2 The World School Games Handbook Introduction to The World School Games The World School Games is an international multi-sport event designed to showcase the talent, diversity and sportsmanship of school students worldwide. Over the course of three days, some of the most gifted and determined students in the world do battle on the sports field in a bid to be crowned World Champions. Aims of The Games We believe engaging in competition provides valuable lessons for students, giving them an opportunity to work as part of a team, to lead, and to conduct themselves with grace, dignity and pride in both victory and defeat. The World School Games aims to provide students with an opportunity to express themselves, meet new friends, and to compete in an environment that embraces the positive aspects of competition. Eligibility, Student Numbers and make up of a School Team Each school must enter a minimum of 16 competitors: 8 boys and 8 girls. Schools may enter up to 24 competitors, but there should be no more than 12 of each sex. Imbalanced teams (e.g.11 boys and 9 girls) are permitted. For the 2019 U11 Games, only students born on or after 1 September 2007 will be eligible to compete. There will be no exceptions. For the 2019 U13 Games, only students born on or after 1 September 2005 will be eligible to compete. There will be no exceptions. Each athlete must be registered no later than 28 days prior to the start of the competition using the official Athlete Registration Form All participating student passports must be sent to the event organisers no later than 28 days prior to the start of competition. Failure of a participating school to adhere to the WSG age rulings will result in the school being disqualified from the competition Teams should be accompanied by a minimum of 2 members of staff one male and one female 2

3 Number of Participating Teams The 2019 (U11 & U13) World School Games will have a minimum of 12 and a maximum of 24 competing schools. The final list of schools will be published on The World School Games website no later than 28 days prior to the start of the competition. Safety and Security Safety of all participants is of paramount importance, and World School Games organisers will do all they can to ensure participant safety at all times. Comprehensive risk assessments of hotels, transport, organised activities, as well as each facility used in The Games will be conducted and will be available upon request to all Team managers. Athletes, support staff and spectators will be given coloured wristbands. These wristbands must be worn at all times, and will ensure the safety and security of all attendees. Please note that the safety and wellbeing of all students ultimately lies with the accompanying teachers. Team Participation Fee Places are allocated on a first-come-first-served basis. Each participating school must pay their entry fee up front in order to secure a place. No school s place will be reserved or guaranteed until the participation fee is received by the organisers. The team participation fee includes the cost of the following: Venue hire Official programme (3 per school team) and materials Trophies / Medals for first, second and third place in each event and overall Lunches x 3 for all members of the official school team Awards presentation ceremony Hire of facilities, medical / ambulance attendance, payment of officials, bottled water and sound systems Media coverage and live streaming of selected events 3

4 Accommodation The official Hotel Partners of the 2019 World School Games are: o The Aloft Hotel Dubai Sports City o Element Hotel Dubai Sports City o The Courtyard Marriott The Green Community The official (parents) Hotel Partners of the 2019 World School Games are: o Ibis Hotel Al Barsha o Novotel Hotel Al Barsha It is strictly forbidden for spectators and family members to stay at the Team Hotels Participating schools should liaise directly with the Competition Travel Partner, Trans World Educational Experiences, via journeys@twedex.com as soon as possible after paying the team registration fee confirming your place at The Games. The ground package price includes 3 nights Hotel accommodation; full board catering; airport transfers in Dubai, competition shuttle bus for the official team; free teacher places at the ratio of 1:10. Additional hotel nights (before and after the event) are available at a rate of 75 per person, per night, inclusive of half-board meals. Trans World Educational Experiences will manage the per person payment plan for the ground package and any extra nights or excursions your school requires. The team will ensure your booking experience is smooth, personal and enjoyable. Transportation Teams should arrive in Dubai no later than 6.00pm on the evening before the start of competition. Return flights should not depart before 8.00pm on the final day of competition. Transport to Dubai is the individual responsibility of all participating schools. Schools have the option of sourcing a no-obligation quote for return flights to Dubai via the Competition Travel Partner, Trans World Educational Experiences. The size of the bus provided will be big enough to transport the official team only. Teams arriving at similar times may be asked to share a bus. The supervision of students on the bus is the responsibility of the teaching staff in charge of each school team. The World School Games will ensure that all official transport has seat belts and complies with health and safety regulations of the United Arab Emirates. Buses are reserved for participants and teachers only parents and supporters do not have access. 4

