5 USHJA ZONE HOTY CHAMPIONSHIP A USHJA Zone Horse of the Year Championship is designed to reward participants in the USHJA Zone Horse of the Year Award Program by providing them with the opportunity to earn Championship Points. USHJA Zone HOTY Championships are held based upon the recommendation of the applicable Zone Committee and Working Group, and subject to the approval of the Executive Director. USHJA Zone Horse of the Year Championships are open to competitors who meet the minimum eligibility requirements, unless a zone specifically creates qualifying criteria and provides it to USHJA. In order to earn Championship Points in Hunter and Jumper sections, the owner or recorded leasee of the horse/pony must reside within the Zone. Horse owner, rider and trainer must be Active/competing members of USEF and USHJA. Horses must have a USEF annual or Life recording and USHJA registration. In Equitation sections the rider must reside within the Zone to participate in the HOTY Championship and receive Championship Points. If a section held at a USHJA Zone Horse of the Year Championship is open to all competitors, then the Competition Management is responsible for placing the class a second time including only those who are Zone members. The second set of results must be submitted to USEF. Each USHJA Zone Horse of the Year Championship must offer a minimum of 50% of the applicable Zone Horse of the Year Awards sections. Hunter and Equitation Section Format: must be offered with a minimum of two over fences classes and one under saddle class as defined in HU148. If offered in the section format, then Management may designate classes of an existing section that will count for the USHJA Zone Championship Points. Additional classes are not required to be held for the USHJA Zone HOTY Championships. Eligible exhibitors that place 1st-8th in each class will receive Zone HOTY Championship Points. Zone HOTY Championship Points will be awarded for Champion and Reserve Champion. Hunter Classic Format: may also be offered in a Classic format with two over fences rounds. If offered in this format then eligible exhibitors that place 1st- 8th in the second round of the Hunter Classic will receive Zone HOTY Championship Points. Jumper Section Format: may be offered as two or three individual classes. If offered in this format then Management may designate classes of an existing section that will count for the USHJA Zone Championship Points. Additional classes are not required to be held for the USHJA Zone HOTY Championships. Eligible exhibitors that place 1st-8th in each class will receive Zone HOTY Championship Points. Jumper Classic Format: may also be offered in a two round/one jump-off Classic format. If offered in this format, eligible exhibitors who that place 1st-8th for the championship overall placings in the Classic will receive Zone HOTY Championship Points. A minimum of 3 Zone HOTY Championship exhibitors must compete in order for the Zone HOTY Championship Points to be awarded. The definition of compete for Hunters and Age Group Equitation is in accordance with HU133 and the definition of compete for Jumpers is in accordance with JP If the competition charges exhibitors an extra fee ( Armband Fees ) to compete in the Zone HOTY Championship, a minimum of 3 Zone HOTY Championship exhibitors must pay the additional fee and compete in order for Zone HOTY Championship Points to be awarded. JUMPERS Low Children s/adult Amateur Jumpers, High Children s/adult Amateur Jumpers and Thoroughbred Jumper will receive points from the Zone HOTY Championship Point Chart excluding Champion and Reserve points. 1.20/1.25 Junior Jumper, 1.20/1.25 Amateur Owner Jumper, 1.30/1.35 Junior Jumper, 1.30/1.35 Amateur Owner Jumper, 1.40/1.45 Junior Jumper, 1.40/1.45 Amateur Owner Jumper, Pony Jumpers and Young Jumpers will be based on one point for every dollar won unless no money is awarded and then these classes will receive the points from the Zone HOTY Championship Point Chart excluding Champion and Reserve points. 9 GENERAL RULES AND INFORMATION 1. CLOSING OF ENTRIES: Northwest Autumn Classic: Entries close Wednesday, August 23, 2017 October Classic:: Entries close Wednesday, September 20, ENTRY PRO CEDURES: One check per owner. Exhibitors may pay either by check or credit card (Visa or Mastercard). Exhibitors may enter online by credit card, at 1. Exhibitors may choose to pre-pay all fees before the closing date of entries. 