1 2018 ECIC DUAL MEETS National High School Federation Rules will govern ECIC Track meets. The following modifications and/or clarifications will govern dual meets. 1. The events to be held in each meet and their order will be: 3200m Relay G/B and Long Jump (see 6a below) Pole Vault (see 8 below) 100/110m Hurdles G/B Shot Put B/G High Jump (see 9 below) 100m Dash G/B 1500m & 1600m Run G/B Discus B/G 400m Dash G/B 400m Hurdles G/B concurrently: TRIPLE JUMP (see 6b below) 800m Run G/B In combined meets, boys will follow girls in all running 200m Dash G/B events. Events run concurrently are done so with the 3000m & 3200m Run G/B agreement of all coaches. See the NFHS Rule Book. 1600m Relay (4 X 400m) G/B 400m Relay (4 x 100m) G/B The 200m, 400m, 400m hurdles and 400m Relay will be run from a staggered start in lanes. 2. Each participating school shall enter up to three competitors in a running event except for relays in which one team with four competitors from each school shall be entered. However, each team will be permitted four entries in the 800m, 1500/1600m, and 3000/3200m runs and all field events. b. An individual is entered when he/she steps to the starting line. Coaches must provide first and last names of participants by that time. NOTE: JV heats should follow varsity heats of the same gender (Girls varsity 100m followed by girls JV 100m heats etc...) 3. Any non-competitor physically interfering with a running event by being on the track or infield shall disqualify his/her team from the event. a) Only athletes and coaches who are actually competing in a current event will be allowed on the track or infield. b) Competitor interference is covered in the rule book. Check it! 4. Meets ending in a tie score will remain tied in determining league standings. 5. Each competitor in the throws and horizontal jumps will be allowed 4 trials. If time constraints apply (darkness or inclement weather) the number of trials may be reduced to 3. Supervision is required for warm-ups in ALL field events. 6. a. Long jump will be open pit, boys and girls, starting at approximately 4:30 PM until the conclusion of the 1500/1600m run. Home school should have the opportunity to jump last. b. Triple jump will be open pit, boys and girls, from the start of the 400m hurdles until the conclusion of the 3000/3200m run. Home school should have the opportunity to jump last. 7. a. Shot Put will start boys first then girls. If you have a second shot put circle, have the girls warm up on it while the boys throw shot. Home school should have the opportunity to throw last. b. Discus - Boys warm up with discus while girls are finishing shot put. Girls start discus warm up after boys finish discus. Home school should have the opportunity to throw last. 8. Pole vault At the conclusion of the girls 3200m relay/4:50 pm: See the attached sheet titled: ECIC Dual Meet Pole Vault It is suggested that the referee be given a form signed by the athletic director, certifying that your pit is legal, avoiding the need for measurement. 1

