3 5 December, 2017 TO ALL CLUB SECRETARIES This Operations Manual for 2018 will provide you with an overview of the organisation of Downey Park Netball Association and information that will assist your Club to successfully participate in Downey Park fixtures. It has been put together as one pdf document but there are links to other resources throughout. The various forms will be forwarded to you separately as word documents. All Information will also be available on the DPNA Web Site, The Manual is to be forwarded to the following members of your committee and their attention drawn to the sections as marked. The sections can be easily accessed by clicking on the section in the contents page. Registration Information Registrar and Treasurer Coaching Information Coaching Convenor Umpiring Information Umpires Convenor Changes to updating and NSG rules Canteen Information - Canteen Co-ordinator The rules of DPNA are as set out in the DPNA Constitution 2009 and Bylaws 2017, a copy of which is available on the DPNA website. Information about the Membership Protection Policy and links to the other policies along with links to the Codes of Behaviour for Parents/Spectators, Players, Coaches, Umpires and Officials are included. Clubs are asked to ensure that their members receive a copy of the relevant Codes of Behaviour with their sign on information and that parents/carers are asked to sign that they have read and agree to abide by the Parents and Spectators Code of Behaviour. This can be completed via the Club Disclaimer. Please ensure that your volunteer coordinator is aware of the requirements for officials, unless exempt, to hold a blue card. All members are now required to self-register. Please call the office if you need training in how to set up for the season. Team nominations will be done via MyNetball. For more information, please see the registration section. A meeting for club registrars is organised for 7 February Netball Australia has made changes to the 8-10 years age group. DPNA has adopted Set Tier rules for 8&9 years and Go Tier rules for 10 years grades. It is acknowledged that 8&9 years may play 10 years. Rules will exclude match time and game management sections. We are working on these rule changes and will have them available for February We trust that the information in this Manual will assist your Club to operate efficiently. Each Club has two delegates on the Council. Should no delegate from a Club be in attendance then the relevant fine shall be applicable to the Club and is to be paid by 11:00am on the next fixture day. 6 2018 CLUB CONTACTS Please see the DPNA website for Club contact details for DOWNEY PARK AWARDS The following trophies are awarded by DPNA at the end of the season. Lesley Cook Trophy awarded to the team that takes out the premiership for Intermediate Division 1. First awarded in 1982 in memory of Lesley Cook. Lesley Cook was the first President of Downey Park which she held from 1974 until She moved to Queensland from NSW where she had been involved with the Manly Warringah Association at a high level. She was a member of the Gap Netball Club in Brisbane. As well as her involvement with Downey Park, she was an executive member of Queensland Netball, the International Liaison Officer and a state team Manager. She was a great leader a forward thinker, always involved with the players and promoting DPNA at all times. Before her illness she was considered a candidate for Qld President. All the players at Rep level knew her and thought the world of her. Bertha Elder Trophy awarded to the top junior club on Grand Final Day. Points are awarded to teams 11 years to 13 years who compete in finals as follows: Teams in Division 1 4 points for winner; 3 points for runner-up Teams in Division 2 3 points for winner Teams in Division 3 2 points for winner Teams in Division 4 1 point for winner Teams in Division 5 1 point for winner The trophy was first awarded in 1982 in memory of Bertha Elder. Bertha Elder, a life member of Downey Park, was Downey Park s first patron appointed by the Queensland Netball Association in 1974 when Downey Park Netball Association was first established. She had been extensively involved in netball throughout her life and assisted Downey Park in the early years of its development. Jack O Mahony Trophy - awarded on Grand Final day to the team that takes out the premiership for Cadet Division 1. First awarded in 2001 in memory of Jack O Mahony, a life member of Downey Park who loved netball. He followed Downey Park players and teams with great interest and spent many hours at the courts where he was the grounds\man for many years. McDonald s Trophy awarded on Grand Final day to the team that takes out the premiership for 13 years Division 1. First awarded in Barbara Hawgood Award awarded annually to a player who:- Played representative netball for DPNA during the year. Displayed responsibility, self-discipline and respect for the rules of DPNA. Considered playing for DPNA an honour and wore her uniform with pride and distinction. Achieved personal and team goals by setting high standards and rising to the occasion. Possessed such qualities as determination, persistence and perseverance when facing challenges. Page 6 of 55

