Brust SUBJECT: RESOLUTION NO ESTABLISHING ALL-WAY STOP CONTROL AT THE INTERSECTION OF MELBA ROAD AND EVERGREEN DRIVE RECOMMENDED ACTION: Staff recommends that Council adopts Resolution No (Attachment 1) establishing an all-way stop at the intersection of Melba Road and Evergreen Drive. STRATEGIC PLAN: This item continues the planning, management and maintenance of local transportation infrastructure with an emphasis on roads that give adequate levels of service. It also implements Complete Streets, ensuring that roads are designed and operated to enable safe access to all users, regardless of age, ability or mode of transportation. FISCAL CONSIDERATIONS: The fiscal impact associated with the staff recommendation is included in the approved budget. It is anticipated that the cost of the improvements will be approximately $6,000 and the Traffic Safety and Calming Project (CS02F) currently has a balance of over $20,000. BACKGROUND: A warrant study for an all-way stop at the intersection of Melba Road and Evergreen Drive was requested by the Traffic and Public Safety Commission after receiving a citizen s petition (Attachment 2) at their February 8, 2016 meeting. At their meeting on March 14, 2016, the Traffic and Public Safety Commission reviewed an agenda report (Attachment 3), heard input from the school district and area residents, and approved staff s recommendation by adopting Resolution No. TC (Attachment 4) recommending to Council that an all-way stop be installed at the intersection of Melba Road and Evergreen Drive. They also requested that the stop signs on Melba Road be equipped with Item 8E 1 of 40

2 Light Emitting Diode (LED) lights that blink red at the corners of the sign. The minutes (Attachment 5) from the March 14, 2016 Traffic and Public Safety Commission meeting are included. This following traffic engineering analysis has determined that an all-way stop is warranted based on the City s adopted standards and criteria identified in the California Manual of Uniform Traffic Control Devices (Ca MUTCD) Section 2B.07 (Attachment 6). The Vicinity Map (Attachment 7) shows the location of the intersection in a red circle. The City has a policy that all-way stop warrants must be satisfied for an intersection to be converted to an all-way stop. These warrants account for accident history, traffic volumes, pedestrian volumes, and unusual conditions. DISCUSSION: General Description The intersection of Melba Road and Evergreen Drive is located in the residential area of Old Encinitas. It is a three-legged intersection and has a stop sign for northbound traffic on Evergreen Drive. Melba Road runs east-west and does not have stop signs at this intersection. However, there are all-way stops on Melba Road and Nardo Road, Bonita Road, and Balour Drive. Melba Road is posted at 25 mph and is located in a school zone. A marked school crosswalk and signage is located on the west leg of the intersection crossing Melba Road. The crosswalk has limit lines approximately 50 feet prior to the crosswalk where vehicles are required to stop when pedestrians are in the crosswalk. There is no parking allowed within 50 feet of this crosswalk in order to provide adequate stopping sight distance for the uncontrolled crosswalk as well as to provide adequate corner sight distance for drivers entering Melba Road from Evergreen Drive. Ocean Knoll Elementary School is located adjacent to this intersection. There is no adult school crossing guard at this crosswalk. Other schools located nearby are San Dieguito Academy approximately 700 feet to the west of this intersection and Oak Crest Middle School located 1,500 feet to the northeast of this intersection. An aerial photograph (Attachment 8) is shown of this location. Melba Road is feet wide curb-to-curb and has parking generally allowed on both sides. There is a wide sidewalk on the north side of Melba and a recently constructed 4 foot wide sidewalk on the south side. Melba Road has a straight alignment, but does have a slight vertical curve crest located between Evergreen Drive and Bonita Road. Melba Road serves mostly residential and school related traffic. In the vicinity of this intersection, Melba Road carries 4,100 vehicles per day. At this intersection, there is a residential driveway located on the north side of the intersection, as well as a driveway to a locked gate for the elementary school. Evergreen Drive is a residential street that is paved to a minimum 24 foot width plus dirt or gravel shoulders for parking. Evergreen Drive extends from just south of Santa Fe Drive to Melba Road. There is no sidewalk on Evergreen Drive so pedestrians generally walk along the shoulders or in the travel way. Evergreen Drive is a prima facie 25 mph street and is posted for a school crosswalk on the northbound approach to Melba Road. Evergreen Drive carries 600 vehicles per day. Photographs (Attachment 9) of the driver s view are shown when looking to the east and west along Melba Road from the stop sign on Evergreen Drive. The existing red curb provides adequate corner sight distance visibility of approaching traffic. A photograph (Attachment 10) shows the uncontrolled school crosswalk across Melba Road at Evergreen Drive. Red curb is Item 8E 2 of 40

