Above conditions are valid for men s & women s 2-person Beach Volleyball International events. When two events are scheduled during the same week (i.e. Open and Challenger/Satellite), the event where the athlete has achieved the best ranking will prevail. Conditions for any other type of Beach Volleyball International events such as 3 on 3 must be negotiated with the FIVB on a case by case basis. The FIVB & the organizer must agree on the number of courts, competition s duration, etc. if the men s and women s events are held simultaneously at the same venue. The FIVB has to homologate Continental and National Tours once the certification requirements are fulfilled. Promoters of Challengers, Satellites, Exhibitions and Country vs. Country can market their respective events in their hosting country only, unless otherwise approved/instructed by the FIVB. Additional type of events such as the FIVB Junior and Youth World Championships, FIVB Beach Volleyball World Cup and other type of competitions may be authorized by the FIVB once their respective application form has been submitted in due time. A Delegate from each participating country must be assigned and given the responsibility to accompany and survey his/her team(s) during the Junior/Youth World Championships competition. The FIVB recommends the Challenger and Satellite organizers to invite Neutral International Beach Volleyball in order to improve the quality of the refereeing. The FIVB strongly encourages Challenger and Satellite organizers to stage International Beach Volleyball Referee candidate courses in conjunction with their events. The points from a Challenger and Satellite count if it is a benefit for any teams to calculate these points. Continental events may be giving Ranking Points in the World Ranking if they will be homologated by the FIVB. A crowded stadium following a spectacular match with the participation of Olympic Champions 2.2 The Candidature The FIVB will make available an information package on request to National Federations and promoters interested in staging an FIVB Beach Volleyball event. This information package includes the FIVB corporate brochure, a promotional video tape, the Beach Volleyball events conditions, and the necessary candidature application forms for Organizers. National Federations and Promoters willing to host a World Tour event must submit their application, duly completed and signed, to the FIVB by July 31 st of the year preceding the event, as follows: Candidature questionnaire (WT/04 form), including the payment order for the FIVB candidature fee. This annual fee of will not be required by the FIVB if the promoter have staged a World Tour/ World Championships event for 10 consecutive years and more. An annual fee of USD 5,000 (five thousand) or USD 10,000 (ten thousand) is paid only once by each promoter, for the sanction of a World Tour event (Open or Grand Slam) organized in a country if such a tournament is then confirmed. This fee is paid as a candidature fee. Should the event Organizers submit all necessary information and guarantees and sign an agreement, this amount is then considered as an annual entry fee. If the candidature is rejected by the FIVB or the bidding organization is withdrawing due to the lack of information and/or financial guarantees, and/or any reason whatsoever, this fee will not be reimbursed. Promoters having already an agreement organizing two double genders (or 4 open single genders) events in the same country are not required to pay the FIVB Entry Fee. Promoter having more than 10 consecutive years of staging a World Tour/World Championships will be not required to pay the entry fee anymore; while organizers staging an event for more than 5 consecutive years only 50% of the entry fee (USD 5'000) of World Tour event will be required. Organizing Committee Members (proposed Organizational Chart WT/05 form) exclusively for the Senior World Championships; General Questionnaire (WT/21 form) including information on host city, requested dates, hotels, etc.; Host TV Broadcaster Letter of Intent (WT/22 form); Local Authorities Letter of Support (WT/23 form); Formal commitment of the hosting NF and/or of the Promoter to implement a National Circuit of at least 3 legs in 3 different locations for the corresponding gender of the World Tour/Senior World Championships hosted in the same country. Detailed lay-out of the stadium/venue/courts, indicating the dimension of the stadium and facilities in scale (including the VIP bleacher, the supporting poles with regards to the placement of the TV cameras, etc.); The FIVB may require submitting also a detailed venue drawing in scale including the requested materials to set- up a stadium. Nüssli or other consultants may be requested to advise promoters organizing an event for the first time about the proper set up and layout of their infrastructure in order to increase the security and to possibly create a uniformity of all World Tour stadiums and facilities used. Approval of sand sample obtained by Hutcheson Sand and Mixes laboratory (see contact information in Chapter 13); Color pictures, plans, and brochures of the global area hosting the event, as well as the hosting city; Financial Plan/Tentative budget; Interested partners; Guarantee/deposit for Prize Money (if required by FIVB) and/or insurance policy covering the Prize Money in case of cancellation; Commitment to include a PR company in the Organizing Committee (if required by FIVB) exclusively for the Senior World Championships. The FIVB retains the right to refuse a candidature file if it is incomplete or if the deadline is passed. Note: National Federations and Promoters in possession of an agreement in force with the FIVB are only required to pay the annual entry fee of from 0 to USD 10,000 and to forward the WT/21, WT/22 and WT/23 forms to the FIVB by July 31 st of the year preceding the staging of the events. 31