7 The trophy was first awarded in 2005 in memory of Barbara Hawgood. Barbara was involved in netball from 1984, the first year her daughter commenced netball. Her initial involvement was at a club level but she subsequently became a member of the Downey Park committee as junior registrar and served in that position for a period of eight years. As well she was a team manager for many teams at club, association, and state level. In all her activities she was always prepared to go the extra mile to assist in whatever capacity was required. The last two and a half years of Barbara s life were a challenging time for her but her positive outlook on life and her optimism were there for all to see and she continued her involvement in Club, Association and State level in spite of her difficulties until six months before her death. The Michelle Buck Umpires Trophy: This trophy was awarded for the first time in 2010 to an umpire who:- Represents DPNA as an umpire at State League, State Age Championships and/or carnivals. Gave his/her time willingly to assist other umpires to develop their umpiring skills. Considered working for the betterment of umpiring within DPNA as a necessary part of being an umpire. Umpired regularly at weekly DPNA fixtures. Possessed such qualities as determination, persistence and perseverance to reach the highest personal umpiring level. Displays responsibility, self-discipline and respect for the rules of DPNA. This trophy is awarded in memory of Michelle Buck. Michelle was involved in DPNA from its beginning in 1974 and served on the DPNA committee for almost 20 years Vice President from 1975 to 1988 except for 1979 when she took on the President s role and Umpires Convenor for 4 years from 1990 to Umpiring was her passion. She was awarded an AA badge and then spent her time coaching umpires for their AA badge. She played a major role in DPNA s development before taking up the position of president with Netball Queensland where she had a significant impact on the development of netball in Queensland. We remember Michelle for her innovation, administrative and umpiring skills and her contribution to netball at Association and State level over many years. Jackie O Meara Courts These nine courts were named in 2013 in honour of Jackie O Meara, Grounds Convenor from 1998 to years. Jackie played a major part in ensuring that our complex was of a high standard for playing netball. Her contribution was well reflected in the many complements paid to Jackie after her death. All captured Jackie as someone who was always there when she was needed, who was unwaveringly loyal, who could be very stubborn and determined once she had made up her mind, someone with an infectious laugh and someone who always built positive relationship with others. Signs were placed on the light towers in September Page 7 of 55

8 Pam Greer Grandstand Valleys Netball Club organised this grandstand in honour of Pam Greer, who passed away in 2016 after a long battle with illness. It was erected in Pam had extensive involvement with netball through a number of netball associations. Her DPNA life membership was awarded in recognition of over ten years of service from 2002 when she became fixtures convenor and then treasurer in She also assisted as equipment officer and managed DPNA representative teams for a number of years. She resigned from the DPNA committee at the end of 2012 because of her health. However she continued her extensive involvement with the Valleys Netball Club until the time of her death. DOWNEY PARK WEB SITE The current Downey Park website is Please encourage your members to visit the Downey Park Site regularly. We keep it up dated so it is a useful source of information and game results for all Downey Park members. If there is a wet day, the web site will provide you with the information about whether or not games are to be played. After 8.00am, log on to the Downey Park web site and the information will be available there. An update will also be issued on Facebook Please encourage your members to like us on Facebook so that it can be an effective tool for us. All competitive division results during the season can be accessed from the home page in the 'ResultsVault' tab. Select Matches> Fixture & Results or Ladders> Basic. The season will be If you know the division, select from the drop down box beside Grade. Hit GO. If you are not sure of the division but know the team number, try Matches>Team Index. All teams are listed alphabetically. You can access fixtures and ladders from here. Matches> Latest results summary is not working. Statistics also is not active. Please send us an if you think there might be something wrong with the display - it is very hard to check all divisions so your help would be appreciated. All Clubs can set up their own web sites through the MyNetball system. A number of Clubs have availed themselves of this opportunity. The results that can be accessed on the club website only show those divisions containing a club team - an extremely useful feature for Club Officials. All clubs need to have at least one person with a MyNetball login. This will enable them to access MyNetball, establish / update a MyNetball website and set up forms for on-line registrations. A MyNetball user form is required for each person using the MyNetball site. Logins expire on 31 December each year. New User forms are sent to Clubs in November so that logins can be established in time for January. Page 8 of 55

TEAMS WELCOME ON NON-COMPETITIVE BASIS - NO TROPHIES AWARDED TO REP. TEAMS) NOMINATION FEE: $ (GST inc) per team. Nominations close Friday, 11 May, 2018 at 2.00 pm. Please note that our Carnival fills quickly. Teams will be accepted into the divisions on a first come basis. The umpire will be required to umpire the team s own games and cannot be the team coach. Note that DPNA does not supply umpires. UNIFORMS Players must wear registered Club uniforms. DISPUTES Any dispute will be dealt with by the DPNA Executive Committee and its decision will be final. GRADING DPNA reserves the right to regrade teams in any grade if insufficient teams nominate. AWARDS Trophies will be awarded to winners and runners-up in each division (9 trophies per team). Noncompetitive game players will each receive an award. REFRESHMENTS A full canteen service will be available throughout the day including hot food, drinks etc. DRAW The carnival draw will be available on the DPNA website ( at least 2 business days prior to the carnival commencing. WITHDRAWALS - Withdrawal by any team 4 Business Days prior to