5 Visas It is the responsibility of the participating school / traveller to ensure that each member of the Team has obtained any visas (if required) and/or other documentation required to travel to the United Arab Emirates Although The Games organisers may provide documentation to assist with an application (for example, documentation containing flight or accommodation details), it shall be the responsibility of the Group and each Traveller to ensure that the correct applications are fully and accurately completed and submitted in a timeous manner. Visa application fees are the responsibility of schools/families. They are not included in the team/ground package fee. In no circumstances whatsoever shall the organizing committee be liable for any costs or loss incurred by the Group and/or a Traveller as a result of a visa application being refused or delayed or in the event that a Traveller is unable to travel because he does not hold the correct documentation. Supporters and Spectators Supporters and/or spectators are welcome to attend the Opening Ceremony and all sports events at The World School Games. Please inform your World School Games account manager of the number of supporters/spectators at least 4 weeks before The Games Spectators and supporters are not permitted on official Team buses, and must arrange their own transportation to/from the sports events. Parents and spectators are not permitted to stay at the official Team Hotel during the event. However, a list of suitable alternative hotels (with a reference code to avail preferential rates) will be supplied to all participating schools, which can be passed on to spectators and supporters. Venues A team base will be allocated to each School Team at each of the competition venues. Each team base will be clearly marked. When not competing, or warming up, all athletes are expected to remain within their designated base. The World School Games staff will prepare the venues for the competition, including: First aid provision Sufficient room for all spectators Toilet facilities 5

6 Refreshment area Communication and official referee area Officials and Marshaling Specialist officials in each of the three sports will be responsible for the score keeping. All participating schools will be expected to assist with officiating if requested to do so and it is important to bear this in mind when staffing arrangements are being made. Initial Meeting for Team Leaders of Participating Schools and Officials A meeting will be planned by the organisers for the leaders of all participating schools and other officials, prior to the Competition beginning at a pre-determined time and location. The meeting will go through all necessary logistical aspects of The Games as well as a chance to address any last minute questions or issues. The World School Games staff will endeavour to communicate all rules and regulations prior to the participating teams arrival. Any rule changes/amendments will be clarified at the Initial Meeting, giving Coaches ample opportunity to ask questions, and subsequently disseminate information to their squads. Awards / Trophies Awards and trophies will be presented at the end of each day of Competition: Each event has its own trophy and medals Event trophies may be kept by the winning schools The World School Games Championship trophy will be awarded on the final day of the Competition. This trophy must be returned to the World School Games organisers prior to the opening ceremony of the next World School Games. Event Results Results will be recorded and communicated to team members and spectators as quickly as possible during the Games. All event results, as well as best performances, will be displayed on The World School Games website Essential Information The following points are in addition to the information in this handbook: 6

7 Once a school has paid the team registration fee it will be appointed a World School Games account manager - s and telephone calls will be returned within 24 hours. Participating schools must arrange prompt payment of invoices by the dates specified. Participating schools should ensure enough time is given for participation in the Opening and Closing Ceremonies when booking flights. Insurance of individual participants is the responsibility of each participating school and a policy must be taken out and purchased. Participating schools must provide their students with a standard playing kit. Students must remove jewellery that may cause an accident for all activities and the lead teacher is responsible for all belongings. The World School Games may arrange for parents to attend the formal and social functions associated with The Games where possible parents will be responsible for any costs involved. All accompanying parents and supporters are required to acknowledge the Codes of Conduct for Parents and Supporters. Athletics Events Information U11 Track events for girls and boys will be: 75m, 150m, 400m, 800m & 4x100m relay U13 Track events for girls and boys will be: 100m, 200m, 600m, 1200m & 4x100m relay U11 Field events for girls and boys will be: javelin, shot-putt, standing triple jump and high jump U13 Field events for girls and boys will be: javelin, shot-putt, long jump and high jump All rules and equipment used will be in line with the Dubai Affiliated School Sports Association rules. Students may wear either trainers or (up to) 6mm athletics spikes. Athletics Rules Each student may participate in a maximum of 2 track and 1 field event (3 individual events) plus the relay. Each school may enter 2 students per event i.e. an A and a B athlete. For track events, the 6 fastest times recorded during heats will go into the final, except in the 400m, 600m, 800m, and 1200m, where the heat times will determine the winner. Track Events The Start The starter will say On your marks, and when all competitors are set i.e. motionless on their mark, the starter will say Set. Following this, the starting whistle/gun shall be heard. 7

