PETERSBURG PSI Committee Meeting Minutes April 11, 2013 at 9:15a.m. PRESENT: ABSENT: ALSO: Committee Members William Dudley, Chair; Jeff Danner, Vice Chair; Steve Kornell and Karl Nurse, Alternate. Wengay Newton. Council Members Leslie Curran, James Kennedy, and Charlie Gerdes; City Administrator Tish Elston; Chief Assistant City Attorney Mark Winn; Public Works Administrator Michael Connors; Primary Staff Support Special Projects Manager Evelyn Rosetti; Codes Manager David Dickerson; Sanitation Director Ben Shirley; Sanitation Support Services Coordinator Robert R. Turner, Jr.; Mulch Program Coordinator Jack A. Crooks; Deputy City Clerk Amelia Preston and others. The meeting was called to order by Chair Dudley at 9:15 a.m. with the above members present. In connection with the agenda for the April 11, 2013 meeting, Vice Chair Danner moved with the second of Committee Member Kornell to approve the agenda as amended. All were in favor of the motion. Absent. Committee Member Newton. In connection with review of the minutes of the March 28, 2013 PSI Minutes, Vice Chair Danner moved with the second of Committee Member Kornell to approved the March 28, 2013 PSI Minutes as submitted. All were in favor of the motion. Absent. Committee Member Newton. In connection with the agenda item relating to Recycling Demolition - related to construction debris, Public Works Administrator Mike Connors provided the Committee with an update that about two years ago the City conducted a public hearing for amending the City Code that would require construction demolition debris to be recycled. He stated that due to testimony received at the hearing, the requirement would cause additional cost to customers and the item was referred to this committee. He submitted a matrix that illustrated C&D Recyclers in Pinellas County for 2013 which covered 2011 and Mr. Connors stated that there is a market trend showing an increase in recycling activity; stated that a small amount of construction debris 1% gets into the Pinellas County Resources Recovery Plant; however, the majority gets recycled by municipalities and/or private recyclers. Committee Vice Chair Danner inquired about the percentage in the past. Mr. Connors provided a response and shared information on the amount of recycling that the City does. Committee Vice Chair Danner inquired if Mr. Connors had a copy of the report that was done and asked if the Committee could receive a copy also.

4 PSI Committee Meeting Minutes April 11, 2013 Page 2 There was general discussion among the Committee and Council Members in attendance regarding storage facilities in case of hurricane debris; the ability to relocate material to an alternate location; and whether or not permits are required for companies that are in the recycling business. It was also asked what some of the benefit would be for recycling and how to get others involved. Committee Member Kornell suggested getting the youth involved. Council Member Gerdes inquired about who owned the property at 5 1 h Avenue North and l5 1 h Street near the under-path of the Interstate. The response was FDOT is the owner of the property and they use the site for storage off and on. Council Member Gerdes inquired if they could put up a fence to keep the public from seeing the materials that are stored on the site. Mr. Connors stated that he would contact FDOT regarding this request. Council Member Kennedy commented briefly on the recycling of the materials of the Riviera Middle School where everything was recycled. He inquired if the City has a plan in place in case of a catastrophic situation. Mr. Connors shared that he would provide a copy of the information to Council. Chair Dudley commented briefly on the materials that are currently being recycled. Mr. Connors commented that there are entities that have individuals that re-sort materials such as wall plates; however, the materials are market driven as opposed to being mandated. Committee Member Nurse commented briefly on what occurs in Tampa regarding recycling ordinance. Committee Member Nurse made a motion to direct Administration and Legal bring back an ordinance to PSI that would mandate recycling beyond a specific size of structure. Roll call on the motion Ayes. Nurse. Kornell. Nays. Dudley. Danner. Absent. Newton. Motion failed. There was a minor discussion regarding asststmg individuals who are visiting during an emergency situation and the ability to provide shelter accommodations. There being no further business, the meeting was adjourned at 9:54a.m.

8 Public Bike Sharing First Generation Yellow Bikes or Green Bikes, honorsystem style program. Second Generation Expanded on first generation by adding some security devices. Third Generation Uses GPS and other methods for advanced tracking and proprietary locking mechanisms, back end software for monitoring usage, and in some cases, proprietary bicycles. Many American and European programs are third generation systems. Fourth Generation Expanded on third generation by containing smart features on the bicycle itself thereby reducing the need for specialized kiosk locations.
