Authrisatin This plicy was adpted by the Armadale Early Learning Centre Cmmittee, at the cmmittee meeting n May 8 th Review Date This plicy was last reviewed June 2012 and will be reviewed every three years, r when deemed necessary. Due t changes in the Occupatinal Health and Safety Act 2004, this plicy is t be reviewed February Scpe This plicy applies t all persns, paid r unpaid wh wrk at the centre and anyne wh enters the wrkplace. 4. Definitins Hazard: Anything that has the ptential t cause injury r illness (t emplyees, cntractrs, children, parents r visitrs). A hazard can be related t a physical state r a wrk practice r prcedure. A hazard can be intrduced when implementing changes t existing arrangements. 2 Risk: Risk Assessment: Hazard cntrl: Injury/incident: The likelihd f injury r illness arising frm expsure t any hazard. The prcess f determining the likelihd f an injury r illness. The prcess f implementing measures t eliminate r reduce the risk assciated with a hazard. It is imprtant that any cntrl measure des nt intrduce new hazards, and that the nging effectiveness f the cntrl is mnitred. An injury/incident at the wrkplace where a persn was r culd have been injured but des nt meet the requirement f a serius injury/incident. This culd include an emplyee wh suffers injury and is taken t casualty at a hspital but is nt admitted, prviding the emplyee des nt have ne f the serius injuries/incidents listed belw. Serius injury/incident: An injury/incident at the wrkplace that: Results in death Results in a persn requiring medical treatment within 48 hurs f being expsed t a substance Results in a persn requiring immediate hspital treatment as an in-patient r immediate medical treatment fr: Amputatin Serius head injury Serius eye injury Separatin f skin frm underlying tissue (fr example deglving r scalping) Electric shck Spinal injury Lss f bdily functin Serius laceratin Seriusly endangers the lives r the health and safety f peple in the immediate vicinity, including: The cllapse f part f the building r structure Implsin, explsin r fire Escape, spillage r leakage f substances Invlves a child and results in the death f a child, r an accident, incident, injury r trauma t a child while being cared fr, r educated by, a centre, requiring the attentin f a registered medical practitiner r admissin t hspital. 2 Occupatinal Health and Safety Plicy.dc 3 Fultn Street, Armadale 3143

Plicy 6.1 Values This centre places a high pririty n the safety f emplyees and thse attending the wrkplace and will: Prvide and maintain a safe wrking envirnment When necessary, ensure that emplyees can access training n hw t perfrm their tasks safely Cnsider wrkplace safety when designing additins r mdificatin t the centre Take apprpriate preventive actin after accidents Regard all accidents as preventable Recgnise that the cncept and practice f safety invlves shared respnsibilities and a team apprach by bth the emplyer and all emplyees; every effrt will be made t wrk twards accident preventin; and emplyees must act in ways that d nt endanger the health r safety f anyne Require emplyees t attend wrk free frm the influence f alchl r ther nnprescriptin drugs. 6.2 Purpse AELC recgnises its mral and legal respnsibility t prvide a safe and healthy wrk envirnment fr emplyees, cntractrs, vlunteers, parents, children and visitrs. This cmmitment extends t ensuring that the rganisatin s peratins d nt place the lcal cmmunity at risk f injury, illness r prperty damage. 7. Prcedures 7.1 Hazard identificatin and risk assessment The OH&S Representative n the AELC Cmmittee has the respnsibility fr ccupatinal health & safety (OH&S) and will: Cnduct wrkplace inspectins and hazard assessments using the Occupatinal Health and Safety Plicy Hazard Identificatin Checklist (Attachment A) nce per term. On cmpletin f the assessment f the wrkplace, the OH&S representative will review the findings f this assessment and set in place an actin plan as apprpriate. 4 Staff at each wrkplace are t: Reprt any hazard identified between hazard assessments. Cnduct a daily inspectin f the premises prir t the children s attendance at the centre using the Occupatinal Health and Safety Checklist fr Daily Inspectin (Attachment B). If the daily inspectin identifies any prblem, emplyees at the wrkplace are t crrect the prblem. If this is nt pssible, put in place temprary measures t ensure the children s and emplyee s safety and cntact the OH&S representative wh will assist in btaining a mre permanent slutin. Fllw OH&S prcedures and act in a healthy and safe manner at all times. As required under the Occupatinal Health and Safety Act, take reasnable care fr their wn health and safety, and the health and safety f thers fr whm they are respnsible. Ensure all ptentially dangerus materials & equipment are stred in a lcked cupbard r ut f reach f children. Refer t Chemical Hazard Plicy. Participate in OHS training as apprpriate. 7.2 Injury/incident ntificatin and investigatin Register f Incident frms The emplyer will ensure that Register f Incident frms are present in the wrkplace and that emplyees are aware f the lcatin f the frms Ntificatin and investigatin prcedures: Incident/injury nt classified as serius a) Ntificatin All injuries and incidents where a persn was r culd have been injured must be reprted as sn as pssible using the Occupatinal Health and Safety Plicy Register f Incident Frm (Attachment C). The OH&S representative needs t cmplete and sign the emplyer acknwledgment sectin within tw wrking days. The riginal is placed in the register, a cpy is placed in the emplyee s persnnel file and a cpy is prvided t the emplyee with the centre s privacy cllectin statement. If a persn requires immediate medical attentin, ne f the emplyees present must ntify the President as sn as practicable. b) Investigatin On receipt f the Register f Incident frm, the OH&S representative r President will cnduct an investigatin and submit recmmendatins resulting frm the utcme f the investigatin t the Cmmittee fr cnsideratin and thereafter implementatin, where apprpriate Ntificatin and investigatin prcedures: Incident/injury classified as serius a) Ntificatin Any wrkplace incident/injury that seriusly affects the safety f emplyees r thers in the wrkplace must be reprted t the President immediately. 5 cmpletes an Occupatinal Health and Safety Plicy Register f Incident frm lcated at the wrkplace and an emplyee prvides a cpy t the OH&S representative (fllw the same prcedure described in (a) abve). Accidents invlving children are t be recrded in the accident/injury/illness bk in cmpliance with the Children s Services Regulatins 1998 (Regulatin 18). b) Ntificatin t WrkCver Under ccupatinal health and safety legislatin, the centre is respnsible fr advising the Victrian WrkCver Authrity f serius incidents/injuries that ccur at the wrkplace. A definitin f what are cnsidered serius accidents/injuries is cntained in Sectin 5 Definitins, f this plicy. c) First deadline It is necessary t ntify WrkSafe immediately by calling (24 hurs a day). This shuld be dne by the President. d) Secnd deadline The President will then cmplete the Victrian WrkCver Authrity Incident Ntificatin Frm and ensure that it is sent t the nearest WrkSafe ffice within 48 hurs. This Incident Ntificatin Frm is available frm WrkSafe ffices r their website n e) Ntificatin t ther authrities - Department f Human Services (DHS) If deemed t be a reprtable incident under the Children s Services Regulatins 1998 (Regulatin 40), the President will advise DHS f the incident/injury as sn as practicable after it ccurs. f) Incident investigatin On receipt f an injury/incident reprt, the President (r nminee) will arrange fr an investigatin t cmmence within tw wrking days f the incident/injury and be cmpleted within tw peratinal days fr the centre. The reprt will als prpse any relevant recmmendatins r actins. A cmmittee meeting will be cnvened as a pririty t receive the reprt and recmmendatins. An apprpriate actin plan will be determined with relevant timelines.
