2 Stock status 01/03/12 New advice on sandeel issued. Advice is now split into seven areas. The 2011 dredge survey results confirmed the estimates drawn in 2010 of a large 2009 year classes in area 1 (Dogger Bank), area 2 (South Eastern North Sea) and area 4 (Central Western North Sea). However this has been followed by low recruitment in 2010 and The largest stock (Dogger Bank 71% of catches) is expected to be at full reproductive capacity at the start of A quota is set in area 1 and quotas for monitoring set in areas 2, 3 (Central Eastern North Sea) and 4. For 2012, ICES advises that a catch of 23,000 tonnes can be taken in area 1 and that catches for monitoring purpose should not exceed 5,000 tonnes in areas 2, 3 and 4. To protect the stock on a local scale, management should be implemented on the area level. The quality of the current assessment is considered much improved compared to the combined assessment for the whole North Sea as conducted before Dec 2011 Separating Blue Whiting Stocks in the North East Atlantic According to the Scientific, Technical and Economic Committee of the European Commission (STEFC), there is sufficient evidence to support the separation of the two stocks of blue whiting in the North East Atlantic into northern and southern stocks. Currently blue whiting is assessed as a single stock from the Norwegian Sea down to Portugal. STECF has concluded that the southern boundary for the northern stock lies at 53.5 N and a northern boundary for the southern stock at 52.0 N. The northern boundary for the southern stock should extend from the west coast of Ireland to 15 W. STECF also concludes that the area north of 52.0 N to 53.5 N and to the east of 15 W would be defined as the mixing area and that, in a two stock management system, this should be managed to ensure that catches from this area do not compromise the management objectives for either the northern or the southern stock. 7&name=DLFE pdf Section 8.5 Legislation and quotas/tacs 07/02/12 Catch limits agreed for jack mackerel in the South Pacific The European Commission is generally satisfied with the outcome of the South Pacific Regional Fisheries Management Organisation (SPRFMO) Third Preparatory Conference, which just ended in Santiago, Chile. The renewal of the Interim Measures for the jack mackerel stock for 2012 was the main issue on the agenda. It was agreed to further limit catches to 40% of the 2010 baseline. This is fully in line with the EU position and the scientific advice. The EU overall catch limit was fixed at tonnes for 2

3 2012, a sharp reduction from tonnes in However, the Commission is concerned with Peru's lack of cooperation. 5 Fishmeal and fish oil market/price reports Dec - Feb Weekly fishmeal market in Peru. New fishing quota for the southern area started 9 February and will run to 30 June with a total allowed catch of 400,000 m/t of anchovy. The southern area will then contribute just over 90K m/t of fishmeal up to end June. The next major fishing season is thought by the trade to be in late April or early May. Fishmeal exports from Peru were up in 2011 by almost 19% over 2011, the table below shows the top 10 importing countries for Peruvian fishmeal. However there were significant changes among the producing areas with South American production rising 21%. In Northern Europe the situation was quite the opposite with production falling 51% due to lower catches and a dramatic increase in the share of catches going to direct human consumption rather than for reduction. 6 Fishmeal imports to the UK Jan - Dec Jan - June Peru Denmark Germany Norway Iceland Ireland Others Total Source: Globefish Industry and market news 03/02/12 IFFO Briefing - Chilean Jack Mackerel and Peruvian Anchoveta Several recent on-line media articles have raised concerns about Peruvian fishmeal and the management of Chilean Jack Mackerel. Some are based on recent journalist investigations but others are duplicates or repeats of material originally published some years ago. IFFO and its members are committed to responsible fishery management and production of fishmeal and fish oil. The IFFO Responsible Supply Standard is an independently audited scheme for producers and requires that fish used comes from well managed sources as defined by the FAO Code of Conduct for Responsible Fisheries and that the production includes systems to prevent contamination or the use of illegal, unregulated or unreported fish. Approximately half the tonnage produced by IFFO members is now certified, including the majority of production from Peru. Overfishing of Chilean Jack Mackerel. There are concerns about the regulation of fishing activity in international waters, relying on voluntary agreements between several nations. A meeting of the management body, the South Pacific Regional Fisheries Management Organisation, was held in Chile on 30th January 