THE BARN WILL NOT BE OPEN TO EXHIBITORS FOR SET UP UNTIL 1:00 PM, MONDAY, AUGUST 13. DAIRY CATTLE ARRIVAL AND RELEASE All 4-H and FFA dairy cattle can arrive beginning at 1:00 PM Monday, August 13. All 4-H and FFA dairy cattle must be on the grounds by 1:00 p.m. Wednesday, August 15. All open dairy cattle can arrive beginning at 1:00 PM Monday, August 13. All open dairy cattle must be on the grounds by 7:00 PM Thursday, August 16. All dairy cattle will be released on Sunday, August 19 at 8:00 PM. All cattle and tack must be out of the barn by 9:00 AM Monday, August 20. With proper documentation of entry at another state fair or major livestock show, an exhibitor may request early release. The request must be made to the Entry Dept. and will not be granted until verified by state fair or livestock show involved. All animals in production classes, at the discrestion of show management, are subject to ultrasound testing and/or milk sample testing and/or milk out evaluation pursuant to Kentucky Law KRS 246 dealing with unethical practices used in regard to livestock and the criminal penalties involved. All breed Open Show Grand Champion and Open Show Reserve Grand Champions are required to be milk sampled following their showing and before milk out. Show officials will present testing procedures at the show ring to exhibitor and monitor the sampling at the designated site. 68

3 PREMIER EXHIBITOR S AWARD - This award is to be made to the exhibitor winning the most points, in each breed of not to exceed six animals owned and exhibited by him/her in the open single classes. (No limit on number exhibited but award automatically figured on top six animals winning the most points.) PREMIER BREEDER S AWARD - This award to be made to the breeder exhibiting at this show not to exceed six animals winning the most points in each breed, in open single classes, including animals bred by him but exhibited by others. (No limit on number exhibited but award automatically figured on top six animals winning the most points.) The Point System for determining Premier Breeder and Exhibitor is as follows: 1st 2nd 3rd 4th 5th 6th 7th 8th 9th 10th Milking Cows Heifers & Dry Cows (In case of tie on the point system, the exhibitor or breeder winning the most money on the same animals will be awarded the prize. Divisions: Novice- Ages 4-8 as of January 1, 2018 Junior- Ages 9-13 as of January 1, 2018 Senior- 14 and over, but still youth show eligable ENTRY DEADLINE: JULY 10 OPEN AND 4-H/FFA GENERAL RULES (Additional 4-H/FFA livestock show general rules are on pages , specific 4-H & FFA Dairy rules are on page ) 1. Applications for entries in the department must be filled in on cattle entry forms furnished by the Kentucky State Fair, giving the name, registration number, date of birth of the animals to be exhibited. Entry forms must be accompanied by an entry fee of $17.00 per head. The entry deadline is July 10. No entries of animals (regardless of age) will be accepted unless all information is furnished and fees paid. Group class and production entries WILL BE MADE AT THE TIME PAPERS ARE CHECKED. To enter online, go to Complete information must be provided. 2. Late Entries: Late entry fee ($34.00 per head) will be charged for all entries postmarked after July 10. Late entries must arrive at the Fair office by July 25. Late entries will be accepted for the open show only. No late entries will be accepted in the 4-H/FFA Youth Livestock Show. Exhibitors now have the option of an extra late deadline. Entry Fees of $50 per head will be charged. Extra late entries must arrive at the Fair office by August Entry fees do not dictate stall space. Exhibitors will receive one stall for each animal delivered to the Fair, regardless of the number of entries made. Additional tack stalls will NO longer be available 70

