Izaak Walton League of America NEWSLETTER Volume 56, Number 4 November & December 2018, January Mount Olive Road Centreville, VA Virginia State JOAD Outdoor Archery Tournament Event Held August 19, 2018 Several members of the Arlington-Fairfax Chapter, Inc., participated in the Virginia State outdoor Junior Olympic Archery Development (JOAD) program tournament held on August 19, During the in-state ranking round, Joonsuh Oh set a new outdoor state record of 657 for the event. For the cadet male recurve class Joonsuh Oh took 1st, Woojin Lee took 2nd, and James Yoon took 5th. Derek Song took 4th place for cub male recurve, Salvatore DelVecchio took 2nd for cub male compound, and Michelle Ahn took 2nd for cub female recurve. During the elimination round, Joonsuh Oh took 1st place for cadet male recurve and James Yoon tied for 5th place in the cadet male recurve division. Congratulations to all the archers. Chapter Member Wins USA Shooting National Championship in 50-Meter Air Pistol Richard Gray is a Chapter member and avid pistol shooter. He has participated in national and international competitions in the disciplines of 10-meter air pistol and 50-meter pistol. In 2018, he finished fourth overall in the USA Shooting National Championship men s air pistol competition and finished in first place in the men s 50-meter pistol competition. Selected for the USA Shooting World Team, Richard represented the United States at the 52nd International Shooting Sport Federation World Championship that recently completed in Changwon, South Korea. Men s 10-meter air pistol is an international sport shot with a.177 caliber air pistol using open sights. The target is placed at 10 meters from the firing line. The course of fire is 60 shots within 75 minutes. Men s 50-meter pistol, also known as free pistol, is an international sport shot with a.22 caliber single-shot pistol using open sights. The target is placed at 50 meters from the firing line. The course of fire is 60 shots within 120 minutes. Next time you see Richard at the Sills Air Range or the Rifle-Pistol Range, congratulate him on his shooting accomplishments. He has been very helpful sharing his experience with younger athletes and inspiring their dreams of becoming a national or international champion.

IWLA Convention Awards President s Column Virginia Division President Ernie Padgette received this year s Stanford Adams Memorial Leadership Award from the executive board. This award is presented annually to a national director who distinguishes themselves as a League leader. Congratulations to Ernie. Volunteers At the September membership meeting, we awarded Chapter VIP awards to three of our volunteers. There are only about 200 out of our 2,450 members that volunteer to help around the Chapter and I would like to reward them for what they do. For many years, we have given people a $50 dues credit and this past year we started giving people that earn the dues credit a free picnic ticket, but I want to do more. I am looking for suggestions on additional ways to reward people who volunteer their time. If you have any ideas for other ways to do this, please contact me at arlfx.president@gmail.com. 5 News from IWLA National Virginia Farm Bill Arlington-Fairfax Chapter, Inc. Whether you fish or hunt, canoe or kayak, enjoy a cold beer or just a cool drink of water, you have a stake in the federal Farm Bill. That was the message of an update provided by IWLA Agriculture Program Director Duane Hovorka at the September Arlington-Fairfax Chapter meeting. If you fish in Virginia, it should matter that two-thirds of our streams fail to meet basic water quality standards. Half of Virginia s rivers have too much E. coli, bacteria that comes from animal manure (and human waste) that can make people sick. Much of the bacteria, nutrients, and sediment polluting Virginia waters comes from agriculture, but Virginia is making progress, thanks to provisions in previous Farm Bills. The current Farm Bill will provide funds for state and tribal programs that provide public recreation access on private land, like the Virginia Public Access Land for Sportsmen (PALS) program. It will also fund easements to help improve water quality and provide wildlife habitats. Congress is writing a five-year Farm Bill and the Izaak Walton League is working for a new Farm Bill that will do even more for water quality and wildlife. Virginia Rep. Bob Goodlatte is a key member of a committee that is working out differences between versions of the Farm Bill passed by the House and Senate in June. League members can help ensure a better Farm Bill by letting Representative Goodlatte and other members of Congress know they expect a new Farm Bill that will do even more for fish and wildlife. Duane Hovorka IWLA, Agriculture Program Director IWLA s Save Our Streams (SOS) Program Save Our Streams introduces adult participants to a basic overview of stream ecology as well as training in water quality monitoring, including hands-on activities and a day of biological, chemical, and physical stream monitoring in the field. Participants will learn how to assess stream habitat and watershed land uses and will also receive the tools they need to start their own stewardship or restoration project. More than 600 volunteers collect information at approximately 250 stream sites. Having site-specific and timely water quality information allows us to identify pollution problems, determine how to restore streams, and assess success of restoration efforts. We work with everyone from individuals to agencies to ensure that future generations inherit improved and protected streams, rivers, and estuaries across Virginia. Virginia Save Our Streams is a program of the Izaak Walton League of America. Founded in 1922, the Izaak Walton League is one of the nation s oldest and most respected conservation organizations. With a powerful grassroots network of nearly 270 local chapters nationwide, the League takes a common-sense approach toward protecting our country s natural heritage and improving outdoor recreation opportunities for all Americans. 