7 NEPHC High Point Amateur Division Rider Award NEPHC High Point & Reserve Junior Award NEPHC High Point Breeder Judge s Pick Best Horse of Show AOTR = Amateur Owner To Ride SPECIAL AWARDS THE NEPHC HIGH POINT AMATEUR DIVISION RIDER AWARD WILL BE AWARDED ANNUALLY TO THE HIGH POINT AMATEUR RIDER who accumulates the most points in AMATEUR DIVISION classes under saddle. Those classes shall include, and be limited to, Amateur Division classes so indicated as such on the official class list and in this premium book and shall also include AOTR (Amateur Owner to Ride classes), and Amateur Performance classes. Intention to compete for this award must be indicated on the entry form, and an Amateur Declaration must be on file in the show office. AOTR Division, although qualifying for the HP Amateur Division Rider award, shall be considered to be a separate and distinct Division from Amatuer Performance Division and shall have its own qualifying and Championship classes. JUDGE S PICK BEST HORSE OF SHOW. The Best Horse in Show Award will be made solely by the Judge as his pick as Best Horse of Show and is not awarded through class competition. HIGH POINT BREEDER AWARD shall be awarded to the Peruvian Horse Breeder whose horses, as entered into and competing in the designated Breeding classes qualifying for that award, accumulate the most points. HIGH POINT AND RESERVE JUNIOR AWARDS. Each of the junior qualifying classes will include both age groups and each age group will be judged separately and prizes awarded accordingly. There will be a High Point and Reserve for each age group and the winner and reserve from each group will receive an award. 7
8 RV HOOK-UPS All campers/motor homes will be charged $25.00 a day parking fee. Campers and RV s must be parked in the area designated for that purpose on the State Fair Boulevard side of the Horse Barn. All vehicles are to enter at Gate #2 on State Fair Boulevard and proceed to the guard shack for directions for parking. Autos are to be parked as designated and shall not limit the effectiveness of vehicle or pedestrian travel. Parking on any grass surface is prohibited. All large trailers and trucks are to be parked in the area specifically designated by Fair personnel. VENDOR SPACE $ Saturday, Sunday SHOW INFORMATION 1. The last day of the show will be Sunday August 16, However, the NEPHC will be allowed to stay overnight on Sunday BUT must vacate all stalls and leave the premises by 9:30 AM on Monday, August 17 th. NEPHC will be charged an additional daily fee for any exhibitor and/or horses not out by this time. That fee will become the responsibility of the exhibitor/s that stayed beyond 9:30 AM. 2. The Performance Horse division is OPEN to Amateur and professional riders. 3. BEST GAITED- 1 ST and 2 nd place in qualifying classes 18, 19, Previous Champions or Champion of Champions of NEPHC or any other NAPHA National Show entered directly into the Champion of Champion class MUST be pre-entered on the official entry form prior to August 1, These horses are not eligible to compete in qualifying classes that result into the Champion of Champion classes. 5. Each horse must be assigned a separate stall, exception Mares with foals at their side. 6. If any exhibitor is not familiar with the way the classes are run, PLEASE ask one of our directors or officials. We would be very happy to assist you in any way we can. 7. Amateur Exhibitors must have an up to date Amateur Declaration on file with NAPHA. These forms are available from the show secretary. 8
9 8. The NEPHC horse show will take place in the Toyota Coliseum, designated as building #7 on the fairgrounds map attached to this premium. All NEPHC horses will be stalled in the Main Horse Barn, near the coliseum and designated as building # 14 on the map. SHOW EVENTS: FRIDAY Evening at the arena area: 6:30 PM Meet/Greet the Judge, Bill Clattenburg. This is the time to talk to the judge about any of your questions about the show. SATURDAY Evening: 7:00PM BANQUET at the Clarion Hotel 100 Farrell Road Syracuse, NY HEALTH INFORMATION Horses coming from out of state for exhibition in New York must meet the following requirements: Each horse must test negative for E.I.A. (Coggins test) within twelve (12) months of the date of exhibition. Each horse must be accompanied by an official certificate of veterinary inspection that indicates the results of the E.I.A. test. A suckling foal accompanying a dam that has tested negative for E.I.A. within twelve months of the exhibition is exempt from the E.I.A. testing requirement. Also required is a Certificate of Veterinary inspection within thirty (30) days immediately prior to the horse entering New York. All horses must show evidence of rabies vaccination. Horses coming from New York: A certificate of veterinary inspection is not required. A negative Coggins is still required. All horses must show evidence of rabies vaccination. Exhibitors MUST show their veterinary papers, including original Coggins, to the barn superintendent or to the NY State Fairgrounds personnel BEFORE unloading their horses. A legible copy of the Coggins and a legible copy of each horse s registration papers MUST ACCOMPANY THE SHOW ENTRY. All horses are subject to physical examination by the Show Vet, free of charge, as a safeguard against communicable equine disease if deemed necessary by the Show Committee. 9