2. Exhibitors may pay the total of: 1.) A deposit fee of $50 per horse 2.) All stall and tack room fees 3. If the entry blanks are postmarked on or before the closing date of entries AND are properly filled out, the $50 entry deposit will be credited to the entries due. LATE AND/OR IMPROPER ENTRIES WILL FORFEIT THE ENTRY DEPOSIT FEE. TO BE COMPLETE, ENTRY FORMS MUST INCLUDE: 1.) HORSE'S NAME AND COMPLETE DESCRIPTIONS 2.) ALL CLASSES OR SECTIONS ENTERED 3.) ALL MANDATORY SIGNATURES 4.) ORGANIZATION MEMBERSHIP NUMBERS 4. Trainers and owners may leave a signed open check or credit card authorization for charges during show. All accounts are to be closed by 5:00p.m. Saturday. 5. ALL ENTRIES WHICH ARE LATE WILL BE ASSESSED A $50 LATE FEE. NO EXCEPTIONS. 6. Exhibitors will receive their prize money within three weeks after the Horse Show. 3. CREDIT CARDS: Exhibitors wishing to pay by credit card will be charged a $35 convenience fee. Charges to credit cards come through on statements from the Washington State Hunter Jumper Association (WSHJA). 4. USHJA HORSE REGISTRATIONS: All horses competing in Federation non-breed restricted licensed competitions with hunter, hunter breeding, jumper and hunter seat equitation classes (except those activities enumerated in GR901.9, items 1-11) must be properly identified and must obtain a Registration Number from USHJA. A registration number for each horse must be entered on all entry forms for licensed competitions. 5. CREDENTIALS: Exhibitors must present the following credentials to the horse show. 1.) US EQUESTRIAN/USHJA membership card 2.) US EQUESTRIAN/USHJA amateur certification 3.) US EQUESTRIAN/USHJA Large, Small, Junior Hunter & Pony measurement card 4.) US EQUESTRIAN/USHJA horse recording 5.) EC membership Card WE STRONGLY RECOMMEND THAT PHOTO COPIES OF THE ABOVE CARDS BE SENT WITH ENTRIES. 6. CANADIAN EXHIBITORS: Entries must be paid by draft payable in US Funds or check on Canadian US Dollar account. Canadian checks with US Funds written on the face of the check will not be accepted. 7. POST ENTRIES & SCRATCHES: Post entries accepted the day of the class will be charged $10/class. Refunds will be given for scratched classes ONLY if the show office is notified the day before the class. 8. JUMPER NOMINATING FEE: Horses entered in any jumper classes must pay a $50 Jumper Nomination Fee. This fee allows jumpers to add / scratch classes up to 5:00p.m. the day before. 9. HUNTER / EQ FEE: Horses or ponies entered in any hunter or equitation classes at this show must pay a $50 ($30 for OC) Hunter / EQ Fee. This fee allows hunters and equitation entries to add / scratch classes up to 5:00p.m. the day before. 10. SUBSTITUTIONS: A new horse/pony may be substituted for a scratched horse/pony. Any added or scratched classes will be treated under post entries and scratches. 11. CANCELLATION OF ENTRIES AND REFUNDS: Exhibitors cancelling entries after the closing date shall forfeit their entry fees, except in the case of disability of a horse, when entries shall be refunded on presentation to the Show Secretary, a certificate of disability from a qualified veterinarian PRIOR to the first class in which the horse is entered. 1) No refunds of entry fees shall be made after the first class in which the horse is entered unless a certificate of disability is presented to the horse show office. 2) There will be a $50 office charge. 3) No refund of stall fees unless requested directly to the show secretary before September 8, 2017 (NWAC) and October 6, 2017 (OC). 4) Refunds will be mailed within three weeks after the Horse Show. 12. RETURNED CHECKS/CREDIT CARDS: There will be a penalty of $75 per check/credit card returned by the bank for any reason. No checks/credit cards will be processed through the bank a second time. To retain entries, the fees and penalty must be paid by Money Order, Cashiers Check, or Cash before 4:00p.m. the day before the Horse Show starts. In the event a check/credit card is returned after the completion of the show, it will be handled in accordance with US EQUESTRIAN GR913. No personal checks will be cashed at the Show. Please plan accordingly. 13. OPPORTUNITY CLASSES: Opportunity classes are exempt from the US EQUESTRIAN Federation Membership, USHJA Membership, Non-member Fee, USHJA Support Fee and US EQUESTRIAN Fee. 14. Snohomish, WA USEF FEE: For every horse participating in any competition recognized by the US EQUESTRIAN, a $16 US EQUESTRIAN fee will be collected ($8 shall be a Drugs & Medication fee to provide for research, inspection and enforcement of rules regarding use of medications and drugs; see GR407.1,.2 and.3). -8-

