9 ELGA GAMES ACE OF ACES: Aces of the Month will start in March and end the last week in October. The two play day chairs, with the tournament chair, will determine each month who qualifies for low gross and low net based on the attested cards. If there is a tie, they will do a scorecard playoff to determine the winner. The chairs will list the Ace of the Month winners for low gross and low net in the ladies locker room at the end of each month. All 16 qualifiers for 9 & 18-holers are eligible to compete in the Ace of Aces Tournament in November for either low gross or low net. They will not be restricted to the category in which they qualified. ALIBI: Revert 2 worst holes to par. (100% handicap) BEAT THE PROS: Player s net score against the pros gross score. (100% handicap) All who beat the pro get a payout. BLIND PARTNER: The pro will pair partners after tee off. Low net score of each partner is added together. (100% handicap) CRIERS: Substitute par for worst hole on each nine. (100% handicap) FIELD STROKES: Count all strokes except putts. (80% handicap) LOW GROSS/LOW NET: minus handicap. Total score without handicap/total score LOW PUTTS: Players with the lowest number of putts win 1 st, 2 nd, 3 rd. LUCKY GUESS: Before play, circle two holes on the result sheet you want thrown out (9-hole players pick 1); also circle them on your score card so you can weep when you birdie them! (80% handicap) MATCH PLAY: Two players compete against each other, hole by hole. A point is scored for each hole won. The hole is halved if both players achieve the same number of strokes on that hole. When one player is ahead more points than there are holes left to play, the match is over. Scorecards will be stroked to reflect handicaps. MOST 5 S AND 6 S: Player who has the most 5 s and 6 s wins

10 GAMES (continued) ODD/EVEN: Use odd holes on the front nine and even holes on the back nine for your score. 9-holers: play odd if front and even if back. (50% handicap) OSEN: Score will be based on holes beginning with the letters O-S- E-N (i.e., one, six, eight, nine, etc). 11 GENERAL INFORMATION Hazards: Red stakes or lines are lateral water hazards. Relief is two club lengths from the red line where your ball entered the hazard, no closer to the hole. A one-stroke penalty is incurred. Yellow stakes or lines are water hazards. The ball is to be placed at the point where it crossed the water on a line between the newly dropped ball and the pin. A one-stroke penalty is incurred. Tournaments: All members are eligible to play in any ELGA sponsored tournament. Maximum handicaps of 36 for 18-holers and 18 for 9-holers apply to all tournaments. The ELGA tournaments are: Emerald Cup, Member/Guest, Member/Member, Queen Bee, Ace of Aces Final*, Cancer Charity Tournament*, and 9-Hole Invitational. (*are posted on the computer as a tournament) Weather: In case of inclement weather, the play day chair persons will consult the pro shop and ELGA President for a recommendation of whether to cancel or postpone the game of the day or tournament based on radar and the estimated amount of time it will take to either start, or return to the course to play and finish. If 75% of the group has finished play, the event will be considered completed. Players with unfinished holes will score their cards according to USGA rules. (Par plus strokes allowed for your handicap.) Winners will be paid and no entry money will be refunded. When recording pars, ringers & birdies, only use the holes played. If the game is called due to weather, the $2.00 entry fee is returned, and there are no winners, or pars, ringers and birdies. This scoring procedure will be used only for play days. For Tournaments, the game must be completed, even if it means rescheduling. Note: Members may always seek immediate safety if they feel threatened by weather conditions. Chip-Ins: Chip-Ins is an optional play day competition. To participate, a player may elect during pro shop check in, to put a quarter in the chip-in box, making her a participating player and eligible to win on that specific play day. A player can win only if she has contributed a quarter on that play day. Awarding of quarters: if no participating player has a chip-in during the game of the day, the quarters will be held over and added to the next play day. If one participating player has the only chip-in of the day, all accumulated quarters will be awarded to her. If two or more participating players have chip-ins, the quarters will be divided proportionately

12 Scoring Milestones: 18-hole players who break 100, 90, 80, or 70, & 9-hole players who break 50 or 40 on play days, for the first time, must fill out a Scoring Milestones sheet to be recognized and receive a pin (if available). Score Card Strategy: Write full names on the scorecard, cart driver s name first. Scores are given to the driver(s). Drivers then record and exchange scores of players at the next tee. Scorecards must be dated, signed, and attested at the end of play Golf Cart Strategy: There is not an assigned driver for the golf cart. Safety rules for driving are located inside the cart. Park the cart at the closest point ahead of the ball in play. All players are responsible for moving carts to the next point of play. Keep all four wheels on the cart path and park in the middle of the path. If possible use the side away from the course when passing a parked cart. Always take the appropriate club(s) onto the fairway for the present shot and the anticipated next shot. Always engage the brake before leaving the cart. Pull Carts: Pull carts are to be kept at least 10 yards off the green. Never place a pull cart on or immediately adjacent to the green. Speeding-up Play: Sign in at the Pro Shop at least twenty minutes before the tee time. Always have the appropriate clubs with you when you approach the ball. Minimize practice swings. The first person to hole out should be ready to replace the flag when the last player finishes putting. An ELGA member may choose to pick up her ball to speed up play but in doing so, she will have withdrawn from the game of the day and will be ineligible to receive any prizes or awards. The player must still post her score in the computer according to USGA rules. Keep up with the players ahead of you. Allow faster players to play through