10 BARN INFORMATION Contact for Barn Assignment and Early Arrival: Kathleen S. Morrison Home: Cell: Each horse shall be assigned a separate stall, with the exception of nursing foals. There will be no showing from trailers. NO changes shall be made to stall assignments without the Show Manager s prior approval. If you wish to be stabled next to a specific exhibitor or in a specific location, or if you wish to share a tack stall, you must contact the Show Manager well in advance of the show. Please contact the above if you plan on an early arrival on Thursday August 13th. Also note that stalls must be vacated by 9:30AM on Monday morning August 17 th. Barn isles are to be kept clean. Cleaning of the barn isles is the responsibility of the Licensee. A charge will be assessed for cleaning up of litter left by exhibitors, and for clean-up of litter resulting from the sweeping or forking out truck or trailer beds onto streets or parking areas. Manure is to be placed in designated areas ONLY (never on the grass). Horses are not allowed on grass areas and must be exercised in designated ring(s) only. Pets or animals of any kind, except those involved in exhibitions, demonstrations or those used as licensed service animals, are not allowed in the exhibition areas of the Fairgrounds. In all other locations, pets must be leashed. REGISTRATION REQUIREMENTS Horses must be registered with NAPHA (formerly PPHRNA & AAOBPPH) or the PHAC. A current copy of the registration papers of each horse entered in the show MUST be submitted with the entry form. Horses will be entered based upon the current registration papers registered owner, full registered name and number. 10
11 Male horses 4 years of age and older must be registered as a stallion or gelding. Registration papers indicating Male will not be considered acceptable registration papers. Spayed mares may not be shown as a breeding mare. RULES and REGULATIONS Everything is being done to conduct this show on the highest possible level and for the pleasure and safety of exhibitors and spectators. The best adjudication officials to be found have been selected and they will place awards to the horses as they see them presented in the ring without regard for previous records or performances. The NEPHC is desirous of fair treatment for all exhibitors and in return asks for the cooperation of all in helping to make this show a successful and enjoyable event. Every person who participates in this show is responsible for knowledge of and is subject to the current rules and regulations of The NAPHA By-Laws, the NAPHA Official Rules & Regulations of Horse Showing and Peruvian Breed Standards. All participants are responsible for knowledge of and are subject to the current Rules and Regulations of NAPHA. All showing procedures and judging percentages as well as definitions, class description of tack, attire, rules/regulations, conduct, ethics and conditions for this show are described in the above named publications. You may obtain a copy by going to the NAPHA website at Exceptions or additions to these rules are noted in this premium list. Any exhibitor who is delinquent in payment to a NAPHA approved show shall not be permitted to enter this show. In the event that a Judge or other designated official is unable to perform his or her duties, the NEPHC reserves the right to substitute an equally qualified Judge or other official. The Judge has the authority to place any horse in whatever position he thinks the merit of the horse justifies. Any exhibitor desiring to discuss his/her placing with a Judge MUST FIRST obtain permission from the Show Steward. No horse, rider, or handler may leave the ring without the permission of the Judge. The rider/handler must request permission through the Ring Steward. The same horse may not be shown in both Bozal and In Bit in this show. 11
