In granting this sanction it is understood and agreed that USA Swimming and Minnesota Swimming shall be free from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the event. This is a 2 ½ day, with timed final and prelim-final sessions. The top 16 finishers in each preliminary event will advance to the evening session of finals. This meet is open to all teams in the Minnesota LSC as well as teams outside of Minnesota & its LSC. ALL Teams must qualify with MINNESOTA 'A' Times for 50/100 yd events and USAS National AG A times for all events 200 yds & longer. Host club reserves the right to limit entries in events 200 yds and longer &/or swim simultaneously in 2 pools. Host club also reserves the right to use MN B time standards for entry into all events All teams are welcome. Entries will be taken on a first come, first served basis via reservation. Reservations will be accepted beginning 9:00am Monday, December 19th, 2016 and will close when the maximum limit of swimmers has been reached. MSI Entry fee of $3.00 and $6.50 per Ind event, $24 per Relay and $15 facility fee per swimmer. NOTE- ALL TEAM FEES must be paid prior to the athletes swimming. 2 Warm-ups may start in the shallow end or warm-up pool for some afternoon sessions with at least of 10 min in the main competition pool Awards, Prizes and Scoring: Programs: Amenities: Individual medals: 1-8 Relay medals: 1-3, Team Banners: 1-3 (Host team will not be considered for a team awards) Champ certificates will be issued on request for new champ times. For team scoring purposes, teams from outside of Minnesota will be placed in the AAA Division. Awards will be given out to athletes 30 minutes after the posting of the final results, barring complications with the results. Programs will be on sale during the meet There are 950 seats located on the West side of the pool. Camping and concessions will be available in the Gym. Spectators must sit in the bleachers above the walkway. Only competitors and coaches will be allowed to use the seating on the east side and the ground level seating on the west side of the competition pool. NO FOOD OR GLASS CONTAINERS WILL BE ALLOWED IN THE POOL AREA. THIS INCLUDES THE POOLSIDE SEATING AND BLEACHER AREA. COMPETITORS MAY BRING SPORTS DRINKS (IN PLASTIC CONTAINERS) INTO THE COMPETITION AREA. SPECTATORS WILL BE REMOVED FROM THE POOL AREA IF FOOD IS BROUGHT IN. TEAMS ARE RESPONSIBLE FOR CLEANING UP THEIR AREAS AT THE CONCLUSION OF EACH SESSION. A Coaches Hospitality room will be provided with meals at appropriate times and water/soda available throughout the day. FACILITY/LOCATION Meet Location: Directions: Rochester Recreation Center Natatorium - 21 Elton Hills Drive, Rochester, MN (507) Approaching Rochester from the South or North on US Highway 52 take the 19th Street NW Exit. From the North, take a left across the bridge and continue onto Elton Hills Drive. Follow Elton Hills Drive to just before the intersection with Broadway (0.8 mile). The Rec Center is on the left prior to the Broadway intersection. If you approach from the South take the 19th Street Exit, veer right and continue through the light onto Elton Hills Drive. Follow Elton Hills Drive for approx 1 mile. Pool is on the Left. Entrance to the pool during competition is on the WEST side only.l Facility: 8 lanes, 25 yard indoor pool with lanelines and backstroke pennants. Slanted Starting blocks are 29.5 inches above the water surface. Water depth: Course certification: Other: The minimum water depth, measured in accordance with Article is 13.5 ft at the start end and 5.5 ft at the turn end. The competition course HAS been certified in accordance to C(4). The copy of such certification is on file with USA Swimming. The Senior Center pool will only be available to faciltate the 2nd session of warm-ups on Sat & Sun and will be OFF LIMITS during the meet unless determined otherwise by the meet director. The shallow end will remain open for warm-up & cool-down through out the meet. No diving or hoseplay is allowed. Swimmers must be supervised by a coach at all times. Coaches are responsible for their swimmers conduct throughout the meet. 3 result in that swimmer s permanent expulsion from the meet. Entries will be accepted beginning at 8:00 pm on Monday, December 26, To reserve your entry, please send an to (John Bradley - meetentries@swimorcas.com) separately indicating the total number of swimmers (BOTH 12 & U and 13 & O) you are planning to bring, not the number of total swims for the meet. Initial reservations will be taken on a first come, first served, basis beginning at 9:00 am December 19th, Once your ed reservation is