6 Izaak Walton League of America Outdoor/ Indoor Archery Archery Update The indoor archery range is available to all Arlington- Fairfax Chapter, Inc., IWLA, members for your use anytime a qualified range officer is on site. The outdoor ranges are open 24/7. Many Chapter members are at the archery range house every morning from approximately 9:30 a.m. until noon. This is a great time to come down, introduce yourself, and find out what archery is all about. If you are new to archery and need advice on anything from bow setup and arrow tuning to shooting technique and equipment, help is available to perform those tasks. We especially would like to encourage youth participation and have a great many youth bows that young shooters may practice with to develop their skills. The outdoor targets butts are at 5, 10, 15, 20, 25, 30, 40, 50, and 60 yards. The range is lighted if you would like to shoot in the evening. There is a crossbow station for crossbow shooting. Crossbow targets may be shot with field points or broadheads. One must only shoot from and through the crossbow station. Crossbow shooting is allowed only at the crossbow station. No shooting from outside the crossbow station. A 28-point field archery course is also available and treestand shooting during daylight hours. No core drilling broadheads are permitted to be shot at the field archery range. These are the Toxic and the Cyclone and any new core drilling broadheads that come on the market. Air Bows Air bows are not allowed to be shot at the Field Archery Range. Cub Run Archers For those who are interested in competing in Virginia Bowhunters Association (VBA) archery events, there is a group formed by the Chapter called Cub Run Archers you can join. This group was established so field archery tournaments could be held at the Chapter. Cub Run Archers is a registered VBA club. The VBA is the representative for bowhunters throughout the state of Virginia. To join Cub Run Archers, applications are available at the archery range house. Indoor Archery Range Open for Evening Shooting The indoor archery range will be open for evening shooting 6:30 p.m. until 9 p.m. Monday through Friday evenings starting Monday, October 1 through March. Come out for some fall and winter evening shooting. Deer Processing Station For all the IWLA deer hunters who would like to process their deer, the deer processing station is twenty yards off the Field Archery Deck. The area is lighted with running water from a garden hose located by the deck entrance. You will need to bring trash bags with you for proper disposal of all parts of the carcass. When finished be sure to wash the area down completely putting all remains in plastic bags before going into any dumpster. During cold weather when finished be sure to drain the hose of water to keep it from freezing. Archery 101 Classes On Sunday, January 27, the Chapter s indoor archery range will be hosting a beginner s archery class. The class will take place in the indoor archery range starting at 1 p.m. until 3:30 p.m. The class is for those who have never shot archery before or have very little knowledge in the sport of archery and would like to see what our sport is all about. The class will cover the different types of archery equipment, safety, purchasing of equipment, and shooting. We have the bows and arrows all you need to do is show up. For IWLA members the class is $20 for adults and $10 for children with a family max of $30 per IWLA family. For non-iwla members the class is $25 per adult and $15 for children with a family max of $40. Class fees will be collected before the start of the class beginning at 12:45 p.m. The minimum age for children is 9 years old. 7 Arlington-Fairfax Chapter, Inc. Virginia Division of the IWLA Did you know Arlington-Fairfax Chapter, Inc., is one of the 17 chapters that make up the IWLA Virginia Division? Together, these chapters make up the largest state division of the IWLA. There is no reciprocity between chapters. If you wish to belong to more than one chapter, you must join each one individually. Each chapter is entitled to send representation to any of the three meetings the Virginia Division holds yearly and to the IWLA national convention held every July. At the state-division level, the chapter delegates elect national directors. These directors serve on the IWLA board of directors where financial and bylaw issues are decided. National directors are assigned chapters to provide information from the IWLA or state-division level to the chapters and to be a liaison from their chapters to the other levels of the IWLA. Virginia Division Virginia has nine elected national directors, one additional national director who is the state president. Each of the elected