2 9. High jump See the attached sheet titled: ECIC Dual Meet High Jump. 10. Clarification for High Jump and Pole Vault Standards: The bar will not be lowered for a jumper who returns after leaving for another event. The official will continue the event for all other jumpers in their absence. When all jumpers present have completed their attempts at a height, the bar will be raised to the next height. The jumper who has missed a height has essentially passed that height. 11. General Considerations: A PA system or megaphone should be used to keep all athletes, coaches and spectators informed. A posted schedule and several meet rehearsals prior to the first dual B/G meet will make the transition easier. Modified coaches must be utilized in the field events. Clipboards with field event sheets should be at the field event sites and a plastic bag for inclement weather included in case of bad weather. Rakes, shovels, brooms, LJ/TJ markers (cones), tape measures, sector line markers, etc. should be on site at each field event. l00m hurdles could be pre-stacked in two 3-paks and 10 groups off the track. Several 110M hurdles should be available for warm up. When setting up hurdles, set up front to back so that hurdlers can warm up. After 110 hurdles are over, all hurdles should be knocked down to 400M height (30") and moved to the 400M markings on the inside of the track. 12. A copy of the school team roster, including name and grade are to be sent to the ECIC Chairman by a specified date to be determined prior to the start of the season. 13. Home coaching staff contacts the Buffalo News ( ). 14. Home school has copies of all records at meet site. Complete and submit appropriate forms for all records set. 15. Personnel needed for a meet: a) Visiting Team provides 1) Timers with watches. 2) One scorer b) Home Team provides 1) Officials 2) Qualified personnel to run high jump, pole vault, and throwing events. 3) Timers with watches. 4) Four chart keepers (throwing, long/triple jump, high jump, pole vault) 5) One scorer 6) One raker for long jump/triple jump 7) Qualified personnel to assist the official at the LJ/TJ. 16. Each Friday of the season by 2 PM the Divisional Chairpersons must send to Coach Syracuse (Boys) and Coach Doud (Girls) an updated list of their division s record. That includes all teams. The League Chairmen will submit these records in to the Buffalo News for publication in the following Tuesday s high school section. If any issues arise please notify us immediately team records to your Division Chairman (listed below) identifying teams and scores the evening of your dual meet competition. Those who have passed may take practice with or without the bar increments for both boys and girls. Jumpers have 60 seconds to complete their vault after the standards are set, 3 minutes when down to 3 or 2 jumpers, and 5 minutes when down to one jumper. Jumpers may use pass option at any height. The bar is not lowered for jumpers who return, after leaving for another event. The event continues in their absence. The official should move them back or forward in the rotation to accommodate them. However, the bar will be raised when all other jumpers have finished at that height. The athlete in essence has passed on any attempts that were not taken in their absence. 3

4 Tie Breaker System: 1. Fewest misses at height cleared. 2. If still tied, fewest total misses. 3. If still tied, split the team points for 2 nd and 3 rd places. If the tie is for 1 st place, there is a jump off. See the rule book and the head coaches for clarification. ECIC Dual Meet Pole Vault Bar heights are listed below. TRACK & FIELD CHAMPIONSHIP MEET LOCATION: Williamsville South DATES: Friday, May 25th, and Saturday, May 26th, 2018 TIMES: Friday, 2:00 PM and Saturday, 11:00 AM Scratch meeting at 1:30 am for coaches, Friday. MEET RESPONSIBILITIES South Schools (see page 8) one adult needed for each indicated event. 1. Pentathlon Boys Shot put: Will South 6. Scoring: Sweet Home Triple Jump Girls: Cheektowaga GENERAL INFORMATION: Competitor numbers will be provided by the league whenever necessary. The meet for both boys and girls will be pre-seeded. Schools may NOT opt out of scoring. Team awards will be earned by the first, second, and third place finishing boys and girls teams in the Large and Small Schools divisions. FACILITIES: The track is an eight lane all-weather surface on the turn, ten lane straight away. The shot and discus circles are concrete. ADMISSION: Competitors dressed to compete and approved coaching staffs will be admitted free. All others will be charged $4.00. INSTRUCTIONS TO COACHES: 1. The Championships are scheduled to begin at 2:00 PM with the running of the Pentathlon Hurdles. The schedule that will be followed is listed in the Order of Events. It is important that the pentathlon hurdles be started on time. Coaches should make any scratches to their entries as soon as they arrive. First Calls should be made about 15 minutes prior to the start of each event. Entries may be removed ONLY by coaches and only until the Second call is made. NO athlete will be allowed to scratch him/herself from an event. 2. All teams are to come dressed to compete, as no facilities other than rest rooms will be provided. 3. The "Order of Events" for the Championships can be found on page 8 of this handbook. 5

