From Business Arising from Prior Minutes a. Lack of Standards Covering Basketball Equipment Wayne Bird advised that Basketball Victoria had received a request from a parent that BV legislate that all courts used for basketball must have protective padding on walls at the ends of the court. General discussion took place with grey areas such as what is the minimum area required and who pays for it in school courts etc. being raised.

3 Dennis O Brien reported that the European Standards for basketball equipment are available at a cost from the internet. The EMEC Engineering Company that performs safety checks on basketball equipment, welds, rings, backboards etc. (carried out inspection of Nunawading Basketball Centre in January 2005) uses these European Standards as Standards Australia licence. It was agreed that Hugh McMenamin write to Basketball Australia with reference to these standards requesting that standards be issued to all stadiums/associations, and items such as the amount of protective padding and it s positioning to be documented. b. Injuries and Prevention Methods Wayne Bird, CEO Basketball Victoria, reported to the meeting on the status of injury claims in Victoria and the new procedure to forward the claim forms to Basketball Victoria prior to the Insurance Company. The current cost of insurance cover should stay the same for the balance of Wayne advised of the recent death of a coach travelling to a game, and the $20,000 pay out from the insurance company to his family in four days. c. Order Off Rule Wayne Bird advised the meeting that a number of Metro and Country Associations are using the Order Off rule with their domestic competition, and feed back from these associations has shown a drop in instances having to be referred to tribunals. The Order Off rule has also been adopted by some associations in other states in Australia and in particular Queensland. In Victoria it is not mandatory for associations to use the Order Off rule, it is up to each association. 2. History of Basketball in Victoria BMV will undertake to provide Basketball Victoria with a history of all it s member s basketball facilities. To achieve this we need information from all members, especially the country and some metro members that have difficulty in attending meetings i.e. Wangaratta, Warrnambool, Werribee, Traralgon, Diamond Valley, Sale, Altona, Albury, Keilor, Korumburra, Pakenham etc., so could you please this information to Dennis O Brien. This history is to cover all associations, YMCA, council, Belgravia and other managed basketball facilities in Victoria. 3. Entry Costs Dennis O Brien requested that all members information back covering their admittance and team sheet prices for primary schools, domestic junior and senior competitions and representative basketball competitions, so a consolidated report of this data can be issued. Refer attachment to minutes for consolidated report. 4. Chairman Bruce Bennett, BMV chairman, attended his last BMV meeting prior to departing for Port Douglas and a new job. Bruce provided members with some of his inspired and fond memories from his management role with Bendigo. Topics covered were court usage, uniforms, game night presentation, merchandising, management of import players, entertainment,

4 hospitality, gaming machines and sporting activity no-no s. The laughter and enjoyment Bruce brought to the meeting with his memories will be treasured by all that attended. Peter Eddy spoke on Bruce s contribution to BMV and the sport in general, and the goals of networking and idea sharing BMV had provided to all it s members. All attendees thanked and wished Bruce the very best in his new role. Of course, Bruce had to offer the chair to the Vice-President, Bill Runchy, in a comical manner. Steve Dix, acting chairperson, also informed the group that this was his last meeting as he has resigned as CEO of Dandenong Basketball Centre to move to a new role as General Manager of Logistics at Monash Medical Centre. Again, all members wished Steve the best in his new role. 5. Floor Seal Disaster Brian Harvey spoke of the problems experienced using Becothane Seal at the Nunawading Stadium at Christmas and the total lack of support from Bostik to try to solve the problems the seal application had created. Brian emphasized that only seals that are supported by their manufacturer should be used on floors. Nunawading had a full cut back on courts 1 & 2, followed by applications of Becothane seal which wouldn t allow paint or seal to dry on it. Eventually the courts had to be fully cut back a second time and problems were still experienced with trying to apply a different type of seal to the bare timber floors, as Becothane had absorbed into the timber and was still preventing other applications from drying. The cost of 2 cut backs and lost competitions left Nunawading down the drain in excess of $70,000. Members were invited to inspect courts 1 & 2 now finished with Swan seal, and courts 3, 4 and 5 which had coats of Becothane applied over courts previously sealed with Peerless Super Seal. Brian also advised members of the need to ensure their floors are cleaned regularly with the correct methods/materials, and that their mops etc. are in good condition and clean. 6. CEO Basketball Victoria Wayne Bird, CEO of Basketball Victoria, reported to the meeting on: a. Basketball Victoria and Rebel Direct 3 year sponsorship agreement and the benefits associations can gain. b. Basketball Victoria s undertaking to produce a book covering the history of basketball in Victoria. c. The up coming Pacific Schools Games, where all the organisers and participants will be students. BV will provide assistance via Jason Kelly and Karen Pearce with this event. d. Current status with Commonwealth Games preparation. e. Proposed Hall of Fame dinner in Melbourne linked with the 4 Nations Tournament. 7. CEO Basketball Australia Scott Derwin, CEO Basketball Australia, spoke to members on: a. Up coming Four Nation Challenge to be played between Australia, China, New Zealand and one other nation during August in Perth and either Victoria or NSW, with the need of a Rod Laver type venue if conducted in Melbourne.

