3 3 P a g e SECTION 1: INTRODUCTION 1.1 WHAT WE ARE SEEKING Children s Services Council of Palm Beach County (CSC) is hereby seeking bids from qualified Vendors to this Invitation For Bid (IFB) to purchase and deliver young children s books from Attachment A (list of book titles) to approximately 150 sites in Palm Beach County (Attachment B, list of delivery addresses) no later than May 2, THE COUNCIL Children s Services Council of Palm Beach County ( Council or CSC ), an independent special district created by Palm Beach County voters in 1986 and reauthorized in 2014, provides leadership, funding, services and research on behalf of the county s children so they grow up healthy, safe and strong. SECTION 2: SPRING 2016 BOOK DISTRIBUTION 2.1 BACKGROUND CSC s Happily Ever After Begins with Reading campaign launched in September 2013 to help build a community that encourages reading with and to children at home, in school and in the community. As part of the campaign, Children s Services Council provides books to every child in public school (traditional and charter) in grades Pre-K through 5. The goal of this IFB is to select a Vendor to provide approximately 115,000 books to public schools in Palm Beach County and community resource centers identified by CSC for calendar year The Vendor will also provide book selections for subsequent campaigns over a two- to three-year period. (See Section 2.4 Term of Contract for additional information). 2.2 SCOPE OF SERVICES To be considered, Vendors must be able to meet the following conditions: Book titles to be delivered reflect the diversity of the community, specifically with topics and characters that reflect the African-American and Hispanic audiences. Book titles must be from the list of titles in Attachment A. The list is developed from the Recommended Summer Reading List of the Palm Beach County School District and the Recommended Reading List developed by the State of Florida Department of Education. Book selection and distribution is at three grade levels: Pre-K, Kindergarten through 2 nd grade, and 3 rd grade through 5 th grade. The number of books to be delivered varies by grade level and school. Attachment B is a draft of the breakdown by grade level and school. PLEASE NOTE: STUDENT COUNTS ARE VARIABLE DURING THE YEAR AND THE LIST WILL BE FINALIZED AFTER VENDOR IS SELECTED. Delivery will be to the individual schools, approximately 150 different locations in Palm Beach County. Additional delivery sites include a Palm Beach County School District Warehouse and

4 4 P a g e approximately 10 community resource centers in Palm Beach County operating programs funded by Children s Services Council. The order for books is subject to approval by our Council, to be requested at the end of February based on this Invitation to Bid. The order will be finalized in the first week of March Delivery of the books (Attachment A) must be completed to all sites (Attachment B) by May 2, Provide a cost per book using Attachment A (list of 90 book titles 30 at each grade level). Provide a total cost for completion of the project. All costs associated with the materials, labor, production, set-up, shipping and handling, and delivery are to be included in the total bid price. Label individual boxes showing grade level, school name, campaign name (HAPPILY EVER AFTER) and school/site contact name. Be able to track individual deliveries and respond promptly to requests from Children s Services Council for delivery verification by providing time, date and recipient of the delivery. 2.3 MINIMUM REQUIREMENTS Vendors must be able to meet the following minimum requirements: Have the capacity to meet all requirements of this Invitation for Bid, and be able to meet the book quantities and deadlines outlined. Complete all required submission documents, sign as required and submit via to Children s Services Council by 2:00 p.m. Friday, February 12, Participate in a telephone interview/q&a with CSC staff for the purpose of clarifying the bid, if requested. Provide three professional references specifically relating to similar work completed in the past five years. 2.4 TERM OF CONTRACT The Contract shall be effective for a period of one (1) year, with CSCS having an option to renew for additional two (2) one (1)-year periods commencing on the date of the execution of the Contract. Contract renewals are at the discretion of Children s Services Council and are contingent on satisfactory delivery of the specified books. Prices for subsequent contract renewals will be negotiated annually. The Contractor shall not assign or transfer any work, either in whole or in part, without prior written approval of CSC.

5 5 P a g e SECTION 3: IFB PROCESS 3.1 LIMITATIONS ON CONTACTING CSC PERSONNEL This Invitation for Bids is issued by Children s Services Council of Palm Beach County. The contact person listed below is the sole point of contact for this IFB. Allison Ronayne Communications Division allison.ronayne@cscpbc.org All contact shall be by only. 3.2 VENDOR DISQUALIFICATION Vendors are prohibited from contacting CSC personnel or Council members regarding this solicitation other than the person identified above. Any occurrence of a violation may result in the disqualification of the Vendor. Failure to have performed any contractual obligations with CSC in a manner satisfactory to CSC will be sufficient cause for disqualification. To be disqualified as a Vendor under this provision, the Vendor must have: 1. Previously failed to satisfactorily perform in a contract with CSC, been notified by CSC of unsatisfactory performance, and failed to correct the unsatisfactory performance to the satisfaction of CSC; or 2. Had a contract terminated by CSC, by any other county or state agency, or by any Children s Services Council for cause.