6 4. NUMBER OF ENTRIES Each school may enter 1 participant/relay team in each event. Additional entries may be added to an event if the multiple qualifier standards is met by all entries in that event. Each school team is allowed one wild card entry to allow a total of one non-qualifying entry per meet for individual events. Wild Card entries must be performances that have come close to the multiple entry standards. Wild Card entries should be designated to the chairmen upon request. 5. ENTRY PROCEDURE a. Entry procedure information procedure will be sent closer to ECIC meet. We plan to use Dave Rhinehart for timing. b. Multiple entry standards are listed below in section Multiple entries shall not be limited to any specific number; however, all multiple entries must have met the standard. The first three finishers for each school shall be considered for team scoring. 6. MEET REGULATIONS a. The National Federation Rule Book and NYSPHSAA rules govern all events. b. All competitors must wear a legal school uniform. All events using hip numbers require that jerseys be tucked into shorts. c. In the Long and Triple Jumps, and the Shot and Discus, each competitor will get 3 attempts. The top 8 will get 3 additional attempts in the Finals regardless of class. d. The Pole Vault for boys will start at 9 0", then move up by 6" intervals to 12' and then continue at 3" intervals. Girls Pole Vault will start at 7 0" and move up by 6" intervals to 9' then move up by 3" intervals. Any changes in start height can be made by games committee and will be announced as soon as changed. e. Pole vault competitors will be weighed in-uniform and their vaulting poles checked before the competition. ALL TAPE MEASURES MUST BE REMOVED PRIOR TO THE START OF THE EVENT. ONCE THE EVENT HAS BEGUN NO TAPE MEASURES WILL BE PERMITTED ON THE RUNWAY. f. The Boys High Jump will start at 5 4" and move up by 2" intervals to 6' and then continue at 1" intervals. The Girls High Jump will start at 4'6" then move up by 2" intervals to 5' and then continue at 1" intervals. Any changes in start height can be made by games committee and will be announced as soon as changed. g. Ties will be broken as prescribed in the Federation Rule Book. All ties for advancing positions must be resolved. h. The 400 meter relay and the 1600 meter relay will be run in Trials and Finals. The 3200 meter relay will be run in sections as a timed final, Boys to follow Girls. 7. MEET AWARDS, SCORING, ADVANCEMENT a. AWARDS and ECIC patches will be presented to the top four finishers in each event. b. TEAM SCORES WILL BE KEPT. Scoring will NOT be optional. All teams will be scored regardless of situations. c. TEAM SCORING will be in 2 divisions as per section/state classification. Check your Section handbook for the breakdown of schools by Class I and II. d. Finals will be for ECIC honors and awards. e. Advancement to Sectionals: Individuals will only qualify for Sectionals based on the Sectional standards. Check your Section handbook for standards. 6

Any concerns, issues or appeals after the meet has been concluded will be directed to the sport chairperson, the appropriate activity board chairperson and board for final resolution within 24 hours. 7

8 10. Only competitors should be inside the fenced area surrounding the track. Coaches and spectators are to remain outside the fence and outside demarcated areas. 11. The shot and discus sectors are clearly marked with chalk lines. Spectators and competitors should remain behind demarcated areas. 12. Advancement from trials will be determined by appropriate clerking protocol in running events; field events per ECIC standards. 13. High Jump Any competitor using check marks may have two (2), tape only. No marks in the take off area within one meter of the crossbar or standard. 14. Long and triple jump trials will be open pit with a max of 1-1/2 hours to complete the event. There will be a half hour warm-up prior to each competition. There will be no runbacks on the runways, athletes should know there marks prior to the championship competition. Competitors should remain at the field event until their running event is brought to the track from the clerking area. A substitute should be sent to the clerk and remain there. A competitor may have one run-through, if necessary, after returning from another event. In no case, will more than 1-1/2 hours be allowed to complete the trials. Finalists shall report immediately after being called. Finals will be open pit with 30 minutes to complete the event. 15. The throws will be contested in flights according to the seed information provided. 16. Bells or other hard objects not an original part of a shoe will be considered a jewelry violation. 17. No electronic devices (unless legitimately medical) will be acceptable in any of the competition area. 18. Competitors that need to leave a field event for a track event must report to the official of that event to be excused. As per the rule book the games committee will set a time limit before the meet when competitors are excused from their event.