4 for purchase. Space for tack and display is subject to availability. NO REFUNDS OF FEES WILL BE MADE. 4. ALL ENTRIES MUST BE MADE IN NAME SHOWN ON REGISTRATION CERTIFICATE. EACH EXHIBITOR SHOULD BE ENTERED ON SEPARATE BLANK. NOTE: If a herd is registered in the names of the immediate members of a family residing on the same farm, these persons may combine their entries as a Herd Unit and be considered as one exhibitor. In order to qualify as a Herd Unit all animals must be kept in the same herd. An animal owned by any person in the Herd Unit may be substituted for one owned by any other person in the Herd Unit. Animals bred by any members of the Herd Unit will be considered as having been bred by the Herd Unit. 5. Dairy Animals eligible for Kentucky classes must be housed and maintained in Kentucky through the Kentucky State Fair Show of the current year, transferred to a Kentucky resident at the breed association by August 1st. Dairy animals eligible for youth 4-H/ FFA classes must be housed and maintained in Kentucky by June 1 through the Kentucky State Fair show of the current year. See the youth livestock and youth dairy rules for more specific information on eligibility for youth classes. 6. Animals owned in partnership or by syndicate may be shown in the name of the partnership or syndicate only; except that, at the time of entry, a determination will be made that animals will be shown in the name of one partner or syndicate member. Animals must be shown the same way in group classes, including State Herd, as they are in open single classes. 7. All cows in Production Classes must be shown in their respective type class. 8. Substitutions are allowed in the same class with the same owner or Herd Unit. In addition, one open substitution (out of class) will be allowed per Herd Unit. Substitutions must be made within the same breed. 9. All entries must be animals recorded in the American or Foreign herd books for the particular breed to which they belong. All animals must have registration papers in the owner s name or a photocopy of valid papers in process for registration or transfer (to be collected by Superintendent and forwarded to the appropriate Association) to be eligible to show. No animal will be checked in without this identification. 10. Each exhibitor will be required to present certificate of registration for his entries when called upon by the superintendent in charge of the department. NO TRANSFER OF OWNERSHIP OF AN ANIMAL SHALL BE MADE LATER THAN ONE HOUR PRIOR TO THE BEGINNING OF THE SHOW. 11. Animals in genetic recovery programs which are eligible for their respective National breed show are also eligible to show at the Kentucky State Fair. 12. All livestock should be brought through Gate 4 off Crittenden Drive. 71

5 13. ALL BEDDING MUST BE PROVIDED BY EXHIBITOR. THIS MAY BE BROUGHT FROM HOME OR PURCHASED AT FAIR. NO BULK SAWDUST, TAN BARK OR SHAVINGS PERMITTED. ONLY BALED OR BAGGED BEDDING ALLOWED. Large bales of hay and straw are permitted for first bedding AND feeding, but thereafter the extra must be stored in trailers in the assigned parking areas. A one day supply of hay and straw may be brought into the barn each day. No KEC/fairgrounds employees are permitted to unload or move large bales. 14. All exhibitors are limited to winning two premiums and two ribbons in each class and only one prize in group classes. EXCEPTIONS - Getof-Sire where gets are by two different sires: Produce-of-Dam where produce is from two different dams: Dam & Daughter class. 15. When on exhibition in the ring, each animal must be in the charge of the owner or employee. 16. Exhibitors will be required to wear show harness for all classes. 17. The Fair management would appreciate the courtesy of all cattle exhibitors if they would remove all female cattle from the barns when they freshen and not return these animals to exhibition barns until they are thoroughly clean. This is only fair to the public and other exhibitors in that it removes any possible nuisance. 18. See General Rules and Regulations for protests, health regulations and other information. 19. Tents and enclosed sleeping areas must be made of fire retardant material per requirements of the fire code and fire marshal. 20. The Fair will provide large, portable containers for the disposal of manure and trash. These vehicles will be parked at various locations throughout livestock buildings at all times. No bedding or manure is to be heaped in the area at any time. It must be put into the above container and will be removed when full and replaced by another receptacle. Help us keep our livestock building clean. MILKING PARLOR First Milking - Wednesday Night, August 15 Last Milking - Monday Morning, August 20 THE KENTUCKY STATE FAIR WILL AGAIN HAVE A MILKING PARLOR FOR THE CONVENIENCE OF THE DAIRY EXHIBITORS AND EVERYONE IS WELCOME TO USE IT. ANY EXHIBITOR WISHING TO BRING A PORTABLE MILKING STAND FOR THEIR OWN USE MUST ALSO BRING MILK CANS. ALL PORTABLE MILKING EQUIPMENT MUST PASS SANITARY INSPECTION OF HEALTH DEPARTMENT PERSONNEL ASSIGNED TO WORK WITH THE MILKING FACILITY. 1. Milk from each exhibitor s cattle will be tested for the presence of antibiotics during the first milking and periodically throughout the show. We are attempting to make it possible for all milk going through the 72

