Because these three groups represent all-campus membershp. One of the goals of Amalgamaton was ntegraton, note that the presdents of the Men's and Women's governments are automatcally members of the Executve Commttee and therefore members of the Senate. The presdents of each class are also automatcally members of the Sen- ate. Why a petton system ot electon for offcers of the -Senate? (Artcle VI, secton ).. Pro: System recognzes the process that usually goes on durng nomnaton perod. It allows for the crculaton of a petton by the frends of a pettonee or by the pe- ttonee hmself. Con: The petton system makes the electon of offcers nto a popularty contest. Deservng and ettectve people who won't blow theft own horn won't get elected. Why s t necesaxy to guarantee a "rato of four men to three women n each clata? (Artcle VI, secton 4.) Pro: Ths measure "guarantees the same rato of men to women as exsts n the student body as a whole. It was felt that the women may otherwse not obtan suffcent seats n the Senate, causng the Senate and the Executve Commttee to be domnated by the men's sde ot durng any after-game football celebratons whch mght go downtown, the presdent asserted. There s no agreement concernng pre-feame ralles. Dr. Phllps also expressed hs dssatsfacton over the Thanksgvng vacaton stuaton, and dscussed possble changes. The Stu-C voted last Wednesday not to have cheerleader., at future basketball games. Instead of a full band, the councl demonstrated a preference for a small "combo". Counclman Robert Cor-h rased the possblty of havng a png-pong exhbton durng the half of some future basketball game, and s dscussng the dea wth Athletc Drector Lux. Councl Wllam Perham announced that Bates partcpaton n the Natonal Intercollegate Brdge Tournament would agan be handled by the Stu-C, under the drecton of Herbert Bergdahl. campus. _ Con: Representaton should be equal to the strength of the vote. Ths s an all-campus government and a representatve made or female should be representng both men and women. Is t necessary to have such a large Senate? Pro: Yes, because the sze of the Senate nsures the most complete representaton and provdes the potental for new deas and the personnel for carryng out projects. The Executve Commttee s provded for the admnstraton of the Senate polces. Con: The Senate s far too large a body It would be mpractcal to call together 3 people twce a month. You'd seldom get a quorum. The sze of the Senate s another ndcaton of creatng more machnery than s necessary for a co-ordnated Student Government. Is there not a "catch" n Artcle V, secton (e), whch tctuauy makes the Senate ' subservent" to the admnstraton? Pro- That clause s n essence found n every all-campus consttuton at Bates. Accordng to the Student Councl, gven the power to determne the votng procedure, the plan wll be adopted f t s approved by a smple majorty of the student body. Ballotng Follows Dscusson The referendum follows a week of extensve explanaton and dscusson of the consttuton, conducted by the Amalgamaton Publcty Commttee. The week's actvtes started Monday when Glenn Kumekawa, co-charman of the publcty commttee, explaned to the chapel assembly, the purpose of the proposed government change. "The Bates campus," he sad, "s an organc entty." Durng the same chapel perod, Wllam Perham, presdent of the Men's Student Councl, and Rae Walcott. presdent of the Women's Student Government, spoke on the changes necessary to the consttutons of ther respectve organzatons. Herbert Bergdahl explaned the procedure whch would be followed under the new set-up n electng offcers. Arnold Alpersten acted as charman. Panel Slated For Frday A panel dscusson on adoptng the plan wll be held durng the same perod Frday. Alpersten and Kumekawa wll speak n favor of ts adopton, and wll be opposed by Max Bell and Wllam Dll. Part of the half-hour may be spent by members of the panel answerng questons from the floor. The ballot for Monday's referendum reads as follows: I. The proposed Consttuton of the Student Assocaton of Bates College (the so-called "amalgamaton plan'') should be adopted. Crcle one: yes, no. II. If the proposed Consttuton of the Student Assocaton of Bates College s approved, I would empower the Men's Student Councl and the Women's Student Government Board to set up a commttee' whch wll work before next sprng's all-college electons to (Contnued on page four) Bates Speakers Excell At Orono Four Bates students each won the hghest ratngs awarded n the Mane State Speech Festval at Orono last weekend. Wllam Dll won the hghest ratng n extemporaneous speakng and Robert Hobbs, n nterpretaton of prose. Charles Radclffe excelled n orgnal oraton, whle Elsbcth Thomes won top honors n memorzed nterpretaton. Mr. Stattel accompaned the Bates contestants to, the Unversty of Mane, where the contest was held. "They all dd a good job," Prof. Qumby commented yesterday. He was elected both class presdent and Stu-C Representatve. Other class offcers are Alan