On 7/9/18, the Board of Directors (BoD) met in Executive Session after the monthly BoD meeting was concluded. During the Executive Session, I made a brief presentation to the BoD and described the specific parcel of land that has been offered for sale. I also provided Dawson County tax value information for RBGC property and surrounding properties and I reviewed options available to raise money with which to purchase additional land. This situation provides the following opportunities for RBGC: The club can raise the funds necessary to purchase 50+ additional acres that will provide a buffer for club shooting ranges, will increase the value of club holdings by adding additional acreage and provide land for future range development. 1

2 Land Purchase Opportunity (Continued from page 1) Should the club choose to forego purchasing the land, the seller may sell his land to a developer who will eventually build and sell homes. These homes may be built close enough to club ranges that the homeowners initiate noise complaints and noise and safety related litigation. While one may observe that the club is grandfathered or that it is protected by certain state laws, the threat of litigation and harassment from local homeowners is real and would be expensive to litigate against. The threat of losing the club is real. The seller may be unable to sell his land or may change his mind. However, the seller is an older gentleman and the land he owns next to the club will eventually sell. The key question is, will the club have the opportunity and resources to purchase this property when it does eventually sell? All of these possible outcomes were discussed during the 7/9/18 Executive Session. A motion was made, seconded and approved by vote to proceed with the land purchase. A motion was made, seconded and approved by vote to sell additional life memberships at $7,500 each to raise money for the land purchase. The BoD voted to purchase the land outright rather than raise funds for a down payment and borrow the balance because the RBGC By-Laws require that a majority of the life members approve any loans in excess of $10,000. The BoD would have to convene a Special Meeting and request life member approval to initiate a real estate loan. No one on the BoD wants to use the club s existing land as collateral for a loan and no one on the BoD wants to place the clubs existing property in jeopardy. After a great deal of research into recent land sales and listings and meetings with the Dawson County Tax Assessor, the Club Treasurer and I met with the land owner on 7/28/18 and reached a verbal agreement to purchase 50 to 60 acres for $9,000 an acre. Pursuant to the agreement, the club will also pay for a survey and closing costs and has until 10/31/18 to raise $540,000. During an Executive Session on 8/13/18, the BoD approved the sale of up to 73 additional life memberships at $7,500 each to raise $540,000 to purchase 60 acres. Effective 8/15/18, life memberships began being offered to club members who were on the Life Membership Waiting List. To date, 30 life memberships have been sold, the club has raised $225,000 and all members on the waiting list have been contacted. The BoD also approved rules governing the management of the Life Membership Waiting List and they approved a Life Membership Application Form which is required by the club By-Laws. These documents appear with this article, they are posted on a bulletin board outside the Club Manager s Office, they are available through the Club Manager and Club Secretary and they are posted in the Member s Only section of the RBGC Forum. The benefits of having a life membership are listed below: 2 Life members pay no dues. Life members elect the Club President for a term of one year. Life members elect three Life Directors for terms of two years each. Life memberships are transferable and may be passed on to a member s spouse, children, grandchildren or other relatives. In the event a life member moves away or is no longer able to use club facilities, the club will buy back life memberships for $500 less than the assigned value. (Continued on page 3)

