3 Introduction Welcome to Rockhampton Brothers Junior Rugby League Club 2011 season. We have provided this booklet to ensure parents and players have as much information as possible to ensure a smooth and fulfilling year. This booklet not only provides general information, but most importantly outlines Safety Information and Codes of Behaviour. Club History Rockhampton Brother s Junior Rugby League was re-established in 1995 after a long absence of junior rugby league in Rockhampton. The club took on the proud Brothers tradition and formed close ties with the Brothers Senior Club. In the beginning we started with 5 teams in the mini-mod competition from u/7 to u/11, which has grown every year until the club has proudly fielded two teams in the competition from u/7 to u/15 This season, for the first time, we will register two teams in the under 15 competition. Although it has proved difficult to manage two teams in one age group, the committee hopes to build on this until we have two teams for all ages. This will mean hard work for the committee and co-operation from all parents. Since 1995 Brothers has had numerous successful seasons competing in the Rockhampton & Districts Junior Rugby League competition. Rockhampton Brothers Juniors were the inaugural winners of Rockhampton and Districts Junior Club Champions for the past 7 years. The Committee The committee is made up of parent volunteers. We are always in need of assistance. Please consider volunteering on the committee in future years. As the players move on, so do the parents. The success of this club depends entirely on the help received by the parents.

4 Club Sign On A maximum number of twenty five (25) players only can register per team in the competitive age groups from under 11 to under 18 as per the Rockhampton Junior Rugby League By-Laws. As per our Policy, preference is given to our existing players. Any new players to the club will be placed on a waiting list and contacted by the club should a spot become available. Players will not be registered and cannot take the field, as per QRL Guidelines, until all paperwork is completed. This includes a copy of their birth certificate. Registration Fees are: One Child $130 Two Children $210 Three Children or more $300 Fees Include: The cost of all clothing (shorts, socks, training shirt, dress polo shirt). Insurance QRL and RJRL Levies Club membership Equipment Levy, Fields Levy, Presentation Day CQ Leagues Club Membership for (2) adults Team Photo A MINIMUM DEPOSIT OF $30 PER FAMILY IS REQUIRED AT SIGN ON Fees can be paid by cash, cheque or direct deposit. Bank details are: Account Name Rockhampton Brothers Junior Rugby League BSB Account Number Use your surname and age group as the reference. A receipt will be issued by the treasurer soon afterwards. If you would like to discuss payment options, please contact our Treasurer. All fees are to be paid prior to your child taking the field. Fees or any paperwork can be placed in the Juniors letter box situated at the CQ Leagues Club Reception.

5 2011 Season Rockhampton and District Junior Rugby League is for players from 6 years to 18 years. Once a child turns 5 years old, they can register to play in the under 7a age group and play a 10 game season. There are two separate competitions run throughout the year. The international competition (under 13 to under 18) is played on Friday nights. The season begins early February and will conclude with the Grand Final about mid May. We are expecting to register 8 teams in this competition. The Mini-Mod competition consists of mini (under 6 to under 8 noncompetitive), mid (under 9 to under 10 non-competitive) and mod (under 11 and under 12 competitive). Games are played on Sunday mornings. The season will run from April to September. Dates are to be confirmed. Other Junior Clubs in our competition include: Capricorn Coast Brothers; Norths; Rockhampton Tigers; Fitzroys; Gracemere and Yeppoon. Playing venues include Victoria Park (our home ground), Saleyards Park, Elizabeth Park, Colts Grounds, Norths Junior Grounds (Gymmy Grounds), Gracemere Sporting Club Fields, St Brendans Yeppoon, Webb Oval Yeppoon and Browne Park. Coaches We are very fortunate to have coaches for our teams who are very passionate and willing to share their skills with our children. The coaches are all volunteers and they put many hours into working with your children. Please co-operate with them and assist them where required All Coaches are given a Club Coaching Skill Booklet which outlines what skill level is expected to be taught in each age group. If you are interested in seeing what skills your child will learn please ask your coach for a copy. Referees Referees are a very important part of our game. Without the referees, our competition would not exist. Again, this season the Rockhampton Referees Association is very short of volunteers. Please note: With the shortage of local referees, the association can not guarantee there will always be enough referees available for our non competitive games. Please see one of the committee members if you are interested in helping out as a referee. Please treat our referees with respect.