IWLA national officers are also national directors and on the executive board. National directors and chapter delegates are allocated based on membership levels. So, the number of delegates and national directors fluctuates slightly from year to year. Currently there are about 70 national directors in the IWLA. Chuck Green and Randy Hancock spend every Tuesday afternoon repairing the target frames and replacing the target cardboard so that you can have a place for your targets. Improvements and changes they have made to the target frames have reduced repair costs 50 percent. NoVA Sharpshooters Enjoy Break Under Pergola at Rifle-Pistol Range After a recent sport pistol practice, some of the NoVA Sharpshooters (Andres, Josephine, and Victor), parents (Lei-Ann Chang and Hannie Gonzalez), and coach Mark Budgeon enjoyed a break under the new pergola at the Rifle-Pistol Range. The team is very thankful to the Chapter leadership, Dr. Ed and Randy Hancock, for their support of this new shooting program for youth. The Chapter extends our thanks to the NRA Foundation known as the Friends of the NRA for funding two grants at the Chapter in The Shotgun Range and Air Range were the recipients of the grants. Your support of local Friends of the NRA dinners helps raise funds for this program. The Chapter extends our thanks to the IWLA Endowment for funding a grant for the youth shotgun team. The Endowment funds selected projects at IWLA chapters and divisions each year. It only uses the proceeds from investments. 10 Izaak Walton League of America Air Range Air Range List: To receive announcements and updates about the Sills Air Range, join the Air Range List by sending an to iwla_air_ Air Gun Coaches Needed Free Training Provided: If you are interested in learning to coach youth air rifle or air pistol, please the Air Range Director, Roger Thrasher, at 2019 Air Range Consumables Fee: The range consumables fee pays for paper targets, target cards, paper rolls, compressed air, and pellets all shooters consume when using the air range. For only $65 a year all consumables are provided and the fee includes use of the club air rifles, air pistols, and other equipment. CMP Advanced Standing Camp (Air Rifle) Each summer the Civilian Marksmanship Program (CMP) sponsors a popular series of Junior Air Rifle Camps and Clinics to teach intermediate and advanced rifle marksmanship skills to young athletes and their adult leaders. For the first time ever, ARL-FX IWLA hosted one of the highly subscribed CMP summer clinics this particular offering at ARL-FX IWLA sold out in four hours. Usually these camps are held at Colorado Springs, Anniston (AL), or Camp Perry (OH), making it costly and difficult for our local athletes to attend. (photos below) The 18 camp participants, some traveling from as far away as California, got three days of intensive training in the standing position, which prepares them for NCAA and Olympic-style competitions. The instructors for the camps were college rifle team shooters and CMP staff, many of whom have competed at the NCAA, national, and international levels. In addition, the camp material included contributions from speakers who have Olympic and National Team backgrounds. After this successful first camp, ARL-FX IWLA hopes to host even more of these camps in future summers, to include adding the 3-Position camp for beginning air rifle athletes. Wendell Memorial Match and Virginia Shooting Sports Association Air Gun Championship For the fourth straight year, the ARL-FX IWLA Junior Chapter hosted the Wendell Memorial Match. In addition, for the third straight year, this match served as a Virginia Shooting Sports Association (VSSA) state open air gun championship match. Junior Chapter members Grace Cason (also the Junior Chapter president) and Victor Mou (air pistol athlete) led the charge as co-match directors in terms of planning and executing the event, with lots of help from the Junior Chapter officers, directors, and adults. Awards were given for age categories, visitors (non-virginia residents), Virginia residents, and the overall open awards. In the Precision Air Rifle category, athletes shot 60 shots standing in order to qualify for an 8-person final. Points from the final added to qualification scores to determine the overall winners. In the sub-junior category, Lily Wykto took third place, Kyle Stavrou took second place, and the high sub-junior was Joseph Zoller. For intermediate juniors, Jacob Bzdafka took third place, Grace Cason took second place, and the high intermediate junior was Scotty Rockett. For the visitor category, Erin Ballard from West Virginia took third place, Lauren Cox from West Virginia took second place, and Scotty Rockett from North Carolina took first place. Qualifying for the 8-person final were Grant Benson, Michaela Webb, Andrew Morris, Jacob Bzdafka, Grace Cason, Jack Kersey, Anna Frazier, and Scott Patterson. Going into the final, Patterson, Frazier, and Kersey were ranked as the top three qualifying athletes. In a hard-fought competition that saw many lead changes, Michaela Webb won the final, adding 4.0 points to her qualifying score. Scott Patterson took second and garnered 3.5 additional points, with Jacob Bzdafka taking third with 3.0 more points. Adding the finals points to qualification scores determined the standings for the Virginia State Championship, which this year also happened to be the winners for the open category. Jack Kersey from Robinson took third place and Anna Frazier from Acorns/W. T. Woodson took second place. Scott Patterson from Robinson was crowned the 2018 VSSA state precision air rifle champion and winner of the open category to boot. New this year was the addition of Air Pistol, crowning the first-ever VSSA state champion in that discipline. Air pistol athletes also shot 60 qualifying shots before going into a final. In the sub-junior air pistol category, Connor Shea took third place, Andres Gonzalez took second place, and first Joe Turner, VSSA president with State Champion Scott Patterson. Anna Frazier (2nd Place), Scott Patterson (1st Place), and Jack Kersey (3rd Place). Air Pistol athletes on the line. place went to Suman Sanghera. 