5 b. Boomers and Opals squad named with a number of players off shore being a problem. c. World Championship 2005 for Men and Women Juniors d. Basketball Networks free model web site provided by BA, including online education component. 8. Basketball Participation David Hickman reported that there had been increases in participation in a variety of different types of associations, however growth is not even - up in some, down in other, but overall growth in numbers for Victoria has increased. Basketball Victoria budgeted profit finished with an excess above expected due to increased numbers, and money has been set aside for small association assistance and development for Western Port, Wallan and Port Phillip associations. 9. Facilities Update New four court centre under construction in Balwyn, which Hawthorn Magic will be one of the user groups. Nunawading Stadium s five courts now have evaporative cooling. Kilsyth Stadium s new foyer, offices and change rooms completed with plans for 2 more courts being looked at. Mornington 3 court venue construction should be underway in the next 12 months. Frankston 3 stage upgrade plan for new offices, social room and foyer. 10. Development Programs a. Knox as reported by Laurie Joyce: Knox Domestic Competitions Junior Domestic runs on Friday night, all day Saturday and Sunday nights. Venues A venue inspection is done on a weekly basis [copy of form below] and any issues arising from that are dealt with on the Monday morning things like cleanliness, vandalism, broken lights etc. The venues vary greatly in standard. We have a preference for multi-court rather than single court venues but really have to take what we can get Saturday we use 21 courts across12 separate venues Our office is the point of contact for booking venues and liaising with them as required Staff We provide a doorkeeper and referees supervisor at each venue as well as referees Most referees are rotated through the venues and back into Boronia on a regular basis The Referees Adviser makes regular visits to all outside venues In most cases the referees will work either the morning or afternoon session. However, if for some reason we are short [which does happen] some refs will do both. Not ideal because by the end of the day they are tired. Referees who also play/coach junior domestic are rostered onto the same external venue as their fixtured game.

6 Doorkeepers for each external venue collect scoresheets and results newsletters from Boronia Stadium prior to their shift They return the completed scoresheets and the venue takings to Boronia at the end of the shift therefore the outside venues are fixtured to finish earlier than Boronia The referees supervisor at each venue remains with the doorkeeper at the completion of competition to ensure that the venues are locked and to minimise risk to the doorkeeper. We have a doorkeeper supervisor who also visits each venue of a Saturday and it is her job to deal with any immediate issues which may arise regarding things like venue safety, cleanliness etc. She will also deal with any staff issues in the first instance e.g. illness, or non-attendance. Fixturing Basically the competition runs from youngest to oldest age groups on the Saturday i.e. under 8 s to under 16 s. Under 18 s and under 20 s are played on Sunday nights. However there are a range of time slots [usually around 4 or 5] across each age group to allow some flexibility in the fixturing Having installed new rings and backboards at Boronia we fixture under 8 s there for the first couple of time slots to allow the kids to play games with the rings at 8 6. Since we can t do that across all venues those kids may play on a mixture of low and normal ring heights throughout the season. It doesn t cause any great problems given it is not played for premiership points, nor do we keep ladders. The kids enjoy the chance to play on the low height rings because they have more scoring opportunities. We have a philosophy that all teams have the right to play at the Boronia stadium at some stage during a season and therefore every grade in every age group is fixtured at Boronia at some stage. Whilst it is difficult to achieve, we are able to accommodate some club requests for specific time slots or venues for example if a club has teams with kids who also do Auskick we will fixture that team later in the day to allow the kids to do both. Where possible we have recently allowed a couple of clubs to nominate preferred venues and will endeavour to fixture those clubs at those venues as much as possible. Knox Basketball Inc. Nunawading Melbourne East Basketball Association Clinics are being held in 20 schools located close to the Nunawading Basketball Centre throughout the year. A general 1 hour clinic is provided during school hours and for those children wishing to attend after-school clinics 4 weeks x 40 minutes, they pay $20 each and receive a free Aussie Hoops ball. All school holidays January / April / July / September camps are conducted at the stadium. On Thursday afternoons 4pm to 6pm a primary school competition is run with the stadium providing the referees coaches, uniforms and team composition cost of $3 per player. 14 teams are currently playing in this development. On Friday afternoons Aussie Hoops caters for children aged 3 years to 11 years, and over 160 children attend each Friday. It is of interest that the MEBA ran 2 big promotions in March: Firstly - players in under 8 s came to a clinic at the stadium on Saturday morning and Monday afternoon (games were cancelled these days) bring a friend and join in the clinics, entry fee of $2 and receive a free basketball. 700 basketballs together with wrist bands were given out with all the Spectres senior players participating in the clinics. Cost of $5,000 Secondly half page advertisements placed in Whitehorse/Waverley Gazettes over 4 week period advertising our junior programs. Cost of $4, Basketball in the Country Matthew Cowling advised the meeting of high rent the association has to pay for the Arena.

8 Netball and football in the country have formed an alliance. This will have impact on female basketball participation, as netball girls were attending football games and footballers are following netball games for the social element. 12. Reimbursement of Meeting and Administrative Costs It was moved Peter Eddy seconded Mike Bullock that the meeting and adminstrative costs be reimbursed to the General Manager. Peter will approve amount after reviewing costs with Dennis O Brien. Carried. 13. Sharp Office Equipment Dennis O Brien provided members with information and special pricing offer from Sharp Direct, and advised that Nunawading Basketball Centre use and fully endorse Sharp equipment used in their office. 14. Reimbursement of Meeting and Administrative Costs Ruth Woolcock raised the issue of VMJBL intervenue passes inappropriately being used, whereby players are not paying for their games in some instances. A solution couldn t be arrived at, and it was suggested that David Hickman refer this matter back to the VMJBL committee. 15. Open Discussion Across table discussion took place on a number of topics, with the tabling of one item from Coburg. Rino Zancan advised on a cheaper basketball he has been trialing at Coburg with outstanding results. Rino can be contacted for information on purchasing these balls.