6 Communication Rockhampton Brothers Junior Rugby League has a club address - rbjrl@hotmail.com. Any communication to the club and committee should be sent through this account. With a club of our size individual communication to parents and players is not possible. All club information is published on our website, and we encourage all families to join the My Community area of our website. This will ensure you receive notification of all relevant information such as draw changes and Newsletters. The committee produces a weekly Newsletter which is published on our website by Thursday of each week. If you do not have internet or access, please advise the secretary or your team coordinator/coach and a hard copy can be printed and given to you or your child at training sessions. Cancellation of games due to weather and late changes of the draw will be published on our website and an notification will be sent to those families who are registered with My Community. Our club website is If you have any problems with accessing the site or joining My Community please speak with a member of the committee. Each team is to have a team co-ordinator. This is necessary for lines of communication between the teams and the committee. Please consider being the team co-ordinator for your child s team if one is not already established. The team co-ordinator is a necessity for smooth communication within a club of our size. The lines of communication for the Club: Team Co-ordinator / Coach Committee Club President At no time should parents go directly to the Rockhampton Junior Rugby League or QRL without going through your committee.

7 Two or more teams Recent expansion of player numbers to our club has resulted in an increase in the number of teams per age group. Rockhampton Brothers Junior Rugby League has put in place a set of guidelines for the allocation of players to teams. Our Club objective is to encourage all players to partake in the game in a good sportsmanship manner and not to win at all costs. However, should the Rockhampton Junior Rugby League implement a two division final, Rockhampton Brothers Junior Rugby League, where there is more than one team in an age group, will nominate an A and B team. PLEASE NOTE: the selection of an A and B team will only affect the international (under 13 and under 18) age group. At no time will Rockhampton Brothers Junior Rugby League look at changing our Policy for the Mini-Mod (under 6 to under 12) age groups. Our focus will continue to be on developing the skills of all players and ensuring where there is more than one team in an age group, the teams are of equal skill. Please refer below to our Club Policy regarding team selection. ROCKHAMPTON BROTHERS JUNIOR RUGBY LEAGUE CLUB TEAM SELECTION / COACH SELECTION POLICY 1.0 TEAM NUMBERS There are a maximum number of twenty five (25) players per team in the competitive age groups from U11 to U18 as per the Rockhampton Junior Rugby League By-Laws. Registration will be accepted by the following criteria: 1 Current/existing players registered on sign-on day or have made contact with the club, prior to sign-on day. 2 New players who have attended sign-on day or made contact with the club. 3 Current/existing players who, for whatever reason, have not registered on sign-on day or made contact with the club 4 New players who have not previously registered Players, Parents or Coaches are encouraged to recruit new Players to the club, however all new players will be allocated to teams as per the above criteria and Section 2.0 of the Policy. 2.0 PLAYER / TEAM ALLOCATION Recent expansion of player numbers to our club has resulted in an increase in the number of teams per age group. BJRL has put in place a set of guidelines for the allocation of players to teams. The competition we compete in is run by the RJRL and generally has only one division in all grades. BJRL endeavour to have teams of equal skill and numbers to compete in this competition. Our objective is to develop the skills of all players and promote and foster enjoyment of the game. BJRL will not adapt a win only attitude. BJRL reserves the right to allocate players to teams based on skill level. This decision will be made by the Executive Committee, Coaching Co-Ordinator and relevant Coaches. If after all players have registered allocation of teams is not clear, all teams in the same age group will train together for at least 3 weeks prior to the commencement of the competition. The Coaches and Coaching Co-Ordinator will, after viewing all training sessions, allocate the players into equally skilled teams. If and when the RJRL offers more than one division in an age group i.e. an A and B division are offered, RBJRL will nominate an A and B team. The intent remains to ensure all players have the opportunity to develop their skills, play adequate game time and participate fully to their ability. It is the intent of BJRL that should an A and B team be nominated, that those players in the B team are given additional support in skills development. When allocating players into the teams, every effort will be made to ensure siblings are playing in the same team colour i.e. which ever team colour the eldest sibling is playing in will be the colour all other siblings will be allocated to wherever possible.