the event will result in a non-refundable $30.00 administration fee and withdrawal by any team 3 Business Days or less prior to the event will result in the forfeit of the total Nomination fee. 13 HOW TO REGISTER YOUR TEAMS To Club Registrars Registrars will need a MyNetball administrator login. A MyNetball user form is required for each person using the MyNetball site. Logins expire on 31 December each year. New User forms are sent to Clubs in November so that logins can be established in time for January. You are required to hold a Blue card. The following pages contain the information and the forms that you require for registration in A meeting will be held for Club Registrars on Wednesday 7 February 2018 at 7.00pm, DPNA office to go over all the requirements. This year, registration for netball will be via online self-registration. Many of our clubs have embraced this in 2017 but if you have not done so, you will need to adopt it for Please contact us if you need further support or training in setting up for self-registration. Netball Australia has made changes to the 8-10 years age group. You will need to set up a program for 8 yrs players -NetSetGo SET and for 9-10yrs players -NetSetGo GO (or even a separate 10 yr product if it makes it easier reporting wise). Players will register based on their year of birth. 8 &9 teams will use Set rules, 10 yrs teams will use Go rules. NetSetGo player packs will again be sent directly to the player. Clubs are reminded that you must register all non-playing members which include coaches, umpires, team managers and committee members. In this way you ensure they are covered by insurance and that your Club s liability is covered. A player s registration will also cover them if they are an official. Non-playing members will need to self-register also. Please advise your members that, if they have completed any Netball Australia course or played/officiated with another Association or Club, they will have an ID number and they should take the time to search for it in MyNetball. This is important so that members will not end up with more than one ID number and subsequently may not then be able to find their umpire or coach accreditation details. We recommend that self-registrants pay fees on registering. MyNetball will automatically determine if they have paid the Netball Queensland component and they will not be asked to pay it again. Should they withdraw before they commence training, a refund will be provided. Take the time to read the Information Sheet before you fill in the relevant forms. 14 STEP 1 SET UP ON LINE REGISTRATION FOR YOUR MEMBERS It is now mandatory to utilise MyNetball online facilities to allow members to sign-on and register online. Please contact DPNA or Netball Queensland to organise training into how to set this up. Training will include the steps: 1. Create a membership product. 2. Create a sign up form 3. Adding a custom field to a sign up form 4. Create a team 5. Nominate a team into competition 6. Reports Please refer to the Club MyNetball Handbook 2018 for step by step instructions. Your product set up and forms must be checked by Netball Qld before going live. HOW TO REGISTER YOUR NETSETGO PLAYERS For 2018, Netball Australia has made changes to the 8-10 years age group. DPNA has adopted Set Tier rules for 8&9 years and Go Tier rules for 10 years divisions. It is acknowledged that 8&9 years may play 10 years. Clubs will register their centre and set up forms in MyNetball for players to self-register. Season 2018 will see the introduction of the following registration types in MyNetball for NetSetGO: Net Set GO Net (5-6 years) Net Set GO Set (7-8 years) DPNA requires that players still need to turn 8 during the year Net Set GO Go (9-10 years) For the Downey Park modified competition use NetSetGo SET AND NetSetGo GO. You will need to set up a program for: 8 yrs players -NetSetGo SET 9-10yrs players -NetSetGo GO (or even a separate 10 yr program if it makes it easier for reports). Players will register based on their year of birth. Make the program name clear so that registrants will know which to select. The top description box needs to contain the following statement Please be aware that once registered as a NetSetGO participant there will be no refund on the participant pack fee ($22) as packs cannot be returned. DPNA can recommend using the payment gateway for online payments. NetSetGo players will receive their participation packs directly from the sponsors. Team Nomination into the modified competition will be done through MyNetball as per competitive teams. Please refer to the Club MyNetball Handbook 2018 for step by step Page 14 of 55

15 instructions. We are holding a registrars meeting on Wednesday 7 February If you have any queries about the player registration process these can be answered then. However, please don t hesitate to contact the office if you are unsure of steps in the process that need to be completed now. STEP 2 TEAM NOMINATION Teams are to be nominated online through MyNetball. All players must be registered in MyNetball. Please refer to the Club MyNetball Handbook 2018 for step by step instructions. 1. Create your team on MyNetball. This step was done for It may be easier and be less prone to causing errors to create these teams again for Edit the squad list for each team you have created. If using last year s teams, do not change the name of the team to reflect the players now in that team. Eg. Last year s Pine 22 is essentially the same team as this year s Pine 18. It will not work to change the team name to Pine 18. The following procedure must be followed. Remove any past players from the team (if they are not still in this team). Assign the players to the team. Do this by selecting a persons name from the available players list and clicking +, which will move them to the squad list. In most cases it is easier to search for the player surname than to scroll through the list. Any past and present member of your club (unless you have actively deleted their role when they left the club) will be listed here. If presented a choice, ensure you select the correct date of birth and a player with current registration. (Follow up any duplicate records found by merging the records.) Do not add a Coach or Manager. All names added here will print on the scoresheet which will cause too much confusion. Once you have selected the relevant people, click Save Click back to entity team Management Repeat for all teams. 