5 The venue is a key element in the budget Searching for the best sand quality, means to offer the best playing conditions 32 The location of a venue is a key factor for the success of an event (Stavanger, Norway) 2.3 The FIVB/NF-Promoter Agreement Upon FIVB acceptance of the Organizers candidature, an agreement must then be signed by the parties concerned (including the Appendices) no later than 15 th September of the preceding year by the three parties involved (FIVB, the host National Federation and the promoter). While the agreement starting from the 2011 season, has a duration of 2 years, the FIVB may nevertheless discuss different terms with the Organizers. The agreement may also be signed by the FIVB and a National Volleyball Federation (without a professional Promoter) or by the FIVB and a Promoter should a National Federation not be interested in supporting an event. After consultation with a National Federation, the FIVB is indeed empowered to sign directly with a promoter interested in organizing an FIVB event. This also applies to countries which have never hosted a World Tour event and once it becomes clear that the National Federation cannot reach an agreement with an FIVB recognized Promoter. The agreement includes all commercialization rights, the Appendices and refers to the latest edition of the Handbook which enlists all Organizers obligations in details. Organizers with a valid agreement with the FIVB, have the right and the obligation to take part in the annual Beach Volleyball World Tour Council meeting. This information guarantees the correct and timely planning of the events calendar for the approval of the World Tour Council. Organizers must give all required guarantees and fulfill the FIVB Master Plan conditions in order to enter into the FIVB Beach Volleyball SWATCH WORLD TOUR Calendar. Organizers failing to provide vital guarantees and/or failing to fulfill the critical terms of the Master Plan will be removed from the current and any future World Tour Calendars. These Organizers will be possibly requested to host for the first year an event of the lower category in order to demonstrate that they can successfully stage World Tour type of tournament and then to stage an event on the higher level (i.e. Open tournament). The Promoter and the FIVB will also sign the FIVB/NF-Promoter agreement with new Promoters only upon receipt of a proof that the sand sample tested is acceptable. A promoter organizing a World Tour event in a country for one gender and having an FIVB agreement signed may obtain from the FIVB the first right of refusal, should another promoter shows interest in staging a second World Tour event for the other gender in the same country. Two promoters can be granted the right to stage events in the same category (both men and women) in the same country only if an agreement is in force, or upon previous approval of all the parties involved (National Federation and Promoters). The FIVB will coordinate the dates to avoid clashes between the FIVB Beach Volleyball SWATCH WORLD TOUR events and other tournaments of the same gender. The conditions are valid for men and women 2-person Beach Volleyball International events. FIVB Tournaments can be sanctioned possibly in outdoor facilities and any request to stage indoor Beach Volleyball must be submitted in due time to the FIVB for its consideration. The FIVB may request the Organizers to wire an advanced payment for the license fee to the FIVB upon signature of the FIVB/NF-Promoter Agreement. 2.4 The Organizer s Obligations and Budget The following points represent the Organizer s major responsibilities, expenses, and income to be considered when planning a budget. They also provide Promoters and National Federations with a better understanding of the financial responsibilities and profits in the promotion of World Tour Open events. A. The Responsibilities and Expenses of the Promoters 1. General International and local travel as well as board and lodging expenses for one representative at the Beach Volleyball World Tour Council meeting in Lausanne; Insurance covering the Prize Money in case of cancellation. 2. Inspection Visit International travel expenses (economy class), local transportation, meals, and accommodation requirements for one FIVB inspector: in priority the FIVB TV Coordinator 2/3 months before each event for the annual TV inspection visit or the FIVB Delegate to check 2/3 months before each event the overall preparation of the event, in case no TV inspection visit is required; Flat fee of USD 300 for the FIVB Delegate 2/3 months before each event for the annual Technical inspection visit, when requested by the FIVB. To cover the costs and fees to carry out sand inspection visit for a minimum stay of 2 days to all events where the sand results where poor. 3. Entry Fee FIVB (candidature) annual entry fee of from 0 up to USD 10,000 for Open and Grand Slam. The fee to be paid to the FIVB for the exploitation of the Promoter s Commercialization rights of the World Championships will be communicated to the parties interested upon receiving a request through the NF concerned. 4. Prize Money and Fees Prize Money of a minimum of USD 110,000 (per gender) for the Open Events net of any deduction; Prize Money of a minimum of USD 160,000 (per gender) for the Grand Slam Events net of any deduction; Prize Money of a minimum of USD 250,000 (per gender) in 2011 and 2013 for the World Championships net of any deduction; National Federation Sanction Fee (maximum 10% of the Prize Money). 5. Venue Stadium of minimum 3,000-4,000 seats for an Open event and facilities in accordance with the Handbook (VIP roofed section for 300 people for a single gender event and 400 people for a double gender event, press center/press rooms, interview rooms, medical control rooms, medical treatment rooms, FIVB Official and Competition Management rooms, meeting rooms, lounges, coaches area, locker room, parking area, catering/lunch area, photographer area, storage room, TV camera Platform, Commentary Positions, showers, toilets, others, etc.); Evaluation of the Venue Plan by Nüssli or by other FIVB consultants to all Promoters organizing an event for the first time and to all Promoters requested to improve their venue in order to meet the FIVB requirements; If no special VIP programs are implemented, the Promoters of Open events may then set-up a VIP stand with no roof. Whenever the FIVB President is attending an event, a FIVB Presidential box for 30 people must be set up for the World Championships and whenever required by the FIVB a FIVB Presidential box for Grand Slam events should be foreseen to accommodate 20 people. Working rooms and lounges may be set up in existing permanent venue if adjacent to the courts. The Promoters may use the hotels/structures in proximity as events facilities whenever possible and exploit permanent facilities which may offer all amenities and condition. Sand courts