8 ROCKHAMPTON BROTHERS JUNIOR RUGBY LEAGUE CLUB TEAM SELECTION / COACH SELECTION POLICY 2.0 PLAYER / TEAM ALLOCATION (Continued) U7 to U10 As there is no competition points in this age group the emphasis is to be on enjoyment and participation, not winning. Although Players, Coaches and Parents enjoy seeing their team succeed, our focus is on skill development and fun while learning the fundamentals basics of rugby league. If after 3 weeks of playing, teams are found to be unbalanced, changes to teams can be made by Coaches in consultation with the Coaching Co-Ordinator, if deemed necessary. U11 to U18 These age groups play for points throughout the season which ends in a final series. Once teams have been finalised and fixtures commenced, changes cannot be made to players as per QRL guidelines. At times there will be individual cases that may have a circumstance that warrants the change of a player between teams. This will be discussed with Parents, Coaches, Coaching Co-Ordinator and Executive Committee to come up with an amicable solution for all parties involved. BRJL Executive alone is responsible for the final allocation of players to teams. 3.0 CLUB COACHING STAFF Coaches for each season will be decided by the Executive Committee Members and the Coaching Development Co-Ordinator. All decisions will be made on the basis of what is best for the team or players. Non Parent Coaches are preferred for all competitive grades. Coach selection for competitive grades (U11 to U18) will be decided by the following criteria: 1 Non Parent Coaches with relevant Coaching Certificates and suited attitude to Junior Rugby League. 2 Parent Coaches with relevant Coaching Certificates and suited attitude to Junior Rugby League. 3 Coaches will be familiar with the Mini-Mod / International rules set done by the QRL and acknowledge and play by the guidelines provided. Before final appointment of Coaches is made, all potential Coaches will need to attend a compulsory workshop conducted by the BJRL Coaching Co-Ordinator. After appointment, Coaches will be required to attend a refresher workshop mid season. All Coaches must hold appropriate Coaching Certificate for the age group and must have a current Working with Children Suitability Card (Blue Card). All teams must have an ARL qualified First Aid Officer and qualified League Safe Officer. All teams must also have an allocated Team Co-Ordinator to liaise with the committee and pass on all relevant information to the team.

9 Clothing and protection Training shirts are issued to all players to be worn at training sessions. Dress shirts are provided to be worn to all games. Extra clothing can be purchased once all players have received their gear. Adults sizes are available. Please see a committee member for purchases. Please name all players clothing. It is recommended all players wear a mouthguard during games for maximum teeth protection. Head gear and shoulder pads are optional if required for further protection. Codes of Conduct The National Code of Conduct, officially endorsed by the Australian Rugby League, covers behavioural expectations of players, coaches, parents, officials, spectators and volunteers and was developed after extensive research across all sports by ARL Development. Players, coaches and parents have all signed a Code of Conduct Form. You will have been given a National Code of Conduct booklet on sign-on day. In this booklet you can also see the penalties involved for unacceptable behaviour. These documents are also available on the QRL Website The codes are very strict and we would recommend all players and parents become familiar with them. All who participate in the Rockhampton Brothers Junior Rugby League Club activities are expected to adhere to the principles of good sportsmanship as outlined in the Codes of Conduct. There will be zero tolerance to all swearing, abuse and threats to coaches, players and to other parents. The Club is responsible for having a Ground Control Official present at all games to ensure all people are adhering to the codes of conduct as stated by the QRL. If you wish to lodge a complaint or report an incident, please do so within 24 hours of it occurring. Incident Reports can be found on our website Complete the form and pass onto the committee for follow up. Blue Cards It is the policy of Qld Rugby League that all persons over the age of 18, involved with junior players in any way, obtain, and retain, a Suitability Card for child related employment, generally know as a Blue Card, from the Commission for Children and Young People. Please contact the secretary in regard to Blue Card Applications. Leaguesafe Australian Rugby League has an On-Field Policy in place. The only people allowed to run onto the field as trainers or runners are those who have undertaken a leaguesafe course If you are interested in taking part in a leaguesafe session conducted by QRL, please see the secretary for more details.

