1 outh Lake Macquarie Amateur ailing Club 2013/2014 YACHT AILING INTRUCTION 1. RULE All races will be governed by the rules as defined in the Racing Rules of ailing. The prescriptions and special regulations of Yachting Australia will apply. Boats participating in outh Lake Macquarie Amateur ailing Club (LMAC) races hosted by Mannering ark Amateur ailing Club (MAC) shall be governed by the ailing Instructions of MAC for that race. The organising Authority and Conducting Authority for races held at LMAC will be LMAC. ome LMAC races will be held on MAC courses and MAC will be the Organising Authority and Conducting Authority for those races. 2. DICLAIMER OF LIABILITY a. Competitors participate in club races entirely at their own risk. ee Rule 4, Decision to Race. outh Lake Macquarie Amateur ailing Club Inc. will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after a club race. b. The LMAC Inc is not responsible for the seaworthiness, or the sufficiency or adequacy of the crew or equipment of any yacht whose entry is accepted. c. LMAC reserves the right to refuse entry. d. rior to participating in any club event, the skipper and owners will make sure each crew member or proposed crew members are aware of these conditions. 3. INURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $10,000,000. A copy of the policy is to be provided with the boat registration form. Failure to provide a copy may result in refusal of a boats entry (refer 2c). 4. AFETY REGULATION a. All yachts must comply with the NW maritime requirements including the use of navigation lights after sunset. b. Each yacht must lodge a valid pecial Regulations Equipment Audit Form for the appropriate category before the yachts entry can be accepted (category 7 - LMAC). Compliance with this requirement shall not be grounds for protest by a competitor. c. The race committee reserves the right to inspect, measure and check the hull, rigging, sails or equipment of any yacht before or after any race to ensure compliance with the safety regulations. d. Everyone sailing in a club event is strongly advised to wear an approved personal floatation device at all times whilst competing. olo sailors must wear an approved personal floatation device whilst racing. uch devices must be of a type approved in the YA special safety regulations and be in good condition. e. A yacht that retires from a race shall advise the club as soon as possible so as to avoid an unnecessary search. The club s phone number is , the club s radios channel is 27 MHz HANDICA a. Handicaps will be determined by the Handicap Committee which reserves the right to adjust any yacht's handicap at any time without notice. b. Applications in writing for revision of handicaps will be considered by the Handicap Committee. c. Twilight handicaps point score races will be adjusted as follows: 1 st = 5 min, 2 nd = 3 min, 3 rd = 2.5 min, 4 th = 2 min, 5 th = 1.5 min, 6 th = 1 min, 7 th = 0.5 min. All yachts which start and finish a point score race will receive a handicap lift equivalent to the fleet penalty divided by the number of finishers. Yachts which start but do not finish will receive a lift of 0.5 minutes. d. All other racing will be determined by Time Correction Factor (TCF). The sailing time of a yacht is multiplied by the TCF allocated to each yacht by the handicapper to determine a corrected time. The yacht in each division with the lowest corrected time is the winner. The Club will be open from 7pm Monday evening after a race so that members can review their race results and get their new handicaps. Handicaps will be displayed in the Club
2 window, and may be accessed from the Club website or by phoning the club on race days ( ). 6. HORTENED COURE hore Based tarts: a. If the letter is shown before the start adjacent to the COURE NUMBER yachts shall ignore all marks indicated with an asterisk(*) on the course sheet. b. After starting, if rounding Home mark RR32.2 may apply to shorten the course (without the flag). A sound signal may be given to signal shortened course finish at Home mark. Water Based tarts: hortening a course from a rounding mark The Duty boat will display code flag in the vicinity of the rounding mark and may make a sound signal to draw attention. The duty boat will display code flag and a blue flag and may make a sound signal to draw attention to the finish. 7. MARK Yachts must pass all shallow water markers on the correct side. assing between permanent moorings and the nearest shore line while racing is prohibited. 8. OBTRUCTING TART / FINIH LINE a. cratch tarts: A yacht may not manoeuvre in the vicinity of the start line within five minutes of the start of another division. b. Handicap tarts: A yacht may not manoeuvre in the vicinity of the start line until one minute before its starting time. c. Yachts will not recross the finish line so as to obscure the judge's view of the line or interfere with other yachts finishing. d. No boat shall sail through the start/ finishing line of another division whilst that division is starting or finishing. Failure to observe this may result in the boat being scored DQ, however it is not grounds for protest by a competitor. 