2012 to discuss how best to limit catches in the face of reduced available biomass. IFFO supports this move to better regulate fishing and work towards a sustainable level of harvesting. Incorrect recording of Peruvian Anchoveta landings. There are technical challenges associated with recording weights of fish on board the fishing vessel and a potential for discrepancies to arise due to e.g. water loss between discharge from the vessel and arrival at the fishmeal plant. The Peruvian government is addressing the need for accurate records and has already introduced tighter controls and the requirement for independent inspection. IFFO supports the work being undertaken by the Peruvian authorities and endorses the need for accurate catch records as an important part of collecting fishery management data. 6

7 Environmental impact as a result of fishmeal production. The allegations of pollution are repeated from a 2008 report and do not reflect investments being made by IFFO members to reduce effluent and emissions. A multi-million dollar project has been commissioned in Chimbote to take pre-treated effluent water offshore to reduce local impact, following the success of a similar project (also funded by IFFO members) in Pisco. Extensive regulations are already in place with more scheduled to take effect to further control discharge of waste water from fishmeal producers. IFFO members are committed to complying with all local regulations and reducing environmental impact. Impact on human health as a result of fishmeal production. There have been no clear links between fishmeal production and problems with community health and yet many thousands of workers are employed with no health issues. The main fishmeal production centre of Chimbote is in a region of Peru which has one of the lowest levels of asthma-type symptoms in the country (ranked 22nd of 28). United Fish Industries, on Gilbey Road, has received another huge cash injection as it continues to play a pivotal part in Europe's Food Town's operations. A 100,000 new bin washer to further improve environmental standards in Grimsby tops the list of new additions, having been commissioned last week, along with a new delivery vehicle. 8 15/12/11 IFFO s new Improvers Programme offers step-by-step progress towards fishmeal and fish oil certification. The International Fishmeal and Fish Oil Organisation has launched its new Improvers Programme for fishmeal and fish oil producers. IFFO s partner in the Improvers Programme is Sustainable Fisheries Partnership and the project was developed in consultation with the United Nations FAO. Initial development is funded by major retailers and aquafeed producers, including EWOS and Sainsburys. 13/12/11 SNP release press release refuting NRK fish oil claims. The Sociedad Nacional de Pesquería de Perú, the organization that represents the Peruvian fishing industry, emphatically refutes the information on the fish oil industry in Peru presented on the NRK television network s Consumer Inspector programme on November 9 and 16, /12/11 Sandeels With Full Stomach Swim For Longer. Research by the Technical University of Denmark (DTU) shows that the more food that is available for the sandeels to eat, the longer it will be before they dig themselves into the sediment and are no longer available to fisheries and natural predators. Dec 2011 Changes to FishSource. Over the last 4 years, the Sustainable Fisheries Partnership (SFP) has been building a global fisheries online database FishSource. Our goals have been to get actionable fisheries information in front of major seafood buyers and to build a network of contributors to share and update that information as they also use the database for their research. SFP is achieving the former with increasing success. In order to improve the latter, we are dividing FishSource into two separate websites. FishSource.com - Industry-facing site, specific to SFP. To provide major seafood buyers with up-to-date, impartial, actionable information on the status of fisheries and improvements needed to become sustainable. FisheriesWiki.org A new site, devoted to the research needs of the science and policy communities. The goal for FisheriesWiki is that it will serve as a global common encyclopaedia of fisheries, providing current and accurate information on global aquaculture and marine capture fisheries, created through the contributions of experts around the world. 8