10 First Aid Officers (FAO) The On-Field Policy also requires each team to have a designated First Aid Officer (QRL Certified). Policy now states, if a FAO is not available to represent the team, the game cannot commence. If you are interested in becoming a First Aid Officer for your child s team or for the club in general, please contact a member of the committee. Medical Advise Forms are a requirement of ARL. A medical advise form for all players is completed as part of registration. These forms are kept on file for our records. Injury Incident Reports are available on our website. Please use the forms to report any injuries, as necessary. Smoking There is a no smoking policy at all sporting grounds due to the Qld Laws recently passed. Please do not smoke inside the ground of any Junior Rugby League club. Brothers Club have a designated smoking area. It is requested you do not smoke outside of this area. Safety in Rugby League We are required to have our own Risk Assessment Policy and to carry out Risk Assessments prior to each home game. Please report any unsafe or dangerous situations which may come to your notice. Our Risk Assessment policy can be viewed online. National Safeplay Code is a set of rules for safe play in Junior Football in Australia. It was developed to emphasise safely and good conduct within the game of Rugby League by creating the best possible on field environment and controlling undesirable actions. All Junior Players up to, and including under 15, play under the National Safeplay Code. A copy of the National Safeplay code can be viewed on our website. Training Sessions Training sessions will take place once a week. Some coaches, for the older age groups, will opt to train twice a week. See your child s coach for training times and venues. Please ensure your child has access to water at training sessions. Contact your child s coach if unable to attend training sessions or a game. Please obtain the coaches contact details for direct communication.

11 Competitive Game Requirements (Under 11 Under 18) Scorers and Touch Judges are to be supplied by our club at every competition game. Match Reports are used for all grades. The competitive grades use them to record the scores. The home team is responsible for supplying and handing these match reports, afterwards, to the Rton Junior Rugby League. If you have the match report at the end of your child s game, please make sure it goes to a committee member ASAP. If the reports are not handed in, no points will be awarded. Help will be required for setting up fields at home games and for cleaning up afterwards. All help is much appreciated as committee members may have children playing at different fields, or may not be available on every occasion. Please visit: Meetings General meetings are held once a month at Brothers Club. Our meetings are held on a Thursday night at 5.30PM. Dates will be advertised in the weekly newsletter and on our website. Please feel free to attend the meetings. This is your club, being run by a group of parents, like yourselves. Fund Raising From time to time we will conduct fund raising activities in the form of a raffle or $100 board at the games. You may be asked to sell a certain amount of tickets on behalf of the club. Please support us with this. All fundraising activities related to the club are to go through the committee.

12 Volunteers The club is always looking for volunteers to help on game days and at club events. If you are available to assist with Canteen, setting up and packing up on game day, assisting on presentation day etc, please speak with a member of the committee. Sponsorship Rockhampton Brothers Junior Rugby League has many valued sponsors assisting us financially through the season. We thank them very much for their support. You will see our sponsors on the board outside the canteen, on our website and on our club shirts and Jerseys. If you are interested in sponsoring the club, or know someone who is, please see a committee member for more details. Community Partners In 2011 Rockhampton Brothers Junior Rugby League as initiated a Community Partnership Program. This concept is not only to assist the charity with fund raising during the year, but also give Rockhampton Brothers Juniors Rugby League exposure to the public as a community based group not entirely a football organisation. For 2011 we have partnered with Qld Cancer Council and Camp Quality. Our aim is to assist the charity raise funds during our season as well as utilising these organisations to educate our players.
