1 Mt. Edgecumbe H.S. Aquatic Facility Meeting Notes J. Shin Meeting with Public Safety (Troopers) 9:00a Sitka Public Safety Training Academy (JH) Lt. Jim Helgoe - DPS academy instructor, cold water training, (LE) Cpl. Lance Ewers - DPS academy instructor, former Marine, lifeguard, pool combat training, Red Cross instructor, scuba, fire department, instructs Mt. Edgecumbe students for aquatic related skills (ES) Cpl. Eric Spitzer - DPS academy instructor, former Marine, rescue and combat training instructor Features/Amenities: 50m pool preferred better for actual swim duration rather than glide portions after kicking off from walls. Underwater swimming training better due to duration and focus. Tower for diving/training facilitates training in immersion suits, developing courage and comfort with high water entry. Mid-height and high towers preferred. Concrete bleachers located at end of pool for training sessions. Easy to maintain & durable. No space under to prevent dropped articles. Catwalk above pool for suspension of ropes and other training props Cupola for natural light and ventilation Flexibility pool should be designed for more than just lap swimming, recreational opportunities to make learning fun. Durable materials at deck, sides and bottom of pool to prevent damage from heavy props such as scuba tanks, training props used during underwater automobile/air craft rescue. Concerned about damage to tile. Could have an area of the pool that s padded/protected Storage - ~ 200 SF needed. Could be in shared storage room. Each users equipment could be secured with cage type enclosures Locker rooms larger is better Adequate deck area for training, staging and training Pool Temperature warmer is better for training because cadets are often idle and makes it more inviting to small children for lessons Sauna/ hot tub for community use as well as rehabilitation needs Page 1 of 8

2 Possibility to share pool with coast guard but not with kids/civilians. Paramilitary environment, stress inoculation/ verbal encouragement. Water fountains on deck to preserve time to train Showers on deck to ensure cadets have showered prior to entering pool; helps with cleanliness of pool and gear worn into pool. Four heads. Restrooms in close proximity to pool to promote their use (instead of folks relieving themselves in pool) Adequate storage of lane lines hazard currently laying on pool deck Prefers platform/ tower in lieu of diving spring board one recruit stepping off platform at one time. Prefer platform to be as high as possible. Rope climbing under supervision, stored/ secured when not in use Rope ladder or cargo net suspended 8 above water for training Ladders should be recessed into pool wall so that they are out of the way for competition swimming Decks should be slip resistant not PVC nor rubber Need double doors for easy access for ambulance gurney Program/ Use: LECC (Law Enforcement Cadet Corps) Cadet training lifeguards, CPR training, first aid training. Trains Mt. Edgecumbe students Teaching Mt. Edgecumbe students water skills. Building confidence and rescued skills that can be taken back to their communities. Other uses 8 man raft training Rehabilitation and continue to exercise despite injuries Use index academy trains 56 to 21 recruits twice a year. 20 to 50 cadets training in pool at one time. Currently paying hourly rate to City of Sitka for use (~$45/hour) Current use twice a week for 45 minutes. Needs more time that current for training. Questions by DPS: Operational costs? (resp. Approx. $1 million per year.) Sites being considered? (resp. 4 sites on Japonski Island.) Schedule of completion? (resp. Best case scenario would be fall of 2015) Operational info forthcoming from DPS regarding Blatchley Pool City of Sitka? Community Schools? Annual cost to use pool forthcoming. 3 Meeting with Coast Guard 10:30a Coast Guard Base on Japonski Island (MP) Christopher Mark Philips Coast Guard arrived in Sitka 2 weeks prior. Contact: Features/ Amenities: Min. 25m or yards in length Min. 20 wide Portion of the pool be min. 10 deep 10 x10 min. but prefer 20 x20 storage space with double doors and floor drains Double set of doors from/to exterior for large equipment Space to hang 28 parachute, preferably in the storage room Ropes course (16) 15 ht. deployment tower Access to locker room facilities Desired temp. of degrees F. Program/ Use: Need (2) 2-hour blocks per week (8-10am) up to 10 trainees Need (6) 8-hour blocks per year during the week up to trainees Underwater vehicle/aircraft rescue prop. Approximately 6 x 6 x4 metal frame with seat Lifeboat approx. 6 x6 AMSEA (Alaska Marine Safety Education Association) - AMSEA'S mission: Reduce injury and death in the marine and freshwater environment through education and training provided by a network of qualified marine safety instructors Willing to be in facility at the same time as Troopers Willing to pay/rent pool (Meeting end 11:30 am) Page 3 of 8

Operations and Maintenance: Need pool manager and pool maintenance personnel Pay rate of maintenance personnel a problem attracting and retaining talented personnel problematic Use: P.E. classes vary between 25 to 30 students Schedules vary School schedule seniors out by 2:30, others out at 4pm. Recreation times could be between 2:30 to 5:00 and after dinner 6:45 to 9:45. (Meeting end 2:15pm) Page 4 of 8

Safety a concern as well as connectivity to existing power plant infrastructure Site 2 & 3 preferred with an emphasis on site 3 (old power plant site) Programmatic Needs: Recreation would like water slides Water Safety Competitive swimming estimate members, water polo as a P.E. activity or club sport, 1 meter board, kayak, snorkeling, scuba and canoeing Physical Therapy for rehab of athletes Features/ Amenities: 25 yd. min. with another separate body of water for training Adequate storage Schedule: 8:30p 9:45p recreation swimming 4:00p 6:30p Swim team/clubs Summer operation TBD cost of pool operation needs to be considered including staffing Page 5 of 8

Edgecumbe Field Building Meeting Room Approximately 40 participants from the public Public Comments: Suha Tokman (local swim coach) 50 m competition swimming pool Separate warm up/ warm down pool 10 lanes Bulkhead 1 meter springboard diving Team has 100 kids Good filtration system and state of the art equipment Huge deck areas for staging and teams No waterslides blocking lanes Swim camps could be run there Get future pool manager involved now in the design process Currently the local teams cannot be competitive because they do not have a diving program (or facilities). This takes away from the total points allocated to a team. Currently have only 1 hour for coaching which is a joke, need 3 hours Simple and functional More public comments/questions: Concern about operational burden to the community Aqua rehab desired with water temps around 92 degrees Community needs amenities for older/senior generation The new facility could be economic engine Is it more economical to develop project by private sector versus through the State? (resp. no, the cost is the same and the quality better managed) Have you explored alternative energy systems? (resp. yes, many types including ground source heat pumps, heat recovery systems and pool covers) Page 7 of 8