Goddard, vce-presdent; Dorothy Wkoff, secretary; and James Moody, treasurer. Myhrman Returns; Wll Speak At FTA Dr. Anders Myhrman. popular Bates professor and head of the Socology Department, now on sabbatcal leave, s expected to arrve n Lewston at the end of ths week. He wll be guest speaker at the December meetng of the Future Teachers of Amerca next Tuesday n the Women's Unon. Dr. Myhrman conducted a course on Amercan Culture at the Swedsh Unversty n Abo, Fnland, and lectured n several folk hgh schools n the Swedsh parr of Fnland. He lectured on the Amercan Socal Securty System and Socal Work Educaton at the School of Socal Work n Helsngfors, Fnland. Prof. Myhrman also prepared the prncpal address for the ntal meetng of the Fnland Socologcal Socety. Early n January Dr. Myhrman wll leave for the Unversty of Hawa where he wll conduct courses durng the second semester and also n ther summer sesson. The Charman of the Socology Department at the Unversty of Hawa studed wth Dr. Myhrman at the Unversty of Chcago: Food Sale The Campus Chest Commttee wll sponsor a food sale tomorrow from :3*to 4 p.m. n Chase Hall basement. See page two for explanaton of how the members are elected. be debated n the future at present that s the polcy and ths clause merely recognzes an exstng fact. Con: Ths clause s a "weasle" clause. It hamstrngs any acton of the new government that s "frowned" upon by" the admnstraton. There s no sense n votng for a consttuton that sets up an organzaton that wll be mpotent. The Councl and the Government labor under the same dffcultes and there s no need for another organzaton that s unable to act. Who holds fnal power n the Student Assocaton? Fnal power and authorty s n the hands of the Senate the drect representatves of-the student body. Artcle V, secton () states: "The Senate shall retan the power to revew any acton taken by the Executve Commttee." Also Artcle V, secton, states: "... all polcymakng functons shall be the responsblty of the Senate..." Why doesn't the consttuton provde for the SA takng over functons of other all-campus organzatons? The consttuton as t stands ntegrates as many of the governmental organzatons at Bates Col- lege as t "legally" can. Certan lmtatons n scope were made by the presdent of the college before the fnal draftng of ths document. That means regardless of the advantages or. dsadvatages of ncludng the Student Actvtes Commttee, the CA, the Publshng Assocaton, or the Outng Club n the ntegraton, t was not allowed. The advsablty or nadvsablty of the admnstraton's vewpont s not under con- sderaton. It must be remembered that ths s just a start a const- tuton that can be added to by amendment and nterpretaton. Bowdon plays a slow, delberate type of game whch stresses possesson of the ball. Bowdon has /our of last season's regulars returnng for another year of act : on. The Mules opened ther season auspcously last Saturday by regsterng an mpressve 6-44 vctory over Bowdon and now share (Contnued on page three) Stu-C Hears Commttee's Ideas On Mayoralty Campagn Rules An aroused Student Councl took ssue last Wednesday wth proposed tme lmts for next sprng's mayoralty campagn. Berkelman Proposal Gone Over The proposal was contaned n a letter from Prof. Berkelman, charman of the Faculty Commttee on the Mayoralty Campagn, lstng recommendatons soon to be made to the faculty concernng the campa ; gn. Prof. Berkelman asked Councl comment on the recommendatons, wch ncluded the proposal that the campagn "wll not start before 7 p. m. Thursday, and wll end at p. m. on Saturday, wth votng from to 4 p. m." Councl opnon overwhelmngly condemned the recommendaton, objectng, for one reason, that t ddn't gve enough tme to prepare and present as many skts, speeches and other features as durng past campagns. Further, the plan was crtczed because t dd not gve students tme to ready the gym for the Ivy Hop Saturday evenng, or to rest Saturday afternoon between the campagn and the dance. Objecton was also rased on the ground that t would make t dffcult to buld up a powerful clmax, as n prevous years. CA Communty Servce To Fete Kds Frday The Communty Servce Commsson of the Chrstan Assocaton wll hold a Chrstmas party for the underprvleged chldren of Lewston ths Frday from 3 to 5 p.m. About forty chldren are expected to attend the event, whch wll take place n the basement of Chase Hall. There wll be Chrstmas decoratons, ncludng trees, and a genune Santa Claus to help entertan them. The chldren wll be presented wth stockng contanng such thngs as toys, nexpensve artcles of clothng, and candy. Each college dormtory s n charge of fllng fve or sx of these stockngs durng ths week. The commttee charmen n charge of the party are: Ronald Tffany, who wll provde transportaton; Carolne Rothsten, refreshments; Sally McBrde, games; and Mary Van Volkenburgh, who sent out the nvtatons. The tradton that there should be no campagnng on electon day was rased as an objecton, as well. In the past, the campagn has usually started on Wednessday