confirmed, please send the included hard copy of the Meet Reservation Form as well with a check for the full amount to secure your entries. Reservations are only final upon receipt of deposit. The reservation you send in must include a check for the full amount ($25/swimmer) and is NON- REFUNDABLE. Any remaining balance of the deposit can be applied to individual or relay splash fees. Once the maximum number of swimmers is reached, the meet will be closed. Once we have accepted & confirmed your entry reservation, we ask that you submit your entry file by January 9th, You will have up until the final entry deadline; February 1st, 2017 to make any changes WITHOUT EXCEEDING YOUR ORIGINAL RESERVATION NUMBERS. No changes to the entry will be allowed after February 1st. Entries will close at 8:00am on Wednesday, February 01, This is the final date that entries will be accepted for the meet. Entry Limitations: Age of a swimmer is determined by their age on the first day of the meet. Swimmers 13 & O may enter a MAXIMUM of seven (7) individual events for the entire meet. 12 & U Swimmers may swim upto 4 events per day and a MAXIMUM of 9 events for the meet. If time trials &/or Open Lane swims are swum, the maximum number of events for a day is five. RELAYS: Teams will be limited to a maximum of 3 (A,B,C) relays per event. Swimmers must qualify for and be entered in at least one individual event in order to be on a relay. All seed times must be in yards. ELIGIBILITY / ATHLETES Eligibility: All currently USAS registered swimmers with a minimum of a MN 'A' time may enter Racing start Certification: USA Swimming Membership: Swimmers without A Coach Present: Any swimmer entered in the meet must be certified by a USA Swimming member-coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer s legal guardian to ensure compliance with this requirement. No swimmer will be permitted to compete unless the swimmer is a member as Provided in Article 302 of USA Swimming Rules. All coaches must be current members as provided in Article 302 of USA Swimming Rules. Any club or individual entering a non-usa Swimming registered swimmer will be subject to a $25 fine per event per swimmer. USA Swimming athlete members must be under the supervision of a USA Swimming member coach during warm-up, competition and warm-down. 4 MEET ADMINISTRATION, CONDUCT Coach s Meeting: Warm-up: Rules and Regulations: Changes to the Meet Information: Prohibited: Distance Events: Check box if this does not apply to this meet Will take place on a regular basis at the discretion of the referee. Current MSI and USA Swimming Rules will govern all aspects of the warm-ups. If warmup procedures have been modified to accommodate the size of the meet, the procedures MUST be prominently posted in the pool area. Swimmers and coaches are expected to be acquainted with all rules and regulations; the NO Diving and Slip-In Entry rules will be strictly enforced. All information, rules and regulations including time standards, schedules, order of events, meet operations, and requirements will be in accordance with Minnesota Swimming Inc. policies, rules and regulations and USA Swimming Rules and Regulations current edition, and take precedence over any errors or omissions on this form. Any changes to the meet information will be discussed, reviewed and voted on at the coaches meeting held each morning before the beginning of the first session of the day. Changes must be approved by a 100% vote of coaches in attendance at the appointed meeting. Deck changing: Deck changes are prohibited. Use of audio or visual recording devices including a cell phone, is not permitted in changing areas, rest rooms or locker rooms. Operations of a drone or any other flying apparatus is prohibited over the venue (pools, athlete/coach areas, spectator areas and open ceiling locker rooms) any time athletes, coaches, officials and/or spectators are present. Heats for distance events may be combined across gender at the Meet Referee s discretion. Minnesota Scratch rules will be in effect. The 1650 Freestyle is a timed final event. Positive check-in is required by 1:00 PM on Friday. Heats will be swum fastest to slowest, all age groups (within the session) combined, and alternating genders (Female/Male) and separated for score/awards by age group offered at the meet. Some heats may be swum in the shallow end of the pool and if necessary, two to a lane. All 1650 swimmers are REQUIRED to provide their own TIMER and separate lap counter. Meet Management reserves the right to limit the number of 1650 heats AND/OR SWIM THE EVENT USING TWO POOLS SIMULTANEOUSLY. The 400 Individual