3 UDERWATER ISPECTIO REPORT SUMMARY The substructure unit inspected at Bridge o , Bent 1, was found to be in satisfactory condition with some minor defects of structural significance. The steel pipe piles exhibited light corrosion with delaminations up to 1/16 inch thick. A vertical split at upstream and downstream ends of the cap of Bent 2 was observed extending the full height of the timber cap. The split was 3/4 inches wide with 4 inches of penetration. The bent cap bearing plates typically exhibited heavy corrosion with delaminations up to 3/4 inch thick. Section loss on the bearing plates was typically 40 percent with localized areas of 100 percent loss of section. ISPECTIO FIDIGS (A) All steel pipe piles exhibited minor corrosion with delaminations up to 1/16 inch thick. (B) A vertical split at both the upstream and downstream ends of the cap of Bent 2 was observed extending the full height of the bent cap. The split was typically 3/4 inch wide with a maximum penetration of 4 inches. (C) The bent cap bearing plates on both Bents 1 and 2 exhibited heavy corrosion with delaminations up to 3/4 inch thick. Section loss was typically 40 percent with localized areas of 100 percent loss of section. (D) Channel bottom material typically consisted of sand and gravel allowing 2 inches of probe rod penetration. RECOMMEDATIOS (A) The inspection of the submerged substructure units of Structure o can most likely be accomplished in the future without using a dive team. To perform the underwater inspection, a properly equipped and qualified inspector will have to perform the inspection during a period of low water and low flow. As channel bottom contours and water depths can change abruptly, it is recommended that lead line soundings of water depth be taken along the upstream and downstream fascias to determine whether a wading inspection is possible prior to beginning the inspection. 6 UDERWATER ISPECTIO ISPECTIO PROCEDURES The routine underwater inspection of Bridge (CSAH 14 over Butler Creek) was completed on June 21, The underwater inspection was conducted from shore. The inspection was conducted by a team consisting of a PE-Diver with a valid MnDOT Team Leader certification, a backup diver and a dive tender. Due to waterway conditions at the time of inspection, the inspection could be accomplished by wading in accordance with OSHA regulations. Profiles were taken along the upstream and downstream faces of the bridge and around the periphery of substructure units to determine the presence, location and area of scour. The bridge elements inspected consisted of Bent 1. According to the bridge inventory or design drawings, Bent 1 was founded on six coated steel pipe piles. Inspection procedures followed FHWA guidance and the MnDOT Bridge and Structure Inspection Program Manual with channel bottom probing to search for foundations. The routine underwater inspection frequency is recommended to remain at a maximum of 60 months based on those findings and risk factors. Also, inspection procedures should continue to follow the above approach and standard guidance with 100% Level I and 10% Level II intensity efforts. Page 6 of 15