evenng and ended Frday nght, wth votng on Saturday. Students Neglect Studes, Says Faculty The faculty objects to the length of the electoneerng because students don't pay enough attenton to ther studes durng the tme, accordng to Councl Wllam Perham. A commttee was apponted to clarfy the councl's objectons, and wrte a frm reply to Prof. Berkelman whch would make clear the councl's atttude or the ssue. Recommendatons two to sx n the lettor, sent to Perham, were not contested by the councl as such. However, the feelng was that tl.ese rules, chefly concernng conduct and procedure, are not wthn the jursdcton of the faculty. Important announcements whch cannot be made elsewhere and whch have not receved prevous publcty can be announced once only. No notces wll bcread on Sunday. No lost and found notces fll be read. Announce- ' ncuts to be read must be gven to Rae, Rand 6, or Florence Lndqust, Rand 5, before :3 a. m. and 5 p. m. At last Wednesday evenng's meetng the Student Government Board also heard a repor' of the Bates Conference Commttee meetng Campus Chest, campus fre hazards, football parades, and Thanksgvng vacaton were dscussed. Joan Holmes and Cr'.ene Fuller were apponted to assst > freshman electons procedure. Chapel commttee meetng, amalgamaton publcty, coed dnng, the coed coffee, and mayoralty campagn were also dscussed.

3 I TWO Edtorals ''Protest" Autopsy We don't beleve n cryng over splt mlk unless somethng constructve can come of t. Because at least two constructve suggestons have come out of the basketball practce controversy whch arose just before Thanksgvng, we feel that dr partcular ncdent s due an edtoral autopsy. The whole thng was an unfortnuate msunderstandng, so far as we can gather. Coach Petro and the basketball team found out just before vacaton that they would not be permtted to practce durng the holdays for ther frst game, whch was scheduled mmedately after vacaton.» Request And Refusal Through the Student Councl the men asked Phllps to allow the team to use the gym for practce durng vacaton. Ther reasons were:. The team had practced through Thanksgvng last year and had not been notfed ahead of tme that any change would be n effect ths year.. The mmedacy of the St. Anselm's game made holday practce especally necessary ths year. The presdent's answer was no, plans could not be changed. Hs reasons were:. If the team had practced durng Thanksgvng vacaton last year, t was wthout the knowledge of the admnstraton. The students voted two years ago to have a Thnksgvng vacaton, wth the understandng that all buldngs would be closed.. The schedulng of a game rght after vacaton was unfortunate. Perhaps the Councl should request that t not be done agan next year. Our Opnon We feel that the admnstraton atttude was nflexble and tnged wth prde. In vew of football practce durng summer vacaton t seems that another equally acceptable nterpretaton of the two-year-old student plebecte mght be that the voters took t for granted that the new vacaton, lke any other vacaton, would not nterfere wth necessary varsty athletc practces. Notce of the plebecte n the STUDENT Dec. 7, 947, sad that "all dormtores wll be closed durng vacaton f the longer recess becomes effectve." There was no menton of the gym beng closed to the basketball team. Please Note We thnk t s mportant to note, just for the record, that here s a concrete case n whch lack of coordnaton n the Bates admnstraton caused an admnstratve mstake and thereby promoted ll feelng among the students toward the admnstraton. For the game was scheduled and played, and the team dd not have adequate practce. In other words, the admnstraton, some of whose members are so often crtcal of students who "mess thngs up," has shown n ths nstance that t too s human and gets a few wres crossed now and then. We call the whole affar an unfortunate msunderstandng, however, because we thnk the admnstraton atttude on correctng the mstake mght have been dfferent f the ssue had not come up so suddenly at the last mnute and f the unduly dramatc nature of the "mass protest meetng," complete wth pcture n the Lewston Sun, could have been avoded. Better Contact Wth The Men Whch brngs us to Constructve Suggeston Number One: The Student Councl needs an adequate means of communcaton wth the men t represents. Is there no way n whch the men can acheve a more personal contact than mass meetngs, plebectes, and questonnares? The Councl recognzes ths problem and has made varous stabs at solvng t. We brng t up agan because t sn't solved yet, and because t s an mportant problem n conductng an effectve government.' It s to be hoped that every student wll make such an analyss on hs own, however. The opposton whch we make to ths plan s based upon several fctors. Frst of all, there s no need for the new proposal. Not one tngle new power has been attached to the student government at Ba.es, yet we are asked to set up a huge machnery to help the exstng governments perform the functons and powers we now have. It