1 MEMORANDUM DATE: April 1 st, 2016 TO: FROM: SUBJECT: MAYOR & COUNCIL MEMBERS DANNY LENZ, CITY MANAGER CITY MANAGER S REPORT CITY ELECTRICAL LINE WORK ON EAST ELM The City Electric Utility plans to begin East Elm Avenue overhead conversion of electric wires to underground wires beginning the week of April 4 th. Work will begin along the 700 block of East Elm and proceed to the east as far as the 1000 block in the coming weeks. The City electric utility crews will be installing underground wires with boring equipment along the boulevards on both sides of Elm. After the City crew has completed main line installation, local private electricians and the City crew will be working with property owners to install underground electric service wires from the boulevard to the house meter. After the conversion project, overhead wires will be removed. All costs are being paid for by the City Electric Utility, including any private yard restoration resulting from this project. Individual letters have previously been mailed to the impacted residents explaining the project in detail. This project is being constructed now due to the coming Elm Avenue road reconstruction project in 2017 and The City Electric Utility does not want to interfere with the general contractor during the road reconstruction project, and City electric wires are not buried as deep as City water main and City sewers. Most of the deep City utility main work is under the road bed, as opposed to most of the electric work being under the boulevards MUNICIPAL STATE AID DISTRIBUTION INFORMATION Attached below is a brochure that the Minnesota Department of Transportation (MnDOT) puts out depicting how the Highway User Tax Distribution Fund (gas tax, vehicle sales tax and license fees) is allocated. Of the over $2 billion dollars collected by the fund 62% goes to the Trunk Highway Fund, 29% does to the County State Aid Highway Fund and 9% goes to cities through the Municipal State Aid Street Fund. Of that 9% approximately $173 million is apportioned between 148 municipalities, with the remaining almost $4 million going to administration of the fund by the State. The City of Waseca received $373,849 in 2016, or 0.2% of the 9% ($173 million) apportioned to cities. ADDITIONAL DOGI-POT DISPENSERS ADDED ALONG LOON LAKE The City of Waseca Parks Department has added two additional Dogi-Pot Dispensers (dog waste pickup bag dispensers) along the Loon Lake bike trail at the intersections of 7 th Avenue NW and 11 th Avenue NW. The dispensers are provided so that people enjoying the trails with their four-legged friends can help keep the trail clean for others to enjoy! UPCOMING WASECA LIBRARY EVENT The Waseca-Le Sueur Regional Library System is hosting upcoming events at the Waseca Public Library. The full release for the events are attached, summary information is included below: April 10 th 16 th Booky Bags: In celebration of National Library Week the Friends of the Waseca Public Library are sponsoring Booky Bags themed tote bags geared for specific ages and reading interests. Library patrons are invited to check out the themed collection of books, but keep the tote bag, drink mix, and popcorn. Library staff are creating 200 bags to give away, with themes
2 such as: The Dastardly Diva Bag, The Brat Pack Bag, The Kingdom of Far Far Away Bag, The Dinosaur Stomp Bag, The Life Hacks Bag, The Best Defense Bag, The Hired Gun Bag. Good while supplies last, during library open hours only. April 12 th April 26 th Roadshow Antiques: Local appraiser Carol Bode will talk about antiques and value items at several Waseca-Le Sueur Regional Library System locations. The public is encouraged to bring in family heirlooms and curiosities to discover their monetary value. Owners and Bode will discuss the items with the public, similar to the PBS show Antiques Roadshow. Bode will not be appraising any gems or guns at this event. 3 Supporting Minnesota s Vital System of Transportation Bridge 69A18, Highland St., City of Duluth Minnesota s economic strength and vitality depends on an effective transportation system. To support the state s system of streets, roads and bridges, the Minnesota Department of Transportation distributes funds for highway maintenance and construction to counties, cities and townships based on a formula determined by the legislature. The department s State Aid for Local Transportation division works closely with local levels of government to ensure the state maintains a safe, effective and coordinated highway network. Minnesota Roads Trunk Highway 11,814 County State Aid Highways 1 30,706 Municipal State Aid Streets 2 3,734 County Roads 14,197 Township Roads 55,306 Other Municipal Streets 18,911 Other Minor Systems 7,230 For fiscal year 2016, MnDOT distributed over $820 million to local governments from the highway users fund. In addition to funding support, the SALT division provides technical assistance in highway and bridge design, construction and maintenance; authorizes grants for bridge construction; coordinates local federally funded projects; and provides overall management of the state aid system.