8 For competitors running in the 600m, 800m & 1200m races: the command shall be On your marks, after which the competitors shall approach the start line without touching it, and assume a steady position. Competitors must not touch the ground with their hand or hands. When the steady position has been achieved by all competitors the start shall be heard. The Races Sprints (U11-75m & 150m, U13 100m, 200m & 400m) and relays shall be run in lanes. Competitors should keep to their allotted lane from start to finish in these events. Any competitor jostling, running or walking across or obstructing another competitor so as to impede progress shall be liable to be disqualified. The Finish The competitors shall be placed in the order in which any part of the body i.e. torso (as distinguished from head, neck, arms, hands, feet and legs) reaches the vertical plane of the edge of the finish line nearer to the start. Relay Races The baton must be carried in the hand throughout the race. If dropped, the athlete who dropped it may leave the lane in order to retrieve the baton and recover it. Provided this procedure is adopted, no other athlete is impeded and by so doing the distance of the race is not lessened, dropping the baton shall not result in disqualification. Competitors after handing-over the baton should remain in their lanes until the course is clear to avoid obstruction to other competitors. Should any competitor willfully impede a member of another team by running out of position or lane at the finish of a stage that competitor is liable to cause the disqualification of his or her own team. On completion of the final leg the baton is to be handed to an official by the last runner. No competitor may run two sections for a team. A change over zone will be marked on the track (the distance will depend on the layout/length of the track). If possible, change over judges will be included. Field Events Javelin Equipment U11 130g Nerf Vortex (boys and girls) U13 400g Javelin (boys and girls) Rules Run-ups are permitted 8

9 The thrower must release and follow through behind the throw line. Any step over the throw line will result in a foul and the distance will not be recorded. Throwers will take 3 throws; there will be no final, the longest throw wins. Shot-Putt Equipment U11 2kg shot (boys and girls) U13 3kg shot (boys) 2.72kg shot put (girls) Rules The push must come out from the neck (not a throw). There will be a throwing circle. Competitors must not step over the front of the circle or the attempt will not be counted. The measurement will be taken from where the shot first lands on the grass and back to the circle, but must land within the allocated zone. Throwers will take 3 throws; there will be no final, the longest throw wins. Standing Triple Jump Equipment Standing Triple Jump mat will be used Rules Competitors will be allowed three jumps each. No run up shall be allowed. Competitors must use a hop step jump technique. Competitors shall be credited with the best of all their attempts. In the case of a tie, the second best performance of the competitors tying shall determine the result. If the tie still remains, the third best jump will be decisive and so on. If the tie still remains the competitors shall share the position. The take-off shall be from behind the white line or take off board as marked. The back of the heel of the jumper s trainers is measured from the take-off line or where the competitor s body landed closest to the take-off line. If the competitor falls back after landing it is this mark that is to be measured. The distance shall be recorded to the nearest 1cm below the distance measured if that distance is not a whole centimeter. 9

