1 MINUTES OF THE REGULAR MEETING OF THE SHOW LOW CITY COUNCIL HELD ON TUESDAY, SEPTEMBER 05, 2017 AT 7:00 P.M. IN THE CITY COUNCIL CHAMBERS, 181 NORTH 9TH STREET, SHOW LOW, NAVAJO COUNTY, ARIZONA 1. Call to Order. Mayor Seymore called the meeting to order at 7:00 p.m. 2. Roll Call. NEW BUSINESS: 7A. Consideration of Resolution No. R Approving Intergovernmental Agreement with Arizona Game and Fish Commission to Implement Community Fishing Program at Show Low Creek. (Jay Brimhall) Mr. Brimhall said in fall 2015, representatives from the Arizona Game and Fish Department met with City staff to discuss the possibility of integrating a section of Show Low Creek into the community fishing program. Staff worked with Arizona Game and Fish to craft the parameters of the program. Mr. Brimhall said if approved, the Intergovernmental Agreement (IGA) would allow Arizona Game and Fish to stock Show Low Creek in the Meadow with catchable rainbow trout in the autumn and spring. Channel catfish (if desired) might be stocked in September and May. Sunfish would be stocked at least once annually, likely in June. Bass was also an option to be stocked sometime in the spring. Mr. Brimhall said the Arizona Game and Fish Commission approved the IGA on August 4, Mr. Brimhall said the community fishing program would have two stocking locations, one near the foot bridge that led to the Show Low Bluff trail and the other behind the Hampton Inn. Daily limits for each species were two catfish, two trout, five sunfish, and one bass. Mr. Brimhall said the term of this IGA would be for an initial two-year period and would be renewed thereafter on a schedule with other community fishing programs. Costs to the City of Show Low were shown in the table below.

Mr. Brimhall said the City would provide trash cans, and staff would empty the receptacles daily during the busy season. Mayor Seymore said it might be appropriate to add some signage stating the fines associated with littering. Mayor Seymore said the IGA would establish Show Low Creek as a public fishing area. Councilman Allsop said the property south of the Hampton Inn was private property. Mayor Seymore referred to the daily catch limits and asked about the possibility of instituting a catch-and-release program to allow larger fish to be caught. Scott Gurtin, Arizona Game and Fish s Community Fishing Program Manager, said they had two tiers of regulations for community waters and a limit was usually applied to waters that Game and Fish stocked. Core waters were stocked about every two weeks. Show Low Creek was designated as an expansion water and stocked less frequently. More restrictive regulations were typically applied to expansion waters. The City of Gilbert had one fishing area that was catch-and-release for bass and sunfish and catch-and-keep for trout and catfish because the city had concerns about excessive injuries to water fowl. Mayor Seymore asked if the water depth and temperature was sufficient yearround for the fish to survive. Mr. Gurtin said yes, they surveyed Show Low Creek in December 2016 and found a good population of a variety of species. The creek was conducive to sport fishing year-round. However, there was a section of the Meadow where the water heated up in the summer and was more conducive to warm-water species. VICE MAYOR HATCH MOVED TO ADOPT RESOLUTION NO. R APPROVING AN INTERGOVERNMENTAL AGREEMENT WITH THE ARIZONA GAME AND FISH COMMISSION TO IMPLEMENT A COMMUNITY FISHING PROGRAM AT SHOW LOW CREEK ON CITY OF SHOW LOW PROPERTY IN THE MEADOW; SECONDED BY COUNCILWOMAN KAKAVAS; PASSED UNANIMOUSLY.
4 Regular Meeting Minutes 4 September 5, B. Consideration of Amendment to Professional Services Contract with Armstrong Consultants, Inc. for Airport Master Plan Update. (Tom Bahr) Mr. Kopp said in April 2012 a request for qualifications was published to solicit statements of qualifications (SOQs) from airport consulting firms to provide planning, operations, engineering design, and airport construction management per Federal Aviation Administration (FAA) and Arizona Department of Transportation (ADOT) standards. The selection process followed the procedures outlined by FAA and Arizona Revised Statutes Title 34. Five firms were interviewed after reviewing the seven SOQs that were received, and Armstrong Consultants, Inc. was selected as the number one firm. Mr. Kopp said the City of Show Low had a five-year on-call agreement with Armstrong, which included the airport master plan update that was required by FAA on a periodic basis to ensure continued federal funding for future airport development. The last master plan update was prepared in 2012, and updates typically occurred every five to seven years. The Council approved a grant to fund the master plan update at its August 15, 2017, meeting. Mr. Kopp said creating this new master plan would allow the City to receive funding for necessary airport improvements. The project was supported by FAA at 95% or $449, of the total project cost (estimated at $470,703.20) and ADOT and the City will each pay 2.5% or $11, of the project cost. Mr. Kopp said staff recommended the Council approve Task Order E with Armstrong Consultants, Inc. in an amount not to exceed $470,703.20, with the City s cost share not to exceed $11, for the Show Low Regional Airport master plan update. Councilman Leech asked what type of airport improvements would be covered by the $470,000. Mr. Kopp said the master plan would lay out proposed future improvements, such as the crosswind runway, how new airport property acquired by the City could be used, include an inventory of hangars, etc. It would be a report document with plans for the future. Councilman Leech asked if the City would have input for the master plan. Mr. Kopp said the first step in the master plan update would be to form a steering committee comprised of a mix of selected staff, citizens, Aviation Advisory Committee members, and Council members, to advise the consultant about what the City wanted to see in the plan. The main element would be to meet new FAA requirements. COUNCILMAN LEECH MOVED TO APPROVE TASK ORDER E, AS PART OF THE PROFESSIONAL SERVICES CONTRACT WITH ARMSTRONG CONSULTANTS, INC., IN AN AMOUNT NOT TO EXCEED $470,703.20, WITH THE CITY S COST SHARE NOT TO EXCEED $11, FOR A NEW
