After a successful completion of her reign, Queens will receive a scholarship the following year as they return to state to crown their successor. (Fulfilling her reign includes representing Wyoming at World Finals Jan th, 2009 in San Marcos, TX, as well as attending at least 2 Wyoming Universal Beauty preliminaries, hosting 1 Wyoming Universal Beauty preliminary, 2 parades, 2 fundraisers, and at least 2 other activities including community involvement) UNIVERSAL PRINCESS WINNERS: (Each Division) *Rhinestone Studded Princess Tiara *Official State Sized Our Little Miss Princess Trophy *Embroidered Wrap Around Banner *Flowers *$ Paid Towards World Entry Fees Princesses are invited to attend OLM functions and represent her Universal Princess title; this includes representing her title at World OLM Finals in Texas, Jan th, 2009, parades, preliminaries, fundraisers, and community involvement. 3 Official Regulations: 1. Report to all functions/competitions at least 15 minutes prior to scheduled time. Thos reporting late the first time will be given a warning (infraction), 2 nd time will not be considered for the top 3 positions. **Once your child has been checked in for competition, no one will be allowed to alter or remake an outfit to fit regulation. Please make sure you check all your outfits for violations before checking in!! 2. No alcoholic beverages and/or illegal drugs of any kind is allowed to be consumed by parents or older contestants in or near staging areas or in contestant's rooms. This could be cause for contestant's automatic disqualification. This is a children's event and should not be considered a free-for-all party in a hotel. It will be at the discretion of the Pageant Officials as to the severity of the problem and the matter will be handled accordingly. 3. No smoking in Staging areas, including dressing rooms, or around children during competition. 4. Mothers or chaperones must not remove hands from their contestant in the baby age divisions at any time during stage presentations. Contestant in the 0-35 month divisions requiring a parent/presenter must keep hands on during the entire interview process and/or on stage presentations at all times for the child s safety. Contestants may share toys, snacks, etc. during this time. Presenters are not allowed to prompt baby to talk in any way. Should the child speak out on her own that is not considered coaching; however, learned hand signals or other prompting older babies to speak will not be allowed. The Presenter is the only person speaking during Close-up appraisal, back stage close-up and if asked a question at playtime. Presenters on stage in the baby divisions will be allowed to quietly give directions but no prompting to wave, smile, dance, etc. The first time coaching is caught, they will be given a warning and the second time will result in a violation. No directional signals off stage will be allowed for any age division. Should a child become stranded or lost on stage a queen or stage moderator will assist any child on stage if necessary. Items used by parents/supporters/coaches in the audience are not teaching delegates to be natural on stage during their presentations. Children search for these tools for guidance and do not always pay attention to their placement on stage and this can become dangerous. Children should be allowed to attend practices or participate in scheduled optional to become familiar with performance arena as every stage is different. 5. Although every contestant has a parent or appointed guardian, pageant officials will stop any unacceptable conduct, (i.e. foul language, abusive punishment, activities that could be harmful, younger contestants smoking, excessive gossiping, rude behavior, distasteful clothing). Any of the above mentioned regulations can be cause for contestant's disqualification. If necessary the contestant(s) and attending guest will be asked to vacate the property. 6. Any photo used in the Program Book, Additional Advertising, Miss Photogenic or Commercial Print, must portray the contestants age, low cut clothing, over done make-up and large earrings is not advisable, especially on the younger contestants. NO PHOTO TURNED IN CAN BE DIGITALLY RETOUCHED IN ANYWAY; IF A DIGITALLY ENHANCED PICTURE IS TURNED IN IT WILL NOT BE USED IN THE BOOK!!! 7. The Official Program Book will be printed on time. All deadlines will be enforced and the book will be printed with out your page if deadlines are not met. We will not hold the book open for any contestant! 8. No posting of ballots, ratings, etc. is allowed. At no time will any discussions take place with the official judges. 9. Judges comments will be given to your state director after the pageant is over. 10. Our Little Miss is a Non-Glitz pageant!! However, jewels, sequins, pearls etc. can be worn on Party Dress and Evening Gowns. We ask that the adornment be conservative and allow the child to shine first not the dress! 11. All contestants must be female in gender.