10 GENERAL RULES AND INFORMATION (continued) 16. USHJA SUPPORT FEE: Every horse and pony entered in any compeetition recognized by the US EQUESTRIAN will be assessed a $7.00 USHJA Support Fee. 17. MEASUREMENT AND AMATEUR CERTIFICATION: All Small, Large, Junior and Pony Hunters must possess and present a current Measurement Card to the show secretary before numbers may be picked up. If the cards are not available, MEASUREMENT WILL BE REQUIRED. Photocopies of current Amateur Certification or Junior Memberships may be included with entries or made available when picking up numbers. 18. MANAGEMENT: Management reserves the right to cancel or combine any classes that do not fill to their satisfaction. Equitation classes not filling may be combined with the next age group. Notice will be given to exhibitors affected. Management reserves the right to start the first class of any session 30 minutes earlier than the scheduled time if entries warrant. Management reserves the right to make changes of arenas, judges, or class orders to facilitate time schedule and conditions. 19. COMBINED CLASSES & SECTIONS: Any class or section that does not have at least four entries (unless otherwise specified) will be combined. 20. TROPHIES, RIBBONS, PRIZE MONEY: Trophy and ribbons will be awarded to eight places in all Hunter, Equitation and Junior classes. Hunter prize money will be divided 30%, 25%, 20%, 15%, 10%. Jumper Prize money will be divided 25%, 23%, 20%, 17%, 15%. USHJA National Hunter Derby prize money will be divided 30%, 22%,13%, 8%, 6%, 5%, 4%, 3%, 3%, 2%, 2%, 2%. 21. HORSE SHOW OFFICE: Show office hours are: Tuesday: 9:00 a.m. to 6:00 p.m. Wednesday through Sunday: 7:00 a.m. to 1/2 hour after end of show. Phone Number During Show Only: (360) STABLING: Permanent box stalls with doors provided. First bedding and shavings for the show will be provided.stalls WILL NOT BE AVAILABLE UNTIL 2:00p.m. ON MONDAY, SEPTEMBER 11, 2017 (NWAC) & MONDAY, OCTOBER 9, 2017 (OC) AND MUST BE VACATED NO LATER THAN NOON MONDAY, SEPTEMBER 18, 2017 (NWAC) AND MONDAY, OCTOBER 16, 2017 (OC). Fee for box stalls for the entire show shall be Northwest Autumn Classic $210 & $190 October Classic. Weekend stalls (Friday - Sunday) shall be Northwest Autumn Classic $160 & October Classic $140. Please indicate arrival and departure date and who you are to be stabled with on the entry blank. Exhibitors do their own stall cleaning. Preference on requests for stalls will be given to exhibitors from out of the country, out of state, longest distance away, and promptness of entry. No refund of stall fees unless requested directly to the Show Secretary before September 9, 2017 (NWAC) and October 7, 2017 (OC). Refunds after those dates will only be made if the stall is reissued to another entry. 23. SHAVINGS & MANURE DISPOSAL FEE: There will be a $100 per horse (NWAC) & $85 per horse (OC) shavings & manure disposal fee.the fee for a weekend stall will be $65 (NWAC) & $55 (OC). 24. SCHOOLING AND EXERCISE: Schooling areas will be available for use before, during and after the show. Schooling in the performance rings will be allowed on Tuesday, September 12, 2017, over a posted course in the Aleron Training Stables ring from 10:00 a.m. to 5:00 p.m. (fences 3'6" from 10:00 a.m. to 12:00 p.m., 3' from 12:00 p.m. to 4:00 p.m., 2' from 4:00 p.m. to 5:00 p.m.) and in the Rainier ring from 11:00 a.m. to 4:00 p.m. (fences 2'6" from 9:00 a.m. to 12:00 p.m., 2' from 12:00 p.m. to 4:00 p.m.) and Tuesday, October 10, 2017 in the Aleron Training Stables Ring from 9:00 a.m. to 5:00 p.m. (fences 3' from 9:00 a.m. to 1:00 p.m., 2' from 1:00 p.m. to 5:00 p.m.) A schooling fee of $40 will be charged to all entries. Hard hats must be worn while schooling. 25. MOTORIZED VEHICLES: Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses, or actions resulting from the operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and / or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and / or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 26. HELMETS: It is compulsory for all persons at Federation licensed hunter, jumper, or hunter/jumper competitions when mounted anywhere on the competition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials), SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. It is compulsory for riders in Paso Fino classes, both open and breed restricted including Hunter Hack, where jumping is required and when jumping anywhere on the competition grounds to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials), SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. A Show Committee must bar riders without protective headgear from entering the ring for classes in which protective headgear is required and may bar entry or person from entering the ring if not suitably presented to appear before an audience. 27. TRAILER OR CAMPER HOOK-UPS: Trailer and camper hook-ups are available at a cost of $230/week or $50/day per space. Hook-up rates for the septic tank area will be $250/week on a first come basis. A card will be issued at the horse show office and must be displayed in a window facing the parking area. Hook-ups will be patrolled and enforced. There will be a charge of $125/week or $30/day for trailers and campers that park overnight but do not use hook-ups. 28. HAUL-INS: There will be a charge of $50 a day per horse for horses not stabled. 29. ARENAS & FOOTING: Aleron Training Stables Ring 1 is 248 x 120. Rainier Ring is 255 x 100. The indoor schooling arena is 100 x 200. The footing is sand on a sand base. -9-

