Veteran patrollers should also take the time to also familiarize themselves with the NSP. I think it s time well spent. If you need help, or additional information, please contact me. Also, the answers to the questions are below. Spring Division Meeting I attended the Spring Division meeting in Lisle, Illinois March 31 to April 2, The usual meeting topics where discussed, The Division Director and the Assistant Division Directors, presented their year end reports. So did each of the Region Directors. The 2018/2019 budget was presented, discussed, argued, and passed. Proposals where presented and passed or tabled. All of this is posted and can be read on the Divisions web site. Steve Paladini Introduction A short quiz 1. The National Ski Patrol is divided into how many Divisions? 2. Central Division is divided into how many Regions? 3. There are how many active patrols in the South Central Region? 4. True or False. The Nation Ski Patrol has the only Policy & Procedure Manual? 5. Who makes up the South Central Regions Board of Governors? 6. What are the core values as outlined by the National Ski Patrol? As I meet patrollers throughout the Region, I have been asked by some about my position and what it s about. If a few have taken the time to ask, I ve often wonder how many, whether new to the NSP or patrollers that may have been around a while, do not know about the NSP hierarchy, etc. We spend a lot of time recruiting new candidates and teaching them OEC, but how much time is taken talking about the NSP s, Chain of Command, policies, risk management (more on this this to follow), etc. at the patrol level? I don t believe many. So, as the Patrol s OEC classes begin, I ask the instructors to take some time and talk about these and other topics. Whether it s One item of importance came up, that that I feel patrollers in the Region should be aware of. First, a lawsuit based on an incident within the Division was commenced and the responding patrollers were subpoenaed to be witnesses at a deposition. Although it is usually best to be represented at a deposition even if you are not a defendant, the local hill's insurance did not provide an attorney for the deposition because they advised that their hill insurance did not cover patrollers. Please educate yourself as best you can and make a personal decision on what is acceptable risk for you. If you volunteer at an event such as a bike race, a marathon or similar activity, please make sure the events insurance covers you as well. Here in the South Central Region we are fortunate to have the benefit of a state statute that provides a ski patrol specific good Samaritan law. However, that applies to ski patrol related activities, not other activities we might serve at. Furthermore, even with that favorable law, you could be called as a witness or even made a party to an injury claim and would need the benefit of insurance and their lawyer to demonstrate that you fit within the definitions of the good Samaritan patroller statute. Finally, some OEC statistics, reported by Sue Hayes, Division OEC Adviser. The Division had an overall 93% pass rate for OEC Basic. The OEC Modular of the Senior Program, did not have as successful of a season. The pass rate is down to 61%. The Region s OEC Advisers, as a team, will continue to work on the OEC Modular of the Senior Program content, events and scenarios. The need to refresh the calibration for the evaluators will also be a point of discussion.
2 Region Update 2018 Division Meeting The Region Awards Banquet was held on May 5, I would like to thank Stephanie Lent, Section Chief, Section I and Jim Hubing, of the Devils Head Ski Patrol along with the Devils Head Ski Area for hosting the banquet this year. The Region had a very nice turn out. The weather was very nice, and some of us took the opportunity to play a round of golf and others took a Low Angle Rescue class. Thank you to all the individuals that wrote and submitted awards. Congratulations to all the winners. You re able to see all the award recipients in Tom Wright s article. The 2018 Central Division Meeting at the Chula Vista in the Wisconsin Dells, is just months away. The events, classes and seminars are picked. The meeting comes through our Region, once every eight years. You may register at 2018 Division Meeting Registration Link: We are still looking for volunteers to help with the final plans and at the meeting itself. If you are interested, please contact me. I hope to see many of you there. Programs I would like to take this opportunity to thank Tom Wright, Region Awards Adviser, for all his time he puts in with Division and National, getting the awards in order. From the last Region Awards Meeting to the day of the banquet, he puts in many hours making sure everything is correct. Again, I want to thank the Region Board of Directors and the Region Staff for all they did during the past season. It takes a lot of work and time to put on classes, seminars, clinics and evaluations. If you see any of the individuals mentioned above, or award recipients, please take the time to thank or congratulate them. Awards continued As we move into the summer, I know most will stop thinking about patrolling and skiing. But, before we know it, refreshers will be upon us and then a new season. I cannot stress enough, to please take the time this summer, to at least begin to write an award for an individual, or a patrol that may deserve some recognition. As you read Tom s article, remember that none of the awards presented to these individuals listed, would have happened without someone taking the time to do research, make inquiries, ask questions and write the award. As I travel, I hear that the award process is too difficult or the judging is unfair. Neither is true. Actually, the award application explains everything that is needed and if followed, they can get through the Region s judging quit easily. Patrol Financial Reporting A reminder that the individual Patrol Financial Reports for the 2017/2018 are due to Tom Terbilcox, Region Treasure by July 15, Patrol Representatives, if you or your Patrol Treasures need more