4 Official Regulations: 12. All contestants must wear Khaki bottoms (no skirts) with their Official State t-shirt during Playtime/Team OLM. Shoes/socks for Team OLM/Playtime must be white or light in color and must be tennis shoe style. (Same Attire for Close-up Appraisal/Interview) 13. Please do not turn in any photos smaller than 3 1/2 X 5 or larger than 8 X 10, if you do turn in a picture that does not meet these sizes you will be charged a reduction or enlargement fee of $25.00 per picture. Preferred method is to send a high quality photo via to: WyomingOLM@gmail.com 14. Every participant must turn in 25 goody bag souvenir gifts. These are to be inexpensive in cost and are good luck wishes to the other participants. You are NOT allowed to reduplicate the Our Little Miss name and or the Trademarked Silhouette. If you gift does not follow these guidelines you will be given a direct violation and will not be considered for the official title. All candy must be wrapped and no gift is allowed to have any sharp edges. Please have your name and age division on each gift. Please turn in at registration. 15. Every participant is also asked to bring 3 gifts, approximately $5.00 each; one each for incoming queen, outgoing queen and for a secret pal exchange. Please put your contestant name and age division on the gift. You will be exchanging gifts from another contestant in your division. Please turn in at registration. 16. Backstage/offstage unruly behavior will be considered and given an infraction or violation depending on its severity. Should bad behavior or unsportsmanlike conduct occur or continue after a warning a delegate, her guest(s), queen, her family/guest(s) and/or staff member will be dismissed immediately without earnings or further consideration. 17. *No makeup will be allowed on babies in the Baby Petite division during Official and the 0-35 month divisions at Universal Beauty. Age appropriate makeup will be allowed for all other divisions. No fake eyelashes, hair pieces or extensions in any age division. If caught wearing them this will be an automatic violation.

5 Official Clothing Rules: Clothing Rules General Clothing Rules for ALL contestants: 1. Body glitter or hair glitter is not allowed on any stage of competition. 2. Sexy overdone clothing is not acceptable. 3. Expensive designer clothing is not necessary. 4. Failure to follow clothing guidelines can cost the contestant to be awarded any of the top 4 titles and where applicable a Top Ten Placement. 5. No competition clothing can have open sides of any kind. 6. NO Midriffs are permitted to show in any outfit for all age groups. 7. NO extremely low necklines in any phase of competition. 8. NO disrobing or garment removal in any phase of competition. 9. NO visual drawings on the body are allowed (i.e. tattoos) these must be covered! 10. NO excessive or extremely large earrings on younger children on stage or in photos. 11. NO extremely tight fitting gowns on older contestants. 12. Our Little Miss is a Non-Glitz pageant!! However, jewels can be worn on Party and Evening dresses; however, we ask that they be conservative and allow the child to shine and be seen first...not the dress. 13. Ages 0-12 Years are not allowed to have shoes with a heel higher than 1½ High for any phase of competition. Specific Clothing Guidelines: Party Dress (Contestants ages 0-12)/Evening Gown (Contestants ages 13-17): 1. Ages 0-12 will compete in Party Dress competition. The length of the dress should not be long. The acceptable length is any where from mid-thigh to mid-calf age groups cannot appear in party dresses with the back lower than the contestants' shoulder blades...no exceptions. 3. Ages will compete in Evening Gown competition. The length of the dress should be floor length. An example of an appropriate evening gown would be a prom dress or a dress worn to a formal ball. 4. Party Dress/Evening Gown should be age appropriate in style and adornments. No side midriff cutouts, indecent back exposure and no split skirts above the knees in Evening gown. There are no set rules for panty hose or socks for any age division. 5. All Party Dresses & Evening Gowns...Strapless and/or one shoulder strapped dresses are not permitted and all straps must be at least a 1" minimum width. Straps must be made of solid material. See through tool or chiffon is not considered a solid strap and a 1" strap will need to be added to comply with rulings. 6. Halter-tops can be worn with 1" straps. The back of the dress must follow clothing regulations.