11 GENERAL RULES AND INFORMATION (continued) HORSES ENTERING THE GROUNDS FOR THE SPRING NATIONAL HORSE SHOWS MUST BE ACCOMPANIED BY DOCUMENTATION OF EQUINE INFLUENZA VIRUS(EIV) AND EQUINE HERPESVIRUS(EHV) VACCINATIONS WITHIN SIX MONTHS PRIOR TO ENTERING THE SHOW GROUNDS 30. CONDITIONS OF COMPETITION EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT FEDERATION RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH LIFE, SENIOR ACTIVE, AND JUNIOR ACTIVE MEMBERS SHALL BE ELIGIBLE TO PARTICIPATE IN ALL CLASSES AT REGULAR COMPETITIONS, EVENTING COMPETITIONS AT THE PRELIMINARY LEVEL OR ABOVE AND COMBINED DRIVING COMPETITIONS AT THE ADVANCED LEVEL, DRESSAGE, REINING, AND VAULTING COMPETITIONS AND ENDURANCE RIDES. A NON-MEMBER MAY PARTICIPATE AS A HANDLER, RIDER, DRIVER, OWNER, LESSEE, AGENT, COACH OR TRAINER AT REGULAR COMPETITIONS, EVENTING COMPETITIONS, DRESSAGE COMPETITIONS, REINING COMPETITIONS, AND COMBINED DRIVING COMPETITIONS UPON PAYMENT OF A $30 SHOW PASS FEE. PARTICIPANTS IN THE FOLLOWING CLASSES ARE EXEMPTED FROM THE REQUIREMENTS OF THIS RULE: 1) LEADLINE; 2) EXHIBITIONS; 3) GAMES AND RACES; 4) CLASSES FOR 4-H MEMBERS; 5) WALK TROT AND ACADEMY CLASSES (ACADEMY CLASSES ARE CLASSES LIMITED TO HORSES USED REGULARLY IN A LESSON PROGRAM); 6) USDF INTRODUCTORY LEVEL TESTS, PAS DE DEUX AND QUADRILLE CLASSES; 7) NRHA ENDORSED REINING COMPETITIONS; 8) OPPORTUNITY CLASSES; 9) CITIZENS OF OTHER NATIONS WHO HAVE PROOF, IN ENGLISH, OF CURRENT MEMBERSHIP IN GOOD STANDING OF THEIR OWN NATIONAL FEDERATION: 10) USEA BEGINNER NOVICE DIVISION; AND 11) ASSISTANT HANDLERS IN DRESSAGE SPORT HORSE BREEDING CLASSES. US EQUESTRIAN ENTRY AGREEMENT By entering a Federation - licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of US EQUESTRIAN ( the Federation ) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cablecasts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation Rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. All contestants are required to perform over at least eight fences at 3 6 in height with or without wings. A minimum of ten (10) more riders than one-half of the riders competing in the Regional (not more than 24 at a time), if available, are required to show at a walk, trot and canter. To be judged on seat, hands, guidance and control of horse. The Under Saddle performance of those riders selected to show Under Saddle shall count 50%. Only one rider per horse. Test Special course to be posted one hour before the time of the class. The top ribbon winners, in proportion to the top ribbon winners at other Regional Finals, will be qualified for the ASPCA Maclay Finals. Entries for Regional Maclay Championship classes close, and must be received by, 5:00 p.m. E.S.T., August 15, at the NHSAA s office. Entries must be on the Official Entry Form, signed, and submitted with the $ per class Entry Fee made payable to the NHSAA. Riders who qualify for Regional Championship classes at any time between August 15, 2016 and the final qualifying date of August 31, 2017, shall be required to submit entries by 5:00 p.m. E.S.T. on September 1, 2017 except if that date should fall on a Saturday or Sunday, in which case they must be received no later than 5PM on the following Monday. The NHSA reserves the right to reject any late or unsigned entries or entries not submitted with all entry fees. Schooling Area Protocol for ASPCA Maclay Regionals and Finals USHJA Equitation Task Force Official schooling area will be set one hour before the start of the competition. Schooling fences will be set as a straight line of oxers across the middle of the official schooling area. Each jump will have at least four standards, four rails and four cups. Each jump must be flagged. Each jump may be set as an oxer. Each jump may be set as a vertical. Each jump may be set as a combination (Bounce, One Stride or Two Strides) Tarps (vinyl panels) and coolers are to be allowed. These may be used on the jump, under the jump or on the ground in front of or behind the jump. If they are used on the ground in front of or behind the jump they must be set on the ground a minimum of 9 feet and a maximum of 21 feet from the jump in either direction. They may not be set in such a way that they interfere with either the approach or landing of another jump. Straight lines may not be set. Bending lines may not be set. All other USEF Schooling Rules for the Equitation section will be enforced. -18-