3. Nominate teams into DPNA Competition. Read the introduction before proceeding. Please ensure that all requirements as listed are included. Select the category (age group). Predefined team (team name you created in MyNetball). Team name (This is automatically populated with your Club name. Add the team number. This name is used in the fixture draw. Please use same nomenclature as previous year eg Valleys 11, AHS 21 Select coaches name (optional) Select managers name (optional) Enter any relevant information requested from the introduction page into the Comment/grading request section. Update. Once you are happy with the team and before the due date, change the status to Confirmed and update. The box won t close automatically you can continue to add all teams then hit close. Once you have completed entering all the Club s teams and closed the box above you can view your teams to ensure that all teams have been entered correctly. Page 15 of 55

16 Requirements for Teams. The following details the requirements for correct nomination of your teams. The more specific the information you provide us for your teams, the more accurate the initial team grading can be. 1) Team Number: Clubs must register at least seven players per team Teams are numbered from your highest division to your lowest divisions e.g. Open Division 1 will be Team 1 and 8/9 Yrs Purple will be Team 20. If you have more than one team in the same age group, number your teams in the order of standard (see below). 10 Yrs and 8/9 Yrs divisions are colour coded (e.g. You may have 20 Club teams including a team of brand new 8/9 Yrs and a 8/9 Yrs team that played last year you might decide to request your brand new 8/9 Yrs be in Purple and the 8/9 Yrs that have played before in Red. Your 8/9 Yrs Red will be, for example, Team 19 and your 8/9 Yrs Purple Team 20). Please see Table 2.1 for non-competitive team divisions to use as a guide line only. They cannot be confirmed until after team registrations have been received. 2) Grade - Age Group Eligibility (Date of Birth) A player s age on 31 December in the current year shall determine the minimum age group in which she may be registered. A medical certificate must be submitted if requesting an exception to this eligibility rule. Birth Certificate sightings: All Players aged 19 years and under registered in a team must have suitable proof of date of birth (e.g. Birth Certificate, Extract or Passport) sighted by a Club Official and the disclaimer form must be signed. It is the Club s responsibility that names and dates of birth are checked. Providing Clubs keep adequate records that birth certificates have been sighted, the Birth Certificate does not need to be sighted more than once. Please ask your members to register using the name on their birth certificate. This will help to prevent duplicate accounts from being made. Please follow up any duplicate records that may have incorrect personal information. NetSetGo (8-10 years): All players turning 10 and under on 31 December of the current year are deemed Non- Competitive. They are not permitted to play in any Competitive Competition or to play up or fill in for a Competitive team e.g. a player turning 10 in 2018 is not permitted to play in 11 s the player will play in a 10 years Division team (except as in Bylaw e) e) A 10 years player (i.e. one who will be ten by 31 December in the current year) registered in a non-competitive team may play up in an 11 years team on not more than two occasions. The player may not play up on a third occasion. For small clubs, i.e. those with 15 or fewer registered teams in the current season, the number of times a player may play up will be extended to 3. In 2018 there are new NetSetGo rules issued from Netball Australia. DPNA will keep our playing divisions and adopt Set Tier rules for 8&9 years and Go Tier rules for 10 years grades. It is acknowledged that 8&9 years may play 10 years. Detailed rules will be issued in February Page 16 of 55

17 8/9 Yrs: Players who shall turn eight or nine years of age in the current year but are not more than nine years on 31 December. 10 Years: Players turning 10 and under on 31 December of the current year. 20 TEAM CHANGES: Team changes must comply with DPNA By Laws, By Law states: a) (i) Of the players registered in a team in accordance with Clause of the By-Laws, a club may during the first three weeks of fixtures, select up to three (3) players to play down (i.e. play in a lower division than that in which the player is registered) or across (i.e. play in another team in the same division as that in which the team is registered). This rule does not permit age graded players to play below their correct age group. Penalty: No points and goals to be awarded for the match to the offending team, the team with which the fourth player has played. Competition points will be awarded to opponents. (ii) After the third week of fixtures, should a club wish to make alterations to the registered team in accordance with i) above, a final team of at least seven (7) players shall be submitted to the Executive prior to the commencement of the fourth week of fixtures. Team changes prior to start of season: As with late registrations, a Team Registration Changes FORM must be forwarded (preferably by ) to the DPNA Office no later than Wednesday, 21 March