12 Izaak Walton League of America Veteran Air Gun Athletes Attending U.S. Coast Guard Academy Two recent high school air gun athletes received appointments to the U.S. Coast Guard Academy and just completed their Swab Summer in sunny New London, Connecticut. Josephine Quinn St. Ledger is a graduate of Fauquier High and Mountain Vista Governor s School in Warrenton, Virginia. She started shooting air pistol with the NoVA Sharpshooters in the fall of 2017 and competed on the team during the first Orion National Air Pistol League. Jo is majoring in naval architecture and marine engineering and is a member of the academy s pistol team. She is enjoying her time learning about the fundamentals of navigation and competing in air pistol and sport pistol at the collegiate level. Her first competition will be against Ohio State. Jo plans to stop by the air range during the winter holidays to catch up with her NoVA Sharpshooter teammates. Bryce Sturtz is a graduate of Lake Braddock Secondary School in Burke, Virginia. He started shooting air rifle as a freshman and ultimately advanced to be two-time team captain of the coed varsity team. He also competed in smallbore as a Bruin and as a member of the Arlington Optimist Acorn Junior Rifle Club. Bryce served as the ARL-FX IWLA Junior Chapter president and competed in several national matches, including the USA Shooting Junior Olympics in Colorado Springs. Bryce is majoring in mechanical engineering and is a member of the academy s air rifle team. He is very excited about this year s season and is looking forward to traveling to Texas Christian University for his first collegiate match in October. Wendell Memorial continued from page 11 Qualifying for the air-pistol final were Connor Shea, Andres Gonzalez, Marc Wangel, Wanlace Yates, Suman Sanghera, Victor Mou, Bhavjeet Sanghera, and U.S. National Team member Richard Gray. Going into the final, Gray, B. Sanghera, and V. Mou were ranked as the top three qualifying athletes. Richard Gray won the final, earning 4.0 points. Bhavjeet Sanghera took second for 3.5 points and Wanlace Yates took third for 3.0 points. Adding the finals points to qualification scores determined the standings for the Virginia State Championship and open category. Victor Mou took third place and Bhavjeet Sanghera took second place. Richard Gray was crowned the 2018 VSSA state precision air pistol champion and winner of the open category. Also new this year was the first-ever awarding of the Virginia Commonwealth 20 award by VSSA president (and Junior Chapter adviser) Joe Turner. For both air rifle and air pistol, the top three Virginia athletes were presented with Commonwealth 20 pins, tabs, and certificates. 13 Arlington-Fairfax Chapter, Inc. Scholarship Updates From James Green, 2014 Scholarship Winner It is with great pride and joy I graduated from the University of Virginia this past May. I graduated with a bachelor of science in environmental science and a bachelor of arts in public policy and leadership. Due to my cumulative GPA, I earned the honor of High Distinction upon graduation. My coursework during my final year was truly a culmination of my undergraduate education. Notably, I conducted research with Environmental Science Professor Brian Richter, where we examined how water rights markets can be used to augment natural flows for marine wildlife in the western U.S. Furthermore, I took a research methods and data analysis course where I learned how to apply statistical methods to a number of real-life scenarios, and how data can and should inform policy. After graduation, I will be moving to the Washington, D.C., area to pursue a career in environmental policy. I am excited and empowered to use my scientific background to advance meaningful and effective public policy. I would like to thank the Izaak Walton League of America, and specifically the Arlington-Fairfax Chapter for its continued support throughout my education. I plan to remain active in the organization going forward. From Monica Banghart, 2015 Scholarship Winner My semester here at the Smithsonian-Mason School of Conservation has been amazing. We have learned a lot of practical skills for future conservation such as adaptive management strategies, communication methods for different audiences, how to collect good data, how to conduct behavioral observation studies (on red pandas!!), and much more. We have had guest lectures from scientists who conserve species internationally, the National Zoo veterinarian, the director of the National Zoo, the head nutritionist for the National Zoo, and many more great researchers. We also got to work in the endocrinology lab