and court equipments for 4 official courts and 1 warm-up court per gender. In case a double gender event is held at the same venue but is staggered by one day, sand court and court equipment for a total of 6 competition and 2 warm-up courts are then required. If a double gender event is held at the same time, 8 courts plus 2 warm-up courts are then necessary; Artificial Light system (min lux on the centre court) for night matches (if any); Inspection Visit upon arrival on site (court equipment) and homologation of the stadium and facilities. For Grand Slam Events (in addition to the above requirements): Stadium of minimum 6,000 seats (VIP roofed section for a minimum 600 people) and facilities in accordance with the Handbook; Set up of one gigantic video board (wall). For World Championships (in addition to the above requirements): Stadium of minimum 8,000 seats (VIP roofed section for a minimum 800 people), a second stadium of minimum 2,000 seats and facilities in accordance with the Handbook; Sand Court and Court equipment : 5 official playing courts (+ 2 warm up courts) in The number of courts may vary depending on the competition schedule and total number of participating teams. For all events: Insurance covering the risk of damage resulting from accidents caused by a stand collapsing or any other faulty or incorrectly installed equipment and/or infrastructure; Insurance covering the Prize Money in case of a cancellation. 6. Personnel Salaries and flat fees related to the Organizational Chart members (WT/05 Form), Organizing Committee, Auxiliary Officials, court personnel, staff, incentive for volunteers, etc. in accordance with the FIVB regulations; Per diem of USD/CHF 100 for each Neutral International referee and Assistant Referee Delegate (whenever applicable) from the first to the last day of their duties; A travel allowance of USD/CHF 125 for each Neutral International referee and Assistant Referee Delegate (whenever applicable) covering the day before and the day after their mission for travel expenses (i.e. trains, buses, taxis, visa, etc.) Minimum fee of USD 50 per day for local to be paid on site (other expenses as per the agreements between the Promoter and the National Federation and based on similar procedures as for the Neutral International ); while Promoters shall pay on-site, National Federations shall be free to follow internal usual administrative procedures of their country. The per diem shall be paid at 50% for travel days, and 100% for working days, including the day of the referee clinic; Translation support if needed for FIVB Technical Supervisor and TV Coordinator on inspection as well as during the preparation and the competition period; Administrative costs for the event s secretariat. 7. Accommodation Booking of Hotel and accommodation expenses (in first class hotels) for the FIVB President and a guest, whenever he is attending the competition (dates will be communicated by the FIVB); 33

Booking of Hotel and accommodation expenses for six/seven days for the FIVB Physical Therapist (if any) (first class hotels) from -1 day before the start of the event; Booking of Hotel and accommodation expenses for three/four days (six for Grand Slam events) (first class hotels) for one/two FIVB TV Coordinator from -1 day before the start of the Main Draw; Booking of Hotel and accommodation expenses for six/seven days for the FIVB Medical Delegate (first class hotel), if assigned, from -1 day before the start of the Main Draw. Booking of Hotel and accommodation expenses for seven/eight days (first class hotels) for 5 Neutral International and 8 local for single gender events and 7 Neutral International and local for double gender events; Coordinating the booking of hotel and accommodation expenses for three/four days for the English TV Commentator from -1 day before the start of the Main Draw. The FIVB will absorb these costs. In case an extra clinic is required, an additional night must be booked for the Referee Delegate, the Assistant Referee Delegate (if applicable), the Local Officials and the Personnel concerned. The Auxiliary Officials are normally from the geographical area and therefore most of them not lodged. Referee Manager, eventual Assistants, Court Managers and all other Key court personnel, (i.e. kids leaders, etc.), are required to attend this clinic. All local referees from new tournaments, or tournaments reported as problematic (for refereeing in its preceding edition) must also attend this clinic; Booking of Hotel and accommodation expenses for the Organizing Committee Members, and other staff members needed to smoothly run an FIVB event for minimum eleven nights, excluding the personnel responsible for setting up and dismantling of the venue, who will be required to stay on-site in accordance with the venue construction plan; For Open events, booking of Hotel and accommodation expenses (first class hotels) for 32 teams participating in the Main Draw tournament (per gender) from the evening before the start of the Main Draw until the day after the teams elimination from the event; For Grand Slam events, booking of Hotel and accommodation expenses (first class hotels) for 32 teams participating in the Main Draw tournament (per gender) from the evening before the start of the Main Draw until the day after the teams elimination from the event; For World Championships, booking of Hotel and accommodation expenses (first class hotels) for the participating teams (48 teams participating in the Main Draw tournament- per gender) as per FIVB-Organizers agreement and event s regulations. The promoter will be also responsible to cover one extra night (if it is the case) to the finalists of each gender s in order to accommodate media requests. It is recommended to set up wireless internet access at the hotel. 