Please note that any changes must comply with the By Laws above. Temporary team changes may be made in line with a) (1) above in the first three weeks of fixtures. Should the changes be on a continuing basis, a Team Registration Changes Form (Senior/Junior) must be completed and either ed to the office prior to 12pm Friday or handed to the Registrars on Saturday before the team plays. The player/s involved must also report to the DPNA Control Desk to re-sign the Registration Card for their new team before taking the court. MyNetball teams must also be edited to reflect the changes. This will ensure that the player name will be on the score sheet each week. PLAYING TIMES IN 2018 Playing times will depend on the number of teams registered in If our team numbers stay more or less the same we expect to play times as per this year. If we have an increase in team numbers there will be a change. Would you like to know more about your role? President As President of your Club, your duties may include: Oversee all aspects of the Club. Preside at all General Meetings and Annual General Meetings of the Club. Represent the Club when required. Liaise with DPNA. Be responsible for the closure of the books at the end of your financial year. 35 CONDITIONS OF HIRE - CLUBS INTERPRETATION 1. DPNA is the Downey Park Netball Association: (i) The HIRER is the person, firm, company, business, school or association hiring from DPNA; (ii) The COMPLEX is that part of the DPNA grounds at Green Tce., Windsor, that is enclosed by chain wire fence and gates; (iii) The DPNA COURTS AND FACILITIES are all of the courts at DPNA including the grass courts, the complex, toilet facilities and clubhouse. APPLICATION 2. The DPNA courts and facilities are available for hire by prior arrangement and subject to the terms of conditions of hire. Applications for hire must be completed and forwarded to the DPNA Office. All communications with regard to court/facilities hire should be directed to the administration officer, except in the instance of 3(b). Any change to scheduled use, other than in 3(b), should be directed to the office administrator. OPENING/CLOSING 3. The complex will be opened and closed for use by the DPNA Caretaker. a. Clubs are required to provide one or two people who must be present at the complex closing to assist our Caretaker. b. If, due to inclement weather, the courts will not be used, please contact our caretaker immediately. Our caretaker s name is Sue Maskell, home phone or mobile Failure to notify Sue of cancellation will incur a fee of $30.00 (GST incl.). c. Clubs will be charged a $30.00 fee for any unplanned call back of the caretaker caused by Club error. COSTS 4. Training night time: $ (GST incl.) for the full season: i.e. if the hirer hires one court for one hour each week, the hirer s season s hire cost will be $ Control Room: should the hirer wish to use it, an additional fee of $ (GST incl.) for the season will be charged. Meeting Room hire: $50.00 (GST incl.) per session. ASSIGNMENT OF COURTS 5. On acceptance of the court hire application, hirers will be given the court numbers or areas assigned to them. 36 HIRERS OBLIGATIONS 6. The hirer must ensure that the toilets, change rooms, courts and surrounds are left clean and tidy after use, failing which the hirer agrees to pay to DPNA the reasonable costs of cleaning same. 7. The hirer is responsible for any damage caused to the DPNA courts and facilities (fair wear and tear accepted) and the hirer agrees to pay to DPNA the cost of any repairs or replacement of any damage caused during the period of hire. 8. The hirer must ensure that all courts being used at all times have post pads properly fitted. 9. The hirer must ensure that all junior players be supervised at all time by a coach who has at least two years continuing coaching experience or who is adequately qualified. 10. The use of bikes, roller blades, scooters, skateboards etc, is prohibited anywhere within the complex. 11. We are animal lovers at DPNA but for safety reasons please don t bring your puppies to our premises. 12. The hirer must ensure that motor vehicles are not driven onto the grass courts or into the complex without prior approval of the DPNA s administration officer or Ground s Convenor. 13. Before using the court s facilities the hirer shall ensure that the courts are in a proper and safe condition for use. Any safety concerns must be reported to the DPNA secretary immediately. 14. The hirer must ensure that alcohol is not consumed at the DPNA courts and facilities. 15. The hirer is responsible for providing its own first aid assistance. 16. Subject to the terms of any insurance cover with Netball Queensland, the hirer shall be responsible for any accidents, loss, damage or injuries sustained by any person using the facilities during the time that this facility is hired to the hirer notwithstanding that such injury arose from or by reason of any defect with the facilities and the hirer agrees to indemnify DPNA against all claims and demands made for costs incurred in connection with such actions. 