7 7 P a g e 3.4 INQUIRIES All inquiries requesting clarification regarding this IFB must be made in writing and ed to the identified contact person by February 5, During the IFB period, Vendors must not submit any forms of marketing or promotional materials that raise the Vendor s profile or give the Vendor an advantage or benefit not enjoyed by other perspective Vendors. Copies of responses to all inquiries that require clarifications and/or addenda to the IFB will be made available no later than 5:00 PM, February 8, 2016 on CSC s website. 3.5 ACCEPTANCE OF APPLICATIONS All responses must be received by CSC via no later than February 12, 2016 by 2:00 PM. Sign, scan and attach document in PDF format to and send to: BIDS@cscpbc.org Subject: IFB # No changes, modifications or additions to the responses submitted will be accepted by, or binding on, CSC after the deadline for submissions has passed. ALL COMMUNICATIONS ARE DATE AND TIME STAMPED BY CSC S SERVER. RESPONSES RECEIVED AFTER THE SPECIFIED DATE AND TIME OR BOTH WILL BE REJECTED AND RETURNED UNOPENED TO THE PROPOSER BY THE CSC. PLEASE SUBMIT RESPONSES WELL BEFORE 2:00 PM DEADLINE TO AVOID REJECTION. CSC reserves the right to reject any and all responses or to waive minor irregularities when doing so would be in the best interest of CSC. A minor irregularity is defined as a variation from the IFB terms and conditions that do not affect the price of the application, or do not give the Vendor an advantage or benefit not enjoyed by other prospective Vendors, or do not adversely impact the interest of CSC. 3.6 CONTRACT DISCUSSION CSC will meet with the approved Vendor to review conditions of award of contract. The contract will be effective March 1, COUNCIL APPROVAL The Council may review and adopt or reject staff recommendations for award of contract at its February 25, 2016, meeting.

8 8 P a g e SECTION 4: IFB RESPONSE 4.1 INSTRUCTIONS FOR SUBMITTING RESPONSE TO IFB All responses must be submitted on the forms included in this package (forms available on CSC website ( All responses are to be signed by an official/individual who is legally authorized to bind the Vendor to the proposed activity. IMPORTANT: All bids must be received via no later than 2:00 PM February 12, Please submit responses well before the 2:00 PM deadline to avoid rejection. 4.2 INCOMPLETE RESPONSES Failure to respond to any item, including providing any requested information, or failure to follow these instructions shall be considered submission of an incomplete response and may result in disqualification from further consideration. 4.3 RESPONSE FORMAT The typewritten portion of your response is to be submitted on the IFB forms. The forms are available on CSC s website: RESPONSE REVIEW AND SELECTION CRITERIA Vendor selection will be based upon the following criteria: 1. Completeness of Vendor s response on Attachment A 20 points 2. Ability to meet May 2, 2016 delivery date 30 points 3. Cost 50 points 4.5 COMPLIANCE WITH SECTION , FLORIDA STATUTES In accordance with Section , Florida Statutes, persons and affiliates who have been placed on the convicted vendor list may not submit responses, contract with, or perform work (as a contractor, supplier, subcontractor or consultant) with CSC in excess of the threshold amount provided in Section , Florida Statutes, for Category Two for a period of thirty-six (36) months from the date of being placed on the convicted vendor list. Any response received from a person, entity or affiliate who has been placed on the convicted vendor list shall be rejected by CSC as unresponsive and shall not be further evaluated.

14 14 P a g e FEE SCHEDULE PURPOSE: The purpose and intent of this IFB is to secure a fixed and Vendor fee for Spring 2016 Book Distribution and establish a term-contract for the purchase and delivery of books. CSC intends to award a contract to the lowest, responsive, responsible, Vendor in response to this IFB, taking into consideration cost, experience, materials, references, past performance and ability to meet the delivery deadline. In the case of disputes in the award of a contract, the decision by CSC shall be final and binding. PRICES SHALL BE FIXED AND VENDOR FOR TERM OF CONTRACT: If the Vendor is awarded a contract under this solicitation, the prices quoted by the Vendor shall remain fixed and Vendor during the initial term of the contract. The contract may be renewed, subject to annual review and satisfactory evaluation, for two (2) additional one (1)-year periods. Prices for subsequent contract renewals will be negotiated annually. WORK AUTHORIZATION: Contract will be authorized by the CSC Chief Executive Officer or designee. No work shall commence without written authorization.