8. Meals Food in sufficient quantity and quality for the FIVB President (when required); Breakfast and dinner at the hotel for FIVB Officials, Delegates, Consultants, (local and Neutral International), the FIVB Physical Therapist (if any), the FIVB Medical Delegate (if any); Lunch at the venue (catering service or in a restaurant located within walking distance from the venue) for FIVB Officials, Delegates, Consultants, (local and Neutral International), the FIVB Physical Therapist, the FIVB Medical Delegate; To absorb the cost of the meals for Media Operations Delegate if assigned to the FIVB Beach Volleyball SWATCH WORLD TOUR Events concerned; Food and refreshment available for Auxiliary Officials and Volunteers at the time that they are not engaged with their respective activities; Breakfast, lunch and dinner for the Organizing Committee Members, and other staff members needed to smoothly run an FIVB event for minimum 11 days/nights, excluding the personnel responsible for setting up and dismantling of the venue, who will be required to stay on-site in accordance to the venue construction plan; In case an extra clinic day is required, lunch, dinner and breakfast must be provided to the Referee Delegate, as well as to the Local Officials and Personnel concerned. For Open events, breakfast and dinner at the hotel for Main Draw athletes (from the evening before the start of the Main Draw until the day after the teams elimination from each event); For Open events, lunch at the venue for 64 Main Draw athletes (from the evening before the start of the Main Draw until the day after the teams elimination from each event); For Grand Slam events, breakfast and dinner at the hotel, and catering at the venue featuring first-class food and services during lunch time (minimum of 3 hours), for 64 athletes participating in the Main Draw tournament (from the evening before the start of the Main Draw until the day after the teams elimination from each event); For World Championships, breakfast and dinner at the hotel, and catering at the venue featuring first-class food and services during lunch time (minimum of 3 hours), for the participating teams (48 teams participating in the Main Draw tournamentper gender) as per FIVB-Organizers agreement and event s regulations. 9. Local Transportation Local transportation for the Technical Supervisor and the TV Coordinator for the site inspection, as well as during the preparation and the competition period; Local transportation for FIVB Officials, Delegates, Consultants, (local and Neutral International), the FIVB Medical Delegate (if any), the FIVB Photographer (if any), the English TV Commentator (if any), the TV Highlights Producer (if any) and participating teams enrolled in the Main Draw to and from the airport, to and from the hotel/venue as required, and to and from official hospitality and social function. Local transportation for FIVB Sponsors, Partners, and Media Representatives (Journalists, Photographers, etc.) is recommended (including from and to the nearest international airport); Fuel costs; Limousines for celebrities, politicians, sponsors, etc. 10. International Transportation International transportation for all FIVB delegates (1 Technical Supervisor, 1 Referee Delegate, Assistant Referee Delegate(s) (if any), 1 Medical Delegate, 1 Media Operations Delegate, 5 (Open Single Gender)/7 (Double gender)/10 (World Championships) Neutral International and 1 (Open)/2 (Grand Slam, if required by the FIVB)/2 (World Championships) TV Coordinator(s). 11. Press Costs related to the press center personnel (including the Press Director and the Photographer if the FIVB official ones are not assigned), press facilities, interview room, and the set up of suitable conditions for Journalists to perform their duties; Set up of equipment for use in the press center at the venue as set out in details in the Press Guidelines section of the Handbook (i.e. telephone, fax, wireless high speed internet access, internet charges for communication and transmission of press releases by the FIVB Media Operations Delegate, costs of s transmission of five digital photos per day for use on the FIVB Web Page; etc); Costs related to the set up and running of at least two (pre) event press conferences as specified in the Press Guidelines of the Handbook; Signature of the agreement related to the photographer s right and the type of picture to be provided; Collection of digital pictures at the end of each day as well as printing and developing of photographic material for collating and dispatching the press material for media report to be sent to the FIVB; Set up and maintenance of a Website for the event and featuring tourist information for the duration stated in the Handbook; Communication and transmission purposes; Elaboration of the Event Press Kit; Accreditation of Media and Invitation of Journalists; Media Operations Delegate whenever required by the FIVB. Onsite catering for all accredited journalists (at least sandwiches and drinks); Set up a Press lounge staffed and supply it with refreshments; For Grand Slam: Costs related to any additional press facilities to satisfy the demand of the media attendance; Board & Lodging for 3 international media representatives; For World Championships: Costs related to any additional press facilities to satisfy the demand of the media attendance; Board & Lodging for 6 International media representatives. For the 2011 Senior World Championships, international transportation for minimum of six (6) Journalists representing international media entities; 12. Marketing and Equipment Implementation of a Marketing Plan (to be previously approved by the FIVB) to efficiently promote the event(s) (website, TV campaign, radio advertisements, press conferences, etc.); Production costs of the promotional materials (e.g. posters, flyers, official programs, billboards, gate tickets, accreditation cards, etc.); Production of branding (FIVB panels and promoter s sponsors panels) around the playing courts, according to the stadium configuration plan; Production costs for outside courts scoreboards, platforms (two for SWATCH and for TV cameras), participating countries flags, promotional material, sponsor s flags, FIVB panels, commentary positions, etc.; Realization of Marketing items as per FIVB Marketing regulations including the Stadium facilities, cladding of the bleachers, board configuration, backdrops, inflatable, accreditation card, entrance, etc.; Appearance and look of the venue. This look (such as the use of a common color for the panels, bleachers, backdrop of all advertising materials) will be designed in order to comply with the FIVB image requirements; Production costs of the customized bands for the SWATCH nets and shipment costs for the nets; For Open event: a. Taxes and shipment fee associated to the transportation of the Descente material (in accordance to the terms of the Marketing Chapter); b. Provision of certain quantities of uniforms for organizational staff and court personnel; The promoters staging World Championships and Grand Slam FIVB Beach Volleyball SWATCH WORLD TOUR events are exempted to pay for all shipment costs in connection with the importation of Descente uniforms. Realization of a trade-out village adjacent to the center court. 35

