results of whch were less complete than we had hoped." He sad Deters' frst attempt for statewde offce created some fund-rasng problems for the former 11.mnllon County prosecutor. "Runnng the frst tme statewde for anybody s a bg challenge," Presse sad. "There s a learnng curve for campagn commttees and contrbutors, new contrbutors." Moment of slence observed for Columbne vctms The Assocated Press LTTLETON, Colo. Rados and televsons fell slent across the Denver area at 11:21 a.m. today, one week to the mnute after the erupton of gunfre at Columbne Hgh School was frst reported. Church bells tolled 15 tmes, one for each person klled, ncludng the gunmen, and televson news broadcasts showed a blue Columbne memoral rbbon whle observng the moment of slence. Earler, authortes sad the 18- year-old grlfrend of gunman Dylan Klebold had purchased at least two of the weapons used n the attack. The Denver Post reported today that nvestgators beleve the grlfrend bought three weapons not long after her 18th brthday n November. The Denver Rocky Mountan News sad the young woman, dentfed as Robyn K. Anderson, was beleved to have bought two guns. nvestgators also dscounted a report from a Colorado Sprngs gun dealer that the other gunman, Erc Harrs, was among fve teens who tred to buy a machne gun and another weapon last month. The dealer sad the aborted transacton was vdeotaped. But Larry Bettendorf, an agent wth the federal Bureau of Alcohol, Tobacco and Frearms, sad the vdeotapes had nothng to do wth the massacre. "Our agents have revewed the vdeotape or tapes, and they dd not fnd any evdence of the suspects or ther assocates n there," he sad. Harrs, 18, and Klebold, 17, commtted sucde after burstng nto Columbne Hgh wth guns and bombs a week ago today, kllng 12 fellow students and one teacher. Four guns were found n the school. Ms. Anderson was questoned Monday, and authortes descrbe her as a wtness, not a suspect. Dstrct Attorney Dave Thomas sad she was cooperat- ng wth nvestgators. Prosecutors sad the weapons may have been purchased legal- "We thnk three of them were provded by the grlfrend of Klebold," Mark Paulter, a Jefferson County chef dstrct attorney, told the Post. "She bought them because she was older. She was 18 at the tme. She bought them n November or December. "We're not sure she commtted a crme under Colorado statute. f you provde a handgun to a person under 18, that's a volaton of the statute. f you provde a shotgun or a rfle, that's not a volaton." Prosecutors sad Ms. Anderson bought two shotguns and a rfle. Sherff John Stone acknowledged t was possble that she dd know how Klebold and Harrs planned to use the guns. "She's not gong to use those for pheasant huntng," Stone told the News. A man who was at Ms. Anderson's home declned to comment, sayng the famly was ter- rorzed by reporters, the Post sad. nvestgators stll beleve that someone other than Klebold and larrs was aware of ther plans n the days and weeks leadng up to the attack. "There's a lot of muntons there," Stone sad. "Ether somebody else brought t n or they brought t n and stored t.... t's hard to get that n under your rancoat and not be notced." Stone sad three boys who were arrested near Columbne on the day of the attack have not been cleared n the case. "'m suspcous of ther story," Stone sad. "They are not out of the woods n ths one yet." Also Monday, authortes sad Klebold and larrs had amed for an even bgger bloodbath, plottng to kll hundreds of students, and then to hjack a plane and crash t nto New York Cty. nvestgators cted a dary they found that was kept by Harrs. The vrus nfected some computers at an arport n zmr, on Turkey's Aegean coast; erased computer memores at a mltary academy n Ankara; crashed computers at the state-run rado and televson staton; and slowed down transactons at a number of banks, Turkey's Radkal newspaper reported today. The government dstrbuted he last of the fall harvest wth ;arly Aprl's monthly food raton 3 1/2 pounds of gran, or enough to last one person about 10 da\s, the U.N. agency sad. Most of North Korea's 23 mllon people rely on food ratons from the communst government. They can now expect lttle food untl the frst vegetable and x>tato crops are harvested n [une, sad Davd Morton, the WFP representatve n North Korea's captal, Pyongyang. "These are the most dffcult months of the year for the people MflflMMftMJUMfl^^ of North Korea/' Morton sad n a statement. "Most people try to survve by whatever copng mechansms they have." The gap between harvests has become an annual occurrence n North Korea's four years of famne. n the lean weeks to come, government mlls wll churn out a staple of the crss edble roots, grasses, sea weed, corn stalks and the lke often mxed wth cereals and enzymes and cooked nto noodles or buns. The substtutes are "bascally a stomach fller" wth lttle nutrton and eatng them causes dgestve problems, especally for chldren and the elderly, Morton sad. Floods, drought and other natural dsasters runed North Korea's collectve agrculture system, whch was already crppled by msmanagement and the loss of crucal Sovet bloc tradng partners. Wthout food and mported fuel, North Korea's centrally planned economy has largely broken down. Morton sad the worst food shortages were beleved to be occurrng n the cold, landscarce, heavly urbanzed northeast. The World Food Program s currently feedng 6.7 mllon people largely nfants and young chldren, pregnant and nursng women and hospta patents. The agency wants to expand the program to 8 mllon people to feed older chldren as of July 1 through a $260 mllon appeal launched last week. South Korean offcals also reported about 300,000 computers were ht n government offces, schools and busnesses. "We have been careless and lacked an understandng of ths vrus," sad Vce nformaton and Communcatons Mnster Ahn Byung-yop. "We need to strengthen our alert system and publc educaton on computer vruses." Ahn