6 parlor to be sold. We solicit your cooperation in only bringing milk of acceptable quality to the parlor. 2. All bulk tanks will be tested for antibiotics prior to delivery to a processing plant. Tanks of milk found to contain antibiotics shall be disposed of at the expense of exhibitors. 3. Any exhibitor found offering milk for sale containing antibiotics shall be prohibited from selling milk for the remainder of the show. 4. The Kentucky State Fair Board may bar repeat or chronic violators from participating in the Fair. WATER TANKS Cattle are to be watered in the exhibitor s STALL area only. NOTICE TO EXHIBITORS In order to create a good public image and add to the attractiveness of the livestock area, all beds, cots, bedding, etc. should be made up and out of aisles by 8:00 a.m. each morning. Failure to comply with this suggestion will reflect in Herdsman Award judging. THE PUREBRED DAIRY CATTLE ASSOCIATION SHOW RING CODE OF ETHICS (Adopted by PDCA May 5, 2015) The showing of registered dairy cattle stimulates and sustains interest in the breeding of registered dairy cattle. It is also an important part of the promotion, merchandising and breeding program of many breeders. For these reasons, the Purebred Association (PDCA) believes that it is in the best interest of all breeders of registered dairy cattle to maintain a reputation of integrity in dairy cattle shows and to present a wholesome and progressive image of dairy cattle in the show ring. PDCA endorses this Show Ring Code of Ethics for all dairy breed shows and pledges its full cooperative support for its enforcement to show management, show judges, and the national breed associations. The application of this Code of Ethics provides for absolute responsibility for an animal s condition by an owner, exhibitor, fitter or participant whether or not he or she was actually instrumental in or had actual knowledge of the treatment of the animal in contravention of this Code of Ethics. Dairy cattle exhibitors shall, at all times, deport themselves with honesty and good sportsmanship. It is recognized that there are certain practices in the proper care and management of dairy cattle that are necessary in the course of moving dairy cattle to and between shows that are advisable to keep them in a sound, healthy state so they might be presented in the show ring in a natural, normal condition. At all times, exhibition livestock shall be treated in a humane manner and in accordance with dairy quality assurance practices so as to protect the health, safety and welfare of the livestock and the consuming public. No person shall present for exhibition or exhibit an animal which he or she knows, or has reason to suspect, is affected with or has been exposed to a dangerously contagious or infectious disease, or illegal or non-approved use of drugs, medication and/or prohibited substance, or residue. The position of the Purebred Association is that all animals presented for exhibition shall be in their natural conformation and structure, free of any alteration or modification by injection or internal or external 73

7 administration of any substance or by any involvement in unethical fitting. Grooming and Preparation Dairy cattle exhibitions are conducted under standards for evaluating conformation established by the PDCA Unified Score Card (1994), with specific breed characteristics taken into consideration by the show judge. In this connection, animals will be groomed and prepared for the judge s evaluation in order to display the animal s natural contour, conformation, performance and mobility. Specifically: 1. Change of natural color of the animal is prohibited (effective 6/1/2015). External applications of cosmetics that affect only appearance may be used, including by way of example hoof polishes and false switches. 2. The maximum allowable length of naturally growing hair anywhere on the topline is not to exceed 1. Exhibitors will be required to comply with this rule before the animal is allowed to enter the ring. 3. Addition of foreign objects, including but not limited to hair or hair substitutes, cloth or fiber, to change the natural contour or appearance of the animal s body is prohibited. 4. Externally sealing the teat end with a preparation that does not harm the animal s skin is permissible. Natural teat placement will be given preference over artificially positioned teats. Violations: False, Deceptive or Unacceptable Practices These practices are violations of the Code of Ethics and will be reported to show management and may be reported to the respective national breed associations: 1. Misrepresenting the age and/or milking status of the animal for the class in which it is shown. 2. Treating the animal, particularly the udder, internally or externally: a. with an irritant or counter-irritant, b. using a device to artificially create or enhance the udder crease, c. using other substances, as detected by testing, that cause changes in the udder to artificially improve the conformation. d. plugging of teat canal with foreign substances. 3. Surgical or unethical insertion of any matter under the skin or into body cavities, performed to change the natural contour or appearance of the animal s body (e.g., administration of fluid via a stomach tube or other similar apparatus to fill the rumen), though not to preclude practices required or involved in normal management. 4. Criticizing or interfering with the judge, show management or other exhibitors while in the show ring or other conduct detrimental to the breed or the show. 5. Challenging, threatening or interfering with an ethics committee appointed by show management to monitor the animals on exhibit on the show grounds. Violations of these policies are subject to the disciplinary provisions of the appropriate dairy breed association and/or show management. 74

11 DIVISION 1202 BROWN SWISS ENTRY DEADLINE: JULY 10 After the official judge has viewed the animals that comprise the open Brown Swiss Senior Championship class, a milk-out of this class may be held at the milk parlor before the judge makes his final decision as to the open grand champion and open reserve grand champion of the show. Milk samples may be taken at this time. Any animal that is disqualified because of foreign matter in the udder will forfeit all premiums won and the exhibitor may be barred from exhibiting at future Kentucky State Fairs. Milk-out will be at the judge s discretion.
