The Association hosted IPL 2016 matches at Wankhede Stadium. 3. The Association hosted Annual Prize Distribution for year and th 4. The Association hosted 4 Test Match between India & England at Wankhede Stadium. Mumbai Cricket Association undertook various activities for Fan Engagement to enhance the in th stadia experience during the 4 Test Match between India and England played at Wankhede th th Stadium from 08 to 12 December These activities took place on all the days in selected stands at Wankhede stadium. 10 M U M B A I C R I C K E T A S S O C I A T I O N IMPORTANT DECISIONS OF THE MANAGING COMMITTEE 1. The Association decided to start a qualifier tournament for 16 Office teams who could get entry in the Times Shield F division. The winner of the said tournament would qualify for the Times Shield F division. 2. The Association decided to upgrade the conditions of the books at Dr. H. D. Kanga Memorial Library. 3. It was decided to provide monthly scholarship of Rs. 10,000 to Pranav Dhanawade for scoring a World record 1009* runs in a single innings. The said scholarship will be paid for a period of 5 years commencing from January 2016 to December The Association will monitor the cricketing and educational activities of Mr. Pranav Dhanawade for the said period. 4. The Association decided to install 2 ringwells and rain water harvesting system at the Wankhede Stadium to solve the problem of water supply during International and IPL matches. It was also decided to install ringwells at BKC and Kandivali grounds. 5. The Association used online scoring software for Dr. H. D. Kanga League A division matches from M/s. CricHQ and mobile scoring software from Ms/. Book my sports on a trail basis. The Association plans to develop a mobile scoring application for all the MCA matches which will allow access to scores of all the MCA matches on the go. 6. The Association has started a Suspect Bowling Action Correction program for all the local players who have been reported for suspect bowling action in MCA conducted matches. The list of bowlers is updated on the MCA website regularly. 7. 12 M U M B A I C R I C K E T A S S O C I A T I O N NOTE ON LODHA COMMITTEE RECOMMENDATIONS The Cricket Association of Bihar filed a writ petition against BCCI in the Hon'ble Supreme Court of India. After hearing the concerned parties the Hon'ble Supreme Court appointed Committee comprising of Justice R.M. Lodha, former Chief Justice of India, Justice Ashok Bhan, former Judge of the Supreme Court and Justice R.V. Raveendran, former Judge of the Supreme Court was mandated inter alia to examine and make suitable recommendations on the following aspects: (i) Amendments considered necessary to the memorandum of association of the BCCI and the prevalent rules and regulations for streamlining the conduct of elections to different posts/officers in the BCCI including conditions of eligibility and disqualifications, if any, for candidates wanting to contest the election for such posts including the office of the President of the BCCI. (ii) Amendments to the memorandum of association, and rules and regulation considered necessary to provide a mechanism for resolving conflict of interest should such a conflict arise despite Rule prohibiting creation or holding of any commercial interest by the administrators, with particular reference to persons, who by virtue of their proficiency in the game of Cricket, were to necessarily play some role as Coaches, Managers, Commentators etc. (iii) Amendment, if any, to the Memorandum of Association and the Rules and Regulations of BCCI to carry out the recommendations of the Probe Committee headed by Justice Mudgal, subject to such recommendations being found acceptable by the newly appointed Committee. Justice (Retd.) R.M. Lodha Committee submitted its report to the Hon'ble Supreme Court of India with its recommendations. Some of their recommendations are as follows: 1. One State One Vote. One out of three Associations in Maharashtra state would be treated as a Full member on rotational basis, and the remaining 2 Associations would become Associate Members of BCCI. 2. Ministers and Public servant are disqualified from holding office in the State Association or BCCI. 3. Individual not permitted to hold office simultaneously in BCCI and State Association. 4. The BCCI shall not have any provision for any post to be held for more than 9 years. 5. A Nine-Member Body as the Apex Council out of whom five shall be elected office bearers while four shall be Councilors one of them to be nominated by the C&AG. 12 ANNUAL REPORT