estmated the computer bug has ht nearly 4 percent of computers n South Korea, by far the worst attack of ts knd reported n the country. The natonal Yonhap News Agency, quotng ndustry offcals, estmated the vrus may have affected up to 15 percent of all computers and could cost South Korea up to $250 mllon. Court rules strngless gfts not llegal The Assocated Press WASHNGTON The Supreme Court made t harder to convct someone of gvng an llegal gratuty to a federal offcal, rulng Monday that gfts are a crme only f prosecutors prove they are lnked to an offcal act. Otherwse, t would be a crme even for a champonshp sports team to gve a jersey to the presdent whle vstng the Whte House, the justces sad n a unanmous decson. The decson was a defeat for ndependent Counsel Donald Smaltz n a case stemmng from hs corrupton nvestgaton of former Agrculture Secretary Mke Espy. Smaltz had asked the hgh court to renstate a Calforna agrcultural cooperatve's convcton of llegally gvng gfts.to Espy. Espy hmself was acqutted last December of all 30 corrup- ton charges nvolvng gfts he accepted from Sun-Damond Growers of Calforna and others. Reached by telephone, Smaltz had no mmedate comment on the rulng. Attorney Samuel J. Buff one of the Amercan League of Lobbysts, whch supported Sun-Damond n a frend-of-the-court bref, sad the rulng clarfed the legal standard for lobbysts and others. "The real danger here s that a broad, mprecse statute... n the hands of an aggressve or unethcal prosecutor can be a dangerous weapon," Buffone sad. The llegal-gratuty law makes t a crme to gve "anythng of value" to a publc offcal "for or because of any offcal act performed or to be performed." Justce Antonn Scala wrote (or the court that the words "off- cal act" appeared to requre "that some partcular act be dentfed and proved." t s not enough to show that gft-gvers wanted to curry favor because an offcal was n a poston to help them, he sad. Readng the law that broadly would lead to "pecular results," Scala sad. "t would crmnalze, for example, token gfts to the presdent based on hs offcal poston and not lnked to any dentfable act such as the replca jerseys gven by champonshp sports teams each year durng ceremonal Whte House vsts," the justce sad. Scala noted that the llegalgratuty law s only one of many laws and ethcal regulatons governng what gfts can be gven to government offcals, lawmakers and judges. Those rules were unaffected by the justces' rulng. 9 page 8 Wednesday, Aprl 28, 1999 Clnton proposes gun-control legslaton The Assocated Press WASHNGTON One week to the day after the Colorado school shootng, Presdent Clnton proposed gun-control legslaton today to rase the legal age for handgun possesson from 18 to 21 and hold neglgent parents lable when ther chldren commt crmes wth guns. Buyers of explosves would also be subject to the same Brady law background checks as gun purchasers. "t s crmnal how easy t s for chldren n Amerca to obtan guns," Hllary Rodham Clnton sad at a Whte House ceremony, where she led her husband and an assembly of lawmakers n a moment of slence for the communty of Lttleton, Colo. The presdent sad hs proposals would amount to no more than mnor delays and mnor hassles for sportsmen and legal gun owners. "t's gong to be a hassle for them. t's worth t. t's worh t. We're sorry t's worth t," Clnton sad. "People's lves are at stake here." n extensve remarks precedng the presdent, Mrs. Clnton sad she doubted the admnstraton's ablty to "create a perfect set of solutons that, f followed, would have prevented what happened at Columbne Hgh School." But, she added, "That does not mean that we are ether hopeless or helpless." The presdent's omnbus crme package, whch the Whle House trumpeted as "the most comprehensve gun legslaton any admnstraton has put forward n 30 years," also proposes bannng juvenle possesson of semautomatc assault rfles, haltng mports of all hghcapacty ammunton clps and lmtng an ndvdual's handgun purchases to one per month. n addton, Clnton renewed measures that ded n the last Congress. He suggested he was countng on outrage over the Colorado shootng to push them through ths year over objectons of the gun lobby. "t's not just the culture of volence that has to change. t's the culture of huntng and sport shootng that has to stop fnancng efforts to frghten ther members," Clnton sad. "t's not gong to be easy," sad Sen. John Chafee, R-R.., a supporter who scoffed at crtcs sayng school volence s a cultural problem. Ths sn't about schools... ths s about ths dstorted nterpretaton of the Consttuton that convnces otherwse ratonal ctzens that t s th. '.r nalen- able rght to be armed to the teeth," Chafee sad. The explosves provson, whch ams to treat the sale of explosves the same way gun sales are treated under the Brady law, would cover dynamte, blastng caps and the lke, not materals that can be blended nto an explosve mxture. n Lttleton, Colo., the student kllers used homemade hand grenades and ppe bombs n ther rampage through Columbne Hgh School. n Oklahoma Cty, two tons of explosve made from common fertlzer were used to blow up the federal buldng n Clnton also proposed: Mandatory chld-safety locks on all guns sold. Extenson of an exstng ban on juvenle possesson of handguns to nclude semautomatc assault rfles; also a ban on mportaton of all ammunton magaznes that hold more than 10 rounds, an extenson of current law bannng mports of those made snce Background checks on buyers for all gun-show sales. A lfetme ban on gun ownershp for people who commt volent crmes as juvenles. A three-day watng perod for all handgun purchases, wth an addtonal two days f law offcers need them to complete ther nvestgaton. Untl last year, the Brady Act provded fve days for polce to conduct background checks on buyers f they needed that much tme. Now, t lmts them to three days, but most checks are nstantaneous. Never before has there been a mnmum, mandatory watng perod.
