1 Lake County 4-H Club Committee Minutes for Meeting of 9/22/2016 Meeting was called to order by President Janet Kraynik. Pledges were recited. Roll Call was taken: Members present Janet Kraynik, Jim Nichols, Amanda Sloas, Tom Kennelly, Amy Hein, Rebekah Lamb, Judy Dawson, Connie Brittingham, Earlyne Long, Christi Long, Debbie Sajdera, Julie Ziese, Mary Hulsey, Mike Winarski, Debbie Nieman, Vicky Gianni; not present Tristan Hann and Lillian Mlynarski; guests Lin & Jim Wozniewski, Dwayla Lamb, Patti Nichols, Barb Dewell Secretary minutes from the July 28, 2016 were posted online. Amanda Sloas moved to accept the July minutes as posted. Mike Winarski seconded. Motion passed A letter of correspondence received from Jan Reed: Donations are being accepted for the landscaping project in front of the new Extension office. Debbie Nieman moved to donate $ for plants in front of the new building. Connie Brittingham seconded. Motion passed Mary Hulsey said the balance in checking is $30, and passed the treasurer s report around for review. Lin Wozniewski introduced three (3) projects that she would like to bring back for the project year. She explained that she has been petitioning clubs for signatures to see if there was enough interest. She did have signature sheets available for review. Vicky Gianni moved to add Bicycling, Consumer Clothing, and Computer to the roster of projects. Amy Hein seconded. Motion passed Patti Nichols presented a question of current membership qualifications. Discussion followed. Julie Jones and Jennifer Govan-Haynes said that all the paperwork for the leader in question has been approved and that they are waiting for the online enrollment to go live to complete the process. By-laws were questioned and the by-law committee will review the areas in question for future reference. By-laws need to be adjusted to have experienced leader s running for office. Connie Brittingham reported that the general leader s held their elections officers are: Chair Jim Wozniewski, Asst Chair Patty Kvachkoff, Secretary Lin Wozniewski, Treasurer Connie Brittingham, Club Committee representatives Judy Dawson and Jim Nichols. Connie also stated that Judy Dawson and Jim Nichols were voted in as general superintendents. The general leaders donated $100 to the landscaping at the new extension building, and donated funds to the 4-H Foundation in remembrance of leader s that have passed. Julie Ziese reported that Auction Council held their meeting directly after the general leader s meeting and election of officers took place. Chair is Debbie Nieman, Asst Chair Shayne Donovan, Secretary Deana Sutton, and Treasurer Elli Knizner. When the committee meets again they will vote on the club committee representatives. Earlyne Long reported that the Junior Leaders had their call out meeting and election of officers. President Kathy Kennelly, Vice President Josephine Gianni, no secretary, Treasurer Allison Bewick, Club Committee representative Aleena Mongerie and Facebook coordinator Katie Neal. They are wrapping shoeboxes in conjunction with the church that they meet at. There is a completion trip planned and their next meeting is September 27, Christi Long said Horse & Pony had their meeting last week. Year-end review was discussed from demonstration to fair. Elections were as follows Chair Debbie Sajdera, Asst. Chair Christi Long, Secretary Kevin Solomon, Treasurer Vicky Gianni, and Club Committee representatives are Debbie Sajdera and Barb Dewell. Vicky Gianni said that fair went well.
2 Mary Hulsey said the extension board had their annual dinner meeting and that the building should be ready to move in by December. Committee Reports: AWARDS Debbie Nieman reported that they will be meeting soon to tally points from the Achievement Records that are due on October 1 to pick the new Ambassador board. There are no points included on the sheets that were received with the checks this year. Club Committee will calculate them from reports printed by the Extension office. Awards night went well, not much said about not having a dance directly after. FINANCE/AUDIT/BUDGET Mary Hulsey asked that all sub-committee budgets are given to her by the October 20 th meeting so she can prepare the Club Committee budget and report for the year. VOLUNTEER RECOGNITION Debbie Nieman said the Leader s Banquet is set for January 19 th at Great Oaks. There will be a silent auction again this year. Any club or person wanting to donate items please let her know. The Chicken Dinner will also have a silent auction with a few items being auctioned off every hour so people do not have to stay around all night. BY-LAWS No report PUBLIC RELATIONS Lin Wozniewski said window display contest forms are out and ready to go. Pictures for displays are due to the office by November 12 th Julie Jones mentioned that there is a billboard campaign being done by the state and that if Lake County is not one of the counties to have a billboard that we could purchase the spot on a billboard to promote 4-H. FUNDRIASING Vicky Gianni has chicken dinner tickets available and carry out is available for those that cannot stay to eat. Mary Hulsey presented the geranium information for Mary did give counts from last year clubs sold 625 reds, 403 pinks, and 393 whites. So it was decided to increase the number of pink and white. Vicky Gianni moved to order 650 red flats, 400 pink flats, and 400 white flats. Connie Brittingham seconded. Motion passed. Debbie Sajdera said the 5K had 80 participants, t-shirts are ordered, color guard is set and volunteers are ready. NOMINATING Debbie Nieman reported that the committee met prior to tonight s meeting and are presenting the following at-large nominees: Rebekah Lamb, Amy Hein, Debbie Sajdera. Also Debbie Nieman presented the slate of officers for the November election: President Janet Kraynik, Vice President Debbie Nieman, Secretary Debbie Sajdera, Treasurer Mary Hulsey. There was no old business to report