13 6. The governing body of the BCCI shall include representatives of players and women, and a nominee of the Accountant General of the State. 7. The BCCI shall grant automatic membership to former international players hailing from the State. 8. The BCCI shall not have proxy voting. 9. Formation of Players Association and expenses to be incurred by the BCCI. 10. The terms of Office Bearers shall be of 3 years, but with a maximum of 3 such terms regardless of the post held, with a cooling off period of three years after each such term. 11. The BCCI shall appoint an Electoral Officer, an Ethics Officer and an Ombudsman. 12. The BCCI shall abide by the principles of Transparency. 13. All Members shall, on or before 15th November of each year, inform and update the Board as to the names of their Office Bearers and the members of their Executive Committees, their respective tenures, the Audited statement of Accounts and the Balance Sheets. 14. The territorial jurisdiction of the Full Members shall be of the administrative State so defined under the Constitution. If a State were to be bifurcated, the newly created State would be entitled to an independent Full Membership, and shall be so inducted within 3 months of such Statehood coming into force. 15. Conflict of interest clause shall apply to all Office Bearers, committee members, administrators, past and present cricketers, selectors, coaches, etc. 16. Maximum tickets of all International matches to be made available to general public. 17. Professional management number of committees reduced to two. 18. There shall be a provision whereby the Office Bearers of the Association stand disqualified under any of the grounds laid down below: a. Not a Citizen of India b. He/She has attained the age of 70 years. c. He/She is declared to be insolvent or of unsound mind. ANNUAL REPORT 13

14 M U M B A I C R I C K E T A S S O C I A T I O N d. He/She is a Minister or Govt. Servant. e. Holds any office or post in a Sports or an Athletic Assn. or Federation apart from Cricket. f. Has been an office bearer of BCCI for a cumulative period of 9 years. 19. Interalia these clauses shall apply to all Associations affiliated/ associated with BCCI. In the event of the grant being denied to any Association, the BCCI shall directly spend the grant in respect of the State concerned in its capacity as parens patria. If any Association continues to be disentitled for a grant for a continuous period of 2 years, the BCCI may derecognize the Association as a member, and if it is a Full Member, in its place, recognize any other Association from that State which complies with the recommendations Mumbai Cricket Association had intervened in the matter and raised objection to the following points before the Hon'ble Supreme Court of India: 1. One State One Vote 2. Disqualification of 70 years Hon'ble Supreme Court of India accepted the recommendations of the Justice (Retd.) R.M. Lodha Committee vide its order dated 18th July Thereafter BCCI filed a review petition in the matter which was dismissed by the Hon'ble Supreme Court of India. Over the course of various hearings, the Hon'ble Supreme Court of India passed orders dated 7/10/2016, 21/10/2016, 2/1/2017, 3/1/2017, 20/1/2017, 24/1/2017 & 30/1/2017. The Association has raised some queries regarding the recommendations of the Lodha Committee which are as follows: A. It is observed by the committee in the report that BCCI may suggest a model Rules and Regulations and uniform Constitution. However, no such uniform constitution draft has been given by BCCI. B. No draft constitution has been prescribed by the Committee for State Associations. 14 ANNUAL REPORT

15 The Association has sought clarifications on the following issues: A. Disqualification of Government employees or public servants B. Definition of Government employees. C. Cooling period in case of different candidates D. Whether disqualified members can vote at the elections E. Status of Managing Committee members The Association has also sought the above clarifications from the Committee of Administrators appointed by the Hon'ble Supreme Court of India. Reply is awaited. Umpiring REPORT OF BOARD OF UMPIRES SUB COMMITTEE The Board of Umpires made every effort to raise the standard of umpiring for the season The following steps were taken in order to achieve the goal. 1. Every Umpire had undergone mandatory off season training. 2. Qualified Umpires were posted for 89.6% of the matches played during the season. Under qualified Umpires were posted only when the Association was short of qualified Umpires. 