9. TARTING ROCEDURE/ TARTING LINE / TART TIME The sailing program will indicate whether a race is scheduled as a scratch start (water or shore based) or a handicap start. It is the skippers responsibility to know this in advance. Handicap starts: The course to be sailed will be indicated by the COURE NUMBER displayed from the club. a. The Yachts starting line will be between the countdown clock on the clubhouse and the HOME bouy. Yachts will cross the starting line in the direction to the first mark. b. For weekend races the countdown clock will be set to count down to zero (0) at approximately 1415hrs. c. Winter series races may be a Handicap or hore Based cratch tart subject to conditions and at the discretion of the Race Officer, with the scratch starting time at approximately1300hrs. (ee 9.f below) d. For twilight races the countdown clock will be set to count to zero (0) at approximately 1745hrs. e. Each yacht will start when its starting/handicap number drops. f. The Race Control Officer may change a handicap race to a CRATCH TART. The letter "X" will be displayed adjacent to the course number and procedures for shore based scratch starts will then apply. Interclub eries Water Based CRATCH starts: a. The starting procedure will be according to RR 26. b. The course to be sailed will be indicated by the course number indicated from the Duty boat. c. The start location will be as per the course sheet in Appendix B d. Interclub series: 1 st start: Division 2 - Warning ignal at 1330hrs. 2 nd start: Division 1 - Warning ignal at 1345hrs. e. Boats will be allocated a division accordingly to their TCF. f. It will be the responsibility of the skipper of the boat to know their division.

The starting procedure will be according to RR 26. b. The course to be sailed will be indicated as per the course per the course sheet in Appendix A. c. Warning ignal at approximately 1410hrs. d. Additional races will start AA after the finish of the previous race. hore based CRATCH starts: a. The course to be sailed will be indicated by the COURE NUMBER displayed from the club. b. The Yachts starting line will be between the countdown clock on the clubhouse and the TART BUOY. Yachts will cross the starting line in the direction to the first mark. c. Warning signal is when the number 5 changes to 4. reparatory signal is when the number 4 changes to 3. tarting signal is when the number 0 disappears. 10. REMATURE TARTER (amends RR29 of the racing rules of racing). a. There will be no recall of premature starters. Any yacht which is judged to have started early will be penalised by the amount by which the start was broken plus two minutes. b. A yacht can exonerate itself from a time penalty by restarting correctly. c. Any yacht that is judged to have started by more than five minutes early and that fails to start correctly will be scored as DNF (Did Not ). 11. LATE TARTER Apart from exceptional circumstances the maximum lift for any yacht which starts more than 5 minutes later than its published handicap time will be RACING A yacht is racing from its preparatory signal until it has finished and cleared the finish line or it has retired from the race or the race has been abandoned or postponed. For handicap starts a yacht s preparatory signal is deemed to be four (4) minutes before its published handicap time. 13. FINIHING LINE For shore based finishes, the finish line will be directly between the home buoy and the finishing marker in the judge's box above the clubhouse. Yachts will cross the finish line in the direction from the last mark and should note that they are still racing until they have cleared the line, so all racing rules still apply including touching a mark. 14. ALTERNATIVE ENALTIE a. A yacht (including crew) which touches a mark may exonerate itself by the yacht taking a one turn penalty. In doing so the yacht must keep clear of all other yachts (see RR31). b. A yacht which infringes a right of way rule may exonerate itself by taking a two-turn penalty. In doing so the yacht must keep clear of all other yachts (see RR 44.2). 15. TIME LIMIT Twilight races 1 hour 45 minutes from the scratch starting time. Weekend races 3 hours from the scratch starting time. If one yacht finishes within the prescribed time limit, the time limit will be extended 30 minutes beyond the time limit in that boats division. Interclub series races: Boats that have not finished by 1730hrs will be recorded as DNF. 16. OINTCORE a. Eight (8) point scores will be conducted and will be known as pring, ummer, Autumn, Karl chneider, pring Twilight, ummer Twilight, Autumn Twilight and Winter series. Two (2) races will be dropped from all point score series except for the Karl chneider and Winter series, where one (1) race will be dropped from that series. b. To be eligible to score points in a point score a yacht must be listed on the yacht register. To be listed on the register the yacht's owner, skipper and regular crew must be a financial member of the Club and he/she must have submitted a fully completed boat registration form. c. New yachts must sail three (3) qualifying races before being allocated point score points.