3 Land Purchase Opportunity (Continued from page 2) If a member believes they have a better offer, they may sell their life membership to someone else. The most important benefit of purchasing a life membership is that it will help the club raise the funds to purchase the additional acreage that is now available. This additional land will serve as a buffer against the future encroachment of urbanization and will be available for future range development. If you have wanted to purchase a life membership but have not done so because you didn t want to be on the waiting list for a long time, now is the time to complete the form, send it to the Club Secretary and purchase your life membership. For decades, only 127 life memberships were available and no one could purchase one unless the life member who had it sold it back to the club. Now, everyone on the Life Membership Waiting List who wished to purchase a life membership has done so and there is no longer a wait for life memberships. There are still 43 new life memberships available for immediate purchase. The club needs your help to raise $540,000 by 10/31/18. If the purchase of a life membership is not a good fit for you, consider a donation in any amount to the RBGC Land Purchase Fund. If you are not in a position to make a donation, you can help the club by recruiting a friend, neighbor or relative to become an annual member. Will Owensby, Club President Life Membership Application Rules 1. Any person to whom a life membership is to be transferred, by any manner whatsoever, must meet the membership qualifications in Article III. (Article V Transfer of Life Memberships, Section A.) 2. The Club Secretary shall maintain a list, in chronological order, of prospective life members who have expressed written interest in life membership upon a form provided by the Club, which shall be deemed the official waiting list of proposed life members to whom life memberships may be sold. (Article V Transfer of Life Memberships, Section C., Number 1.) 3. Each life member shall be entitled to one vote in elections of directors and officers, and in all other matters duly presented to the life members for action. (Article IX Voting, Section A. Right to Vote, Number 1.) 4. A prospective life member may be placed on the list only one time and may purchase a life membership when their name reaches the top. If, after purchasing a life membership, the member wishes to purchase an additional life membership, they may be placed on the bottom of the list by resubmitting a Life Membership Application Form to the Club Secretary. 5. A prospective life member who, for any reason, declines to purchase a life membership when it is offered to them will be removed from the official waiting list. If, after being removed from the waiting list, the member wishes to be placed on the list again, they may be placed on the bottom of the list by resubmitting a Life Membership Application Form to the Club Secretary. 5 Highlights of July 2018 Board of Directors Meeting Official Club Business President Will Owensby presided over a quorum of seven Board members. Also attending were two club officers, the Club Manager, Shotgun Manager, two life members, and one spouse member. A quorum was confirmed, the proposed agenda was amended and adopted, the minutes of the June 2018 Board meeting were amended and approved, and the following officer and manager reports were presented and accepted: Treasurer Secretary Chief Range Officer Club Manager Shotgun Manager Board decisions made, actions taken and items of interest: Treasurer reported that June FYTD income was $802K, an increase of approximately $24K versus the same period in FY June FYTD expense was $906K, an increase of approximately $46K versus the same period in FY Cash in the bank as of 6/30/18 was $366,704 including $70,148 in Capital Reserve Fund. Approved 9 new members. (List below). The Chief Range Officer reported that 15 of 19 shooting venues submitted match reports in June. Total entries were 377 (176 members, 189 non-members, and 12 juniors) and event use fees to the club totaled $1,285. Non-competition range use in June totaled 1,483 (1,287 members and 196 guests). The June range safety tour was attended by 14 prospective members, spouses, and current members. Shotgun range use in June was 445 shooters (361 members and 84 guests). 1,742 rounds were fired during the month with 35 cart rentals. Total June revenue to the club was $11,199. All emergency call boxes are now running on AC power. Septic tank permit for new Bullseye range received. Microphone at front gate repaired and working. New bowling pin plates have been ordered for AP1. On 6/16/18, Tactical Rifle certification was held for 1 member on AP Bay 3. Twenty members and spouses have completed this certification in 2018 and 231 have completed it since inception in May The ACRO Search Committee recommended that RBGC hire Phil Alexander to fill the vacant ACRO I position, and hire Steve Martin to fill the vacant ACRO II position. The BoD voted unanimously to hire both Phil Alexander and Steve Martin. Regular monthly Board meetings are called to order at 7:00 PM on the second Monday of each month in the Gene Mowell Conference Center. RBGC members and families are cordially invited to attend. 5