6 Specific Clothing Guidelines: Official Clothing Rules: Sportswear (Contestants All Ages): 1. Sportswear for all ages must be an active or dressy outfit. No skirts, dresses, swimsuits, glittery costumes, rhinestones (glittery objects) or sequins will be allowed! This includes diamond or sparkly earrings/jewelry, hair or shoe adornment or buttons. Universal Ms. contestants are allowed to wear an engagement/wedding ring only, no cocktail rings. 2. Skorts can be worn; however they must resemble shorts in some way. They cannot simply wear a skirt with shorts or bloomers underneath. 3. Contestants age 0-12 should wear something casual in style, for example a Capri set or a cute walking shorts outfit, pant outfits can also be worn at this age. Close-up Appraisal (Contestants all Ages): 1. Normally, Attire for Close-up Appraisal ages 0-6 should be a Sunday's Best type dress. Ages 7-12 can be a Sunday's Best dress or Business suit. Ages 13 & up should be Business suit attire. No slacks may be worn in any age division for close-up appraisal. **PLEASE NOTE** Due to time constraints, Close-up interview will be held before Playtime/TeamOLM and Playtime/TeamOLM attire will be worn for Close-up Appraisal. Optional Talent: (Optional Age Divisions are: 0-2, 3-6, 7-12, 13+) 1. Ages 0-26yrs may compete in a Talent Presentation. Anything entertaining and good in taste is considered a Talent presentation. All talents cannot exceed 2 min and 59 seconds. All talent costumes must follow the guidelines given for the Party/Dress and Evening Gown Competitions. NO disrobing is allowed in talent, this includes throwing a boa, hat, etc. If you play a musical instrument you must supply your own instrument. If a piano is on the property you will be allowed to use it, please check with your director to see if a piano is available for competition. Please have all your music on CDs! 2. Optional talent will not be considered when selecting the Official Winners in Beauty Season. Special Note: We are looking for natural, wholesome contestants. The judges are not searching for a Miniature Adult or Vegas Showgirl. This competition is not based on how much money is spent on clothing. Our judges will be judging the contestants on their ability to capture their audience including the judges. A wellversed contestant on worldly issues and school activities will catch the eyes of the judges far sooner than a satin, rhinestone jacket. Be yourself and have fun. Swim and get to know your fellow contestants. Then the crown will be a wonderful added gift to bring home along with your lasting friendships. Infractions: Infractions are simply just warnings. These are given when a rule is broken unintentionally. It is simply just a warning. However if 2 or more infractions are given you will not be allowed to place in the top 4. Violations: Violations are given when a rule is directly broken. Ex: Talent going over the given time limit. If you are given a violation you will immediately out of the top 4.