s sad that hs huge new government would operate over all-campus problems, yet we already have machnery to do ths task n the form of the B.C.C. and the Stu-G, Stu-C lason commttee. Our real need s not for a gant new government, but rather to use that whch we possess wth maturty and ntellgence. Amalgamaton sets up a mountan to govern a molehll! Further, such a government would not operate to the best advantage. It s far too large to be effcent. Many ctes of many thousands of people such as our own home towns of Dover, New Hampshre, and Pttsburgh, Pennsylvana are effcently and democratcally governed by smaller bodes than the one proposed for our campus. The neffcency of the new body would not be compensated for by "ncreased democracy", for democracy conssts of the way n whch people are chosen to govern, not the number chosen. There s a good chance that we would get poorer representatves under the proposed plan because of the petton system of nomnaton and the excessvely elaborate electon procedure. Can't you just see people trottng about campus wth a petton n hand, seekng 75 names? There are, moreover, dangers n the new plan whch overshadow even ts neffcent bulk. If you read carefully, ^ou wll fnd an elastc clause (V::b) whch does not exst n our present consttutons and whch gves the admnstraton an absolute veto on the somewhat hazy grounds of what mght consttute a -tudent polcy not n accord wth OUT "tradtons" and the overall polcy of the faculty (whatever that s!). Ths clause s even more startlng n that t could concevably even control our power to dscuss -ome matters. Even though an admnstraton veto s ultmately possble now, t s^a dangerous and unwarranted step to wrte t nto a student consttuton. Many of the proposers of the plan for an amalgamated government are frankly countng on our apathy, our unthnkng tendency to vote yes, to pass ther measure. We don't beleve you wll fall for ths. By strengthenng B.C.C. and/ or the lason commttee and takng a real nterest n the present student governments we can acheve far more than by amalgamaton. A vote of yes on amalgamaton wll saddle us wth a huge, cumberson, nherently neffcent machnery whch we smply don't need. The government that s created by ths consttuton wll only be as effectve as the students who partcpate n t. We feel that the organzaton provdes the greatest room for potental student actvty. There are elements on Campus that consder Bates College as a "co-ordnate" student body: elements that feel the men's and women's sde of campus must act ndependently, can never make decsons together. In the year 97 Larry was born >n Whtnsvlle, Mass., and remaned there untl he graduated from Northbrdge Hgh School. In that school he played football, workng out of the tackle poston; basketball as a guard, and baseball as a thrd baseman. Then came the war and Larry entered the servce. Someone spread the rumor that they bult the B-9 especally for Larry's 5 ft. f n., 5 pound frame. Ths s only a rumor hut t s known that Larry was an AAF rado operator for one and a half years. Back from the servce Larry entered New Hampton Prep School and spent a year there, agan partcpatng n football. Somethng new was added as Larry ncreased hs repertore of sports by playng hockey there also. Larry entered Bates as a member of the class of '5 n September, ^48. He mmedately went out for freshman foorball and quckly earned a startng poston. Throughout the season he played hard and well and t had to be a good reason to keep Larry from playng. The tall men from Orono had just too much court savvy for the home team. Rome Rankn's boys stressed a slow, delberate attack wth Bates dong the same. In the frst half Mane effcently klled Petro's favorte T-zone defense and then dd a smlar job on a twothree zone when Bates swtched. Mane had a commandng lead by ntermsson The second half was played n sharp contrast to the frst. The Bobcats, usng ther thrd defensve arrangement of the evenng, a manto-man, attempted to return to a complete fast break. Play was helter-skelter and sloppy, shootng was ragged, and tempers flared toward the end. The Petromen, obvously nervous and pressng, were way off on floor on many drvng layups. At one forward wll be George Pane, one of the deadlest set shots n the state, whle 6 ft. n. Sherwn Welson, especally potent off the offensve boards, wll lkely mantan the other forward. The second guard slot s occuped by Jmmy Lazour, a trcky ball handler and an aggressve performer. Coach Lee Wllams also has a fne crop of sophomore talent and wll present a formdable outft ndeed to the Cats. The group heard two man addresses by Helen Turnbull, drector of Wnham House, the natonal graduate tranng school for Epscopal women. Saturday mornng and afternoon the conference broke up nto semnar groups to consder the Chrstan's task n vocatons rangng from the mnstry to busness, poltcs, and scence. A panel dscusson on the results of the semnars followed the conference banquet at the Unted Baptst Church Saturday evenng.