7 YOUNG SHOOTERS CHALLENGE REGISTER NOW OCTOBER 27, 2018 Registration opened on August 1, This event normally fills-up in a few days. Please pre-register for this event (see below). We are limited to 120 participants between the ages of 8 and 18. This is an excellent opportunity for your son or daughter (grandkids, too!) to shoot targets with.22 rifle,.22 pistol,.30 carbine, black powder hunting rifle (muzzleloader), air rifle, and shotgun. There is no charge to participate in the event. All young shooters will be assisted by River Bend Gun Club volunteers. A parent or guardian must accompany their child. This event is open to members and non-members alike. So tell your friends and neighbors and don t forget to pre-register for a great time. We still need a few more volunteers for the Young Shooters Challenge. Please contact the event coordinator at ysc@rbgc.org to volunteer. Thank you! How does your Young Shooter participate? 1. Register each young shooter online for the event on gunshootingevents.com by clicking or searching 2. Download the Liability Release Waiver, scan to the address on the form (preferred), or send US Mail. Registration is limited to 120 participants so get your forms in early! RBGC members must complete the form as well. 3. Plan to be at the range by 8:00AM on 10/27/18. The mandatory Safety Briefing and instructions will begin at 8:30AM. All participants are required to be present for the Safety Briefing. Please don t be late! 4. Expect to be at the range until late afternoon. Participants will be outside all day. Wear appropriate attire, shorts are discouraged for participants. 5. Bring a chair if you like. 6. Bathrooms are available on the range. 7. Lunch and beverages for participants will be provided at no charge. 8. All shooting will be done on the Cowboy Hill Range which is the first range on your right as you come onto club property. One parent had this to say: This was the first time [my son] ever fired a shotgun. He ended up going 4 for 5. How's that for some good instruction at the Young Shooters Challenge! 8 Action Pistol August 18, 2018 The chance of rain doesn t apply to August River Bend Action Pistol. Saturday morning at 3:45AM before the August Action Pistol Match, many of us had a monsoon rainfall. But once again, Mother Nature smiled on Action Pistol. We arrived at the club under gray and forbidding skies but no rain and so it stayed for our match for the 59 shooters who enjoyed a great match. Bay 1 Our regular torment of plates and pins but with the promise of 4 regular IPSC targets. Except that those regular IPSCs required the infamous Mozambique Drill and those target heads are SO SMALL 8 (Continued on page 9)

9 (Continued from page 8) Action Pistol Bay 2 More steel and paper with a popper activated swinger. Sounds like a speed drill until the swinger keeps playing fast hide and seek behind those barrels. There were a lot of misses on that one! (Continued on page 10) 9

10 Action Pistol (Continued from page 9) Bay 3 Just when the shooters thought they were safe, those hostages who always seem to be in the wrong place at the wrong time were exactly that. And them those challenging head shots made another appearance but this time hiding between the barrels. Nothing fast or easy about those. Action Pistol Traditions As is the Action Pistol tradition, the match was followed up with a lunch off the grill -- this month was hotdogs plus John Busey s wife s entry into the pasta salad competition, Mamiko s already famous brownies, AND Cliff s amazing homemade pickled okra and pickles and, of course, Action Pistol Door Prizes. Our thanks again to all the Range Officers and volunteers who make RBGC Action Pistol a success. Don t forget our next AP Match is Saturday, September 15th. 10

11 Bullseye Pistol Ladies and Gents, Thanks to all 13 shooters who came out to shoot our Bullseye Pistol Match Sunday, August 19, 2018 at River Bend Gun Club in Dawsonville, GA. The weather was warm, but not oppressive. Thankfully, the rain held off. Complete results can be viewed here. Congratulations to Match Winner John Strakose who scored an excellent x. First Master was Jim Good with x. First Expert was John Norris at x. First Sharpshooter was Neal Lewis at x. First Marksman was won by Chase Turner at x. In September we will not have a club match. Instead River Bend will host the Georgia State Bullseye Pistol Championship on Saturday and Sunday, September 15 and 16, Shooting begins at 9:00a.m. each day. On Friday, September 14, 2018 the range will be open for sighting-in beginning at 1:00p.m. The State Championship will be a Registered Additional matches will include NRA Distinguished Revolver, CMP EIC Service Pistol and CMP.22 Rimfire. 12 Bullseye Pistol Championship Please join us at River Bend Gun Club on September 15 and 16, 2018 for the Georgia State Bullseye Pistol Championship. This will be an NRA Registered match (2700) plus NRA Distinguished Revolver, CMP EIC Service Pistol and CMP EIC.22 Rimfire matches. Lunch will be provided both days. The range will be open for practice/sighting-in on Friday, September 14 at 1:00p.m. We will run a series of National Match Courses and you may shoot any (or all) of your guns at that time. There will be a large prize table available to all shooters. Match winner will receive $200, second place overall $150, third place overall $100 and State Champion $100. Match winner, State Champion and all class winners will receive personalized trophies by mail after the match. There will be a random drawing in which five shooters will each receive $100 cash. 13 Light Rifle August sees the second 50-yard matches of the Light Rifle season with a 30 Shot Iron s Only match followed by a 30 shot Any Sight Match. This year s matches had some surprises! The Iron s Only match, affectionately known as the Gary Brockmiller Commemorative Match was first on the Agenda. For those who don t know the history, Gary was a regular shooter for many years competing with Iron sights. He lobbied the MD to sanction a registered Irons only match to allow for RBGC s Iron sight shooters to set National Records. Gary got his wish in 2014 and the MD humorously named the match in recognition of Brockmiller s persistence. Gary moved out of state shortly after the matches started but has travelled back to RBGC each year to complete, winning the match in Unfortunately, he was absent this year, but 15 other shooters were in attendance. The weather was partly sunny but very humid with little wind. Fifty-yard matches are always challenging, and the weather didn t make this one any easier! Only 8 of the 15 competitors present fired Match 1 for record divided equally split between Marksman and Master (all Sharpshooter and Expert shooters were promoted to Master when forming the classes). George Wilson jumped out to a comfortable lead firing a very solid 85-0X 10 points ahead of Mark Dorlay in 2nd and 20 points ahead of Simon Bailey in 3rd. Throughout the match everyone suffered at least one missed shot reinforcing how tough 50 yards is, although all of Wilson s 1st match shots scored points, while the mere mortals all had misses. Competitors held onto their relative positions through stage 2, with Wilson opening the gap over Dorlay by 6 points while Bailey closed the gap to Dorlay by 1 point ( to to ). In the Marksman class, Bob Morris closed the gap on 3rd place by firing a 76 and Brad Reynolds was just a point back at Wilson peaked in the 3rd stage by firing a 90-1X to cement his winning position with a score of 254.1X, just 6 points below the National Record. Dorlay also fired his best stage, 84.0X, to secure second, while Bailey had a (Continued on page 14) 13

