Hampton Inn Iona Lane W Roseville, MN DRUGS AND MEDICATION For every horse participating in any competition recognized by the Federation, a $23 Federation fee will be collected ($15 shall be an Equine Drugs & Medication fee to provide for research, inspection, and enforcement of rules regarding use of medications and drugs; GR and.3). Exception: Horses entered in classes exempted from the Equine Drugs and Medication fee are also exempt from the balance of the Federation fee. Non-members of USEF must pay a Show Pass Fee of $45. USEF MEMBERSHIP STATEMENT Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A non-member may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4- H members; 5) walk trot and academy classes (Academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes,9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. In addition, the proceeds from designated items that are Pink & Orange on the Silent Auction will be included in the donation. The remainder of the Silent Auction items will be divided among the remaining charities. Exhibitors are welcomed to stop by the Horse Show Office to make donations. Pink & Orange Ribbons will be available for sale in the horse show office as well as being sold in the Coliseum during the Friday evenings performance. Look for Tanbark Gives Back Donation on your entry form to also make a donation. Dress yourself in pink & orange, or tie a pink ribbon on your horse. All Tanbark s proceeds from that evening benefit We Can Ride, Saddlebred Rescue, American Cancer Society and National Multiple Sclerosis Society, Upper Midwest Chapter. 12 Academy Section Academy Sponsored By: Minnesota Saddlebred Horse Association The following classes are not covered by USEF rules. These classes are designed for the academy and the beginning rider. Evaluate riders according to the rules and qualifications. Classes may be split at the discretion of show management. Please address any questions to show managers regarding class splits prior to the start of the show. Academy: Open to riders who are taking lessons and are mounted on horses actually owned or leased by a riding school or instructor, and are used in a lesson program. Age of Rider: As of December 1, 2017 Attire: Jodhpurs or dark pants, shirt, tie, jodhpur boots or sturdy boot/shoe. Vests are permitted. No habits or hats. No set tails Open Pleasure Prospect 5 & Under $30 Fri Morn Open Pro/Am Pleasure The following class is open to a team of riders. One needs to be a professional and the other rider an amateur. Each to be judges one direction of the ring as a pleasure horse with either English or Western equipment. No martingales or training equipment. Amateur Owner, Rider $30 Sat Morn Minnesota State Fair Horse Show Rules Loading and unloading will permitted at the curb next to the Horse Barn (30 minute limit). No parking is allowed in this area. Parking for cars only is available north of the Horse Barn or in the parking ramp east of the Coliseum. All livestock trucks and trailers must park west of the Horse and Swine Barns. Vehicles are not allowed in the barns at any time. Horses are not allowed on the grass or sidewalks and must stay within the barricaded area. Dogs and cats are not allowed in the Coliseum. In addition, the following rule is enforced year round. No dogs or pets are allowed on the State Fairgrounds at any time unless restrained on a leash of less than six feet in length. Every totally or partially blind, physically handicapped or deaf person, or any person training a properly identified dog to be a service dog, may be accompanied by a service dog on the State Fairgrounds. State Fair security and watch personnel are empowered to remove from the State Fairgrounds any dog or pet found to be disturbing or endangering the public, found inside fair-owned buildings. No alcoholic beverages may be brought onto the Fairgrounds. 3.2 beer is available through licensed vendors only. All exhibitors in the Coliseum concourse must maintain their booths behind the concourse pillars or ramp rail ends. Applying tape to the walls of any building for any purpose is prohibited. Smoking and any type of flame is prohibited. Ignition sources such as coffee pots, frying pans, hot plates, toaster, toaster ovens and warming trays are prohibited. 16 All extension cords must be at least 12 gauge or larger and must be of the grounding type. Extension cords must also be three wire flexible. No lightweight (2 wire) extension cords or zip cords (18 gauge or smaller) may used on the State fair Grounds. No taped or repaired cords will be allowed. TOP OF STALLS MAY NOT BE COVERED. The Minnesota State Fire Marshall will perform an inspection of the Horse Barn during the show to confirm compliance with the rules regarding proper electrical cords and the covering of stall tops. Please Note: These regulations are made and will be enforced by the Minnesota State Fair Board and are conditions of their lease contract to us. The Show Management will have no authority to intervene on behalf of exhibitors. Everyone s compliance is requested to avoid misunderstanding or embarrassment and needless inconvenience. A more complete list of rules will be located in the Horse Show Office. The Competition Arena is 270 x 120 in size, footing is a combination of mixed soil and sawdust. The warm-up area directly outside the arena entrance is and. The covered warm-up arena is 65 x159, and the footing is a soil mixture. The Ag Star arena is 200 x80 with a soil mixture footing. The Tanbark Horse Show reserves the right to decline or accept any entry or entries, and to return or decline refunds of any fees. False representation of eligibility or information will cause disqualification. Any exhibitor, rider, or driver who refuses to obey the request of a judge, ringmaster, or show management automatically becomes debarred from further competition and forfeits all previous winnings, together with entry fee and other charges. At the discretion of show manager, the offending individual may be removed from the grounds. SADDLE SEAT EQUITATION DIVISION Riders in 12 & Under, Walk & Trot classes may not have ever been judged in a class that required a canter and are ineligible to enter Class 165. Riders in ASB Pleasure Equitation classes must be mounted on ASB