10 Long Jump Equipment Standard long-jump pit will be used Rules Competitors will be allowed three jumps each. A run up shall be allowed. Competitors must take off from one foot Competitors shall be credited with the best of all their attempts. In the case of a tie, the second best performance of the competitors tying shall determine the result. If the tie still remains, the third best jump will be decisive and so on. If the tie still remains the competitors shall share the position. The take-off shall be from behind the white line or take off board as marked. The back of the heel of the jumper s trainers is measured from the take-off line or where the competitor s body landed closest to the take-off line. If the competitor falls back after landing it is this mark that is to be measured. The distance shall be recorded to the nearest 1cm below the distance measured if that distance is not a whole centimeter. High Jump Jumpers do not have to land on their feet. However a jumper should use a recognised High Jump technique. This will allow for a variety of jumping styles. Any clear illegal or dangerous techniques will be pointed out to a competitor. Disqualification will only occur for safety reasons. One foot take off is required. The height of the bar will start at an appropriate height for the age group and the bar will be raised 5cm between each round. There will be a minimum height which will be determined by the height of the landing mat. Competitors may commence jumping at any of the heights above the minimum height and may jump at their discretion at any subsequent height. Elimination will be after 3 consecutive failures Even after all the other competitors have failed, a competitor is entitled to continue until he or she has forfeited the right to compete further and the best jump shall be recorded as the winning height. After the competitor has won the competition the heights to which the bar is raised shall be decided after the judge of the competition has consulted the wishes of the competitor. Ties shall be decided by counting back. The competitor with the fewest failures in the competition out of those competitors in the tie will be the winner. 10

11 Athletics Officials 1 x Race starter On your marks, set and then a whistle will start the race. A second whistle will indicate if a false start has occurred. Only the starter has the power to decide if the start is fair. 6 x Lane officials / timekeepers will be stationed at the finishing line of each lane and will record the runners time in their assigned lane and also oversee any lane violations 2 x Chief Timekeepers: 1 official shall take all the recorded times from the timekeepers and relay this information back to a second official at the results area. The second official will record this information, schedule the semi-final and final races and record any points achieved For the javelin, long jump, high jump and shot events, 2 x officials shall be stationed at each event. One official will oversee the approach and the second will record the distance/height achieved. Football Information Equipment Pitch size will be 40m (length) x 30m (width) for both U11 and U13 competitions. For U11 a size four football will be used. For U13 a size five football will be used. Tournament Format Boys and girls will compete in separate tournaments. Teams will be 6-a-side with rolling substitutes. The boys and girls events will be split in to pools to play a round robin league followed by a knock out. Each pool will contain six teams (unless number of teams dictates otherwise). In the group stages teams will be awarded 3 points for a win; 1 point for a draw; 0 points for a defeat. If 2 teams have the same number of points at the end of the group stage, then the winner will be decided on the result between those two teams. If both teams draw, then goal difference will decide who is successful. If still equal, then the team that has scored most goals will be successful. If the teams cannot be separated at this point, then a sudden death penalty shootout will be taken. If any quarter-final, semi-final, final or position decider ends in a draw then the game will be decided by sudden death penalties. The top two teams from each pool will progress to the knockout stages of the main 11

12 competition The 3 rd & 4 th placed teams from each pool will progress to the second tier knockout stages The 5 th & 6 th placed teams from each pool will progress to the third tier knockout stages Matches will consist of one 10-minute period. All Games will be centrally timed. A one minute warning, and subsequently a 10-second countdown will be announced to alert players that the end of the game is approaching. On 10-minutes, all games will stop immediately. The only instance in which play will continue is if a penalty has already been awarded and is waiting to be taken. Football Rules The rules throughout the whole event will include regular throw-ins, corner kicks and goal kicks. Each foul will be given as direct free kick; walls must be a minimum of 5 steps back, at the referee s discretion. No offside rule. The goalkeeper cannot be changed in the event of penalties, unless an injury occurs. There will not be a height restriction on passes. The pass back rule does apply. Should the goalkeeper handle the ball from a pass from one of his own team, an indirect free kick is awarded where the ball was picked up. Goalkeepers cannot score a goal. A goalkeeper s area will be marked out - any foul inside this area will result in a penalty. Swimming Information Each school may put forward 2 swimmers per individual event (2 boys and 2 girls) and 4 swimmers per relay (4 girls and 4 boys). The individual races will be 50m. Relays will be 4x50m. A swimmer can only compete in a maximum of two individual events, plus the relays. Races for boys and girls (separate) are: 4 x 50m medley 50m backstroke 50m breaststroke 50m freestyle 50m butterfly 12