Others Electricity, water, hostesses, furniture, air conditioning, office equipment (fax, computers, stationery, etc.), beverages, snacks, communication equipment such as Walkie Talkies, signage, toilet trash, decoration such as plants, carpets, etc., rote tilling machines, mobiles, translator(s), authorizations to use the area related to the venue. Support to the BVAW projects (i.e. courts, nets, promotion, etc.) All costs of this 1 full day preparation clinic will be the responsibility of the Organizers, and these include the costs for an extra day board and lodging for the FIVB Referee Delegate and Assistant Referee Delegate (if any). B. The Income generated for the Promoters 36 Creating a mascot help boosting the promotion of an event 13. Publication, Production and Promotion Submission to the FIVB of the promotional plan and activities of the event (including the approved title); Event publicity and promotion on a national scale through the approved title (local press coverage, VIP journalists) possibly in collaboration with a professional PR company; Official meetings and awarding ceremonies during the competition; Entertainment and production costs (dancers, announcers, personnel, artists, and support staff as required to implement an effective program as well as fees to clear the music rights, etc.); Side events (facilities for dining and dancing, conducting PR activities, etc., in areas close to the competition court); Sound system for the Center Court mandatory for World Championships and Grand Slam (recommended for Open events) also a wireless lapel switch on/off microphone for the 1 st Referee duly integrated with the announcer/dj mixing table; Provision of 2 trophies for each of the three top ranked teams of the event (per gender); Costs related to the preparation and organization of a Camp for Beach Volleyball fans. For Grand Slam: Event publicity on a national scale (local press coverage, VIP journalists) in collaboration with a professional PR company that must be hired starting from five months before the start of the event. Facilities to ensure the broadcasting of news must be provided by the organizers for each day of the competition. The Olympic Ranking to be promoted as a very important property by the organisers (for their respective teams) after each World Tour event. 14. Hospitality and Protocol Requirements A VIP package (including General Grand Stand opportunities, accreditation, catering, parking, side events, merchandising, hotel (if required), and other benefits) (recommended); Personnel to take care of VIPs, possibly with the provision of a catering service; Special Guests (World/Sponsors/Stars) for semifinals and finals presented to the TV, the public, and the press as tournament personalities; A hospitality zone for sponsors and press, with easy access to reserved areas on the stands. Whenever the FIVB President is attending an event, a FIVB Presidential box for 30 people must be set up for the World Championships and whenever required by the FIVB a FIVB Presidential box for Grand Slam events should be foreseen to accommodate 20 people. Grant the FIVB and each of its commercial affiliates, free of charge, up to 31 VIP accreditations (including catering) for the Grand Slam and 34 VIP accreditations (including catering) for the Open events, plus 90 seats in the general bleachers (reserved area) and 20 parking passes for each day of the events. 15. Broadcasting Appointment of a Host Broadcaster and signature of FIVB-Host TV Broadcaster Agreement (Appendix E); If not granted by the Host Broadcaster, appointment of a TV production company to fulfill the TV production requirements enlisted in Appendix E. TV Broadcasting Intentions (i.e. to provide the basic feed, the minimum broadcast, etc.); Availability of an ENG Crew as indicated in Appendix E (if and when required); TV Coverage and Post Match Coverage; Commentary Cabins (equipment), TV Office, TV Camera (incl. platforms) and microphones position Layout; TV Program Rundown, Shadow/lighting, booking procedure, list of screens, list of participating teams, briefing, recording, shipment of the tapes; TV Broadcasting report and TV data. 16. Medical Controls and First Aid Area Medical expenses covering the medical controls, medical services, first aid area and physiotherapies; Medical staff personnel and assistance (including ambulance) at all court locations for events with more than 1 venue; Medical check list; Equipment for the Alcohol Test. 17. Event s Regulations and Participation Costs related to the room, equipment, and personnel requirements for the organization of the Preliminary Inquiry and the Technical Meeting (Country Quota, Qualification Tournament, and Main Draw); Costs related to the room, equipment, and personnel requirements for the organization of the Referee Clinic; Costs related to the hardware and personnel to run the Beach Volleyball Information System during the event; In case an extra clinic day is required, costs related to the room, equipment and personnel requirements for the respective organization. 18. Accreditation and Security Security plan for all days of the event (at the hotel, the venue, parking, village, etc.); Administrative costs for Security staff; Accreditation plan, system, area, and cards. 19. Taxes The Promoter staging FIVB Beach Volleyball SWATCH WORLD TOUR Open events must assume sole responsibility and pay for all taxes and duties arising from all its activities, including advertising in connection with the Event or importation of Descente uniforms and Mikasa balls required for the Event, etc. Any eventual taxation on the Licence Fee must be formally announced during the candidature process, otherwise it will be absorbed by the promoters. The following rights and benefits belong to the Promoter of the country hosting a World Tour event, once it has been sanctioned by the FIVB: Guaranteed worldwide promotion of FIVB & FIVB partners through all means. Guaranteed participation of top world ranked men s and women s teams in the majority of Grand Slam and World Championships. Long-term exclusive partnerships with the FIVB. Worldwide large media, new media and TV exposure provided by the FIVB through live and live-delayed broadcasting, news and dedicated highlights program. Promoter can acquire from the FIVB a customized TV package with the inclusion of the sponsors logo or/and event s logo. Commercial rights and exclusive use of the promoter s sponsors categories. Tournament title and presenting sponsor rights, e.g. A1 Grand Slam presented by Nokia. Possibility of developing a tournament title/logo with FIVB approval. Use of a visual in all communications, billboards, backdrops etc. 100 % of sales of hospitality packages. 