3 provided on the approaches to the intersection to provide adequate sight visibility of pedestrians at the crosswalk. Accident History During the most recent three-year period, there has been one accident reported at the intersection of Melba Road and Evergreen Drive on October 1, This accident involved a driver of a vehicle that was eastbound on Melba Road at an unsafe speed. The driver made a right turn onto southbound Evergreen Drive and lost control of the vehicle and struck a curb and flipped the car onto its left side through a fence and uprooted a tree at the property on the southeast corner of the intersection. This type of accident could potentially be correctable with the installation of an all-way stop. Based on the City s all-way stop warrant criteria for accidents, (5) points have been assigned for Accident History Warrant. Traffic Volume Located in Attachment 11 are the peak four-hour approach volumes. A total of 4,084 (1,937 Eastbound + 2,147 Westbound) vehicles per day entered this intersection from the eastbound and westbound approaches of Melba Road. During the peak four-hour period, 1,715 (794 Eastbound Westbound) vehicles entered the intersection from these same approaches. Three (3) points have been assigned for the Major 4-hour Volume Warrant. A total of 313 vehicles per day entered the intersection from the northbound approach of Evergreen Drive. During the peak four-hour period, 95 vehicles entered the intersection from this same approach. Zero (0) points have been assigned for the Minor 4-hour Volume Warrant. During the peak four-hour period Evergreen Drive has 95 vehicles entering the intersection which is about 6 percent of Melba Road s 1,715 vehicles. Based on this volume difference, one (1) point has been assigned to the Volume Difference Warrant. There is a very high amount of school related pedestrian activity at this intersection since there is a school crosswalk on the west leg of this intersection crossing Melba Road. Many of the pedestrians are very young students and many are crossing without the assistance of a parent or adult crossing guard. Attachment 12 shows that there were a total of 200 pedestrians counted crossing at the uncontrolled marked school crosswalk on Melba Road both before school (7:00 a.m. to 8:30 a.m.) and after school between (1:30 p.m. and 3:00 p.m.). In addition, an even higher number of pedestrians were walking along the sidewalk adjacent to Melba Road on their way to and from the nearby elementary, middle, and high schools. In addition, some students and adults on bikes were observed using Melba Road. Since there are over 200 pedestrians crossing Melba Road during the highest 4-hour traffic period, this intersection has been assigned the maximum of five (5) points for the Pedestrian Volume Warrant. Based on the vehicular and pedestrian volumes, a total of nine (9) points have been assigned to the Overall Volume Warrant Item 8E 3 of 40

4 Unusual Conditions This intersection is located on a street that carries about 4,000 vehicles per day and is located in a residential neighborhood adjacent to an elementary school with a significant amount of pedestrian activity especially at the intersection of Melba Road and Evergreen Drive. During observations, it was noted that vehicles queue back from the adjacent all-way stop signs and create visibility obstructions at the Evergreen Drive crosswalk. Staff also noted that there were several instances where drivers did not yield to pedestrians even when the pedestrian had already occupied the crosswalk. Even though there are red curbs painted on the corners to provide adequate stopping sight distance at the crosswalk, vehicles occasionally park or stop for a short period of time in the red blocking the view of pedestrians crossing at the crosswalk. The intersection is located along the frontage of Ocean Knoll Elementary School and in addition to pedestrian activity going to and from school, there are times outside of those hours where the intersection is used by children and residents of the neighborhood to access the schools for after school events. Melba Road has a slight vertical curve crest to the west of this intersection and due to the narrow width of the roadway and heavy on-street parking usage, driver s vision of the intersection and crosswalk and approaching pedestrians to the crosswalk is limited. Staff has reviewed the guidelines and criteria from the (Ca MUTCD) Section 2B.07 on Multi-way Stop Applications (Attachment 6). While this intersection does not have the volume thresholds for requiring consideration of an all-way stop per these guidelines, it does have significant volumes of pedestrians and staff sees a need to control the conflicts between the vehicles and pedestrians with an all-way stop. A total of ten (10) points have been assigned to account for the Unusual Conditions Warrant at this intersection. Conclusion Attachment 13 shows the All-Way Stop point assignments for the traffic and pedestrians volumes. When applied to the City of Encinitas All-Way Stop Standards form shown in Attachment 14, the intersection of Melba Road and Evergreen Drive receives 24 points which is just one point below the 25 point minimum requirement. However, in consideration of the California Manual of Uniform Traffic Control Device (Ca MUTCD) guidelines and criteria for controlling pedestrian and vehicle conflicts adjacent to Ocean Knoll Elementary School, staff recommends the installation of an all-way stop due to a combination of unusual conditions that cannot be mitigated. ENVIRONMENTAL CONSIDERATIONS: The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a project per Section 15378(b)(5) of the CEQA Guidelines. My name is Gary Rivers and I work for the North Coastal Sheriff's Command in Encinitas. I recently did a Neighborhood watch meeting in the area of Evergreen and Melba Rd. All the residents were complaining about the fast moving traffic through the neighborhood. There is a school in the area and I do feel it would enhance pedestrian safety having the signs placed there. If you two can help, It would be greatly appreciated guys! Section 2B. 06 STOP Sign Applications Guidance: at At intersections where a full stop is not necessary at all times, consideration shouldfirst be given to using less restrictive measures such as YIELD signs (see Sections 2B.08 and 2B. 09). 