14 Light Rifle (Continued from page 13) disastrous stage with 3 misses Bailey stated that he doesn t shoot open sights often & Wilson s playful retort being It Shows! Ouch! Bailey s 57-0X dropped him to 1st Master with Brad Reynolds shooting his best stage, 77-1X, to secure 3rd place overall. Bob Morris fired a 71-0X to finish as 1st Marksman. George Wilson X - Match Winner Mark Dorlay Brad Reynolds X - 2nd Place X - 3rd Place In the second match, all 15 shooters were firing for record, with 2 new shooters and Wilson forming the Master class and everyone else being in their earned class. Intermediate Junior, Ethan Wood, decided to show the old guys how it was done, by firing an 80-1X in the first stage to take the lead. Bailey was in 2nd place with a 79-0X with Dorlay in 3rd, with a 78-0X. Wilson managed a 71-0X despite suffering a missed shot and an internal cross-fire when his rear site came lose. 15 Light Rifle (Continued from page 14) After Stage 2, Ethan was still in the lead by 4 points over Dorlay (158.1X, to 154-0X) while Wilson advanced to 3rd and Bailey fell to 4th (146-0X to 145-0X). In the Marksman class, Beth Reynolds was out shooting Sharpshooter hubby, Brad, posting a 134-1X to hold 1st Markman. The final stage saw Ethan Wood fire a 73-0X to slip within 1 point of Wilson who, recovering from his earlier mishap, shot a match high 84-0X. Still, Wilsons late push was not enough, and, in an unexpected turn, Intermediate Junior Wood finished as Match Winner with a 231-1X over Wilson s final score of 230-0X. The author can t remember the last time a Junior took Match Winner honors, so a hearty congratulations goes out to Ethan on his accomplishment. Both Dorlay and Bailey fired 75-0X with Dorlay finishing in 3rd place, 9 points ahead of Bailey who took 1st Sharpshooter with a 220.0X. New shooter, Chad Rogers won 1st Master posting a 167-3X (the high X count for the day). Beth Reynolds took 1st Marksman and family bragging rights finishing at 208-1X a great outcome and testament to her improving skills with a rifle! Ethan Wood X - Match Winner George Wilson X - 2nd Place Mark Dorlay X - 3rd Place Please see the Match Bulletin posted on the website for full results and congratulations to all the winners. The next match will be the Labor Day match and will be held on Labor Day, Monday September 3rd. This match returns to the 60-shot format fired at 50 ft. Grab your 22 rifle and come on out and join the fun and friendly competition. 15