Medley is a timed final event and will be deck seeded upon completion of the positive check-in. Swimmers are REQUIRED TO PROVIDE THEIR OWN TIMER. Heats will be swum fastest to slowest, all age groups (within the session) combined, alternating genders and separated for score/awards by age groups offered at the meet. The event may be limited to 12 heats total (men and women) Positive check-in at is required no later than 2 hours prior to the start of the first heat of the women. There will NOT be a break prior to the start of the event. Meet Management reserves the right to limit the number of heats AND/OR SWIM THE EVENT USING TWO POOLS SIMULTANEOUSLY. The & Senior 500 yard Freestyles are timed final events, with the fastest 8 swimmers in each gender (regardless of age) swimming in finals Saturday Night. They will be combined & deck seeded upon completion of the positive check-in. Positive check-in at the scorer s table is required no later than 2 hours prior to the start of the event. Heats will be swum fastest to slowest, all age groups (within the session) combined, alternating genders and separated for score/awards by age group offered at the meet. There will be a 10-minute break prior to the Senior 500 Free. NOTE The Senior 500 (Events 45 & 46) are the last events of Session 3, but will be the FIRST individual events swum in Finals on Saturday night immediately following the conclusion of the Relays. There will be a 10 minute break prior to the start of the event in prelims ONLY. Minnesota Scratch rules will be in effect. All swimmers are required to provide a lap counter. 5 number of heats. The s will be swum in age group order, slowest to fastest, all girls then all of the boys heats. There will NOT be a break before the start of the 12 & u 500's. Relays: On Saturday, the fastest heat (8) of relays will be seeded directly into the finals session (the fastest heat will not swim in the morning). Teams wishing to down-seed their relays into the morning sessions may do so by entering the relay(s) at NT. All other relay entries must indicate a time. All Relays will swim in the timed finals session on Sunday. 200's - In order to keep the meet at an acceptable size & length, Meet management reserves the right to limit the number of heats in any/all events 200 yards or longer &/or swim some/all in two pools simultaneously. Swimmers removed from an event for this reason may select a different event. The Meet Director will notify any and all swimmers affected. Seeding: The preliminary heats will be pre-seeded according to the USAS rulebook. The top 16 finishers in each preliminary event will advance to the evening session of finals. The Minnesota scratch rule will be in effect for final events. Minnesota Scratch Rule: All swimmers are expected to report to the block area in time for their heats to swim. The Minnesota scratch rule for finals is in effect: Any swimmer qualifying for an individual final heat, as specified in the meet information, who fails to compete in said final heat race shall be barred from further competition in the meet. Any points that the swimmer has accumulated during the meet shall be removed from their individual point total and that individual s point total, exclusive of relays, will be subtracted from the point total for the team they are attached to.. Time Trials: Check box if this does not apply to this meet Open Lane Swims: Check box if this does not apply to this meet Time Standards: Time trials will be offered, time permitting, and as decided by the meet referee who may specify entry restrictions to keep the time trials at a reasonable size. Time trials are open only to swimmers in the meet. Cost is $ per event. Requests must be submitted through the swimmers coach (or assigned coach). The MSI Open Lane Swim procedure will be available at this meet. The open lane fee is $ Sign-up is on a first come basis at the timing table. Swimmers must be registered in the swim meet in order to have the opportunity to participate in Open Lane Swims. In the event of a missed heat, the Referee will determine if the missed swim may occur and how it is conducted. Swimmers may swim events for which they have no times. Swimmers may not exceed the event limit of4 events including Open Lane Swims. Swimmers may scratch an event in order to swim on Open Lane Swim to stay within the entry limit. No refunds will be given for scratched events. MN Swimming Time Standards the most current edition published on the MSI website will be used. Senior boys events will use the age group time standards to qualify. Senior girls events will use the age group time standards to qualify.