5 Regular Meeting Minutes 5 September 5, 2017 AIRPORT MASTER PLAN FOR SHOW LOW REGIONAL AIRPORT; SECONDED BY VICE MAYOR HATCH; PASSED UNANIMOUSLY. 7C. Consideration of Award of Construction Contract for Westwood Subdivision Sewer Line Replacement Project, City of Show Low Project No. S (Shane Hemesath) Mr. Hemesath said the City s fiscal year 2017 Capital Improvements Program (CIP) budget included $450,000 for a sewer replacement project labeled Westwood Subdivision. The scope of work included removing the existing sixinch clay sewer main and brick manholes, and installing approximately 2,800 linear feet of new eight-inch PVC sewer main, 12 new sewer manholes, and new sewer services for each lot. Any asphalt or concrete removed during the installation of the work would be replaced. Mr. Hemesath said the project was designed by Ironside Engineering with a construction estimate of $435,000. Arizona Department of Environmental Quality approvals to construct had been obtained. The project was publicly bid in accordance with statutory requirements with the following results: Contractor Total Bid Rawlings Specialty Contracting $381, Western Grade LLC $419, Apache Underground & Excavating $493, Central AZ Civil Contractor Co. $551, Mountain High Excavating $608, Mr. Hemesath said staff recommended awarding the construction contract for the Westwood Subdivision sewer line replacement project, City of Show Low Project No. S-1216, to Rawlings Specialty Contracting in an amount not to exceed $381, Councilman Leech asked if clay pipes still existed in the City s system. Mr. Hemesath said there was still some clay pipes in the City s system. Clay pipes were an older product, but some of it remained in good condition while some had been infiltrated by roots. There were also cracks and failures and services that needed to be abandoned in this subdivision. Councilman Leech asked about the cost of traffic control reflected in the bid tabulation. Mr. Hemesath said traffic control and mobilization varied greatly among contractors. The contractor would be required to set up detour routes and close the roadway to through traffic while still permitting access to local traffic. Councilman Leech asked if the City would have to deal with traffic control during this project. Mr. Hemesath said no, the contractor would provide traffic control.
6 Regular Meeting Minutes 6 September 5, 2017 COUNCILWOMAN KAKAVAS MOVED TO AWARD THE CONSTRUCTION CONTRACT FOR THE WESTWOOD SUBDIVISION SEWER LINE REPLACEMENT PROJECT, CITY OF SHOW LOW PROJECT NO. S-1216, TO RAWLINGS SPECIALTY CONTRACTING IN AN AMOUNT NOT TO EXCEED $381,237.50; SECONDED BY COUNCILMAN KELLEY; PASSED UNANIMOUSLY. 7D. Consideration of Award of Construction Contract for 10th Avenue Roadway Improvements, City of Show Low Project No. R (Shane Hemesath) Mr. Hemesath said the City s fiscal year 2018 Capital Improvements Program (CIP) budget includes $175,000 for a roadway improvement project labeled 10th Avenue near Safeway. The scope of work included removing the existing concrete and asphalt for 10th Avenue from the intersection of West Owens north approximately 500 linear feet to the cul-de-sac along the west side of the Show Low Safeway property. New concrete curb, gutter, and sidewalk and a new fourinch thick asphalt section with associated eight-inch thick aggregate base course would be installed. Any subgrade issues uncovered during the construction of the new roadway would be repaired. Mr. Hemesath said the project was designed by City engineering staff, with a construction estimate of $185,000. The project was publicly bid in accordance with statutory requirements with the following results: Contractor Total Bid Perkins Cinder LLC $214, Hatch Construction and Paving $265, Mountain High Excavating LLC $302, Mr. Hemesath said project savings from the Show Low Lake Road, phase 2, reconstruction project had been identified to complete the funding for this project. Staff recommended awarding the construction contract for the 10th Avenue roadway improvements, City of Show Low Project No. R-0917, to Perkins Cinder LLC in an amount not to exceed $214, and approving the associated budget transfer. Councilman Allsop said he looked at the project site and saw portions of the sidewalk that needed replacing but didn t think money should be spent to replace the entire sidewalk. He said replacing the sidewalk that was located across the street from five houses didn t benefit those residents. He agreed with replacing the road but not the sidewalk. Mr. Hemesath said the original project scope included replacing up to about half of the concrete. Staff identified portions of the sidewalk and curbing to be replaced and portions to save. Because it was more cost-prohibitive to piecemeal repairs, staff decided to replace the entire sidewalk and curb and rebuild them to their original state. Ribbon curbing would