9 Certification 09/02/12 SAD Final draft standards for responsible salmon aquaculture The Salmon Aquaculture Dialogue has produced the final draft for its salmon standards. There is a large section on fishmeal under Principle 4: Use resources in an environmentally efficient and responsible manner. Te following comments are made: The salmon aquaculture industry has significantly reduced the inclusion rates of fishmeal and fish oil from forage fish in salmon feeds during the past two decades. The Forage Fish Dependency Ratios (FFDR) contained in these standards aim to support the trend toward lower inclusion rates and increasingly efficient use of marine resources, which are expected to continue. Fishmeal and fish oil are both finite resources that are shared across a range of users with increasing demands, from direct human consumption to aquaculture to pig and poultry production. The SAD intends to promote the efficient use of these resources, producing increasing amounts of farmed salmon from a given input of fishmeal and oil. The ratios, one for fishmeal and another for fish oil, calculate the dependency on forage fisheries through an assessment of the quantity of live fish from small pelagic fisheries required to produce the amount of fishmeal or fish oil needed to produce a unit of farmed salmon. The SAD offers the calculation of levels of EPA and DHA from wild fish in feeds as an alternate method of measuring dependency on forage fisheries. The standard encourages producers who want to produce salmon with high levels of omega-3 fatty acids to do so by sourcing the EPA and DHA from sources other than fish oil derived from direct industrial fisheries. The ratios complement the standards described in criterion 4.3, which will move farms toward using feed with marine ingredients from fisheries certified as responsibly managed. Producers will be able to improve their FFDR by using a greater percentage of fishmeal and fish oil from trimmings and offal, using other sources of meal and oil (e.g., vegetables) and improving their feeding efficiency. The standard was set at a level that is achievable by better performers today according to available nutritional knowledge, scientific results and data on the range of performance on this indicator today. The threshold for the standard for EPA and DHA was set to be equivalent to the FFDR for oil of 2.95, meaning that the effect of meeting either is equivalent. This alternative was suggested as a way that may be easier for some feed manufacturers to calculate based on their current systems and calculations. Source of marine raw materials Timeframe for all fishmeal and fish oil used in feed to come from fisheries certified under a scheme that is an ISEAL member and has guidelines that specifically promote responsible environmental management of small pelagic fisheries within five years of the date of publication of the SAD standards. 9

10 Prior to achieving the above the FishSource score for the fishery(ies) from which all marine raw material in feed is derived - all individual scores 6 and biomass score 8, or prior to achieving the above demonstration of third-party verified chain of custody and traceability for the batches of fishmeal and fish oil which are in compliance with FishSource. There should be no feed containing fishmeal and/or fish oil originating from byproducts or trimmings from IUU catch or from fish species that are categorised as vulnerable, endangered or critically endangered, according to the IUCN Red List of Threatened Species. For complete up-to-date news on aquaculture certification subscribe to the new aquaculture e-alert issued once a month E: k_green@seafish.co.uk It is also available on Feed safety 19/01/12 Use of Animal Protein in Aquaculture Production 19 Jan 2012 In 2011 the EC put forward a proposal to lift the 11 year feed ban for nonruminant processed animal proteins (PAPs) to non-ruminant farm animals on scientific and sustainability grounds. FEFAC says the proposed zerotolerance for intra-species recycling would make the use of non-ruminant PAPs practically impossible in the feed chain outside aquafeed production. The EC presented its TSE Roadmap II proposals in July 2010, in which they concluded that the fight against the BSE disease has been successful thanks to the stringent public health measures taken at EU level, among which the total feed ban for the feeding of processed animal proteins to food producing animals introduced in On the basis of this conclusion, the EC tabled a draft proposal in 2011 foreseeing a lifting of the feed ban measure for the feeding of non-ruminant processed animal proteins to pigs, poultry and fish. In other words, the European Commission intends to re-authorise the feeding of: poultry meal to pigs; pigmeal to poultry; pig and poultry meals to farmed fish under strict conditions. The main control requirements linked to this proposal therefore are the single species dedication of the whole production chain from slaughterhouse to farm level and the zero-tolerance requirement based on analytical controls using the official microscopic method and the new PCR test whose main role is to identify the species- specific animal proteins in feed. Ruminant and the feeding of processed animal proteins to ruminant animals remain banned. 10
