2 Introduction Congestion to most people means a motionless or slow moving line of vehicles. Congestion has many negative social, environmental and economic impacts. The Traffic Management Act 2004 (TMA) imposed network management duties on local authorities to tackle congestion. Understanding congestion is therefore a key requirement in being able to tackle it. Oxfordshire has selected to use a mixture of existing and new indicators to inform it on congestion. See the table below. Oxfordshire Term Time AM Weekday Peak Journey Time per Mile A congestion network for Oxfordshire has been identified and is being monitored on an annual basis. The table below illustrates the annual calculation for the academic years 2010/11 to 2014/15. The average journey time per mile during the term time morning peak in Oxfordshire during 2014/15 was 4 minutes 35 second. The average journey time per mile has increased by 18 seconds when compared to the previous year. 3 Data Collection Methods Trafficmaster Trafficmaster data used to calculate delays on Oxfordshire s A class road network and Oxford City s A & B class roads is commissioned and provided on an annual basis by the Dft (Page 3, 4 & 6). Data is gathered using a fleet of 100,000 vehicles fitted with GPS trackers. The journey times from these vehicles is being constantly recorded as they travel around the UK. Automatic Traffic Counters Number of vehicles per road is counted using automatic traffic counters (ATC) which operate using inductance loops cut into the road surface. Traffic growth and flows (page 5 & 8) has been calculated using ATC data. Journey Time Measurement System The journey time measurement system (JTMS) is a network of cameras predominantly located around Oxford City monitor journey times of vehicles between two camera locations. OCC s JTMS cameras located on the public road network are used to monitor live traffic movement/congestion and are not used for enforcement purposes. Data from the JTMS cameras was used to produce journey times into central Oxford from the ring road (page 7). Page 2

8 Oxford: Inbound Arterial Route Journey Times 2015 The graph and table below show the inbound journey times per mile on the 7 major inbound roads into the centre of Oxford from the ring road. The graph clearly shows that per mile Botley Rd is the slowest route into Oxford and conversely Woodstock Rd has the fastest journey time per mile. The below table highlights the difference in the 15 minute time periods on each arterial route. Darker the red the slower the journey time fading into yellow and back to the darker green being the quickest journey time. The average peak journey time column highlights the Botley Rd delay compared to the other 6 routes.