and extract hormones from Eld s deer feces to determine if the animal is pregnant or not. For the final five weeks of the semester, each student takes on a research project with a professional mentor and I was very lucky to get to work on a project studying spotted turtles in northern Virginia to assess the population distribution and abundance. Overall, I have grown a lot personally and academically during my semester here in Front Royal, Virginia, and I feel more prepared for my future than ever. This summer I have accepted a position as outreach programs and internships supervisor at the Chincoteague Bay Field Station and I am really looking forward to new experiences there. I look forward to catching up with you again soon. Please let me know if there are any more materials you need from me in the meantime. From David Nguyen, 2016 Scholarship Winner My sophomore year at George Washington University was great and I can t wait to be a junior. As far as academics go, I m learning more and more about electrical engineering. My professors are very intelligent and were very helpful whenever I had any troubles with the material. I ve gained more knowledge and experience with circuits, signals, and electronic systems/devices. For the summer, I was recently hired as an IT intern for the Defense Human Resource Activity at the Department of Defense. I know it s not related to environmental science or engineering, but it s a foot in the door. Also, this upcoming school year I plan on being a research assistant for one of the professors in the electrical and computer engineering department. I will be assisting in conducting research on reliability and resilience of power and energy systems and I m very excited about that. So far my experience at GW has been great and I can t wait to return this upcoming fall semester. From Zachariah Miller, 2017 Scholarship Winner I thoroughly enjoyed my first year at college. The money that I have received from your generosity at IWLA was instrumental in assisting my tuition payments, and, so, thank you so much for the opportunity. I finished my first year with a 3.3 GPA, passing all my classes. I took general biology credits in preparation for marine specific classes in the fall such as botany. In my free time I have decided to volunteer at Loggerhead Marine Center (LMC), the leading sea turtle hospital and rehabilitation center in the world. In addition to this, my roommates and I got in contact with NOAA and have begun to participate in conducting shark research off the coast of West Palm Beach, Florida. This includes catching sharks, taking measurements, and tagging the animal. We then report our data back to NOAA, and they use it to track shark populations and migration patterns along the east coast. I am excited to continue my studies, volunteer work, and personal research at Palm Beach Atlantic University in the fall and promise to push forward with my goal to contribute to the conservation of the earth s aquatic ecosystems. They will be treated to a traditional Christmas dinner with a party atmosphere and gifts for the kids delivered by Santa Claus. Scotty Cameron: August 2, 1924 August 20, 2018 Longtime member Scotty Cameron peacefully passed away at age 94 on August 20th in the company of his son, Colin, and daughter-in law, Kristi. As one of the Geezers, Scotty was an avid skeet and trap shooter who rarely missed the Wednesday and Friday gettogethers with his friends and comrades at IWLA. In the fiercely contested regular SKRAP tournaments he constantly proved he still had that steely pilot s eye, cobra like reflexes, and iron will power that took him to great heights flying the famous Curtis P-40 Warhawk and the North American P-51 Mustang. He retired in 1977 from the U.S. Air Force as a command pilot with the rank of colonel and a graduate of the prestigious Air Command and Staff College, the Air War College, and a faculty member of the Armed Forces Staff College. But our memories of Scotty are of a constant gentleman who made every day on the range special for whoever he came in contact with. He had a quick wit, a bright smile, a joy for life, and mischievous sense of humor that made him one of the most beloved Geezers in the group. In 2011, he became a true legend of SKRAP by being the only person to ever win all three events of the triple crown of SKRAP in one year. And everyone who has ever competed knows this is not only a remarkable feat, but one labeled as nearly impossible. But such was Scotty. Scotty will be forever remembered with great love and fondness as an example of what is in the best of the human spirit. Scotty will be buried at Arlington National Cemetery with full military honors at a later date. November & December 2018, January

Dominick Casciano passed away September 9, He was deeply committed to helping the kids of St. Jude Children s Research Hospital. For 19 years, Dominick Casciano was a Gold Sponsor for our St. Jude Crush n Clays event. Over that period, he personally donated over $80,000 to the Crush n Clays event. He was the largest single contributor to the event in our 20-year history. A humble man, he requested no recognition. In fact, at this year s event, he requested his name not appear on the t-shirts along with the other event sponsors. We honored that request. He was always jovial and generous to a fault. A dear friend, who will be miss immensely. We are now diminished.