02 The use ofstop signs on the minor-street approaches should be considered if engineeringjudgment indicates that a stop is always required because of one or more ofthefollowing conditions: A. The vehicular traffic volumes on the through street or highway exceed 6,000 vehicles per day; B. A restricted view exists that requires road users to stop in order to adequately observe conflicting traffic on the through street or highway; and/or C. Crash records indicate that three or more crashes that are susceptible to correction by the installation of a STOP sign have been reported within a 12- month period, or thatfive or more such crashes have been reported within a 2-year period. Such crashes include right-angle collisions involving road users on the minor-street approach failing to yield the right-of-way to traffic on the through street or highway. Support: os The use of STOP signs at grade crossings is described in Sections 8B.04 and 8B. 05. I Section 2B.07 Multi-Wav Stop Applications Support: of Multi- way stop control can be useful as a safety measure at intersections if certain traffic conditions exist. Safety concerns associated with multi-way stops include pedestrians, bicyclists, and all road users expecting other road users to stop. Multi-way stop control is used where the volume of traffic on the intersecting roads is approximately equal. 02 The restrictions on the use of STOP signs described in Section 2B. 04 also apply to multi-way stop applications. Guidance: 03 The decision to install multi-way stop control should be based on an engineering study. 04 The following criteria should be considered in the engineering studyfor a multi-way STOP sign installation: A. Where traffic control signals are justified, the multi-way stop is an interim measure that can be installed quickly to control traffic while arrangements are being made far the installation of the traffic control signal. B. Five or more reported crashes in a 12- month period that are susceptible to correction by a multi-way stop installation. Stich crashes include right-turn and left-turn collisions as well as right-angle collisions. C. Minimum volumes: 1. The vehicular volume entering the intersection from the major street approaches ( total ofboth approaches) averages at least 300 vehicles per hourfor any 8 hours ofan average day; and 2. Recommended Action: Staff is recommending the Commission adopt Resolution No. TC (Attachment 1) recommending to City Council that an all-way stop be installed at the intersection of Melba Road and Evergreen Drive. Speakers: For: Sara Hoff, Martin Chaker, Erin Keochekian, Ashley Lanahan, Steven Gerken. Commission Questions/Discussion: Kohl: recommends that the stop signs have LED lighting installed on those that face east and west to increase visibility. Motion: Lisherness moved to install an all-way stop at Melba Road and Evergreen Drive. Grover seconded. Prior to a vote, Kohl asked that LED light installation be included in the motion. Lisherness agreed to include this recommendation and amended his motion. Amended Motion: Lisherness moved to install an all-way stop at Melba Road and Evergreen Drive accept Staff s recommendation and the signs are to include flashing LEDs. Grover seconded. Lewin: concerned that the lights would flash all night long. Deane answered that currently installed LEDs flash 24-hours a day. After discussion, it was decided to make LEDs a recommendation and not part of the motion. Staff is to look into the future possibility of adding flashing LED lights. The original motion was restated. Motion: Lisherness moved to install an all-way stop at Melba Road and Evergreen Drive. Grover seconded. Approved: 5-0. 29 7D. Consideration of a No Parking Zone on the North Side of Cereus Street (6:32 p.m.) Deane presented the report. Recommended Action: Staff is recommending the Commission adopt Resolution No. TC (Attachment 1) recommending to City Council that a no parking zone be established on the north side of Cereus Street between the hours of 7:30-9:00 a.m. and 12:30-3:00 p.m. on school days. Speakers: For: Rebecca Conley, Mikayla McFadden, Chris Sinkovich, Christine Andrade, Tasha Boerner Horvath. Against: Diane Mandle, Richard Rudis. Commission Discussion: Sgt. Tomaiko, when asked about enforcement, said offenders would be cited; however, an officer would need to witness the offense in order to issue a ticket. After discussion about the Staff recommendation, commissioners began to discuss what other options may have been or might be considered to alleviate the congestion on Cereus. Deane provided background on the recommendation. Lindsay: proposed that residential parking permits be considered for Cereus St. Motion: Lindsay moved to send this issue back to staff with the idea that they will look into residential parking permits to help offset the red curbing on the north side of Cereus. Kohl seconded. Grover: asked if they want to restructure the wording of the motion because they are to also consider whether or not they would support the striping of the red curb on the north side. The motion should include a statement regarding the support of the red curbing. Amended Motion: Lindsay moved that the Commission agrees to the red curbing on Cereus Street on the north side with the proviso that Staff work with residents on the south and north side to look