17. The hirer must forthwith advise DPNA of any injuries sustained to any person during any period of hire. 37 CANTEEN INFORMATION Please forward a copy of this information to your canteen coordinator. When your club is rostered on canteen duty, we ask you to take note of the following: Clubs are to supply canteen helpers as per the published roster. Volunteers must stay for the times indicated. Please do not break the times allocated into smaller shifts as this makes it very difficult for our Canteen Convenor. Also, it is the responsibility of each shift of workers to pass on to the next shift information about jobs to be done. Note that the starting time for the day is at 8.00am. Punctuality is important so that the previous shift can leave on time. For insurance purposes, all volunteers, including those for the drinks van and BBQ, must sign on at the canteen when they arrive. Clubs will be fined if there are insufficient helpers present. Fine for non-attendance at Canteen is $25 per person per hour. Volunteers are welcome to free tea and coffee while they are working but other items must be purchased. Volunteers must wear closed-in shoes for Occupational Health and Safety reasons and no exceptions are permitted. Volunteers must be over the age of 16. No children under 16 can accompany volunteers in the canteen. Jobs will include the following and clubs are asked to ensure that their helpers will cover all these areas: Preparing food; cooking chips; filling ovens; restocking drink fridges; cash register; cleaning up. (Would you especially make sure that there is always one person willing and able to cook chips). Also included is the barbeque on the grass courts. Three persons will be required at any one time for this task. One of the three will be required to cook on the barbeque. If club registrations are similar to 2017, each Club can expect to have two rostered days in the first fourteen weeks of fixtures and one rostered day in the final series. Please supply us with the contact name of your Canteen Co-ordinator. This person must be contactable by us on the day. We would appreciate a list of volunteers for the day being given to the Canteen Convenor at the start of the day. Suggestion - Draw up your roster for the full season early and distribute to all volunteers. This will give them plenty of notice and time to allow them to swap their shift if it is unsuitable. Remember the canteen is a major fundraiser for your players. We cannot function without volunteers. Canteen funds subsidise your fees, so your involvement will help keep the fees down. Page 37 of 55

39 TEAM MANAGERS INFORMATION DPNA requires that each team nominate a person or persons as the team Manager, who is responsible for organising the team and following fixture day protocols as per the Fixtures Booklet. A copy will be issued to each team on the scoreboard on the first fixture day. There is an information sheet for competitive teams and also one for NetSetGo (8-10 years) teams. The information sheets are on the website Clubs> Team Information. A copy will also be distributed to each team via the fixture booklet. We recommend that Clubs hold a meeting with team managers prior to the start of fixtures so that they are well informed and the season runs smoothly for the team. General Information INFORMATION TO / FROM CLUBS All correspondence (including forfeits) to DPNA must come via the club management. Information regarding Saturday s fixtures must be received no later than 12 noon on the Friday prior to the fixture date concerned. Any changes to Saturday s fixtures (e.g. Forfeits) will be ed to the Club secretary by 3:30pm Friday during the season. FORFEITS Any team wishing to forfeit a match shall give notice in writing to DPNA of such intention by 12 noon on the last business day prior to the date of the scheduled match. DPNA will notify the opposition by through the club contact. It is the club s responsibility to notify the team concerned; A team notified by DPNA that its opponent has given notice of its intention to forfeit shall receive a win by forfeit without any members of the team having to sign the match scorecard. In the event both teams give notice in writing of an intention to forfeit a match, neither team shall receive any points for the match; A club is liable to a fine of $55.00 in the event of a late forfeit. INJURY TO PLAYERS Ice and first aid care is available at the first aid room, DPNA Clubhouse. For insurance purposes, register any player s injuries as soon as possible in the INJURY BOOK at the first aid room. WET DAYS After 7:30 am, the manager (or designated person) can log on to the Downey Park web site: for an updated message. An update will also be issued on facebook. HOT DAYS DPNA draws your attention to the Drink Up posters placed around the courts and on the website. Avoid heat stress and poor performance by adequate fluid replacement during your sport or activity. Page 39 of 55

40 On extremely hot days, DPNA will shorten the length of quarters and give extra drink breaks. COMPLAINTS Inappropriate behaviour that can't be dealt with by Managers can be reported to the control desk. Refer to the Complaints Handling Policy in the fixtures booklet and on the website. JEWELLERY No adornment that may endanger player safety shall be worn. No item of jewellery, except a wedding ring and/or medical alert bracelet, shall be worn. If either or both are worn each shall be taped with the medical alert symbol being left untaped). Please note players are not permitted to tape ear rings or other piercings. They must be removed before a player takes the court. Please advise your players to refrain from piercing their ears during the season. They will not be able to play if they cannot remove earrings. SAFETY AROUND THE COURTS Smoking is banned in both the enclosed complex and the grass courts ground. Please ensure that umbrellas are not used between the courts or within 3.9 metres of the sideline. This is a player safety issue. For the safety of players and umpires, only scorers are permitted between the courts; coaches and spectators are to remain at either end of the courts. With courts 13 to 21 please sit at the ends of the courts, except for court 17 (middle court) where the spectators may stand on the sidelines. Spectators need to be aware of the danger they can cause to the players and umpires. DPNA request that no dogs be brought to the games. This includes the grass court areas which also fall under DPNA s lease responsibility. Don t forget no bicycles, scooters, skate boards or dogs in the fenced complex. On the grass court areas, we request that bicycles, scooters and skate boards are walked along the grass court footpath. Please ensure that all belongings and rubbish is picked up -leave the area as you would like to find it! POST PADS and SCORECARDS All netball posts must have attached a post pad before play can start. Collect and return scorecards and post pads in accordance with the procedure below. a. The Manager of the team listed FIRST on the fixtures sheet (draw) nominates only ONE person to be responsible for COLLECTING the SCORE CARD from the control desk at least 15 minutes before the game. For the first round COLLECT the POST PADS from the storeroom beside the new control room before collecting the scoresheet. For further details see the fixture booklet. Page 40 of 55

