The meeting commenced at 7:00pm Bob thanked new executive AGENDA MOTION by Glenda to adopt the agenda as circulated. Seconded by Grant. Carried MINUTES OF LAST MEETINGS MOTION by Cheryl to accept the minutes of the January 23, 2017 meeting as amended. Seconded by Grant. Carried. D REPORTS REPORTS Reports are attached to these minutes. All divisions/disciplines/ committee representatives are required to provide regular reports. A reminder to committee representatives to submit to the executive for keeping: agendas, minutes, and brief reports relevant to FLCC. Item D-1 TREASURER REPORT A month end financial statement is sent to each executive member prior to meeting or review. Seconded by Grant. Carried Nothing new to report at this meeting Nothing new to report at this meeting E Item E Coach Boats and Motors BUSINESS ARISING FROM THE MINUTES One boat in for repairs. Still need someone to look after gas. Karen to talk to DB teams that are using boats to see if they can take that duty Canoe Docks South finger repair. Bob to speak to Joyce about this. look into north east dock repair Grant will Fort Langley Historic Site FLCC Strategic Plan Grant explained that waterfront property in front of Fort is Municipal land. FLCC would like to use land for storage. This is still in hands of municipality Divisional strategic plans Flat water has one done Each division needs to do one. New reps will look at this. Cec will give them each a template and will work with them to complete. Bob would like to attend division meetings. Grant put forward there should be a youth program strat plan that addresses all disciplines Insurance Task Force Report Bob s first draft report attached Task Force next meeting is tomorrow, Tuesday, February 28 Interim insurance has been purchased. Motion for interim insurance sent via as follows: Moved: Bob A Seconded: Cheryl M 2

3 That FLCC purchase interim insurance at a cost of approximately $580 to cover 100 new Club members (members since January 1, 2017) and all nonmembers participating in club events from the period February 22 to March Explanation: Insurance coverage for new Club members and non-members participating in club events and paddling sessions from the February 22 to March is urgently required to enable existing commitments to be met and to prevent prohibition of paddling by these groups. MOTION by Dave to pay new insurance. Second by Joanne. Discussed policy on drop in fees. Fees should be consistent across all divisions. MOTION by Cheryl all drop ins be $10, for non-member Second by Joanne Carried BC Societies Act Committee Dissolution Clause Marlene brought this up at AGM Cec will amend so can submit to Societies Act Criminal Record Check Policy Business arising from AGM Social media and web site and newsletter editor Cheryl policy is that Criminal Record Check must be done for one person on boat with youth. Does not have to be coach For school outings teacher would have this. Only an issue if you are alone with youth. Dave and Cec will find info that explains whether we need this under these circumstances Bob would like to discuss with organizers of regular group outings Nothing other than Task Force Bob wanted to discuss making one person in charge of all media. Cec and Sara will work on this. Bob to set up meeting CPR AED training Bob would like to have one person trained for each team. May be steers. Would like to have a clinic set up. Bob will contact FCRCC. Have to adapt to doing CPR on boat Treasurer 3

4 1.2.1 Dave asked if he could change format of report and it was agreed new format easier to read. Signing authority needs to be changed to Dave, Bob and Sara Item E-1.3 Safety Safety Training for Divisions Item E-1.4 Facilities/Inventory Nothing new to report at this meeting Cold Water Policies Bob spoke to Gorge Club. Their policy is at 3 degrees or lower they advise no paddling. Same for FCRCC. Bob thinks we should have same policy. Strongly recommend no paddle with ice on river. Bob will also check CKC policy and then establish our policy. blasts better than Facebook to update members. Diane in charge of keys and codes. Catriona to contact Diane. Will get keys to new Executive members. Sara to contact Carolyn Kessler to update codes and send out to Executive, and also to update Carolyn concerning new Exec and their contacts so that they will be included in any updates on Bedford Channel Society and door codes that BCS is responsible for Paddlesport Dock & Boathouse Dock Expansion Project Update Langley Heritage Society Joseph Haldi House Update Maintenance Item E-2 DRAGON BOAT 2.1 DB Update Hoist Proposal Glenda to discuss with Glen Group has been meeting to come up with plan. Bob circulated pic. Have to have township sign off on this. Funds will come from Outrigger budget Grant said that Langley Heritage Society wants to involve community and entrepreneur. Bob had printed plans that he shared. Will have restaurant and café Upstairs would have meeting area. Accessible during restaurant hours only. Trinity University will be out in June. Parking will be an issue, as we will lose spots to restaurant Bob said that Diane has done a great job of clean ups etc., along with John Spencer for weekly maintenance. Catriona to develop a committee and coordinate. Can be discussed at div meetings. We will revisit Also see report attached. Karen said they are having problems with not enough steers. Joyce has said she will train new people. Bob suggested each team should encourage everyone to try. They are also working on youth dragon boat program. 4