13 4 x 50m freestyle Swimming Rules FINA swimming rules will be used for this competition: Please read and familiarise yourself with these rules, particularly in regards to starts, turns and stroke technique as disqualifications will be given for variations from these rules. The only exception to the ASA Technical Rules of Racing will be for false starts; one false start may happen, per race, without disqualification. Freestyle can be swum in any stroke, except in a medley race. Medley Relay must be swum in the order: backstroke, breaststroke, butterfly and freestyle. Stroke judges will be present to ensure correct start and stroke technique disqualification will occur if these are not done correctly (and the athlete is deemed to have gained an advantage because of this). Correct touches and turns must be made to avoid disqualification. The fastest 6 times from the individual heats will advance to the final. Relay standings will be determined by heat times no finals. Officials/Referees for Swimming 2 x Referees: they will have overall control of the race. 1 x Starter / 2 x Stroke Judge: they will indicate to the swimmers to set up, start the race and indicate if a false start has occurred. The starter has the power to disqualify a swimmer for 2 false starts. Timekeepers (1 per occupied lane) will be stationed at the finishing point of each lane They will be required to record the swimmers time in their assigned lane and oversee any lane violations. Officials for the relay race will be used at both ends of each lane. 2 x Chief Timekeepers: one official per referee shall take all the swimmers recorded times from the timekeepers and relay this information back to a second official at the results area. The second official shall display this information and update any points system. 1 x Finish Judge: to assist the referee in recording the finishing order. 1 x Recorder: responsible for recording the official results as determined by the referee and ensure the cumulative points are updated accurately. 13

14 Points / Scoring System Athletics For individual field events, the scoring system will be as follows: Last position: 1 point Second to last position: 2 points and so on Individual track events will follow the same format as above. The slight exception is for the sprint events with heats and finals (U11-75m & 150m, U13 100m & 200m), where positions 1-6 will be determined by the final placings, with the remaining points being distributed based on times from the heats. All relays will score double points (heat only) All scores will be totalled at the end of the competition to rank all teams (boys and girls combined). The winning team will be awarded 10 x number of entry teams points, descending to the lowest scoring team on 10 points. An overall team trophy will be awarded to the 1st, 2nd and 3rd placed schools after boys and girls scores have been combined. Football For both boys and girls tournaments the winning team will be awarded 10 x number of entry teams points, descending to the lowest scoring team on 10 points. Trophies will be awarded to the 1st, 2nd and 3rd placed schools in both Boys and Girls competitions. Boys and Girls tournament scores will be combined to have an overall Football Winner, runner up and 3rd position. The (overall) winning team will be awarded 10 x number of entry teams points, descending to the lowest scoring team on 10 points. Swimming For individual swim events, positions 1-6 will be determined by the final placings, with the remaining points being distributed based on times from the heats. The scoring system will be as per the athletics events: Last position: 1 point Second to last position: 2 points and so on Notes: All relays will score double points (heat only) All scores will be totalled at the end of the competition to rank all teams (boys and girls 14

15 combined). The winning team will be awarded 10 x number of entry teams points, descending to the lowest scoring team on 10 points. An overall team trophy will be awarded to the 1st, 2nd and 3rd placed schools after boys and girls scores have been combined. Overall Championship Points The Championship Points gained from each day s events will then be totalled to rank all participating schools. In the event that two schools finish with the same points after three days then the school who has won the most events / highest placed will be awarded the Champions trophy Medals and Trophies Athletics and Swimming In each athletics and swimming event the competitors who finish 1st, 2nd and 3rd in each final will receive Gold, Silver and Bronze medals at the presentation at the end of the day s competition. Trophies will also be given out to the top three schools with the most points in both swimming and athletics, which will be a combination of boys and girls scores. Football Medals will be given out to the team members (Boys and Girls) of 1st, 2nd and 3rd placed schools. Trophies will also be given out to the top three schools in Boys and Girls Tournaments. There will also be a trophy to recognise the overall winners, which will be determined by combining each school s Girls and Boys scores. World School Games Champions At the end of the three days, the overall points will be added up and the schools in 1st, 2nd and 3rd place will each be awarded medals, with the winner being awarded The World School Games Champions trophy. The World School Games Fair Play Award This will be awarded to the school that over the three days of competition has competed with the best spirit, sportsmanship and camaraderie. Team coaches from each school will be able to cast one vote each as to who should win 15