12 OFFICIAL ENTRY BLANK RELEASE AND WAIVER OF LIABILITY I AGREE in consideration for my participation in this Competition to the following: I AGREE that I choose to participate voluntarily in the Competition with my horse, as a rider, handler, lessee, owner, agent, coach, trainer, or as a parent guardian or junior exhibitor. I am fully aware and acknowledge that horse sports and Competition involve inherent dangerous risks of accident, loss, and serious bodily injury, including broken bones, head injuries, trauma, pain, suffering or death ( HARM ). I AGREE to release the NY State Fair, a Division of the Department of Agriculture & Markets, the Northeast Peruvian Horse Club, (NEPHC) the North American Peruvian Horse Association (NAPHA) and the Competition from all claims for money damages or otherwise for any HARM to me or my horse and for any HARM caused by me or my horse to others, unless due to wanton or willful misconduct or the negligence of the NY State Fair, a Division of the Department of Agriculture & Markets, the Northeast Peruvian Horse Club (NEPHC) or the North American Peruvian Horse Association (NAPHA), or the Competition. I AGREE to indemnify (that is to pay any losses, damages, or costs incurred by the NY State Fair, Department of Agriculture & Markets, the Northeast Peruvian Horse Club (NEPHC), the North American Peruvian Horse Association (NAPHA), or the Competition and to hold them harmless with respect to claims for HARM to me or my horse, and for claims made by others for any HARM caused by me or my horse at the Competition. If I am a parent or guardian of a junior exhibitor, I consent to the child s participation and AGREE to all of the above provisions and AGREE to assume all of the obligations of this Release on the child s behalf. 19 ALL JUNIOR RIDERS SHALL WEAR APPROVED HELMETS WHILE MOUNTED. Junior riders 12 years and younger may use leather covered work stirrups. Retrancas are prohibited, baticola (crupper) is required, and floron is optional. No pellon. ****We reserve the right to cancel any class from the Premium Class List due to no entries, up to and including the appointed class time.**** SPECIAL CLASSES RULES Class # 16 Open Tack/Attire Performance: Tack and attire is limited to Western, Spanish-Lite, Sidesaddle, English, Plantation, Peruvian Plantation or Australian. No traditional Peruvian tack is permitted, other than a Peruvian bit, if desired. No whites. See below for the standards of respective attires listed for this class. English: Flat, all purpose, or dressage saddle (not forward/jumping/hunt). English bridle with either curb, ring-type snaffle, single curb and snaffle, Weymouth, Pelham, or Peruvian bit. Attire should match saddle type. Flat: Informal English riding suit, gloves, Jodhpur boots. Basic English or Dressage: Short riding coat of conservative color, with tie, choker or stock tie, breeches or jodhpurs, boots or jodhpur boots, a hunt cap or riding hat with hard shell, derby or top hat. Or a dark tailcoat with top hat, or a dark jacket with bowler hat, and white or light colored breeches, hunting stock, gloves and black riding boots. Tack and Attire for Plantation, Peruvian Plantation and Australian: If saddle has horn and/or Western stirrups, Western attire accepted. Otherwise, ladies shall wear any type long sleeve, conservative, solidcolored blouse; a scarf or tie; split skirt, culottes or dress slacks of any conservative, compatible color. A vest and/or jacket are optional. A ladies straw hat; a belt and matching dark riding boots with a heel no taller than 2. Men shall wear any type conservative solid-colored long sleeve shirt, tie and dress slacks. A vest and/or jacket of the same or contrasting conservative color is optional. A straw type hat, dark belt and matching boots. The Peruvian Plantation Saddle is not considered to be a traditional Peruvian saddle. It will be allowed for use in classes that allow alternative tack. It can be used with or without a quarnicion, crupper or retrancas. Attire 19
20 shall be as above listed for Plantation style. No whites are permitted with the Peruvian Plantation saddle. JUNIOR CLASSES shall be divided into two age groups, ages 12 and under, and 13 and older. Age is determined by actual age on January 1, Junior classes will be run as one class, with the age split made after judging. Ribbons and High Point awards will be awarded for both age groups. CALL FOR CLASSES Classes will be called promptly and with advance notice before preceding class enters the ring. Three minutes will be allowed after the first horse in the class enters the ring. In the interest of a fast moving show to hold spectator interest, the above procedure will be followed. When change of costume is required because of cross entering, and a rider cannot make the three minute ruling for final call, a request for additional time must be approved by Show Management prior to final call, or the entrant will not be permitted into the ring after the judging has begun, unless there are circumstances that might arise. A maximum of 2 additional minutes may be added to the 3 minute gate call. TACK CHANGE: If an exhibitor requests a tack change, a 7 minute allowance will be made. The