100% of private and governmental contributions and subsidies. 100% of national broadcasting rights sales. 100% of ticketing (VIP and general grand stand). to have the exclusive right to appoint local Sponsors as per FIVB/ NF-Promoter s Agreement and to retain all consideration paid in respect of such appointments. Exclusive rights for on-site sales of FIVB and sponsors merchandise in their respective product categories, at the venue. Commercial rights for on-court advertising exposure, on-site events, printed materials, etc. World Tour Olympic Games qualification tournaments from January 1, 2011 until June where World Ranking points will be awarded. Exclusive dates in the calendar no clashes with major continental or intercontinental events. FIVB sponsors will supply their services and materials as per contract with its partners (i.e. 2 electronic color scoreboards and speed serving devices on the centre court, uniforms and balls). Should a promoter be willing to sell in the exclusive category of merchandising sport-wear it can only sell products outside the range of items blocked by the FIVB. To have the exclusive right to sell official event programs on-site during the event and to keep any consideration paid thereafter; Nokia sponsor stand in Klagenfurt To have the possibility to sell at the venue FIVB official merchandise products produced by the FIVB sponsors and/or partners/suppliers, which can be customized for the event with the title sponsor and to become the exclusive agent for a certain territory to be agreed by the parties; Commercialization rights for national sales of on-court advertising exposure, on site events, printed materials, and hospitality programs available in accordance with the promoters product categories; On-site composite signage (panels for local sponsors, flags, outside court scoreboard, inflatable, accreditation cards, exposure on uniforms, stadium entrances, billboards and backdrops, referee chair padding, awarding ceremonies, podium, panels on side courts, umbrellas, venue signage exposure, etc.) in accordance with the terms of the FIVB/NF-Promoter Agreement of this Handbook; Tournament title and presenting sponsors appearance on the FIVB website, official tournament program cover, advertising pages in official tournament program, official tournament poster, promotional materials, press releases, etc.; Trade village and sale tents; C. The Responsibilities and Expenses of the National Federations 1. General Provision to the Promoter of all necessary documentation and information which might facilitate each duty; Oversee the overall implementation of the terms and that the deadlines of the master plan are respected; Costs related to the payment of the penalty fee in case of cancellation of an event for reasons other than due to force majeure and if the Promoter cannot be pursued by the FIVB; Issue adequate insurance covering all its registered athletes for any eventual injuries and/or other health problems that may arise during the season; Making available its organizational structure to coordinate action with the FIVB and the Promoter to ensure the smooth running of the event; International and local travels as well as board and lodging expenses for one Delegate to attend the World Tour Council meeting in Lausanne; Signature of the FIVB-NF-Athletes Agreement; 2. Event s Regulations and Participation Competitions regulations management, including entry of Host country teams, Wild Card request, withdrawal, etc.; Optimization of the competition format and schedule, match format, competition and court program; Accreditation of team coaches and teams Physical Therapist upon FIVB approval; Implementation of the Official Beach Volleyball rules of the Game, specific regulations, drafted event s regulations, sanctions, etc.; Mailing of the Confirmed lists, the Invitation letter, and the approved Event s Regulations to the parties concerned; 37

8 38 A meeting organized with the participant of all key people from the side of the FIVB, NF and Organizers Participation of one NF-Member at the World Tour Council every year; Implementation of Host Country team programs. To send out the WT/06, Confirmed list, Official invitations letter -13 days prior to the start of the competition to all NFs participating; To ensure that all the doping controls procedures are organized in accordance with the FIVB medical regulations. Official match format/schedule must be planned according to the FIVB competition regulations and in coordination with the FIVB, the Promoter and the Host Broadcaster. The FIVB and Organizers must agree on the number of courts, competition s duration, etc. if men s and women s events are held simultaneously at the same venue or staggered. The same rule applies for the single gender s Open, Double Gender s Open, Grand Slam, Senior/Junior/Youth FIVB Beach Volleyball SWATCH WORLD CHAMPIONSHIPS. 3. Equipments Administrative expenses for the necessary office equipment to run a Beach Volleyball Department. 4. Publication, Production and Promotion Costs related to the operational and promotional support for the event, through its Beach Volleyball and Press department; To develop at the beginning of the season biographical sketches with personal information on each individual national Beach Volleyball player, send these biographies to the FIVB; integrate in the press kit the biographies for top ranked players and to feature special players only. 5. National Officials Appointment of a National Federation Vice-President as the person responsible for all Beach Volleyball strategic matters; Selection and training of the host country referees, auxiliary referee personnel, and court personnel; Costs related to the nomination of a National Beach Volleyball Coordinator and the set-up of a council to develop Beach Volleyball programs accordingly; Appointment of a Referee Manager responsible for all local referee matters. Ability in English communication is mandatory for all Referee managers. In a case a Referee manager does not comply with this requirement, translation must be available. Appointment of the most experienced Competition Manager, Technical Manager, local referees (in coordination with the FIVB), line judges and scorers; Costs related to the provision of the necessary services for the event, including the staff, in case the promoter is unable to fulfill the terms of the agreement. 