2 Roles and Responsibilities of CSAH 101 Citizen Advisory Committee (CAC) The CAC is an advisory committee that will make recommendations to the City of Minnetonka and Hennepin County Project Management Team on issues and alternatives to address for the reconstruction of TH 101 between CSAH 62 and Hutchins Drive. The CAC will provide input on the following: Project Goals, Objectives and Evaluation Criteria Issues to be addressed by the Project Alternatives to address project goals Concerns of neighborhood they represent The CAC members are expected to educate themselves on the issues and alternatives that affect their neighborhood and communicate neighborhood concerns and ideas to the PMT. Regular attendance by CAC members is expected at the CAC meetings. The CAC members will be identified on the City and Project Website and asked to attend Public Information Meetings.

3 Preliminary Project Goals Improve Pedestrian and Bicycle Safety Pedestrian and Bicycle safety can be improved by adding bicycle and pedestrian facilities to the corridor and by addressing pedestrian crossings of the roadway. Improve Vehicle User Safety The current roadway has a high number of right angle and rear end crashes. These can be reduced by adding turn lanes at key locations and managing access. Minimize Environmental Impacts Improve Surface Water Quality This will require providing areas for storm water holding and treatment. Minimize Need for Additional Right of way The cross section and alignment should address the other project goals while minimizing the need for additional right of way. Improve Capacity There is congestion that develops at signalized intersections which can be addressed by adding turn lanes and adjusting how lane drops are handled. Improve the Aesthetic appeal of the corridor through landscaping and other urban design treatments Underground Overhead Utilities The City of Minnetonka has a policy to underground overhead power lines to improve aesthetics and reduce storm related power outages. It is necessary to have a space in the right of way where overhead utilities can be placed.