4 d. oints for all point scores shall be scored in accordance with a yacht's finishing place as follows: 1 st = 12, 2 nd = 10, 3 rd = 9, 4 th = 8, 5 th = 7, 6 th = 6, 7 th = 5. All other yachts to finish = 4, start but do not finish = 2. e. Yachts may be required to participate in a roster to perform Race Officer (RO) Duties (Course laying starter - finisher). Boats that perform these duties will be awarded 2nd place points with no penalty to their handicap. When a boat performs these duties and their boat still races, they will be entitled to the greater of the points scored or 2 nd place for that race. Where a boat is rostered to perform RO duties but fails to do so and races, the boat will be recorded as DNE (Disqualified Not Excludable) and may not drop that race in the point score series. Boats that miss club races by competing in National or tate Championships or in other major regattas as an endorsed LMAC representative shall be entitled to average points with no adjustment to their handicap. Boats must apply for dispensation in writing to the ailing Committee before the regatta. uch application can be ed to racing@slmasc.org 17. ROTET a. To signify its intention to protest, a yacht shall display Code Flag B (red) and shall notify the other yacht as soon as possible after the incident (see RR 61.1). b. Any yacht intending to lodge a protest shall follow the YA Racing Rules of ailing: art 5, ection A. rotest forms are available from the club and Yachting NW website. c. rotests need to be submitted to the club hosting the race where the incident occurred. d. For races hosted by LMAC, all yacht protests must be notified to the club (phone or 27 Meg radio channel 94) within the protest time limit and the protest form must then be lodged in person or by (racing@slmasc.org) no later than 8pm unday. 18. RENDERING AITANCE A skipper who loses time rendering assistance to another vessel or person in peril may apply to have the sailing time adjusted. A written application should be submitted to the ailing Committee or by ing racing@slmasc.org within two hours of the yacht's finishing time. An extension of this time may be allowed at the discretion of the sailing Committee. 19. AIL Twilight races - spinnakers and reaching headsails not attached to the forestay are not allowed. 20. MODIFICATION Any modification to a yacht's hull, keel, rigging, etc, or the use of larger than normal sails shall be reported in writing to the ailing Committee at least 24 hours before it races so that its handicap can be revised. 21. AIL NUMBER For identification purposes all yachts will need to have a clearly visible sail number on both sides of the mainsail. 22. IMROVEMENT TO AILING INTRUCTION If you have any suggestions for improving the way yacht racing is conducted by the Club, the most efficient way of having your suggestions considered is by giving a written submission to the ailing Committee. This can be posted to O Box 53, Morisset 2264, ed to racing@slmac.org, or be handed to any member of the Yacht ailing Committee. 23. Above diagram shows ORT course option only. ee port or starboard flag displayed on the start boat which will indicate course direction to be sailed. Marks A, B and C will be large yellow inflatable buoys. A small clearance mark may be laid at the stern of the start/ finish boat. This mark is to be treated as an extension of the start/finish boat and no yacht shall pass between this mark and the start/finish boat.
