1 PHASE 1: Programming
2 SCOPE OF WORK 1. The scope of work for the Design Team was to provide a preliminary program and design, and a detailed cost estimate for a new Warm Water Pool located on a portion of an existing parking lot at the southeast corner of Milvia and Bancroft Streets. 2. Previous planning studies suggested that the pool be housed in a single-story structure totalling approximately 14,000 square feet, with an expanded deck area and associated support facilities at the first level and approximately 2,000 SF of storage and equipment space in a partial basement level. 3. Although adjacent, adequate and accessible parking was acknowledged to be most critical to the success of the facility, it was outside the scope of this study and will be the subject of any negotiations with the Berkeley Unified School District. 4. City council directed that the new facility was to be planned to provide the same programs to the same population as does the existing warm water pool in Berkeley High School s Old Gym. 5. The facility is to meet the U. S. Green Building Council s LEED standards, at the Silver Certification level. 6. As public process is critical to gain the community consensus necessary for a bond measure campaign, two public information sessions were conducted during the course of the study. 7. For the purposes of verifying site capacity, programming and budgeting, design studies were to include, at least the following deliverables: Site plan Floor plan Elevations List of major equipment required Detailed cost estimate Rendering, suitable for publication
3 WORK PLAN The design work is to begin in March and conclude in August, Presentation to City Staff and Council is likely to occur in September/October Phase 1: Project Initiation (3 weeks) a. Review/establish project goals with City Staff, Berkeley High School, and key individuals. Goals should go beyond specific building requirements and address larger issues of urban design, community involvement, operations capabilities, and sustainable design. Begin to conduct User Interviews. b. Confirm initial basic program of uses with City Staff, including building areas, functional requirements, adjacencies, and opportunities for joint use of space. c. Confirm budget, discuss goals and requirements of the bond measure campaign. d. Analyze site opportunities and constraints, including the future development of surrounding areas, parking, and program requirements within a city-wide context. e. Review existing background studies and reports; obtain available surveys and plans. Phase 2: Visioning/Alternatives Assessment (5 weeks) a. Assist City in assembling a Task Force. b. Conduct a Task Force field trip to the City of Santa Clara Senior Center Pools. c. Conduct Community Workshop: Visioning and Wish List. d. Develop alternative design concepts responding to a representative range of desired visions, features, and programs. Show alternatives in sketch plans, sections, and three-dimensional diagrams. e. Based on workshop input and staff direction, establish a single preferred concept. Phase 3: Plan Development (6 weeks) a. Draft a preferred design concept including more detailed plans, sections, elevations, and quick sketches or a study model to better illustrate massing and design. b. Draft a narrative of sustainable features and systems for LEED Silver Certification. c. Prepare a draft cost plan for the preferred design concept. Include cost alternates. d. Conduct Public Information Session to present the preferred design concept. Phase 4: Plan Refinement (6 weeks) a. Refine the plan, incorporating workshop and staff comments. b. Refine the cost plan, including alternates, operational (optional), and FFE costs. c. Meet with City Staff to discuss costs and make adjustments. d. Issue a memo report upon Phase completion that documents progress and direction. Phase 5: Final Plan Adoption (1 week) a. Prepare final drawings, sketches, and rendering for the final report. These products will provide a complete understanding of the project and its architectural character. b. Assist City Staff for presentations to Planning Commission and City Council.

Billi Romain, Energy and Scott Ferris, Aquatics Director will also be involved, but were not present. 2 Scope of the Project. To study the issues and costs involved in locating a new pool on the tennis court site. Other issues that are currently under public discussion now, including other possible sites or whether to remain at current site, are not a part of this study. 3 Schedule. Milestones as listed below were summarized. Workshop date is fixed; Task Force dates to be confirmed. 4 Site Capacity Studies. Sketch studies presented by ELS illustrated that the tennis court site could easily accommodate 1.) a replacement pool of equal size or larger than the current warm water pool; or, 2.) a multi-pool complex similar to the Santa Clara Senior Center pools. John pointed out that accessible parking spaces may also have to fit within the site footprint. 5 Solar Panels. The City and the Users both share an interest in exploring the feasibility of providing renewable energy sources on site. 6 Operations and Maintenance. Issues of fee structure, staffing, use by medicare therapy treatment were raised. Currently ELS has not included an operations and maintenance report in their scope, but it could be added. 7 Santa Clara Points of Discussion: Quality of space. Light, Acoustics, ample deck space, outdoor views and access all serve to enhance the social and spiritual experience in combination with warm water. Pool access. Ramps and lifts all need to be carefully planned. Upper body strength; walking with a guardrail v. rolling in a wheelchair; and water pressure required for lifts; pool edge trim are all critical issues. Acoustical. Hard pool surfaces and noisy pool equipment make casual conversation difficult at times.

Senior v. Disability Focus. The Santa Clara focus was for seniors; Berkeley s focus may not be the same. This will affect everything from depths to temperatures to means of access. 7 SANTA CLARA SENIOR CENTER WARM POOLS FIELD TRIP April 26, 2007 Gentle steps with two handrails are a popular accessibility feature. Dry ramp with parking space for several wheel chairs. High-source daylighting is preferred; low source produces glare. Ample deck width for viewing, circulation and seating or storage. Wet ramps require special wheel chairs and assistance to exit.

9 Warm Water Pool Public Workshop -- May 9, 2007 Page 2 of 2 Distributed May 15, 2007 Should operate for longer hours than the existing pool A café or snack counter is desired Need for a quiet corner, meditative space 5 Affordability: Facility needs to be affordable to the City and to users $8.25 million building budget; $10 million for building and land Should the users establish a Funding Sources Search Committee? 6 Sustainable (green) design: Design should be environmentally responsible; e.g. solar panels 7 Parking on site: Easy access from parking is important Provide dedicated, convenient parking not just van and street parking; parking cannot be shared with BHS 8 Architectural quality of interior space: Natural light and high ceiling make a big difference in the quality of the experience Room acoustics is important to allow conversation, socialization, instruction Building finish materials need to be high quality, durable and easy to maintain. Mold needs to be avoided. Art should be incorporated into the building design, e.g. pool bottom, or walls Decorative mosaic (perhaps a labyrinth) on the pool bottom is desired 9 Variety of access options: Portable ramps and adjustable floor platforms are desired. Lifts should be anchored; the instability of portable lifts is disturbing to users Gratings should support weight of motorized wheel chairs and their passengers. Steps for sitting/resting in the water are needed. Minimize the distance from bathrooms and changing rooms to the pool deck. 10 Pool equipment: Need areas for stretching (steps or a ballet bar ) A ceiling supported track for pool entry Need a zip-line for pool entry and for mobility Bars that can be held onto with both hands while exorcising are needed Rings overhead for assisted walking and for exercise, bars etc. would be desirable Jets or return water nozzles used for relaxing, massage, exercise and to aid floatation 11 Spacious dressing and shower areas: Provide for temporary wheel chair storage on the pool deck. Provide for prosthetic storage near and reachable from the pool edge. Need wide benches in the locker rooms and showers. Locker rooms should have raised platform bench changing tables 12 Air and water quality: No drafts near the pool; air lock at the entry Love the existing wind turbine and operable windows, so long as draft is avoided Adequate air ventilation in the locker rooms is important Chlorine allergies are a large issue; look at alternatives Use Ultra Violet assisted filtration instead of chlorine Old pool has 8 hour turnover (that s all that was required for a cold water pool); the new warm pool will probably have 2 hour turnover 13 Attachments: 6 pages of user comments submitted in writing These minutes summarize the conclusions of the subject meeting.