into the possibility of residential parking permits. This issue is to be returned to the Commission. Kohl seconded. Approved: FUTURE AGENDA ITEMS ADDED BY COMMISSIONERS/FOLLOW-UP LOG (7:18 p.m.) (Adding an Item requires concurrence by two (2) other additional Commissioners) Council member Schaffer would like dates to replace the position numbers on the Log. Blough will place dates on the Log, after the meeting, once the priority order is determined by the commissioners. The commissioners began to make changes to the Log. After a time, it was decided that they would like the Commission s Follow-Up Log to be brought back at the April meeting as an official agenda item open for discussion. They want to wait until all commissioners are present to discuss and evaluate the issues, consider what should be added and/or removed, and discuss the priority and 6A Item 8E 29 of 40

30 placement of each on the Log. Once the Log reflects the items that are to be addressed by the Commission, then Staff (Blough) will assign dates based on the determined priority. They agreed with Deane s suggestion that the list be adjusted to appear as a landscaped spreadsheet with columns to include the item subject, a detail of the issue as to what it entails and is under commission consideration, status of the item, and dates when the issue is to be presented to the Commission. Items to be added to the Log: Add the Follow-Up Log as an Action Item to the April 11, 2016 Traffic & Public Safety Commission agenda. 9. COMMISSIONER CORNER (Reminder: Discussion, action or response to statements or questions is illegal.) (7:30 p.m.) 9A. Kohl: At the pedestrian crossing signal on S Coast Highway 101, near the pedestrian underpass, is there a minimum set for S Coast Highway 101 that the signal will remain green even though the ped crossing button has been pressed? Kohl is concerned that the signal appears to be cycling very fast. Deane answered that Blough has worked on this as the ped requests were having a greater impact on the traffic than was desired. It has been adjusted so that the signal is not as reactive to a ped request. Deane is not certain exactly what has been modified, however, Staff can certainly look at this again. 9B. Kohl: asked about the press release on the new left hand turn signal that is to be installed at Vulcan Avenue and D Street. Is there a time schedule for this installation? Deane does not know exactly when the signal will be in place. Douglas stated that the press release was published in the Coast News in the March 4, 2016 issue. Traffic Specialist Baker has more specific information regarding installation if any commissioner has more questions. 10. Section 2B.06 STOP Sign Applications Guidance: 01 At intersections where a full stop is not necessary at all times, consideration should first be given to using less restrictive measures such as YIELD signs (see Sections 2B.08 and 2B.09). 02 The use of STOP signs on the minor-street approaches should be considered if engineering judgment indicates that a stop is always required because of one or more of the following conditions: A. The vehicular traffic volumes on the through street or highway exceed 6,000 vehicles per day; B. A restricted view exists that requires road users to stop in order to adequately observe conflicting traffic on the through street or highway; and/or C. Crash records indicate that three or more crashes that are susceptible to correction by the installation of a STOP sign have been reported within a 12-month period, or that five or more such crashes have been reported within a 2-year period. Such crashes include right-angle collisions involving road users on the minor-street approach failing to yield the right-of-way to traffic on the through street or highway. Support: 03 The use of STOP signs at grade crossings is described in Sections 8B.04 and 8B.05. Section 2B.07 Multi-Way Stop Applications Support: 01 Multi-way stop control can be useful as a safety measure at intersections if certain traffic conditions exist. Safety concerns associated with multi-way stops include pedestrians, bicyclists, and all road users expecting other road users to stop. Multi-way stop control is used where the volume of traffic on the intersecting roads is approximately equal. 02 The restrictions on the use of STOP signs described in Section 2B.04 also apply to multi-way stop applications. Guidance: 03 The decision to install multi-way stop control should be based on an engineering study. 04 The following criteria should be considered in the engineering study for a multi-way STOP sign installation: A. Where traffic control signals are justified, the multi-way stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the installation of the traffic control signal. B. Five or more reported crashes in a 12-month period that are susceptible to correction by a multi-way stop installation. Such crashes include right-turn and left-turn collisions as well as right-angle collisions. C. Minimum volumes: 1. The vehicular volume entering the intersection from the major street approaches (total of both approaches) averages at least 300 vehicles per hour for any 8 hours of an average day; and 2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the minor street approaches (total of both approaches) averages at least 200 units per hour for the same 8 hours, with an average delay to minor-street vehicular traffic of at least 30 seconds per vehicle during the highest hour; but 3. If the 85th-percentile approach speed of the major-street traffic exceeds 40 mph, the minimum vehicular volume warrants are 70 percent of the values provided in Items 1 and 2. D.