13 EMERALD GOLF CLUB LOCAL RULES PREFERRED LIE: A sign before Hole #1 will indicate either summer or winter rules. Play ball down Ball is played in strict accordance with USGA rules. Lift, clean and place Original ball location is marked and the ball is then placed within one club length of the marked location, in the same condition and no closer to the hole. The ball may be cleaned before being placed. EMBEDDED BALL: A ball embedded in its own pitch-mark in the ground in locations other than a hazard may be lifted, cleaned and dropped (or placed, if allowed per the above table), without penalty, as near as possible to the spot where it lay but not nearer the hole. CASUAL WATER: A golfer is entitled to relief if water not in a hazard is visible under or touching the ball or under the golfer s feet after he has taken his stance, or, if on the green, if visible water intervenes on his line of putt. Relief is as follows: 1. Through the Green: If the ball lies through the green*, the player must drop the ball (or place it, if allowed per the above table), without penalty, within one club-length of and not nearer the hole than the nearest point of relief. The nearest point of relief must not be in a hazard or on a putting green. *Through the green is the whole area of the course except: a) the teeing ground and putting green of the hole being played; and b) all hazards on the course.

14 2. In a Bunker: If the ball is in a bunker, the player must lift the ball and drop it either: i. Without penalty, within one club-length of and not nearer the hole than the nearest point of relief, except that the nearest point of relief must be in the bunker; or ii. Under penalty of one stroke, outside the bunker, keeping the point where the ball lay directly between the hole and the spot on which the ball is dropped, with no limit to how far behind the bunker the ball may be dropped. 3. On the Putting Green: If the ball lies on the putting green, the player must lift the ball and place it, without penalty, at the nearest point of relief that is not in a hazard or, if complete relief is impossible, at the nearest position to where it lay that affords maximum available relief from the condition, but not nearer the hole and not in a hazard. The nearest point of relief or maximum available relief may be off the putting green. HOLES #4, # 6, #11 & #18 Play as a lateral hazard. (Red stakes or lines) HOLE # 5 (par 5) The wooded area on the left, from the tee to the green, is a lateral water hazard. The water on the right of the hole is a lateral water hazard. Both should be marked by red stakes or lines. HOLE # 7 (Par 4) The ditch on the right hand side, between #7 and #8, is a lateral water hazard. (Red stakes or lines) HOLE # 9 (Par 4) If you hit one ball in the hazard before the green, you may count the water penalty and go to the drop area. (Example: If your second shot goes in the water, count TWO in, THREE for the penalty shot and you will be hitting FOUR from the drop area. Do not use the drop area if your ball goes in laterally to the right. Play it as a lateral hazard. (Ladies drop area is located across water between cart path and green.) HOLE # 15 (Par 3) On your tee shot, if you hit your ball in the hazard, go the ladies drop area to the right of the green behind the sand traps. Count the penalty shot as TWO and you will be hitting THREE to the green. If you prefer, you may tee up again with a count of THREE to the green

15 ELGA BY-LAWS PURPOSE: To promote fellowship and friendly competition, have fun, develop new friendships, and increase golf knowledge and skills. MEMBERSHIP: Shall be open to any woman who is at least 18 years old, who is a member of the Emerald Golf Club, has an established handicap with 18 or 9-hole scores posted in the Emerald computer, and has paid her dues for the year. Members may play in the 18-hole group or the 9-hole group after paying into the prize money pot in the Pro Shop on regular play days. An additional sum for chip-ins is optional. Tournament play and special events will be assessed as per the sign-up sheet. Members agree to abide by all USGA rules (with ELGA modification) as well as Local Rules. EXECUTIVE COMMITTEE: The following officers are elected for one year and may not succeed themselves for more than a total of two terms in the same office. Exceptions may be made if approved by a majority of ELGA members present at a general meeting. President: Presides at all meetings, designates someone to prepare and print the member handbook, appoints all committee chairpersons, serves as ex-officio member of all committees, coordinates activities of the ELGA with the Pro Shop, has the authority to sign and endorse checks in the absence of the Treasurer, calls special meetings of the ELGA Board as needed, appoints a nominating committee by August 1 for presentation of a slate of officers at the November business meeting, serves on the Emerald Advisory Board, and performs other duties necessary to the leadership of the organization. Vice President: Acts in the absence of the President and assumes the position of President if it is vacated, acts as historian for the ELGA, oversees Tournament committee activities, is ex-officio member of all ELGA committees, serves as the liaison for the NCWGA play day, and performs other duties as appropriate to the position. Secretary: Records minutes for meetings of the Board and the members of the ELGA, provides each Board member with a copy of the minutes, posts copies of the minutes on the bulletin board in the locker room, provides ELGA news and information for the Greenbrier Gazette and local newspapers, maintains all correspondence and papers pertaining to the ELGA, and performs other duties as appropriate to the position