41 i. You must allow sufficient time for your players and the opposition players to sign the scorecard before the game. Please stay around the scheduled court for this process. ii. You must know your team number, Grade (eg. Cadet, 11 yrs) and Division (eg. Div 3). There can be several games where AHS plays The Gap for instance, so it is important to take the correct scorecard. iii. If the scorecard is not at the court 10 minutes prior to starting the game, the second named team may collect it from the control desk as the first named team may have forfeited. b. The winning team returns the scorecard at the end of the game. Please place it, board and all, in the crate provided at the control desk. c. Second named teams are to return post pads. Details of when post pads are to be returned will be included in the fixture book. Please assist our hard working grounds people by observing this protocol. d. Please ensure that all belongings and rubbish is picked up - leave the area as you would like to find it! BE A SMART SCORER 2018 sees the introduction of a new scorecard generated by MyNetball. See the web site and fixtures booklet for examples of score cards. For Competitive teams: g) The following rules in relation to the scoresheet shall apply: i) All players must sign the scoresheet and with the same signature as appears on the registration form. Penalty: One point to be deducted from the offending team. 1. Use a biro not a felt pen or a pencil. 2. Registered players will be listed on the scorecard for the players to sign beside. The signature must be legible, first initial and last name in running writing. 3. Each week check signatures are the same as your records show. 4. It is the scorer s responsibility to ensure that all players from both teams have signed the scorecard. This includes any player playing up from another team and, in this case, the player s registered team number and division must be included on the card. (Penalties apply) 5. If there are any queries, the scorer(s) should NOT sign the scorecard and both scorers should refer the matter to the control desk. Check the scorecard before releasing it either to the winning team or DPNA registrars. Have all players signed? Are non-players crossed out? Are fill in players identified by their registered division? Are scores totalled and written in the appropriate box? Make sure both teams agree with the score. If there is disagreement, do not sign the scorecard and refer to the control desk. Have scorers and umpires signed? Page 41 of 55

42 COACHING INFORMATION Downey Park Coaching Information Downey Park would like to support both its representative coaches and its associated club coaches with development opportunities. We welcome our club coaches to get involved in our representative program. We would love to see new coaches join our ranks. As outlined in the information to follow, there are 6 levels of coaching qualifications. Downey Park would like to see all club coaches obtaining their Foundation Course which is now online but as a minimum is asking that all coaches complete the Community Coaching General Principles, also online. For further details, see below. Note: For those coaches completing the online Foundation Coach Accreditation course, there is no need to complete the Community Coach General Principles as they have been fully integrated into the online course. For all coaching courses (not including online courses), participants need to register and pay directly to Netball Queensland. You are welcome to participate in any of the courses listed on the Netball Queensland website - <Play Netball, Coaches, Coaching Accreditation> Click on the link provided at the bottom of each list of courses. Participants must be a minimum of 14 years of age and a current member of Netball Queensland. Course fee must be made at time of booking. Course Fees will not be refunded after the closing date unless approved by Netball Queensland. All online courses are available from the MyNetball site - My Learning available courses. - Details of courses held at Downey Park in 2018 will be ed to clubs. Umpiring On-Line: All clubs are also asked to encourage their coaches to complete the on-line umpiring exam. 44 Be a better coach The free online Community Coaching General Principles course is designed to help coaches improve their skills, particularly those working with children. About the course The course is made up of four interactive modules that include: roles and responsibilities of a coach what makes an effective coach how to plan a fun, safe and engaging session effective communication skills working with parents. Becoming an accredited coach The online course can provide the first step towards accreditation. Contact your national or state sporting organisation for more information on the sport-specific requirements to achieve accreditation as a coach. How to access the course The course is available from the MyNetball site for courses. - Who can complete the course? Coaches of all ages and levels, whether they are coaching their children or peers, are encouraged to complete the course. Basic computer skills will help, but no other qualifications or experience is required. How long will it take to complete? The course can take up to four hours to complete, but it doesn t need to be done in one sitting. Progress is saved and can be accessed at any time; once complete, coaches can log in and refer to the tools at any time. On completion, do coaches receive anything? On successful completion, coaches can print a certificate. The course also provides a link to an accreditation in some sports; to find out more about accreditation contact the state or national sporting organisation. Page 44 of 55