3 NEW BUSINESS: Superintendent project changes were presented. Vicky Gianni moved to accept the changes presented to Microwave, Reclaimed Treasurers, Exploring through Books and Exploring through Movies, Garden, and Small Engines. Mike Winarski seconded. Motion passed (see attached Exhibit A for complete project revisions) Jim Nichols moved to accept the proposed changes to the general rules as presented. Tom Kennelly seconded. Janet Kraynik called for the vote after much discussion on the pros and cons of the changes presented. In favor = 6, Opposed = 8, Abstained = 1. Motion defeated. (See attached Exhibit B for complete project revisions) Vicky Gianni moved to accept number 3, 4, and 5 of the proposed changes to the general rules as presented. Christi Long seconded. Motions passed (See attached Exhibit B #3, 4, and 5 for complete project revisions) Debbie Nieman moved to accept number 1 of the proposed change to the general rules as presented. Rebekah Lamb seconded. Motion passed. (See attached Exhibit B #1 for complete project revisions) Amy Hein moved to allow Beef, Sheep, Swine, Dairy, and Goat to pilot number 2 of the proposed change to the general rules as presented pending superintendent approval. Jim Nichols seconded. Motion passed. (See attached Exhibit B #2 for complete project revisions) YOUTH EDUCATOR No Report Mike Winarski moved to adjourn the meeting. Debbie Nieman seconded. 4 EXHIBIT A Page 1 of 3 Changes for H projects Microwave p. 56, Rule 3, Exhibitor must bring completed project manual, the completed exhibit, a mandatory 3 x 5 recipe/instruction for cooking card a recipe or index card (no larger than 5½ x 8½ ), and exhibit the current Lake County project label for judging. Reason: To match requirements of Foods project. Reclaimed Treasures 1. A "before" picture is required with each Restored article to be exhibited with projects, including a one paragraph story stating origin, process of restoration, time and materials involved, and purpose of article. Picture and story should be placed in a 3-ring binder. Reason: So the judge can see the amount of work done. 3 Ring binder is to eliminate the use of trifold boards (most are bigger than the project.) 7. Members may enter one exhibit in each category: Repurposed Convert an item to a new purpose. Example: Trophies converted to coat-rack or suitcase converted to end table. New purpose should not be solely decorative. Recyclable items such as tin/aluminum cans, glass/plastic jars or bottles, etc. are not allowed. Exploring through Books AND Exploring through Movies Rule Change: Add rule number five to the beginning of projects' general rules. Stated below: 5. NOTE: Dioramas will be judged separately from posters. [or instead of adding new rule, possibly just add statement at end of Rule 1] Reasoning: Hoping to get more diorama projects! :) Garden p. 48 Revise rule 5, All Garden Exhibits, except posters, must include a display of cut fresh flowers in a clear glass container. Garden exhibitors are asked to provide at least one display of cut homegrown flowers in a small, clear glass container. Label bottom with name and club so it can be returned (do not use exhibit label). Reason: Rule causes confusion. Flowers are for display only, not judged. Not everyone grows flowers. Revise rule 9, Champions & Reserve Champions will be selected for each class. A Grand Champion and a Reserve Grand Champion will be selected for Single Vegetable and Single Herb
5 EXHIBIT A Page 2 of 3 Exhibit Options Single Vegetable (one class): Single plate of a vegetable grown. Maximum of 5 different exhibits per exhibitor. You may exhibit than one variety of a vegetable but must be different varieties. Examples: Peppers: Hungarian Wax, Bell, Banana. Single vegetables should be labeled with common name of the vegetable and variety or cultivar of the vegetable. Refer to the 4-H Garden Publication 4-H 970-W for number of specimens and scientific names. Single Vegetable (five classes): Single plate of a vegetable grown. Classes: Beans, Peppers, Squash, Tomatoes, and All Other Vegetables. You may exhibit up to three entries per class (different varieties). Single vegetables should be labeled with common name of the vegetable and variety or cultivar of the vegetable. Refer to the 4-H Garden Publication 4-H 970-W for number of specimens and scientific names. Reason: Lots of participants competing in one class. May encourage more people to participate and to try to grow a variety of vegetables. More educational if broken down-- easier to compare tomatoes with other tomatoes, etc. Change #2, Garden Collection (three classes) A collection consists of a group of different vegetables judged as one exhibit. (Examples: A collection of three could have one plate of tomatoes, one plate of potatoes, and one plate of green beans.) Each member may exhibit only one collection of either 3, 4, or 5 plates. Garden collections should be labeled with common name, Latin name, and variety. Collection of Five (one class) A collection consists of a group of five vegetables judged as one exhibit. One entry per exhibitor. Examples: A collection could have one plate of tomatoes, one plate of corn, one plate of beans, one plate of potatoes, and one plate of peppers. Garden collections should be labeled with common name, Latin name, and variety. Reason: Low number of participants; separate classes cause