time starts from when the last horse leaves the arena the class before the requested tack change. After the 7 minutes are up, the gate will be closed. TACK AND ATTIRE: Peruvian, English, Western, Plantation, Peruvian Plantation, Spanish-Lite, Peruvian Trail, or Australian gear is permissible in any class unless noted in the premium list. Combining or mixing of different types of gear not permissible except that the Peruvian bit with Peruvian or other curb chain can be used with any head gear, and the Peruvian bozal without halter and eye covers can be used in any class which permits the bozal with any approved non-peruvian saddle. Bandages, bells or support boots are allowed in riding classes or events that require speed (pole bending, etc., but not the Prueba Funcional). All tack shall be clean and appropriate to the class. See the NAPHA rule book for the list of illegal bits or other equipment. PERUVIAN: BOZAL gear is to consist of suitable show-quality Peruvian bozal, halter, eye covers, saddle and corona, crupper, guarnicion, and wooden pyramidal 20
21 stirrups. Open type retrancas are prohibited. On any horse ridden by a junior, retrancas are prohibited; crupper is required, and floron is optional. No pellon. Juniors 12 years of age and younger are allowed to use the leather covered work stirrups. UNDER SADDLE AND IN-THE-BIT: Tack to consist of suitable show-quality Peruvian bridle, bit and curb chain, halter, eye covers, saddle and corona, pellon (optional except in Peruvian Attire Class) crupper, full guarnicion (open retrancas prohibited), and wooden pyramidal stirrups. On any horse ridden by a junior, retrancas are prohibited; crupper is required, and floron is optional. No pellon. Juniors 12 years of age and younger are allowed to use the leather covered work stirrups. Use of the gamarilla or bosalillo is permitted, but the judge may take note of their presence. WESTERN: Western type saddle (with horn) or Spanish-Lite, or Peruvian Trail with Western type stirrups. In bozal classes, a Peruvian bozal without halter and eye covers is required. Mechanical type hackamores and snaffle bits are prohibited. UNDER SADDLE AND IN-THE-BIT: Any western style headstall without noseband in conjunction with any standard western style bit as long as the shank is not over 6. A Peruvian bit may be used with an approved Peruvian chain on the western headstall. The standard headstall must not have a noseband but must have a jowl band. Roping reins are prohibited except in speed events. ENGLISH: No English type saddle may be used with any bozal. UNDER SADDLE AND IN-THE-BIT: English all purpose or dressage type saddle (not forward/jumping/hunt). Girth either leather, web or string. Show type English bridle with either curb, ring-type snaffle, single curb or snaffle, Weymouth or Pelham bit. PLANTATION: Plantation type, Spanish-lite, Peruvian Plantation or Peruvian trail saddle with Western or English stirrups. Bridle to match stirrup type. The Peruvian Plantation saddle is not considered to be traditional Peruvian tack and may be used with or without a guarnicion, crupper or retrancas. In Bozal classes, a Peruvian bozal without halter and eye covers is required; snaffle bits prohibited. 21
22 HALTER: A suitable headstall with throatlatch is mandatory. Straight bar bit or snaffle bit is discouraged but permissible. No whips are allowed. ATTIRE: Attire should match the gear in classes restricted to specific types of gear. Approved ASTM/SEI approved helmets are acceptable for all exhibitors in all classes and mandatory for all participants in racing classes. Such helmets are also required for all junior riders in all classes. Judges may not penalize any exhibitor using a helmet. In classes under saddle and in bit where type of gear is optional, attire shall be limited to white long sleeved shirt, white pants (worn outside boots), white kerchief (or tie or ascot with dress coats), neutral colored boots with a heel no taller than 2, brown or black belt, a Peruvian-type hat, and a poncho (which must be white, beige, brown, tan or gray or a solid color gaudy colors or prints not allowed). A dress coat (same colors as ponchos) may be substituted for the poncho. Spurs are optional in all classes except Reining, where they are mandatory, and in Bareback classes, where they are prohibited. Ponchos are prohibited in equitation and bareback classes. Bozal attire shall be the same as above, except that ponchos and spurs are prohibited. Halter attire shall be as above; except that ponchos and spurs are prohibited and white athletic shoes may be worn. Hats optional. Scarf may be worn tucked into belt. These are only partial descriptions of the tack and attire rules. A full copy of the NAPHA rules will be available at the show office and are also available on line at 22