5 Item E-3 FLATWATER/SPRINT 3.1 Sprint Update Also see report attached. Grant said 6 members they were involved in slalom race on Salmon River. Will send pics Working on forming own society to meet CKBC requirements. Item E-4 OUTRIGGER Also see report attached. 4.1 Purchase of Bradley OC 6 Joanne wants to push this forward It is in approved budget. $11,000 for used boat including spray skirt from Jericho MOTION to approve purchase of boat by Joanne. Seconded by Grant. Carried 4.2 OC Update Gralin and Betty to organize River Run. Susie to do registration. May not do small boat in fall. Joanne will check with Gralin No more storage for OC1s. Looking into solutions Someone has let a dog poop in basement area. Will ask Bedford Channel Society to put up signs. NO DOGS ALLOWED Development Program to be discussed at division meeting. Discussed how to pay for a coach, would members or club pay. Joanne to look in to this. Would be only for new paddlers to teach them basics. If you want to use OC1s, must be trained. Gralin to talk to Dragon. Zone about their program Item E-5 VOY/REC CANOE 1-1 Brigade Days Also see attached report. Julie Kell wants to make a grant application available through Township of Langley. Funds to be used for a bus and trailers for boats $2500 available. Will ask for $1000 Cec to her documents needed for submission. Will try to publicize more this year. Disappointed with last year s turnout 5.2 Voyageur Update F Debbie Scott sent out update. Event planning guide needs to have this year s upcoming event dates entered G Item G-1 Next Meetings H Item H-1 Meeting Adjournment NEXT MEETING(S) Next executive meeting: 7:00pm, Monday, March 27, 2017 Fort Langley Community Hall ADJOURNMENT MOTION by Bob and grant second The meeting adjourned at 9:50 pm Submitted by Sara Strachan Attachments: Combined Reports Dragonboat Report February 2017 Joyce May My term as Dragonboat Coordinator expired at the 2017 AGM, February 20th. I wish my successor, Karen Corness, a successful time shepherding the division through the paddling year. I ve enjoyed my term working with the executive and paddling community. Two issues face the division at this time; steering and the youth program. Steering The division is woefully short of steerspeople, due to an unusually high loss of steers this past season. We have lost 5 steerspeople with a 6th out for a year because of medical issues. We are seeing the return of an assessed steer and the off-season training of 2 others. The 2 in training will hopefully continue their training during the new season under the mentorship of level 3 steers. There may be as many as 5 teams without a steers at this time. Teams without steers have been encouraged to put forth people for training but that seems to be falling on deaf ears. The reality of being without steers may change that. All teams are aware that they will be required to have an assessed steer as their regular steer. Three teams have steers that are not assessed but should have no problem successfully completing the assessment process. I suggest that steers who have completed the online component and have scheduled the on-water assessment in a timely manner be allowed to steer until that assessment is complete. We re talking the first couple of weeks of April here. Youth Program Last year the youth program had 29 paddlers but not all attended in a meaningful way. Thanks to coaches Sara Strachan & Audrey Milne, steers Johanna Mramor & Joyce May and regatta manager Denise Crook. Preparation for this program needs to start now 6

7 to get the program in place in April. I tentatively have a group of paddlers coming from Mission hoping to start April 12th. OC Report Presented by Gralin Doubleday Feb 27, 2017 I would like to congratulate and welcome Joanne Bolam as our new OC coordinator. She will do a fine job I m sure of that, but will need and be looking for help from all of us in the Outrigger division. Things seemed to be looking up weather wise and we even had a couple weeks of decent paddling weather. Today mother-nature reminded us that she is not done with winter here quit yet. By popular demand the two Advantages remain rigged as a V12. It has proven to be a useful training tool especially for newer paddlers trying OC for the first time, it allows for stroke technique training without the fear of a huli. With the passing of the budget at the recent AGM, plans will be made shortly to obtain our new to us Bradley OC6. River Run registration is now open, and boats have been secured giving us 8 boat heats. We will be calling for volunteers very soon to help put on another great event this year. As this is my final report as OC coordinator I would like to thank the membership and all the current and past board members for the opportunity to serve the people of FLCC. I still remain on the CORA board this year and will still be around to assist Joanne and the OC division. As always, information on any CORA items, your annual membership renewal and race schedule & results can be found by visiting February Voyager report By Debbie Scott February, 2017 Hi all February was a better month of paddling we got out on Saturday mornings. We got a new voyager rep Glenda Grassmuck and helper Elizabeth Blackman. We all would like to welcome them! Our new rep can organize the dates for our monthly voyager day trips. Also we still have a few spaces on our June Sechelt brigade. If interested contact Sylvia at FLCC Sprint Report Feb 2017 Submitted by Grant Rawstron Our athletes are starting to return to the water after the cold winter that saw them doing more dry land training than usual. Swimming skills have increased as has strength training in the ATC. Programming for the field trips and the Summer camps are being distributed and we are looking for University Student(s) to coordinate and instruct the programs. 7

8 A lot of work went into preparing The Salmon River Slalom course and gates for the Races this last weekend. Our Coach Emily led a small group of our paddlers against the Chilliwack club and a contingent from Alberta. Another great event that The Chilliwack club hosts on our behalf. With our club losing Full membership with CKBC it has caused a lot of anxiety for the Sprint group as we have to have CKBC insurance even if it does not work for the rest of our club.