45 UMPIRES INFORMATION Umpiring Convenor The duties of a Club Umpire Convenor include; Ensure your club umpiring duties are fulfilled on a fixture day. Liaise with other club umpire Convenors where necessary, to ensure your umpiring duties are fulfilled on a fixture day Liaise with the DPNA Umpires Convenor regarding testing umpires, talent identification and umpire education programs Encourage involvement in umpire education and umpire development; ensure that relevant records and data are kept up to date. Report to the executive or the DPNA Umpires Convenor where umpiring matters are concerned Ensure that DPNA has your contact number or the contact number of another club personnel so DPNA can seek assistance if one of your umpires is having difficulties at a game. Ensure support and mentoring for beginner umpires and umpires requiring extra assistance Provide assistance, where possible, with the coaching and mentoring of your own club umpires working towards a National C Umpiring Badge. Liaise with other clubs and the DPNA Umpires Convenor to arrange for Junior Award assessment During finals, communicate with club umpires regarding availability for finals and to confirm finals allocations UMPIRE QUALIFICATIONS Clubs are asked to meet the following prerequisites for all umpires rostered for fixture games. On-call umpires must be qualified to umpire most of the games allocated to the round they are covering. Non-Competitive Umpires must attend the NetSetGo Rules Workshop and have completed the Rules of Netball Theory Examination (Online) prior to umpiring. It is also recommended that umpires have attended the Introduction to Umpiring Course if they will be progressing into competitive umpiring during that same season. Umpiring Non Competitive games can be challenging. DPNA recommends an experienced umpire or adult be rostered on these games. If a new junior umpire is used, wherever possible they should be mentored by a more senior umpire until they become confident at umpiring at this level Year Divisions - Introduction to Umpiring Clinic and Rules of Netball Theory Examination Pass (Online). All Cadets and Intermediate Divisions 3 and below - Introduction to Umpiring Clinic and Rules of Netball Theory Examination Pass (Online). It is also recommended that the umpire has completed the Foundation Umpire Education Course (online). Open Divisions - Div 1 to Div 3, Inter 1 & Inter 2 - National Badge or Experienced umpire working towards National C Badge. Open Divisions Div 4 and below - Recommendation is a national badged umpire or an experienced umpire working towards a National C level badge. Page 45 of 55

46 In high level or challenging games, the DPNA Umpires Convenor reserves the right to replace unqualified umpires with badged umpires. Umpire s convenors need to confirm with the DPNA Umpire Convenor that all their umpires meet these standards. If they do not meet these standards, please advise our convenor what they need to complete to reach the level required so that, if necessary, further umpires courses may be arranged. Umpires without the minimum requirements should not be umpiring. If numbers warrant it, Clubs may request that an Introduction to Umpiring Course be held at their Club. Umpire Course Requirements NetSetGo Rules Workshop This workshop is recommended for all umpires, coaches, managers and parents that will be assisting with the NetSetGo competition. It is facilitated by the DPNA Umpiring Sub- Committee and will focus on the NetSetGo adaptations to the Netball Australia competitive rules. Please see the Umpire Calendar of events for course times. Workshop notes and non-competitive rule variations are available on the DPNA website Introduction to Umpiring Course Recommended for new umpires and umpires progressing from non-competitive to competitive umpiring. This is also a good refresher for umpires who have not umpired recently Please see the Umpire Calendar of events for course times. Rules of Netball Theory Examination The Rules of Netball Theory Examination (formerly Section 1 Theory Examination) is an online examination that is accessible all year. This exam tests the basic rules of the game. A certificate will be generated for all candidates who achieve a pass (70% or above). There is no limit to the number of times the exam can be attempted and there is no fee charged to take the exam. Examination marks are valid for 6 years. Rule Books are available for purchase at the desk on fixture days. The Rule Book is also available on line at Foundation Umpire Education Course The Foundation (formerly Level 1) Umpire Education Course provides an introduction to the basic techniques and knowledge required of a netball umpire. 47 UPDATING QUALIFICATIONS On court umpires are required to complete a series of tasks over a four-year period following their successful attainment of either Netball Australia C, B, A or AA Badge. Netball Australia recommends that all umpires who attain their badge (i.e. become accredited) continue to upgrade their knowledge, skills and competencies. The updating program aims to raise the overall quality of umpires within netball by ensuring they are provided with ongoing education and development opportunities covering area such as: Keeping abreast of the latest information on developments within netball. Rules knowledge and current interpretations. Having access to the most up-to-date techniques and skills relating to umpiring.