16 Treasurer: Prepares and presents for approval an annual budget; provides copies of the budget for the ELGA Board and posts a copy on the bulletin board in the ladies locker room for the membership; establishes and maintains a checking account in the association s name; keeps a complete and accurate account of all members who have paid and deposits all monies received for the ELGA; presents a report on budget compliance, disbursements, deposits and balance on hand at each Board meeting and each ELGA business meeting; promptly pays all bills; maintains the Hole in One list; and performs other duties as appropriate to the position. COMMITTEES: Play Day Chairpersons (18 and 9): Prepares the schedule of play days for the year, distributes prize money for the game of the day to the weekly winners, puts up sign-up sheets for non-meal play days, creates foursomes for the day, checks current handicaps and sees that play day scores are posted in the computer by any money winners before awarding prize money, and performs other duties as appropriate to the position. Tournament Chairperson: Coordinating with the Social Committee, organizes and runs all ELGA tournaments including Mixers; coordinates with other clubs in the area on any joint special events and/or tournaments; collects all monies associated with the event or tournament and presents the funds collected and all receipts incurred to the Treasurer; distributes money or prizes for all tournaments; together with the Rules Chairperson, prepares any special rules or procedures for any association tournaments; and performs other duties as appropriate to the position. Social Chairperson: Establishes menus for meals and refreshments, negotiates with the staff of the Emerald for designated costs including tax and gratuity, coordinates activities for decorations with the Tournament Chairperson, posts menus and costs for the designated event on the appropriate bulletin board, and performs other duties as appropriate to the position. Rules Chairperson: In coordination with the Club Pro, prepares and submits to the membership for approval, any local rules not in conflict with USGA rules and deemed necessary to improve and enhance golf play, reports any rules violations by members which may require action by the membership, provides advice or research on the Rules of Golf for the membership, and assists the Tournament Chairperson with specific rules of tournament play

17 Communication and Membership Chairperson: Provides information approved by the President or her designee to association membership via ; maintains a current list of all members, addresses, phone numbers and addresses; maintains and posts in the ladies room changes regarding addresses, phone numbers, etc.; and performs other duties appropriate to the position. Ringers, Pars, Birdies & Eagles Chairperson: Maintains a list of all recorded pars, birdies, and eagles in any ELGA round that is open to all members and for which an 18-hole or a 9-hole score is posted. Do not record these scores for mixers or non-play day events. Determines awards for each category to be presented at the Holiday Party. External League Representative: Informs the membership of their respective schedules of play, places a sign-up sheet in the locker room for the monthly tournaments with cost and directions, calls in names of participating members, acts as hostess when the Emerald is the league site on our regular play day, and performs other duties as appropriate to the position. ELGA Board: Consists of elected officers, Play Day Chairpersons, Social Chairperson, Tournament Chairperson, Rules Chairperson, Communications & Membership Chairperson, Ringers, Pars, Birdies & Eagles Chairperson, and Welcome Chairperson each having one vote at Board meetings. The immediate past president is invited to all board meetings but has no vote. This board must approve all disbursements over $100 with a 2/3 majority vote of members present. ASSOCIATION BUSINESS: Dues and Assessments: The Board shall recommend the amount of yearly dues at the November business meeting. Changes in annual dues will be voted on by members present at that meeting. New members joining after July 1 st will pay $ Members who have signed up for a play day and fail to cancel will be assessed $2.00 payable to the Treasurer before the next play day. Hole-In-One Club: Participation is voluntary and only paid members are eligible to collect if a hole-in-one is scored during an ELGA sponsored play day or tournament, including all mixers. Members are required to pay $1.00 if they wish to join. At the beginning of each year, the executive board will announce the amount of the prize and whether an additional dollar is needed in the fund