information, please contact Tom. Staff Openings Again, the Region continues to have three open positions. The Avalanche Adviser under ARD Randy Witt along with the Leadership and Safety Advisers under ARD Brad Bailey. If you are interested in fulfilling any of these positions or would like more information, please contact the appropriate ARD. The Region staff is in the process of planning the 2018/2019 season. If your ski area would like to host a class, seminar, clinic and evaluation, please let the appropriate ARD or staff member know, so they may get it on the Regions calendar. Fall Refreshers As I mentioned, fall Refreshers will soon be upon us. The summer edition of the Ski Patrol Magazine should be arriving soon, if you have not already received it. With it, you will find the 2018 Cycle B OEC Refresher Workbook. Please note, that for either the Traditional or Hybrid refreshers, the workbook is to be filled out as outlined on page 4. Don t procrastinate and take some time during the summer to complete it. Finally In this issue of the SWEEP, you will find the current Calendar, Organization Chart and the Staff Directory for your reference. These items can also be found on the Region s web site. 3 2018 NSP South Central Awards Banquet by Tom Wright The Annual South Central Awards Banquet was held May 5th, 2018 at the Devil s Head Resort and Convention Center. The weather was gorgeous, and many patrollers took the opportunity to partake in a game of golf, learn Low Angle Rescue techniques and just enjoy the out of doors. The banquet meals were excellent, and the service was top notch. The following Patrollers and family Members were presented and recognized with the following awards. 4 Region Directors Award Tim Theisen Devil's Head for publishing the SWEEP newsletter Region Director's Award Bill Decker Cascade Mountain for Saving his Daughter's Life On July 1, 2017, Alicia (a tri athlete) was swimming across Lake Ripley, when she went unresponsive. Bill (a former ski patroller) and other family members were following in a boat and jumped to action. After pulling her lifeless body onto the boat, Bill immediately started CPR. 7 minutes later, they got to shore and CPR continued with the help of a neighbor and the lake police. EMS arrived and delivered 1 shock with the AED and Alicia's heartbeat was restored. Alicia was still unresponsive and transported to the hospital. 36 hours later, she was concious and had no recollection of that day. Bill and his daughter, Alicia

Keep in mind throughout the coming year that there are many deserving patrollers that should or could be eligible for the various awards that not only the NSP supports but the various awards that the South Central Region awards. If you have any questions, feel free to contact myself or any one on the Region Awards Committee. Also remember that next year the Awards Banquet will be hosted by Section 1 in early May of More details in the months to come. If you see any of this year s award winners be sure and congratulate them on a job well done.
10 Santa s Elves Got Nothin on Us By eric gesteland, ARD Proficiency It is widely known that Santa s elves work year round to get ready for that one glorious day. But did you know that our Region staff works in much the same manner? It s June. For most of us last season is but a distant memory and next season isn t even on the radar yet. That is, except for our Region staff. While most of us are taking our long summer s nap, the Region staff is already deep into preparation for next season. Planning for next season literally begins during the previous season as advisors review their program content and review feedback from instructors and participants. It ramps up in April as dates and venues begin to get solidified and budgets are created. By late summer, when most of us are just starting to think about upcoming refreshers, your staff has all but some of the fine details worked out for all of their events. Why do we do this? So we can bring you the highest quality programs. Yes, our Region staff really is a lot like Santa s elves. The elves take pride in their work because it brings great joy to all. Our Region staff works very much the same way. Next time you see one of our Region advisors, thank them for all that they do and consider attending a Region sponsored event next season. See you there! Summer Snowboard Update by Mark Harring It s too hot. I m bored. I don t want to go outside there s bugs out there. And that s just from the adults. The kids are moving. You should too. Did it take you half the season to get in shape? Go skateboard or roller blade. Stand up paddle boarding mimics a lot of the subtle balancing skills needed for snowboarding. Plus, you can jump in it gets too hot. If you have not tried mountain biking you should. The forward vision, and balance needed will carry over to your snow activities. Enjoy your summer! See you in the fall. Outdoor Emergency Care by David KleinSchmidt It seems like we just finished the ski season and now we are gearing up for the OEC course and refresher season. With that said, I am reaching out to all OEC IORs and Refresher IORs to get me the dates for your OEC course finals, both written and practical as well as your instructor and patrol refreshers. We need to make sure all dates are covered by an IT so there are no issues with QA. If you have already sent me your dates thank you so much. OEC will continue with the 5th edition of the Outdoor Emergency Care book we have been using. The 6th edition is currently awaiting review and edit so we will not be seeing anything with that until July 1st next year at the earliest. Please remember to register your courses and follow the procedures in place for registering your candidates. That is the same for people registering for their hill refreshers. If they are not registered they will not receive credit for the course. If anyone has questions on the process please reach out to me and I will help you through it. Regarding refreshers this year you will notice in the refresher guide you received in the mail a section on the new procedures for spinal immobilization. Make