16 this trophy. Schools will be asked to cast a vote at the end of each day. This award will be presented before the World School Games Champions medals / trophy in the awards presentation ceremony. Votes may be deducted for team officials, players or spectators/parents who are in breach of the World School Games Codes of Conduct. Codes of Conduct By attending The World School Games, individuals agree to abide by the Codes of Conduct as outlined below. There are codes for players, spectators, parents, team members and team officials. Participating schools must ensure that all students, coaches, spectators and parents have read and acknowledged the relevant codes. Should spectators, teachers, team members break these codes of conduct, there may be consequences, including but not limited to the individuals involved not being able to attend in future years. Team Officials Code of Behaviour Ensure that your behaviour at all times, whether at or away from the playing venue, does not bring the name of "School Sport" into disrepute. Avoid over-playing the talented players. All players need and deserve appropriate time, as specified in the rules. Develop team respect for the ability of opponents as well as for the judgment of officials and opposing coaches. Compliment participants on their efforts. Condemn unsporting behavior. Ensure that your behaviour is consistent with the principles of good sporting behavior. Refrain from criticism of, or reaction to, the umpire's/referee's judgments and decisions. Maintain a standard of dress appropriate to the presentation of the team. Refrain from over-zealous coaching from the side-line. Refrain from smoking and consuming alcohol at any time while in the supervision of students. Players Code of Behaviour Be a good sport Play for enjoyment Strive for personal excellence Work hard for your team as well as for yourself. Treat all team-mates and opponents as you enjoy being treated yourself. Play by the rules Cooperate with team and game officials 16

17 Control your behaviour on and off the field Learn to value honest effort, skilled performance and improvement Do not show any dissent Respect the hotel and venues Do not disturb others after lights out Keep your living space tidy Parents Code of Behaviour Encourage participation of your (and all) children Display good sportsmanship for your child to copy Be courteous in your communication with players, team officials, game officials, sport administrators and other parents Encourage honest effort, skilled performance and team loyalty Make all other parents feel welcome on all occasions Do not interfere with the conduct of any events Respect the officials and team leaders; if they ask you to do something, please do so Spectators Code of Behaviour Demonstrate appropriate social behaviour - remember children play for enjoyment Do not let your behaviour detract from their enjoyment Let game officials conduct events without interference Support skilled performances and team play with generous applause. Demonstrate respect for opposing players and their supporters Respect the officials and team leaders; if they ask you to do something, please do so Team Members Code of Behaviour Compete by the competition conditions, rules and the spirit of the Games Never argue with the judge s, referee s or umpire s decision Control your temper; there should be no criticisms by word or gesture Work equally hard for yourself and your team: your team s performance will benefit and so will your own Going to bed at a reasonable hour will assist your own and your team's performance Be a good sport Encourage and support your own team members Co-operate with your coach and team mates Show respect for your opponents and their skills Be friendly to all participants 17

18 Breach of the Codes Team Members A breach of this code of behaviour, in the opinion of team officials, may result in the player being banned from the remainder of the Games and may also result in the player being sent home by the first available transport. Parents and the student's school will be notified. Any additional expense incurred will be the responsibility of the parents. Further disciplinary action may be considered depending on the seriousness of the breach. Parents and Spectators A breach of this code of behaviour, in the opinion of Tournament Director, may result in the individual being banned from the remainder of the Games and future events. Any additional expense incurred will be the responsibility of the individual concerned. Further action may be taken against the school depending on the nature of the breach. Changes to the Programme or Rules The World School Games committee has the right to make changes to the programme, rules or any other aspect of The World School Games as it deems fit and or necessary for clarity or safety. Any changes will be communicated to all participating teams in writing at the same time. 18