confusion. Change #3, Single Herb (six classes): Herbs should be grown in pots (8 maximum diameter). No more than five entries grown in individual pots may be exhibited. Classes: Mint, Oregano, Rosemary, Sage, Thyme, and All Other Herbs. Up to three entries per class. Herbs should be labeled with common and Latin names. Change # 5 County Only Container Gardening. (Four classes, not eligible for State Fair.) Size of container not to exceed inches. Plants must be in one container. Three to Five plants per container. Display sign no larger than a 5x7 listing the plant(s) in the container. May contain flowers but does not count as a plant. No more than 5 entries in each class. Reason: We need to be able to move planters around, both during and after judging. --CONTAINER HERBS: Same variety Same kind of herbs in the same container. (Example: Mints: Cat, Spearmint, Chocolate and Lemon) --CONTAINER HERBS:,Different variety Different kinds of herbs in the same container. (Example: Oregano, Mint, Thyme, and Rosemary.) --CONTAINER MULTIPLE GARDEN: container consisting of annuals, vegetables, herbs, or fruits. --CONTAINER SINGLE VEGETABLE OR FRUIT: A single vegetable or fruit planted in a suitable container. (Example : Tomato or Blueberries)
6 EXHIBIT A Page 3 of 3 Small Engine Delete Level 2, Option 5 and Level 3, Option 5. Reason: Level 2, line 5 indicates an educational display on how to adjust a carburetor. Both the Environmental Protection Agency (EPA) and the California Air Resource Board (CARB) have decreed that carburetors are to be made non-adjustable. Present production of engines has carburetors that either do not have adjustments or the adjustment screws are not able to be moved. Furthermore tampering with these carburetors can result in a fine to the dealer. This fine can be up to $27, plus loss of technician status. Both Lin and I are MST s (Master Service Technician) and we do not want to jeopardize our status. Even telling an over the counter person how to negate or bypass a carburetor adjustment can result in a $10, fine. The position taken by the manufacturers is there is to be no adjusting, tampering, or repair to a carburetor unless it is done by a skilled technician. Therefore I feel this line would be best deleted in order to bring the project up to current standards. Level 3, line 5 an educational display showing how to remove and sharpen a mower blade. Present industry trends prefer the blade be replaced instead of sharpened. If the blade is heavy enough, then it should be sharpened and balanced. Manufacturers also suggest this process be done by a qualified dealer. My experience with working with 4-H children in the small engine project is that few, if any, have the proper tools to service a blade properly. If the blade is not balanced and torqued down according to manufacturer specs, then a very dangerous situation may result.
7 EXHIBIT B Page 1 of 2 PROPOSED CHANGES TO GENERAL RULES (1) Revise policy on exhibit deadlines and adjust all rules that are affected (in Handbook and Horse & Pony Rule Book): Add p. 18, new Rule 1, Members may choose to enter exhibits for judging and exhibition at the Lake County Fair and/or other venues. Participation in exhibition and judging is voluntary. In order to do this, members must 1. Be enrolled in the 4-H project on or before May 15; 2. Complete all requirements for that project, including animal identification and project records/manuals; and 3. Enter (register) their specific exhibits for each project on or before July 1; earlier entry deadlines may apply for certain projects. Many projects allow members to enter multiple exhibits. Specific instructions for entering exhibits will be provided. Contact your club leader, project superintendent, or the Extension Office for assistance if needed. Members are advised to print a copy of their entries and review it carefully. For entries due July 1, corrections may be made by notifying the Extension Office on or before July 10. It is the responsibility of the member to verify that the changes were made as requested. At exhibit check-in, if entry is in the wrong class it may be moved to the correct class without penalty. The correction should be made prior to judging. New non-animal entries may be added at check-in but will not be eligible for Champion or Reserve Champion. (2) Revise policy on Livestock Project Manuals (Beef, Dairy, Goat, Sheep, and Swine). An Animal Project Record Sheet will be required. This will be due at check in. Add a new Project Manual class in each department. Members will have the option of participating. If they choose to do so, manuals must be submitted to the Extension Office by July 1. Superintendents/assistants will grade them. A minimum of three activities must be completed each year.
8 EXHIBIT B Page 2 of 2 (3) Put relevant information together in book: Combine p. 19 Rule 3 and p. 21 Rule 27 into one IDENTIFICATION rule. Include list of which animals must be identified by May 15. (4) Remove requirement of the Premise/Partnership/Lease Agreement Form. Premise/partnership/lease arrangements may be made but no paperwork will be submitted. p. 19, Rule 1, Delete 2 nd and 3 rd paragraph, and any other reference to the Livestock Premise/Partnership/Lease Agreement Form. Move Rule 22 from p. 20 to p.18 and make it part of Rule 1. (5) The Fair Board would like this change to be made: Page 20, 20. BEDDING REQUIREMENTS: Each 4-H livestock exhibitor (beef, dairy, sheep, swine, horse & pony, goat) is required to furnish their own bedding throughout the fair. All livestock bedding must be commercially packaged wood shavings or straw. No mulch, wood chips or sawdust. in bold please