sure you have all your patrollers review this section before coming to your refreshers so they are prepared to practice this. For those IORs please make sure to incorporate this into your OEC courses and refreshers so we have everyone up to speed. If you have questions please reach out to me and we can discuss further. A huge thank you to the refresher committee for updating the instructor guide to differentiate between a hybrid course and a traditional refresher. This will make the job of the IT when QAing these events clearer and help reduce questions. I believe most if not all the hills in our region have adopted the hybrid option at this point so that makes it easier as well. The last item I would like to cover is the Division Meeting in September the weekend of the 7th, 8th and 9th. Our region is hosting this year and it will be in the Wisconsin Dells at the Chula Vista Resort. There will be an opportunity for OEC instructors and ITs to attend a CEIC class and a T/E class on Saturday the 8th. More information to come when I know the time and location for both. They are both registered on the national website so please make sure to go on and register if you are planning on attending. Great time for patrollers to meet people from the other regions in our division and share ideas and techniques. Look forward to seeing many of you there and spending time together. 11 Proficiency Update May 2018 Toboggan Advisor by Timothy Weinand By Jeremy McPherson Did you set any goals for your skiing or riding this past season? Did you accomplish them? If you didn t set any goals, it s hard to accomplish any. One of my goals was to attempt the level three PSIA Alpine exam again. The goal of attempting the exam was met, the goal of passing it was not. I still have work to do. I m happy to report that our assistant region director Eric Gesteland attempted and passed his level 3 Telemark exam. Congratulations Eric! Summer has finally arrived, and my guess is that not many of us are on the edge of our seats wondering about toboggan training opportunities for the upcoming season. But, maybe now is the perfect time to start thinking about it before we get caught up in the fall rush of OEC refreshers and the anticipation of the upcoming season. There are opportunities available to help you reach your goals. If it s been a few years since your basic exam, maybe it s time to think about senior or if you ve been a senior for a few years, maybe you should think about certified. The senior on hill program starts with the two day clinic scheduled for January 5th and 6th and the exam is scheduled for February 24th. If an exam format is too stressful, we will be holding a Snowsports Enhancement Seminar in the region also. It will be on one or both of the last weekend days in January. Firm dates and locations will be finalized before the snow flies. Happy Summer! If you are a toboggan instructor, please take just a minute to review your status. Are you due for a recert? Check your profile at NSP s website to find out. If your instructor status expires on or before Dec. 31, 2019, this is the season to take a Toboggan Trainer s Workshop. If you attended a workshop this year, your profile will be updated at the start of the season. Has it been a while since you ve taken the basic toboggan handling exam, but you aren t quite ready to tackle Senior Certification? Or, would you just like more time practicing those pesky tail rope skills? If so, consider attending a Toboggan Enhancement Seminar next season. The cost for this training is only $20, and you ll have the opportunity to work with some of the best toboggan handlers and trainers in the region. If you would like an event hosted at your hill, please contact me to make arrangements. Dates and location of training opportunities will be announced in the next edition of the SWEEP. Enjoy the rest of your summer, and I ll see you on the hill! Developing a Growth Mindset in the Senior Program By Anne Blaedow Putting yourself out there is a risky proposition to people. We all took that risk to join the NSP, but how many of us have done it since we passed our basic tests? As my coaching staff worked with Senior Candidates this year, we tried to help everyone develop a growth mindset. Basically this means that we will bring ourselves to the training ready to learn, make mistakes, figure out solutions together and practice techniques to make ourselves better than we were at the start of the season. This year s Senior candidates will all tell you that they are better at skiing, tobogganing, OEC management and leadership than they were at the beginning of the season. That says a lot! Congratulations to Julie Erdman (Tyrol Basin), Stephen Theisen (Devils Head) and Tim McCaigue Jr (Little Switz) who completed their senior journey and earned their patches at the Senior Ski and Toboggan Evaluation at Tyrol on Feb 18th. Also completing the Toboggan Module were David Sisco and Nick Depies ( both from Cascade) and completing the Ski Module was David Sisco. Both David and Nick have one more module to complete and have set their sights on next years season to finish this goal. The Senior OEC evaluation was March 11th at Alpine Valley. Our 5 candidates worked in 2 teams of 3 candidates to complete 6 total scenarios. Each candidate lead 2 scenarios and assists in the other 4. They all improved through the season training sessions as they challenged themselves to grow. Although they were not successful at completing the module, they took their skills to a new level and built confidence in handling challenging injuries and scenarios. The journey continues! We are all learning and growing it s worth it!! The candidates have developed a sense of camaraderie and teamwork that will extend into their patrolling careers and beyond. Look to these people and ask them about their season and what they have learned along the journey towards Senior. Interested in joining the senior program, our advice it to get involved with your OEC programs this summer and start teaching/helping. By teaching others, we become better skilled as well. Take the opportunity to keep learning!