7 Payment Information: Other Important Information: Your $100 deposit and any sponsor fees, including advertising money must be turned in by November 1 st, If your money and forms are not in by this date you will be charged a $50 late fee. Any money turned in on or before Nov. 1st can be paid by Check and or Money order or you can pay with your credit card using PayPal to WyomingOLM@gmail.com **PLEASE ADD 3% TO ALL PAYPAL TO COVER ASSOCIATED FEES** All final balances will be taken up at registration and we only accept CASH at registration. If any checks you turn in (including Sponsor Checks) are returned with insufficient funds you will be charged an extra $30 NSF fee. Please make all checks out to Angel Vielhauer, WY-OLM. Door Prices: Guest Badges can be bought at registration. Guest Badges get you into all on-stage competitions. Does not include Dinner. Guest Badges - $5 Adults & Children ages 6+ / Children 0-5 are Free Dinner Tickets: Dinner Tickets can be bought in advance. $15 Adults/ $8 Children (ages 4-10) Dinner: Dinner will be announced prior to events. There is no cost for contestants. Chaperones and Guests may join at a above charge. What is expected of our Winners: Winners of Our Little Miss/World Youth Federation will not be allowed to appear in person or be photographed or endorse any product or event with either their name or title without permission from Wyoming Our Little Miss Headquarters. Furthermore, the parents/contestants photographers must agree to give full consent to Our Little Miss/World Youth Federation to allow the copyright or publishing or photographs that were either taken at the event or sent to headquarters prior to the competition, motion pictures and/or television in which they appear during their reign or pertaining to their reign prior to or thereafter and further agree that Our Little Miss/World Youth Federation may transfer, use or cause to be used any photographs, motion pictures, or television pictures of themselves for any and all exhibitions and/or public displays, publications, commercial art and advertising purposes without limitations, reservation or compensation and further agree that they will appear and/or perform at the discretion of Our Little Miss Headquarters when given reasonable notice without jeopardy to the winner s schooling and when reasonable expenses are offered for the said performance or appearance. The above conditions shall be in effect as long as Our Little Miss/World Youth Federation has need of its winners for publication, appearances, performances or advertising purposes. It is further understood that State Winners will have to advance to the World Competition in San Marcos, TX January 15 th -19 th, 2009, as well as attending at least 2 Wyoming Universal Beauty preliminaries, hosting 1 Wyoming Universal Beauty preliminary, 2 parades, 2 fundraisers, and at least 2 other activities including community involvement. If the above mentioned appearances are not met all prizes and honors will be revoked, Our winners are expected to know the rules and regulations as set forth by Our Little Miss/World Youth Federation and abide by them at all times. All rules and regulations have been read and understood throughout this contestant handbook and the release form must be signed before entry into the competition.

8 Optional Competitions: (You are Not Required to enter the following competitions) Optional Age Divisions are: 0-2, 3-6, 7-12, 13+ Livin Doll Competition: ($35 for Registered Contestants/$45 for Non-Registered Contestants) Our Livin Doll competition requires the participants to model a dress only. They will be required to model once on the stage. This is a competition that allows the participants to practice their modeling skills on our stages. In each age division a Winner, 1 st and 2 nd will be given. Pro/Am Modeling Competition: ($15 per category) You may enter as many pro/am categories as you want. Each category has a different theme. You will be expected to model in a basic modeling style. You will be critiqued on your modeling and on your outfit. You will be given your critique sheet and a 1 st, 2 nd and 3 rd will be given in each category per age group. Practice Interview Session: ($15) This is a time for you to practice your Close-up appraisal before you actually have to see the official judges. It will be judged by experienced staff members who will give you both oral and written comments. Most sessions will take place right before the Official Close-up Competition. A 1 st, 2 nd, and 3 rd will be given in each age division. Miss Photogenic: ($50 per picture) All entries must be turned in with your Roster picture and forms by November 1st. Any pictures turned in after this date will not be considered for the Miss Photogenic title. A winner will be chosen from each official age division. We are looking for Beauty from a photo and clarity of the photo does make a difference. All Photos will be printed in the Program book. Please do not turn in digitally enhanced pictures they will not be considered for the title and will NOT be printed in the program book. Our Preference is an 8X10, but will accept 3X5 to 8X10. Preferred method is to send a high quality photo via to WyomingOLM@gmail.com Winner will receive Banner, Rhinestone Tiara, and Special Award. Commercial Print Competition: ($15 per category) All entries will be taken up at Registration and will be judged during the Official Competition. The categories offered are: Best Head Shot, Portfolio, Tear Sheet, and Composite. If entering Portfolio please make sure it contains at least 5 photos. A 1 st, 2 nd and 3 rd will be given in each category in each age division. Prettiest Eyes, Prettiest Hair, Prettiest Smile: ($15 per category) All will be judged during your official competitions. Winners will be announced at the Dinner. Talent: ($20 per event) All Contestants can compete in an Optional Talent Presentation. (or more than one) Anything entertaining and good in taste is considered a Talent presentation. All talents cannot exceed 2 min and 59 seconds. NO disrobing is allowed in talent, this includes throwing a boa, hat, etc. If you play a musical instrument you must supply your own instrument. Please have all your music on CDs! Each talent must be on its own CD, labeled and turned in at registration.