18 General Meetings: Held four times yearly in connection with Mixers. See the Play Day Calendar for dates. Board Meetings are called at the discretion of the President when needed. Any member of the ELGA may notify the President of a need for a Board meeting. Elections: By August 1, the President shall appoint a nominating committee of 3 members. Their duty is to recommend at least one candidate for the offices of the ELGA for the coming year. The President presents the slate to the ELGA for election at the November mixer. Additional nominations shall be called for from the floor provided prior consent of the nominee has been obtained. Voting for the slate alone requires a show of hands. If there are nominations from the floor, voting shall be by ballot. Highest vote count wins. In the event of a tie, there shall be an immediate run-off election. If the tie still is not broken, the members present will determine, by simple majority vote, the manner of deciding the winner. A member must be present in order to cast her vote. Elected officers begin their terms on January 1. Should a vacancy occur during the term of any elected officer, the executive board shall appoint a replacement. Amendments: May be made at any business meeting of the ELGA by a majority vote of the members present. Exception: if the name of the Emerald Golf Club changes, the name of this association will change accordingly. Play Days: Are Thursdays of each week. Members must sign up by noon on the Tuesday prior to the Thursday Play Day so that pairings can be arranged by the Play Day Chairpersons. To be eligible to win any prizes or awards, players must have an established handicap on record at the Emerald. (See Handicaps.) Each player pays $3.00 (three dollars) to the Pro Shop attendant upon check-in. At the end of play, one completed scorecard for each group is left for the Play Day Chairperson(s). Each scorecard must include the players' full names and date, and, to be valid, must be signed by the scorer and attested by another player in the group. If a player chooses to participate in pars, birdies, eagles, ringers, or milestones, they must fill out the appropriate sheet on the day of play. The 9 and 18-hole Play Day Chairpersons will not be responsible for recording pars, birdies, eagles, ringers and/or milestones. Players must post their score on the computer in accordance with USGA handicap rules, even if they have withdrawn from the Play Day game. If 13 or more holes are played, the player must post an 18-hole score. If 7 to

19 holes are played, the player must post a 9-hole score. In either case, scores for unplayed holes must be recorded as par plus any handicap strokes that the player is entitled to receive on the unplayed holes. (This is referenced from the USGA Handicap Manual, Section 5-1, paragraph a. Ask the Pro Shop representative for assistance.) If a player has won a prize but failed to complete the end of Play Day tasks (posting their score on the Play Day result sheet, posting their score on the Emerald computer, and recording pars/birdies/eagles/milestones), they will be ineligible to receive those winnings. Results will posted by the following day. End of Year Awards: In order to qualify for end of year awards, members must have played a minimum of five times in any ELGA sponsored event. Handicaps: Each member must have an established handicap in order to qualify to receive prizes or rewards. To establish a handicap, the member must play 5 (five) rounds and post the 5 (five) scores on the Emerald computer. Five rounds means five 18-hole rounds for an 18-hole handicap or five 9-hole rounds for a 9-hole handicap. If a player wants to establish both an 18-hole handicap and a 9-hole handicap, they should contact the Pro Shop. Until a handicap has been established, a participant will not pay $2.00 on Play Day and will not qualify for money prizes or awards for Ace of Aces, Queen Bee, pars, birdies, eagles, ringers, or milestones. Under ELGA rules, 18-holers will use 36 and 9-holers will use 18 as a maximum handicap for tournaments. For Play Days and Mixers, 18-holers will use 40 and 9-holers will use 20 as maximum handicaps. Under USGA and ELGA rules, every round of golf must be posted in the computer. If 13 or more holes are played, the player must post an 18-hole score. If 7 to 12 holes are played, the player must post a 9-hole score. In either case, scores for unplayed holes must be recorded as par plus any handicap strokes that the player is entitled to receive on the unplayed holes. 20 ELGA PURPOSE STATEMENT SUPPORT POLICY POLICY: Support of the Purpose of the ELGA includes good sportsmanship, behavior consistent with an ambiance of friendly competition, and positive constructive social interaction. Any ELGA member who does not act in accordance with the purpose of the ELGA shall be subject to disciplinary action by the organization s Executive Board. PROCEDURE: Any member of the ELGA may bring a concern/complaint about another member to the Executive Board. The concern/complaint must be related to the purpose of the organization. The Executive Board will review the concern/complaint and make the decision that further action is needed or not needed. If further action is needed, the Executive Board will appoint an ad hoc committee for the purpose of investigation and action recommendation to the Executive Board. AD HOC PEER REVIEW COMMITTEE: Reviews and investigates the concern/complaint. This includes talking with the individuals involved. The ad hoc committee makes recommendation for action to the Executive Board. The Executive Board will make the final decision regarding disposition of the recommended action. Recommended actions will range from no action, verbal discussion, written warning, to expulsion from the organization. Member(s) bringing the concern/complaint and the member(s) about whom the concern/complaint is given are entitled to present their side of said concern/complaint to the ad hoc committee, and to be informed of the outcome by the Executive Board.