7 Regular Meeting Minutes 7 September 5, 2017 be installed on the opposite side in front of the homes to stabilize the edge of the road. Councilman Allsop agreed with installing ribbon curbing where the residents lived but disagreed with replacing the entire sidewalk when some of it was not damaged. Mr. Hemesath said over half the concrete easily needed to be replaced. Just as in the Show Low Heights development, removing and replacing portions of the concrete would cause the price to escalate. Replacing all the concrete would lower the price. Concrete prices rose in Show Low Heights because parts of the sidewalk were torn out and replaced rather than replacing the entire sidewalk. Mayor Seymore asked if it would cost about the same if the entire sidewalk was replaced at one time rather than replacing portions. Mr. Hemesath said yes, replacing portions of the sidewalk would result in higher pricing. Councilman Allsop preferred the sidewalk be placed on the same side as the houses. Councilman Leech asked if the road would be any wider with the ribbon curb. Mr. Hemesath said the roadway would remain 24 feet wide from the edge of the curb to the back of the ribbon curb because of all the utilities that were buried in front of the homes. Councilman Leech said it would be nice to have sidewalks on both sides of the road. Councilman Kelley asked if serious consideration was given to moving the sidewalk to the housing side and if that would be more expensive. Mr. Hemesath said all the sewer clean-outs and water meters were on the back side of the ditch on the west side, so moving the sidewalk would require major utility movement. The grades also were quite steep with the rise on the west side. The overall scope of the work in the capital improvements program was to keep the sidewalk in its current location, which is what the developer was required to do when the store was built originally. Mr. Muder explained when Mega Foods was built, the developer was required to install sidewalk on the east side. There was far more foot traffic that would be generated by the business than from the five homes on 10th Avenue, and the sidewalk was a requirement of the City s commercial code. COUNCILMAN LEECH MOVED TO AWARD THE CONSTRUCTION CONTRACT FOR 10TH AVENUE ROADWAY IMPROVEMENTS, CITY OF SHOW LOW PROJECT NO. R-0917, TO PERKINS CINDER LLC IN AN AMOUNT NOT TO EXCEED $214, AND APPROVE THE ASSOCIATED BUDGET TRANSFER; SECONDED BY COUNCILWOMAN KAKAVAS; PASSED 5 TO 1 WITH COUNCILMAN ALLSOP CASTING THE DISSENTING VOTE.
8 Regular Meeting Minutes 8 September 5, SUMMARY OF CURRENT EVENTS: 8A. Council Members Councilman Leech offered his condolences to the Kenneth Patterson family on the passing of his mother, Violet Patterson. Vice Mayor Hatch thanked City staff for preparing the Senior Field for the first annual Guns and Hoses softball game to raise money for the First Responders Legacy Scholarship fund. 8B. Mayor Mayor Seymore said he and several Council members and staff attended the League of Arizona Cities and Towns annual conference in Tucson a few weeks ago. Four youth delegates from Show Low High School also attended. It was great to see their enthusiasm and excitement as they learned more about City government. He also thanked those who offered support to Taylor Town Manager, Gus Lundberg, whose wife passed away a few weeks ago. 8C. City Manager Mr. Muder said the month of September was National Library Card Sign-up Month. Anyone who signed up for a new card throughout the month would be entered into a drawing to win a free movie gift card. Mr. Muder said anyone who enjoyed bargain hunting might want to check out the community yard sale this Saturday at the Frontier Fields, 600 North 9th Place. Mr. Muder said in public works projects, the waterline project along the Deuce of Clubs continued and was expected to be completed by the end of September, the parking area was extended at the Show Low Bluff trail, restrooms at Show Low Lake were under construction, and crews were working on drainage issues on East Reidhead and doing weed control. Mr. Muder said regarding the widening project on US60, administered by the Arizona Department of Transportation, paving on the south side would begin next week, with traffic routed to the north side. When the south side was done in about two weeks, the contractor would build the grade and extend culverts on the north side in preparation for paving, with traffic routed to the south side. Mr. Muder said the City s annual Student Government Day would be held September 19. Members of the Show Low Student Council would job-shadow City employees and participate in the Council meeting that evening.
9 Regular Meeting Minutes 9 September 5, 2017 Mr. Muder said staff had planned to showcase the fourth and last Councilidentified priority, Infrastructure: Preserve Existing Assets at tonight s meeting. With the Student Council s participation at the September 19 Council meeting, the presentation was moved until then to give the students the opportunity to hear about the City s priorities, goals, and processes that the Council used to make decisions about policies and the annual city budget. 9. SCHEDULING OF MEETINGS: Mayor Seymore said the Council retreat would be held at 9:00 a.m. on Thursday, October 5, at Show Low City Hall in the Deuce of Clubs room. 10. ADJOURNMENT.