3. Match Observers were posted for all Major tournaments. 4. Medical Examination for umpires over 45 years was undertaken. 5. Special emphasis was laid on reporting of suspect action bowlers and violation of code of conduct, the effort bore good results and the suspect action policy was implemented and local bowers were sent to the Academy for rectification. The Association has received some positive feedback from the participating teams and club secretaries with regards to the standard of Umpiring. 2. Fresh Umpiring Course & Examination Coaching classes were conducted in English & Marathi for fresh Candidates. A total of 98 candidates in English & 55 candidates in Marathi (total of 153 umpires) became eligible for written examination after having attended a minimum of 80% of lectures. The Following Faculty conducted the classes. 1. Mr V.M. Bandiwekar in English (main faculty) 2. Mr Milind Bhatt in English (assistant faculty) 3. Mr Ajit Datar in Marathi (main faculty) 4. Mr Pranav Joshi (assistant faculty) The following examiners conducted the exam 1. Mr Rajesh Deshpande (Chief Examiner) 2. Mr Anil Dandekar (Chief Examiner) 3. Mr Umesh Dubey & Mr Vinod Seshan assisted the above examiners during Practical & Viva Voce examination. The Written exam was held on 5th March 2016 in which 30 candidates passed in English & 9 candidates passed in Marathi ( a total of 39 out of 153 eligible candidates). These candidates therefore became eligible for Practical's & Viva voce. The Practical & Viva voce was held on 14th May After combining the marks obtained in written as well as Viva and practical examinations the following 11 candidates have been declared successful. 22 ANNUAL REPORT

BCCI Level 1 exam An entrance exam to select candidates for the BCCI Level1 examination was conducted by Mr. Paschim Pathak and 25 candidates were short listed. The BCCI had conducted Level 1 course followed by exam from 27th to 30th April. 24 candidates from our association attended the course. Congratulations Mr Anil Dandekar who was the on field umpire in the IPL 2016 matches and was selected for Exchange programme of BCCI and officiated matches in South Africa. Match Observers were also introduced in the same workshop so that both Umpires and Observers are on the same page. This is the first time where both Umpires and Observers were on the same Workshop. A total of 200 qualified Umpires & 30 match Observers attended the workshop. The following topics were taught by the faculty using technological support and practical demonstration. 1. The newly passed candidates in Umpiring exam will go through orientation programme before being inducted in MCA panel. 2. Every Umpire will undergo medical test in October & November. 3. Objective assessment of umpires for the current season based on reports and feedback is formalised and put in place for the current season. 4. 31 REPORT OF THE MAIDAN SUB-COMMITTEE The Association authorized Maidan Secretary to allocate two trucks (3 brass each) of red soil to each plot holder and 16 brass of red soil to individual maidan at his discretion. In case of additional requirements of red earth over and above the quota, approval of Managing Committee will be required. Safety nets were installed at Dadkar Maidan, Matunga inorder to avoid the injuries to the bystanders and damage of vehicles. The said work was completed thanks to MLA Shri Kalidas Kolambkar who utilized the M.L.A. fund for the said work. Safety nets have also been installed at Cross Maidan with the help of National Cricket Club to solve the problem of injury to pedestrains. Ringwells with rain water harvesting facilities have been installed at Wankhede Stadium and Ringwells have been installed at MCA Sharad Pawar Indoor Cricket Academy & Recreation Centre Bandra Kurla Complex & MCA Sachin Tendulkar Gymkhana, Kandivali to overcome the problem of water shortage. 33 REPORT OF MCA SHARAD PAWAR INDOOR CRICKET ACADEMY The activities carried out at the Academy for the above mentioned period are as follows:- 1. Sports Psychology Lectures: Individual and Team Sports Psychology Lectures were conducted for all age groups. 2. Lecture on Communication Skills: Lectures on Communication Skills were conducted for Ranji Trophy, Under 23, Under 19, Under 16 and Senior Women teams. 3. Lecture on Anti Corruption and Anti Doping: Lecture on Anti Corruption and Anti Doping was conducted to create awareness amongst players. 4. Specialized Camp: Specialized Wicket Keeping Camp was conducted by Mr. Kiran More. 5. Intern Coaches: Intern Coaches were appointed to be with all age groups during the Off Season Camps. 