12 Programs Women's Program by Randy Witt by Dani McPherson As I sat down to write this article, I found myself reflecting on past events since joining the patrol at Cascade. I look back all the friends I have made and the good times I've had skiing there. However, I now have a major regret, that is my friend and mentor has decided to return to the place whence he came. Thom Rabaglia and his lovely wife, Mary are moving back to Colorado. Thom has served the patrol here in the Midwest with humor and a desire to help others and he accepted the position of Patroller 101 when I asked him to, I knew I only had him for 2 years. He tried his hardest to get some momentum going with the program, but to no avail. I have an opening for that position, and there is some interest from another patroller and I'm waiting to hear back from him. What a great ski season it was, but what a great season next year will be! I m excited to announce that the South Central Women s event for will be held at Cascade Mountain on February 10th. A huge thank you goes out to Cascade Mountain and Randy Axelson for their willingness to host the event. If you haven t had a chance to attend a women s event or haven t attended one in some time this will be the year to attend! Enjoy ripping up the slopes with some fantastic ladies and enjoy exploring Cascade s expanded terrain. Make sure to mark your calendars for February 10th and we ll see ya all when the snow flies! As we are wrapping up and reviewing last season and I want to make sure all of the program advisors are recognized for their hard work. They spent endless hours putting together programs, such as the women's clinic, low angle and mountain travel and the list goes on. These individuals volunteer their time over and above regular patrol hours. So, the next time you happen to see Dani M., Dave Z., Rick W., Mike H., Thom R., please say hi and give them a pat on the back for a job well done. Have a great summer and keep it down the middle. Nordic News Mountain Travel and Rescue News by Dave Zoromski Although the ski season saw very little opportunity to ski cross country, the Nordic program is alive and well in the South Central Region. The required annual on trail Nordic refresher was completed on December 16, 2017 including map navigation, rope rescue and search and rescue training at Blue Mound State Park. Both of the Candlelight Ski/Hike events at Blue Mound State Park were canceled due to poor weather and trail conditions but additional Nordic patrol activities during the year included patrolling three trail runs and two bike events. These non ski events help to keep up our logistics and first aid skills. I attended the Central Division Nordic Ski Enhancement seminar at Minocqua Winter Park and Indianhead Resort in Ironwood in January to update my skiing and instructor skills in classic, skating and telemark techniques. Although the temperatures there started out in the minus 20s and stayed below zero most of the time, we were all able to stave off cold injuries and keep warm by appropriately layering clothing and maintaining high physical activity. The Nordic on trail refresher and clinic for new Nordic patrollers for will be held at Blue Mound State Park on December 15, Contact Dave Zoromski at dwzoromski@wisc.edu or for additional information on requirements for new Nordic patrollers. by Dave Zoromski A Mountain Travel and Rescue Level 1 (MTR I) course was held at Mount La Crosse November 11 12, 2017 with 10 patrollers and 1 non patroller participating. This two day course includes an overnight camp and trains participants in the fundamentals of off area mountain survival and patrol activities with practical situations. Each participant completed the two prerequisite online FEMA courses now required for MTR I certification by NSP. The two FEMA courses have been added to the curriculum of MTR I courses with an additional one for MTR II. The purpose of these additional requirements is to coordinate NSP training with the FEMA Incident Command System and allow us to understand our roles in helping with disaster relief should we volunteer in these situations. An MTR I course is planned for November or December pending instructor availability at Blue Mound State Park and in March at Nordic Mountain. A Low Angle Rope Rescue Course (LAR) was held during the Region Awards Banquet weekend in May with 7 patrollers participating. An LAR course is being offered in conjunction with the Central Division Meeting at Chula Vista Resort in Wisconsin Dells in September. The LAR course number is C on the NSP website.