Show/Country Pleasure horses. Class 115 USEF Medal class is open only to Junior members of the USEF. Application for membership may be made at the show office prior to this class. Beginning in 1998, all riders participating in any UPHA Challenge Cup class must be a Junior member of the UPHA. Junior membership dues are $35. Participants in the UPHA Adult Challenge Cup class must be Associate members of the UPHA. Associate member dues are $65. (GR ): MOTORIZED VEHICLE OPERATION Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to: golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. The parent(s),legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Our Minnesota State Fair contract prohibits modification of these dates in any way by Show Management. Stabling Stalls are permanent box stalls with sliding doors and vary in size from a minimum of 10 x10 to 12 x 12. All stabling must be made and paid with entries in advance. All horses entered in the show must have a stall. Stabling facilities may not be altered in any way. All damages to stalls necessitating repairs charges will be billed to the occupants. Stall occupancy will be $140 for the entire show and tack stalls will also be $140 for the entire show. All horses must be stabled. Bedding There will not be complimentary first bedding. If shavings are required, they must be ordered at time of stall reservations. Pricing; $8 shavings per bag, $8 hay per bale. Please specify type of hay grass, mixed or alfalfa Oats and sweet feed available upon request with next day delivery. During the show, bedding and feed orders may be placed in show office and will be delivered by the State Fair personnel. 20 Entry Information Entries close June 6, Post entries, except Classics, will be accepted after June 6, 2018, but will be charged a post entry fee of $25 per horse. All post entries must be made at least one hour before the start of each performance. Horses that have been entered by June 6, 2018 may enter additional classes without the Post Entry Fee. All entry and stall fees must accompany the entry form and all charge accounts (this includes individual post entries) must be accompanied by a signed check and made out to the Tanbark Horse Show. No numbers will be issued until this requirement is met. NO EXCEPTIONS! AFTER JUNE 6 th, ALL STABLING REQUESTS OR CHANGES SHOULD BE DIRECTED TO THE SHOW MANAGERS. $25 charge for incomplete entries. Entries not containing all necessary documents to verify eligibility for horse/rider/owner/ trainer/handler (including negative Coggins) will be considered incomplete. Stake/Championship Entries: To be eligible for entry in a Stake/Championship Class, a horse or pony must have been properly entered, shown and judged in the line-up in a qualifying class for that Stake/Championship. Any horse or pony that has been shown in that section will be eligible for the Open Stake Classes. There will be no Post Entry Fee for Stake Classes. Stake entry fees paid with original entry will be refunded if the entry is subsequently scratched. Large Classes: Under saddle classes will be divided if there are more than 20 entries. Driving classes will be divided if there are more than 12 entries. Walk & Trot, 10 & Under classes will be divided if there are more than 10 entries. Exhibitors will be informed of a split class one hour before the class is scheduled to be called. Classes currently listed as 17 & Under or 18 & Over will be split further by age if entry numbers warrant. Failure to scratch: A $100 fine will be levied for failure to scratch an entry at least one hour before the performance is scheduled to start from a class that is subsequently divided. A $25 fine will be levied should an exhibitor fail to scratch from a class one hour before the performance is scheduled to start. Any entry not properly entered prior to class being held will be allowed to show in the class and will be charged a Post Entry Fee. Limit Classes Limit Rider/Driver not to have won six blue ribbons in any under Saddle or Driving classes. Limit Horse classes not to have won six blue ribbons in any under Saddle classes if competing in an under Saddle class or not have won six blue ribbons in any Driving classes if competing in a driving class. 20

22 Amateur Status Every rider/driver who has reached their 18th birthday and competes in classes limited to Amateur s, must possess an Amateur Card and must be available for inspection. Veterinary Examinations and Minnesota State Health Requirement: All horses on the grounds must be in good health. Animals showing evidence of contagious or infectious diseases will be removed from the grounds by order of the official veterinarian. Horses originating from outside Minnesota must be accompanied by an Interstate Health Certificate issued by a licensed veterinarian within thirty (30) days prior to exhibition identifying each horse and certifying that it free, insofar as can be determined, from infectious disease. A negative Coggins test for Equine Infectious Anemia within (12) months and proof of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccination within six (6) months of entering the stable or fairgrounds must accompany each horse. These documents must be recorded by the office personnel for each horse brought onto the fairgrounds. An official veterinarian will be designated to make official inspections and rulings in all cases where the opinion of a veterinarian is required. No one shall approach a veterinarian with regard to his decision unless he first obtains permission from the Show Committee or Steward who shall arrange an appointment with the veterinarian at the proper time and place. A licensed veterinarian will be on the show grounds and may be located by contacting the Show Office, Medical Waste: Competition management shall place at least one sharps container per fifty occupied stalls for the disposal of needles and other disposable sharp instruments in convenient locations in barns housing show horses. It is competition management s responsibility to replace such containers when full and dispose of them properly. Competition management may fine any individual(s) including trainers, owners, exhibitors, or their agents up to $100 for improper disposal of needles or other sharp disposable instruments.
