Geared for ages Learn to Draw Cartoons with Gary Harbo!: Kids will learn how to draw bulldozers, tractors, airplanes, trains, schools, city buildings, and skyscrapers, and more at this cartooning workshop. Gary Harbo has written and illustrated 25 books, including How to Draw 104 Cartoons with Gary Harbo. The workshops will be held at the Waseca Public Library on Wednesday, July 3 pm Waseca Writing Circle: The Waseca Writing Circle is open to teens and adults who are writers or want to write. We will share our work, explore writing exercises, and help each other grow as writers. Come write with us at Waseca Public Library on Tuesday, July 18 th at 6 pm.

2 508 South State Street Waseca, Minnesota FAX July 7, 2017 Old TH 14/Elm Avenue Weekly Construction Updates Week 4 The City of Waseca and its project partners intend to send out and publish a weekly construction update on the Old TH 14/Elm Avenue Reconstruction Project. This weekly update will be issued through the weekly City of Waseca City Manager s City Limits report available at the City s website the Project website and is published online via the Waseca County News. Questions about the contents of the weekly updates or about the project in general can be directed to the City s contracted consulting engineer Joe Palen, Project Manager with Stantec at either or joseph.palen@stantec.com or Mark DuChene, Waseca City Engineer at either or markd@ci.waseca.mn.us Additionally, project representatives have set aside time every Thursday from 12:30-1:30 pm to be available at Waseca City Hall, 508 South State St, Waseca, MN to answer questions. No appointment is necessary and if this time doesn t work please contact either Mr. Palen or Mr. DuChene to set up a meeting at a mutually convenient time. If there is an emergency within the construction limits outside of normal business hours please call and the 24 hour answering service will contact the appropriate parties. Previous Week Review 7/1/17-7/7/17 Work on the eastern phase of the project between 13 th St SE and 8 th St SE/NE continued with the installation of sanitary sewer between 11 th St and 9 th St SE. Storm Sewer work also continued in this area from the new outlet into Clear Lake progressing west towards 11 th St SE. Watermain installation also started from Clear Lake progressing west towards 11 th St SE. Work on the western phase included the near completion of storm sewer work between Loon Lake and Lake Street/Experiment Station Road. Watermain construction at the intersection of Old TH 14 and Lake Street/Experiment Station Road started as well. This required the closure of this intersection which will continue into the next week. Next Week Look Ahead 7/8/17-7/15/17 On the eastern part of the project construction crews will continue to install storm sewer progressing to the west from Clear Lake towards 9 th St. These are deep utilities and will require the use of trench boxes to facilitate construction. Crews will also continue to install watermain following behind the storm sewer and may begin reconnecting private sanitary sewer and water services as the watermain is installed block by block. The reconnection of private services is the last utility work before crews can start building the road section with sand and gravel. This work should start in a couple weeks.

3 On the western part of the project there will be watermain installation continuing at Lake Street and progressing east and storm sewer installation from the entrance of Vista Villa progressing east to Lake Street. The pavement remaining between Vista Villa Ct and Lake Street will also be removed and this section of road will be closed to all traffic for the foreseeable future. There will also be sanitary sewer installation between 8 th St NW and 10 th St NW which includes digging the main in the center of the road and directionally drilling the sewer service connections to private properties. Work will also begin on the deep sanitary sewer crossing under the railroad tracks near the SROC property. Traffic Control/Detour Notes During the duration of the entire project and through the entire project limits which extend from the western City limits west of Brown Avenue to the eastern City limits east of Clear Lake Drive, thru traffic (traffic traveling to/from Mankato and Owatonna directions) will be detoured off Old TH 14 on the east side at NW 92 nd Ave/CSAH 18 near Meriden and on the west side at 110 th St/CSAH 27. Portions of Old TH 14 within the project limits may be signed Road Open to Local Traffic or something similar. Please keep in mind that local traffic/access is defined as having direct access on Old TH 14, or having business with someone or a business who has direct access on Old TH 14. If you do not fall into either of these two categories, you should not be on Old TH 14 within the project limits at any time. Travel on Old TH 14 within the project limits should take place only when there is no other possible alternative. An updated local alternative access map is attached showing proposed access routes based on the following week s proposed construction activities. Note this map is intended to be updated weekly as construction progresses and every effort will be made to keep this map updated and as accurate as possible, but construction activities may require alterations to access routes before a new map is sent out. An interactive copy of this map is also available at: Project Area West of TH 13 Old TH 14 will have a road closure from 10 th St NW to Brown Avenue; however, access to the Vista Villa Mobile Home Community; Veterans Landing and impacted residential properties will be maintained via temporary roadway configurations. The intersection of Old TH 14 and Lake St/Experiment Station Road will remain closed starting until at least Tuesday July 11 th to all traffic. It is anticipated that this intersection will reopen to only traffic crossing Old TH 14 on Tuesday, July 11 th. The portion of Old TH 14 from Vista Villa Ct to Lake Street will remain closed to all traffic during July until at least the road is constructed up through a gravel surface. There will also be only one way traffic on Old TH 14 between 10 th St NW and 8 th St NW while the centerline sanitary sewer is being installed. During working hours there will be flaggers on site directing traffic. During non-working hours two-way traffic will be accommodated on the north and south sides of the road. Please pay attention to the flaggers and drive slowly with extra caution in this area for the safety of all. Two-Way access to HWY 14W Mini-Storage, Deml Ford, Waseca Chrysler, Rent N Save and Vista Villa will remain open from the west project limits and from the Brown Avenue intersection on existing pavement on the north half of Old TH 14. See attached maps for alternative access routes to/from town as well as business access routes. The interactive traffic map indicated above will be updated with the road closures when they occur. Two-way access to Veteran s Landing will remain via Old TH 14 at 10 th St. NW. Only traffic heading to Veteran s Landing or adjacent residential homes should enter the construction area west of 10 th St NW. Project Area East of TH 13 Old TH 14 will remain a hard road closure from 8 th St NE/SE to 13 th St SE. Residents may access their properties through the road closure as construction activities and site conditions allow. The contractor will make reasonable efforts to

4 provide access to residential driveways between the hours of 7pm and 7am. A reminder that the road sections under construction are closed to non-local traffic and local traffic may enter the closed road sections to access their properties at the property owner s risk. If a property owner has questions about whether or not they should drive in the construction area or needs accommodations for /service work/etc., the property owner should make contact with the project team or onsite construction worker to discuss their access needs. The intersection of 8th St and Old TH 14 will remain open to traffic crossing Old TH 14. Access to Barney s Drive In, Lodging at Lake Aire, Memorial Park, Maplewood and Kiesler s Campground is open from the east on Old TH 14 or from the west via 13th St SE to Old TH 14. Lastly, City staff have installed a temporary traffic calming measure near the intersection of 4th Ave SE and 12th St SE (see picture below). This traffic control setup is primarily intended to slow traffic down within the affected residential neighborhood that has seen an increase in traffic seeking alternate routes with the road closures associated with the construction project. The secondary intent of this traffic control setup is to deter large commercial through traffic that is ignoring the designated detour routes from utilizing residential areas. City staff may install similar traffic control measures at other intersections as needed.