13 Patroller 101 Insurance Advisor by Thom Rabaglia by Jim Stein All my life's a circle sunrise and sundown. Twenty nine years ago Mary, our kids and I moved from Boulder Colorado here to Madison. At season s end, I reflect on the many years I ve been fortunate to be giving you advice on insurance, related to your on slope and free time activities. Over those years, I don t recall but, maybe, one inquiry or question about how your personal insurance works as compared/in addition to your snow sports facility s insurance. So, I now resort to having you consider what I do for my home hill, Ausblick Ski Club. We have a rich history and I have done tons of research about it, posting lots on our website. Some of you more seasoned patrollers might recall the good old days and have your own home hill history to tell. Devil s Head started in 1970 (really?), Cascade Mountain, a bit later,tyrol Basin Moon rolls through the nighttime till the daybreak comes around. I would like to thank the patrollers at Devils Head, Cascade, the South Central Region and the Central Division for the fun, the camaraderie, but most of all the time I have been given to serve all y all in several different positions within the patrol. No straight lines make up my life And all my roads have bends. As I complete my time as your Patroller 101 Advisor my only regret is that more of you did not take advantage of the modules that are part of the 101 program. Hopefully my successor will have better luck than I did. Please take that person up on the offer to assist with your hills 101 classes. There's no clear cut beginnings and so far no dead ends. Monday morning June 4th we move back to Boulder. Mary and I are looking forward to the next stage of our lives in retirement. Look at Wilmot Mountain, once called Wilmot Hills 1938!!!! Seems to me there might be a story to start telling.for those who follow in your tracks. Happy Summer, y all. For those of you who may be thinking about retiring from the National Ski Patrol, please consider becoming an alumni patroller. As an Alumni you may participate in many NSP activities. The alumni membership also includes many of the NSP perks you now enjoy, as well as keeping you in touch with South Central Region. Take a look at the benefits of joining the NSP Alumni. Lent Summer means that season end banquets have been held, honors, awards and service anniversaries have been recognized, and OEC classes are starting. As previously mentioned, Alpine Valley has a candidate class of 8 (1 YAP and 7 adults), and Ausblick has a candidate class of 4. To those candidates, welcome to NSP and good luck on your journey through the OEC program. June is that time for endings and beginnings. Although it is still May as I write this, I am thinking back to all that has happened this past season and looking ahead to all the events coming up this summer. Hard to believe that I am 2/3 of the way through my term as Section Chief already! Non patrollers are usually surprised by the amount of patrol time required during non winter months. But that of course is when the heavy lifting of OEC training occurs. If you miss the camaraderie of ski patrol, or want to increase your responsibilities, contact your OEC IOR to find out how you can help with OEC training. Even if you are not an instructor your involvement will sharpen your OEC skills, introduce you to the candidate class, and give you a senses of accomplishment and involvement. After four years in his position as the Patrol Representative at Ausblick Scott Robertson has passed the role to Abby Horn, who had been the Assistant Patrol Representative. Congratulations also to David Kleinschmidt at Ausblick for receiving the Division Director s award for his support of the OEC program. SAVE THE DATE: The next Region Awards banquet will be hosted in Section 1 in the spring of I ve begun the planning and anticipate that it will be held on Saturday May 4, Banquets are always more fun when more people attend so save the date and plan on coming. Well attended Awards Banquet at Devil's Head We had an excellent Region Awards Banquet at Devil's Head on May 5th. Congratulations to all our region awards winners! About 125 folks registered, the food was outstanding, the program was on schedule, the day was great for golfing, and there were plenty of folks staying over to party with. If you missed it, you will surely have several opportunities this coming year. First, there is the Division Meeting at Chula Vista Resort in the Dells (see registration info in this issue), then Powderfall in April at Snowbird, Utah (see info on the NSP website), and then our own Region Awards Banquet in the Spring. Erik Hudson will be running that one, as Section I Chief. And coming up this summer, there are lots of opportunities to use those skills we all possess. I, for one, will be providing first aid coverage with other members of Blue Mound Nordic Patrol for a couple of trail runs, and possibly bike events as well. You should have received your OEC Cycle B refresher workbook by now new guidelines for spinal protection, so read up! Gotta keep the skills sharp. We'll be heading for our refreshers before you know it. Finally, I'd just like to send out a huge THANK YOU to all of you who helped with the Region Banquet. Some of you donated raffle or door prizes or sold raffle tickets at the event or helped with set up, registration table, and decorations or helped distribute prizes and collect money for the silent auction. You all are exceptional, and I am in your debt. It is a pleasure to work with such a great team of volunteers! Enjoy whatever you plan to do this summer travel, more volunteering, just relaxing.