6. The National Federation s other Responsibilities: To not endorse any other intercontinental Beach Volleyball tournament or international competition with the participation of top ranked Beach Volleyball players in the country without the prior written consent of the Promoter and the authorization of the FIVB; To supervise that the Promoter or other companies will not organize any other International sports event with the Promoter in the same venue as the site from one (1) month prior to the start of the event and until fifteen (15) days after the staging of the event; To not include the event as part of any cultural, commercial or multi-sport event; To integrate the International Beach Volleyball tournaments in a multi-sports event, only if the tournament is held 30 days before or 15 days after the other sport events; To provide all necessary services for the event, including staff in case the promoter is unable to provide such services. To stage a National Tour or National Championships as a mandatory program in the same country hosting a World Tour event. Such a National Tour or Championships should be ideally staged before the World Tour event. D. The Income generated for the National Federations Fee related to all sport responsibilities towards the event (i.e. Competition Manager, Referee Manager,, etc.); Sanction fee, which should not exceed 10% of the World Tour event s prize money; All profits enlisted in point B if the National Volleyball Federation acts as a Promoter. 2.5 The FIVB Obligations and Budget The following points represent the major FIVB responsibilities, expenses, and income in the promotion of World Tour Beach Volleyball events. A. The Responsibilities and Expenses of the FIVB 1. General Beach Volleyball Department administrative expenses and staff salaries; Mailing of FIVB Conditions to stage an FIVB event and realization of the FIVB/NF-Promoter Agreement; Tentative Calendars for the next seasons and confirmation of the FIVB SWATCH Calendar; Assignment of all FIVB Officials and FIVB Delegates for the FIVB events (Technical Supervisor, Referee Delegate, Media Operations Delegate, Medical Delegate (drug test schedule) (whenever applicable), Photographer (whenever applicable), TV Coordinator(s), Neutral International, Local and Highlights Crew); Organization of Technical Supervisors and Referee Delegates seminars, clinics and workshops, whenever required by the FIVB. The FIVB is responsible for the international travel, board and lodging of these delegates (with the exception of the local referees). Organization of a workshop with Press Directors at the FIVB headquarters in Lausanne; Organization of a Host TV Broadcaster meeting at the FIVB headquarters in Lausanne; Payment of expenses involved in organizing the World Tour Council and the Beach Volleyball Commission; Guaranteed participation of the best men and women s teams in the world at the majority of Grand Slam and at the World Championships; Issue of sanctions to Organizers, Players, etc.; Receipt of the reports from the FIVB Officials, Delegates and Consultants and realization of the WT/35 reports; Coordinate actions between the parties for the correct implementation of the master plan terms; Do its utmost to award promoters in certain aspects of the event for such categories as best promoter, best venue, best staff, best entertainment, best TV production, best media coverage, etc. on the occasion of the Gala staged at the end of the season. 2. Prize Money and Bonus Pool Payment of the Prize Money and allocation of the FIVB Bonus Pool and Extra Bonus Pool for all eligible athletes. Bonus Pool of USD 80,000 (per gender) for the Open Events net of any deduction; Bonus Pool of USD 140,000 (per gender) for the Grand Slam Events net of any deduction (total: USD 280,000); Bonus Pool of USD 250,000 (per gender) in 2011 and 2013 for the World Championships net of any deduction (total: USD 500,000). Extra Bonus Pool as FIVB requirements (Chapter 10) for all eligible athletes. 3. Inspection Visit International travel expenses (economy class), meals, and accommodation requirements for the FIVB Delegate 2/3 months before each event for the annual Technical inspection visit, when requested by the FIVB, and only if a TV inspection visit paid by the Promoter is also carried out; If organizers stage a World Tour event for the first time or in case major problems occurred during the previous year, or whenever deemed necessary (i.e. new location even though the tournament is organized by the same promoter, tournament viewed as unsatisfactory), the FIVB may designate either a FIVB Technical Supervisor or the FIVB Beach Volleyball Events Director to carry out an annual inspection visit two/three months before the start of the event in order to check all details of the Master Plan. This Technical Inspection Visit must be possibly combined with the TV Inspection Visit for the correct interpretation and adoption of all the FIVB Handbook regulations (i.e. marketing issues, venue set up, etc.). Members of the Organizational Chart must attend the annual inspection visit to verify the follow-up of the organization in their respective areas, according to the FIVB Regulations. 4. International Transportation Coordination and payment of all International transportation for the FIVB President and FIVB Beach Volleyball Events Director (if required); For the Grand Slam events, international transportation for a minimum of three (3) journalists representing international media entities; Coordination of athletes travel schedules to next events; Travel expenses for Members of the Beach Volleyball Commission on the occasion of the World Tour Council and the Beach Volleyball Commission; International travel expenses of the FIVB Photographer and English TV Commentator (whenever assigned); Travel expenses for FIVB Delegates, Consultants and first Delegate of each Confederation to participate at the FIVB Officials seminar. 