Non-voting members present: Phil Ockelmann, Chris Fudge 1. Call to Order: The meeting began at 5:22 PM with a quorum. 2. Review of Prior Minutes MOTION: Approve Minutes of the March Meeting APPROVED, with no opposition. 3. Opening Remarks Andrew Lelchuk emphasized that for this meeting we will be used for planning the upcoming season. Andrew reported the results of the State All Star tournaments, with one first (BU12), one second place finish (BU10) and one third place finish (GU12). 4. Regional Commissioner s Report The AYSO National Annual General Meeting (NAGM) will be held from May in Anaheim. The NAGM will include a 50 th Anniversary Gala for AYSO. Andrew proposed a Media/PR position for the Board that will be focused on community outreach. If you know of someone who has this skill, please let Andrew know Siivio s in Hermosa Beach will partner with AYSO Region 18 to hold a World Cup event, on June 12 the opening game of the Cup pitting Brazil against Croatia. Silvio s will donate a portion of their proceeds from that day to AYSO in exchange for promoting the even through blast and on our website.

2 If anyone is interested in joining the Area Board, there are multiple positions currently open. 5. Spring Soccer Attendance has been a problem for Spring Soccer. Andrew suggested that it may be better to have a fee for Spring Soccer (it s currently included with the Fall fee). It has also been a challenge to keep games on schedule in U8. In general, Andrew would like to market AYSO Region 18 as a year-round organization 6. AYSO Extra Discussion was centered on whether an AYSO Extra program was needed for Region 18. In other regions, AYSO Extra is used to address declining enrollment but this has not been an issue for Region 18. AYSO Extra is considered at a skill level between primary AYSO and club teams. It requires a separate infrastructure, including commissioner, coach and referee administrators, and controller. AYSO Extra must be in conjunction with primary play, not in lieu of. Bob Foster emphasized that the level of play of AYSO Extra is not necessarily higher. Teams would be formed from U10 to U19, with no more teams in Extra than primary. Player selection must be based on evaluation by an outside third party., based on regional guidelines. Players in AYSO Extra cannot play in primary due to regional guidelines., though a proposal to allow U13 and above to play concurrently in Extra and primary is being reviewed by the Section Board. Bob Foster will lead a review of AYSO Extra and report back to the board at a later date. 7. Marine Avenue Park Michael Hinz reported that a shed will be installed within two weeks. In addition, a sun shade has been approved by the city of Manhattan Beach and will be installed at the end of June. Several areas will also be concreted after the sun shade is installed and will lessen the amount of debris kicked onto the field.

3 We are currently exploring different ideas on the west and north sides of the field to minimize lost balls. 8. Budget The fiscal budget is due to the National Office by June 1. Substantial budget requests need to go to Stan Ibara by May 1. The May 13 Region 18 Board Meeting will be used to approve the budget. 9. Fields Discussion included whether to re-sod grass fields. A suggestion was made to more efficiently utilize Marine Avenue Park, where AYSO Region 18 has ten years of use with no fees or lighting costs charged to us. It was suggested that an assistant be assigned to Russ Allen. The purpose would be to help him with his substantial workload in managing the fields and to lessen the burden to always be available to Region 18 for miscellaneous issues. The fields at Mira Costa High School will continue to be available for Region 18 use as the proposal to turf all fields has been delayed to Regional Guidelines Andrew asked all Board members to review the regional guidelines. He emphasized that not every position on our Board is required to be listed in the Guidelines. 9. Regional Assessment Program Application (RAP) Andrew congratulated the Board for receiving a Platinum assessment for For , the application will be filled out as follows: - Andrew will fill out the Administrative portion. - The Coaching section will be filled out by Steve Hershkowitz. - The Referee section will be filled out by Scott Jarus. - The Finance section will be filled out by Stan Ibara - The Flex and Secondary Programs section will be filled out by Andrew

Open Board Positions Andrew announced the following open Board positions: - GU7 Commissioner - BU5 Commissioner - BU10 Commissioner - BU14 Commissioner - BU16 Commissioner - BU19 Commissioner - Spring Soccer Coordinator - Referee Scheduler (non-voting member) Andrew announced that Krista Skinner would serve as Regional Coach Mentor. 11. Pre-Season Planning A. Registration Byron Eguchi reported that everything would be basically the same as last year including pricing and that everything is going well so far. Byron will be getting an assistant to help him with Registrar duties. Early Bird Registration is open until June 22, and regular registration will be from June 23 to July 31. Anyone registering after July 31 would be placed on a waitlist. Division Commissioners must coordinate with Byron before assigning players to teams in order to make sure these players are registered. Banners have been placed at most of the area schools to announce registration. Byron will be working on a calendar to schedule advertising. Dan Elder will do a calendar for blasts regarding registration. B. Referee Update Scott Jarus reported that a referee committee has been formed and their first meeting will be on May 1. The committee includes Scott, Michael Heinz, Mike Duckworth, Craig Breitman, and Byron Eguchi. As was done last year, the Referee Scheduling System (RSS) will be used again. The company providing the system has been very responsive and the system worked well last year.

5 Mike Duckworth reported on referee instruction. He is targeting 150 referees for this year, trained through five classes. Mike will have youth classes on August 14, and August 28. On August 30, September 10, and September 16, he will have a full day class for adults. Mike reported that last year, there were 38 youth referees.. Andrew mentioned that in Hawthorne, all U16 through U19 players are required to do basic referee training. Mike Duckworth encouraged supporting training of U16 through U19 players and noted that such refereeing would count as community service for these kids. C. Volunteer Recruitment Scott Jarus mentioned that AYSO 18 is the only region of the top 10 regions where the parents are not required to be at a meeting, providing the region to pitch volunteerism as a coach, Board member, referee, etc. The advancements in electronic registration and communication have cost the region a valuable face-to-face touchpoint with parents. Region 18 does have people pitch to volunteer as referees during the various player drafts. Chris Fudge was asked to look further into ways to improve volunteer recruitment. D. Coaches Region 18 should make better use of the AYSO Coach Instruction Program in addition to or instead of EVO. In any case, when EVO coaches attend team practices, they should be there to train the coaches rather than just run the practice. Krista Skinner will work with EVO to ensure this happens. Formal U8 training will not be offered. An emphasis needs to be made to keep games on time. The draft schedule should be completed as soon as possible. E. Uniforms and Equipment Nedra Yost reported that she needed help choosing soccer balls. Todd Collins volunteered to help.

6 It was generally agreed that coaches should not refer parents to Nedra to handle special uniform requests. Coaches need to make such requests themselves. F. Picture Day Nedra reported that the process will be the same as last year, including the invitation of food vendors. G. Opening Day Event. Andrew emphasized that Open Day should be used as an outreach to the community. Bob Foster volunteered to spearhead the planning for Opening Day. 12.