9 Optional Competitions: (You are Not Required to enter the following competitions) Optional Age Divisions are: 0-2, 3-6, 7-12, 13+ Model of the Year: To qualify for Model of the Year, you must enter at least 4 Optional Pro/Am Competitions. One winner will be awarded pageant wide. The winner will be the contestant w/ the best overall scores in the optional modeling. If entering more than 4 optional pro/am, the 4 best scores will be used to determine model of the year. Winner will receive Crown, Banner, and Special Prize. To be announced at Dinner. Popular Miss: To qualify for Popular Miss you must sell at least 5 Full pages of ads in our program book. One Popular Miss will be awarded. The Popular Miss winner will receive a Crown, Banner, Trophy, your World Entry Fee Paid and Full page with your picture printed in the Program Book! *Special from your state director: Popular Miss will also receive a Special Gift with a value of at least $100. And if at least 13 full pages of ads, Popular Miss will Receive One Airline ticket to World Finals January 15 th -19 th in San Marcos, TX. (value up to $500, which will be reimbursed to contestant during World Finals) People s Choice People s Choice will happen through-out the competition. This is a fundraiser and will go to help the Scholarship Monies of OLM. Each vote is only a dollar (ie $1=1 vote, $20=20votes) and the girl with the most votes at the end of the day, will be named OLM People s Choice. This contestant will receive Crown, Banner, and special gift during dinner that night. *Don t forget to tell your friends and family about this! What do I need to do to enter? For entry into State, fill out the forms, and by November 1st send in your forms, your picture(s), and your $100 deposit (which will be subtracted from your final balance). I agree to hold World Youth Federation of the Americas, Inc, Angel Vielhauer and/or the Our Little Miss Pageant System, its directors and staff members harmless of any damages or liabilities due to theft, accident or injury during or resulting from my child s participation in the world competition. I accept the responsibility for the regulations of hours and personal activities of the contestant. I also affirm that all of the enclosed forms are true to the best of my knowledge and belief, including name, birthday, city and state/country of residence. I understand any false or misleading statements will be sufficient reason for dismissal from the pageant system. I further agree that if my child is selected winner or captured on tape in any activity during the world pageant, she will be allowed to appear in the taped segments. I further agree that my child may appear in any taped segments or printed advertisements for World Youth Federation in the future without compensation after said pageant. Any official or beauty winner not fulfilling her year s reign due to prior commitment/contract and/or by not being available for Our Little Miss personal appearances which will include representing Wyoming at World Finals Jan th, 2009 in San Marcos, TX, as well as attending at least 2 Wyoming Universal Beauty preliminaries, hosting 1 Wyoming Universal Beauty preliminary, 2 parades, 2 fundraisers, and at least 2 other activities including community involvement, if applicable, may be replaced by a presiding queen. She must also return the following year to complete her reign. The crowns, robes and any awards offered for winning such titles will be passed down to the presiding winner if one is appointed. Should a State/Regional Official or Beauty winner win the honor of an Official or Beauty State/Regional Title her successor will be named as a presiding queen for the remainder of that year. The crowns, robes and ANY awards offered will be passed down to the presiding winner. The robes are the property of World Youth Federation and if not properly returned at the end of the year s reign or passed down to her successor upon request, legal procedures will follow immediately at the expense of the parent/guardian or contestant herself if of legal age. At the discretion of the Board of Directors, the amount of involvement by the official or beauty winner will constitute who, if any, will receive any monies and/or concessions earned from winning the titles(s). Any contestant or parent caught in any unsportsmanlike conversations, or unruly acts of temper will be warned of the consequences of being dismissed from the pageant system. There will be no second chance if anyone is caught deliberately causing harm, either physical or verbal, and will be automatically dismissed from any sanctioned events of World Youth Federation or the Our Little Miss Pageant System.