16 Rimfire Benchrest Seven shooters were present for the August Rimfire Benchrest match and experienced the most amazing weather moderate temperatures and almost no wind all morning. With conditions like these, high scores were expected. The match format for August was three 50 yard stages fired at either the IBS 50 yard Green Monster or the RBA 50 yard target. Due to the Match Director being o a tight schedule, all three stages were fired with scoring done at the end of the tournament. All three matches were fired before noon, with results available shortly after. Steve Gould, firing from a bi-pod, requested to shoot the RBA target so was promoted to the Unlimited class. Simon Bailey left his usual Benchrest rifle at home and instead brought his F-Class Anschutz just to see how it would do. Unfortunately, the BR-50 Stock did not fit Bailey s one-piece rest, resulting in an unusable wobble and almost forcing him to withdraw from the match. Luckily, Grant Toman came to the rescue. Toman stripped both covers from a piece of Gatorboard, which were used as a shim, stabilized the stock sufficiently to shoot a low tech fix for a high-dollar precision rest! The first stage was fired with hardly a breath of wind, with appropriate scores. Andy Greenspon using his MPR and RWS Special Match fired a 249-8X on the IBS 50 target. Bailey, despite the initial troubles, fired a X with the Anschutz on the RBA target, besting Grant Toman s X using his Anschutz. The second stage also had little wind, but a few swirls did cause trouble. Greenspon again fired a 249, this time with a 7X, with Toman repeating his 247 effort but with only 14X s. Bailey fired a X, to tie in aggregate score with Toman but be behind on X s (Continued on page 17) 16

17 Rimfire Benchrest (Continued from page 16) The wind picked up just a little emphasis on little - in the 3rd stage, and Greenspon managed to post his 3rd 249 with a 9X s to lock up first place in the Sporter division. Among the Unlimited s, Toman dropped 4 points to finish with a X securing Class winner honors, and Bailey, who claims his paper shim was wearing out (that s my story and I m stickin to it), fired a X to finish as 1st Unlimited. Special recognition goes out to Steve Gould who, firing his Vudoo from a bi-pod, posted the third stage high score of 247-8X and his highest card to date. Please see the Website for the Match Bulletin for the full match results. The final match of the season will be held on September 30th on MP-1 at RBGC. The match format will consist of 4 stages 2 at 50 yards and 2 at 100. Andy Greenspon has promised one of his great lunch spreads, so grab your.22, a rest and bag and come shoot! 17

18 Smallbore Rifle Prone The August 25, 2018 Smallbore Prone match was another metric match in which we shot on the very difficult NRA Metric targets, which are based on the targets used in international competition. We had eight competitors, seven shooting with sling and one shooting F-Class (bipod or front rest). The wind was light during the 50-meter stages but then picked up when we moved the targets to 100 yards. Mr. Wind decided to be tricky, alternating its velocity from low to medium to high, and switching directions frequently and quickly. Larry Sollars, one of the best prone shooters in the country and always a dominant force in our 600- yard highpower matches, showed us he s equally good with a rimfire rifle as he is with a centerfire rifle, winning sling class with an excellent score of 1176 (out of a possible 1200) in difficult conditions. To give you a frame of reference, a master-class score under the NRA rules is Simon Bailey again won F-Class with a superb score of 1181, dropping only seven points out of 40 shots during the challenging 100-yard match. 20 Youth Shooting Sports The updated youth shooting program this year will offer the basics of rifle, shotgun and pistol shooting to youth members and nonmembers. The programs offered are NRA training programs designed to teach the Knowledge, Skills and Attitude necessary for safe gun handling. These classes will have class room and range time. We will meet in the conference room (next to the club office) then move to the Bullseye youth shooting range or Shotgun Hill. The Programs we are using will also assist the participant in meeting youth program requirements such as the Girl Scouts Shooting Sports, BSA Merit Badges, BSA Venturing Ranger Award, Royal Ranger Merit, 4H and others. Please bring your specific groups requirements with you to class. We will provide all Firearms, Ammunition, Eye and Ear Protection, Targets, NRA course materials and drinks. Please bring a sack lunch. You may bring your personal firearm to use, but it shall be approved by the instructor before use. More Details: NRA FIRST Steps Rifle is designed to provide a hands-on introduction to the safe handling and proper orientation to one specific rifle action. It includes classroom and range time - learning to shoot a specific rifle action type. Students will learn the NRA s rules for safe gun handling; the particular rifle model parts and operation; ammunition; shooting fundamentals; cleaning the rifle; and continued opportunities for skill development. Students will receive the Basics of Rifle Shooting handbook, NRA Gun Safety Rules card, FIRST Steps Course completion certificate. (Continued on page 21) 20