6. Raw Talent Selection for Fast Bowlers: Bowlers from the Tennis Ball Open Selection were called to the Academy for a final selection. The Selection was conducted by the MCA's Senior Selection Committee. 7. Suspect Action Bowlers Correction Program: Suspect Action Bowlers who were called during BCCI Matches and Local MCA matches were called at the Academy for correcting their actions. Video Shoot and video Analysis was done under the guidance of Shri. Omkar Salvi, Academy Bowling Coach and corrective measures were suggested. After which BCCI Panel umpires were called and these bowlers were cleared. This process is still on going. 8. Level "O" Refresher Coaches Courses and Level A and Level B Coaches Workshop: Total of 3 batches of Level A and Level B Coaches Workshop and Level "O" Refresher Coaching courses for coaches were conducted at the Academy from 11th April 2016 to 17th April The main aim behind these courses was to streamline the Coaching system in Mumbai Cricket. 9. Special Summer Camp for Players who played for Mumbai in 2015: Special Summer Camp for players of Under 14, Under 16 and Under 19 girls was conducted at the Academy from 18th April 2016 to 09th May BCCI Level 1 Course for Umpires: A Level 1 Course for the Local MCA Umpires was conducted by BCCI at the Academy on 27th April 2016 to 30 April ZCA Camp: The West Zone BCCI ZCA camp for the Under 19 Boys was held at the Academy from 25 April to 20th May Inauguration of Flood Lights: The Floodlights were installed at the BKC Ground and inaugurated on 18 May 2016 by the MCA Vice President Shri. 57 DADAR PARSEE ZOROASTRIAN CRICKET CLUB 90 not out as on 14/1/2017 Dadar Parsee Zoroastrian Cricket Club was established by Shri. Jahangir Pithawala (Masa Seth) in 1926 and is a founder member of Mumbai Cricket Association. The club activities were handed over to Shri Mangesh Bhalekar in He has been the General Secretary of Dadar Parsee Zoroastrian C.C. for last 40 years and has been the single driving force behind all the activities of the club. Mr. Mangesh Bhalekar received the Shiv Chhatrapati Award in the year The Dadar Parsee Zoroastrian Cricket Club received the Rashtriya Khel Protsahan Puraskar 2016 at hands of Hon'ble President of India, Shri Pranab Mukherjee. Some of the activities undertaken by the club over the period of last 40 years are as follows: 1. In 1982, got fencing installed at Dadkar Maidan to stop encroachment of the ground by hutments. 2. Restarted the tournament for the boys in the age group of 19 yrs to 22 yrs in the season and has continued to organize the Late Smt. Shalini Bhalekar U-23 Selection Tournament since then. 3. Arranging free cricket coaching camps especially for Municipal Corporation School students for the last 30 yrs under the guidance of Chandrakant Pandit, Sanjay Bangar, Paras Mhambrey, Lalchand Rajput, Pravin Amre, Ramesh Powar and many other cricketers. 4. Providing cricket kits free of cost to the Municipal Corporation school students. 5. Successful agitation against the Maharashtra Government's decision to allow to use the public grounds for functions like marriage, political meetings, circus, dramas, etc. 6. In 1995, got Rs. 25 lakh sanctioned from Mr. Chandrakant Goyal - M.L.A. fund for the safety and security of Dadkar Maidan. 7. Got floodlights installed at Dadkar maidan to provide lighting to the ground with the help of Mr. Suresh Prabhu which has successfully discouraged anti-social elements from using the ground for anti-social activities. 8. In , got Rs.55 lakhs sanctioned from Mr. Jagannath Shetty - M.L.A. fund for construction of compound wall and fencing on the roadside of Dadkar maidan. 9. The Association has earned net surplus of Rs.7.18 Cr. from hosting a twenty twenty world cup 2016 and ODI match between India and South Africa after providing for financial assistance, benevolent fund, maidan improvement and umpires benevolent fund. Expenditure in Ranji Trophy Matched is higher as compared to last year due to Prize money declared by MCA. The depreciation for the year is lower by Rs.4.05 Cr. over the last year. The subsidy income from BCCI has come down from Rs Cr. To Cr. Let us have a look to the financial health in terms of assets and liabilities. The salient features are briefly as under; The fixed assets after depreciation now stand at Rs.232 Cr The current assets are higher by Rs Cr. mainly due to increase in Fixed Deposits by Rs Cr. and Receivable from BCCI by Rs 5.09 Cr. The liabilities are less by Rs.1.03 Cr. which is due to appropriation of AC Box advance income Rs 7.82 Cr net off by increased in creditors Rs 7.24 Cr.
