SMUD CONTINUES ENERGY REDUCTION GOALS WITH FPSIE PARTNERSHIP INTERNATIONAL SWIMMING HALL OF FAME IN SANTA CLARA There was jubilation in the halls of FPSIE when the International Swimming Hall of Fame (ISHOF) Treasurer, Bill Kent, told us about the possibility of the ISHOF museum moving to Santa Clara, California. This world-class museum honoring the history of swimming, diving, synchronized swimming and water polo, is currently located in Fort Lauderdale, Florida. The museum is considered one of the swimming industry s prized assets and to attract it to Northern California speaks volumes for our facilities, our swimmers and the industry at large. Bill announced that on Thursday through Sunday, June 18 21, 2015 ISHOF would hold its first Enshrinement event in Santa Clara, CA and that chances are very good that the museum will move to Santa Clara within the next 2 years. Needless to say, FPSIE gladly accepted Bill s invitation to send a contingent from FPSIE for the event. The picture below was taken after the Enshrinement ceremony on Saturday the 20 th. SMUD continues to break new grounds in its energy reduction goals. The successful SMUD/FPSIE development and implementation of an Energy Auditor training program to train pool/spa contractors how to audit energy usage of pools and spas has resulted in almost 300 pool/spa professionals working in SMUD s territory now trained to help SMUD customers Swim into Savings. The results of this training program have been phenomenal with amazing energy savings for SMUD customers who have upgraded their pool/spa equipment with new energy efficient equipment, especially new Variable Speed filter Pumps (VSP s). Recognizing this contribution to the success of achieving energy reduction goals, SMUD, Pacific Gas and Electric (PG&E), Southern California Edison (SCE) and the Los Angeles Department of Water & Power (LADWP) are now aggressively promoting this energy saving message to all their pool/spa owner customers. With SMUD s sponsorship, FPSIE developed a training program, Pool Owner 101, to train pool/spa owner customers about their pools/spas and about the benefits and savings they can achieve by upgrading their pool/spa equipment to the new energy efficient technologies available now. This training program will debut at the SMUD Pool Efficiency Seminar Swim into Savings when FPSIE s Sue Robach will educate attendees about how to Swim into Savings. The seminar is scheduled for Saturday, August 15, 2015, from 9:00 to 12:00 AM at the SMUD Customer Service Center in the SMUD Headquarters Building, 6201 S Street, Sacramento, CA SMUD advises that seating is limited and by reservation only. 2 HIGH LIGHTS FROM THE NEW CALIFORNIA CODE OF REGULATIONS Title 22, Chapter 20 - Public Swimming Pools The new Title 22 Code of Regulations that govern all California commercial swimming pools has a number of interesting changes. The most remarkable change is located in subparagraph "b" of 65525, Recirculation and Water Treatment Systems. This change allows a facility (after it closes for the day and people are out of the pool) to reduce the filtration system's pump flow rate from the 6-hour turnover time flow rate to a flow rate up to 75 percent reduction of the 6-hour turnover flow rate, if the water turbidity is low. For most small commercial pools under 30,000 gallons, the savings on electrical costs by replacing the currently installed single-speed filter pump with a variable speed pump (VSP) set to a 75 percent reduction of flow rate when the pool is closed to the public could be over $3,000 a year. This business opportunity allows service technicians to increase their income and save their customers sizable amounts of money! Because this opportunity may be new for technicians, FPSIE has a Certified Energy Installerbased education program that should help technicians understand energy efficiency, installation procedures and techniques (especially when working with utility company programs), plus many VSP sales tips. This "Certified Aquatic Energy Installer"(CAEI) Program is currently used by the Sacramento Municipal Utility District, Pacific Gas & Electric, Southern California Edison, and the Los Angeles Department of Water and Power to qualify installers to enter residential VSP rebate programs. CAEI program dates and times are posted on the Web site and are updated as California utilities request more training dates from FPSIE. For a complete copy of the NEW Title 22 Chapter 20 Swimming Pools: Download a copy at Highlights of Title 22 Chapter (f) Definitions "Pool operator" means the pool owner or a person the owner delegates to conduct public pool operation and maintenance. The public pool owner may delegate pool operator responsibilities to another person, but the pool owner shall retain responsibility for ensuring compliance with these regulations (a) Public Pool Supervision Operation Every public pool shall be under the supervision of a pool operator (a)(b)(c) Operation Record (a) Test the ph and chlorine at least once daily. If the pool is heated, test the temperature a minimum of once a day. The pool operator shall maintain a written daily record of all test results, equipment readings, calibrations, and corrective action taken at the public pool site. (b) If the pool operator adds cyanuric acid to a public pool, the pool operator shall measure the cyanuric acid concentration in that pool a minimum of once a month and shall maintain a written record of these test results and all corrective action taken at the public site. (c) The pool operator shall test combined chlorine at a frequency required to maintain maximum combined chlorine concentration below 0.4 ppm. The pool operator shall maintain a written record of these test results and all corrective action taken at the public pool site (b) Recirculation and Water Treatment System Operation (b) The variation in flow rate of an operating recirculation system shall be such as not to reduce the flow rate below 75 percent of the rate required in Section 3124B, Title 24 California Code of Regulations. Unhealthy, unsafe, or unsanitary conditions include, but are not limited to, failure to maintain clean pool water and clear pool water requirements; inadequate disinfection; improper ph; the presence of inhalation hazards; failure to meet microbiological or chemical waterquality standards; missing or broken suction outlet covers; missing or broken pool enclosures, including fencing and grates; hazards to pool users; and any other violation of these regulations identified by the enforcing agent. A public pool shall not be reopened until the unhealthful, unsafe, or unsanitary condition has been rectified and upon specific written approval from the enforcing agency.