5. Personnel The FIVB together with its Officials supervise and participate in the organization of the events and ensure that the event Organizers deliver world class conditions to sponsors, media, participants, etc.; The FIVB will assign the best Officials and FIVB Delegates to ensure the smooth running of the event. Note: The FIVB, the FIVB Officials, the Organizing Committee, and Officials of the host National Federation must work closely to ensure the smooth running of each event. 6. Flat Fees, per diem and travel allowance Coordination and payment of the flat fee of the FIVB Officials within 30 days once the relevant reports are duly received at the FIVB by the entity concerned as follows: A per diem of CHF 225 (from the first day to the last day of the duties) for the Technical Supervisor, the Referee Delegate, the Media Operations Delegate and the photographer; A per diem of CHF 125 (from the first day to the last day of the duties) for the Medical Delegate and each Neutral International Referee; A travel allowance of CHF 200 to all the above officials, covering the day before and the day after their mission for travel expenses (trains, buses, taxis, visas, etc.); Flat fee for the English Commentator and Highlights company as per each Agreement; Per diem for Members of the Beach Volleyball Commission on the occasion of the World Tour Council and the Beach Volleyball Commission; 7. Board and Lodging 3/5 days board and lodging for one FIVB Highlights Producer; 3/4 days board and lodging for one English TV Commentator; Inspection of the rooms and food; Board and lodging for Members of the Beach Volleyball Commission on the occasion of the World Tour Council and the Beach Volleyball Commission; Board and lodging for FIVB Delegates, Consultants and first Delegate of each Confederation to participate at the FIVB Officials seminar. 39

Press Global international press exposure (especially for each Grand Slam event); Seasonal kick-off conference and/or other Press Conferences if agreed between all FIVB partners; Invitation of journalists to attend major FIVB events; Appointment of the FIVB Media Operations Delegate; Elaboration of the Press Master Plan and FIVB Press Kit; Distribution of press releases and Daily Bulletin for the FIVB media list through the FIVB Media Operations Delegate. In the Daily Bulletin, the following day s schedule has to be posted no later than 1 hour after the end of the last of game. This schedule will be available in sufficient quantities at the hotel lobby. Update of the FIVB Website. 9. Marketing and Equipment Confirmation of FIVB Sponsor exclusive categories; Use of the commercial rights of the FIVB exclusive categories; Realization of a Visual (50% of the total costs) and its associated lay-outs (e.g. backdrops lay-out, billboards, accreditations, letterhead, etc.); FIVB dedicated Beach Volleyball World Tour and World Championships website (50% of the total costs); Production of the Branding kit and dedicated Website address; FIVB approval of the marketing elements and cost of FIVB Sponsors brandings (panels, flags, accreditation cards, etc.); Provision through SWATCH of speed service devices and scoreboards for each event; Provision of certain quantities of Descente uniforms in accordance to the terms of the Marketing Chapter; For World Championships and Grand Slam events, shipment fees and taxes associated to the importation of official Descente uniforms; Provision through Mikasa of VLS 300 balls in sufficient quantity for each event; Transportation of SWATCH equipments up to a certain fixed amount; Insurance for civil risk related to the SWATCH equipments. Shipment of medals to each competition. Printing of the FIVB Beach Volleyball SWATCH WORLD TOUR/ WORLD CHAMPIONSHIPS title as well as SWATCH official logo onto the official Descente uniforms, through FIVB sponsors. 10. Publication, Production, and Promotion Promotional activities of all FIVB Partners; Integration on the FIVB Website of the SWATCH scoreboard and of the live scoring for all competition (whenever this latter is available); Environmental and Development Program (costs related to the promotion of the ECO Flag Project); Realization, publication and distribution of the Handbook to the parties concerned; Compilation and publications of the Official Beach Volleyball Rules of the Game, Referee manuals, Press Kit, Media Guide and World Tour Final report; Creation of a BVIS software to update the results, World Ranking, Competition Schedule, etc.; Organization of Gala and distribution of awards to the parties concerned; Production of the nets, FIVB flags, medals, etc.; Free access to videos, pictures and players biographies in the FIVB archives. The Olympic Ranking to be promoted as a very important property by the organisers (for their respective teams) after each World Tour event. 11. Television Production of 21 TV highlight programs; TV Plan; TV coordination fee for IMG; Acquisition of TV commercial elements on a major Pan-territorial Broadcaster; 50% of the operational costs related to the on-site implementation of Swiss Timing TV graphics; Do its utmost to secure a large, worldwide TV distribution throughout all FIVB TV properties; Master Tape to Host Broadcaster, Pre-Post Unilateral and Tapes and Labels for Tapes and Boxes, test signal, replay; Participation in the Sportel TV fairs; Promotion of the TV programming through all possible means; Top ranked athletes interview by the FIVB Highlights Crew Provide all promoters with international TV data for their individual events each year; TV data and sponsorship analysis through IFM; Satellite costs. 12. Event s Regulations and Participation Participations of teams in the Qualification Tournament and Main Draw; Tentative and confirmed list of participating teams (including Wild Cards); Competition Schedule, Courts Program; FIVB World Ranking; Issue of sanctions to Organizers, Athletes, etc. 13. Medical Controls and Medical Services Appointment of the FIVB Medical Delegate (if any); Agreement to conduct doping controls on behalf of FIVB with national or other antidoping organisation. Expenses associated to the antidoping test controls. 14. Others Web applications; Development programs; Refereeing manuals, guidance, etc.; Expenses related to the organization of a workshop and eventual other meetings; A dedicated 2 megabit/sec. SDSL internet line and tent for Sportsman Media Group (as per chapter 3). B.
