1 COSSA Bulletin February 2019 A well regulated Militia, being necessary to the security of a free state, the right of the people to Keep and Bear Arms shall not be infringed. The Constitution of the United States of America Second Amendment LETTER FROM THE PRESIDENT COSSA s moto is Together we Make it Great. There are a lot of volunteers that put in a lot of time trying to continue to make our range great. But, there are a lot of people we don t hear from until something happens they don t like. If there is something you would like to change at COSSA please let us know, but don t take your frustrations out on volunteers. Every month we have a members meeting. At that meeting I give an update of what the board is trying to do and I appreciate member s input. Gary Lewis also arranges to have a guest speaker give a presentation at our meetings. We have had guests talk about their careers in the military (including a U2 pilot), other guests have talked about amazing hunting adventures they went on and last month we had Bend Fire Department come and talk about how to use our new Automatic External Defibulator (AED) at the range and how to treat large wounds. With over a thousand members we only normally have twenty to thirty members show up at the meetings and it is typically the same people. I invite you to go to one of our meetings and hope to see you there. Kent Neumann COSSA President DID YOU KNOW? Since we started orientation in July of 2015, 968 members have gone through the orientation class! If If you have any questions about your membership, please membership@cossapark.com membership@cossapark.com FEBRUARY GENERAL MEETING ANNUAL ELECTIONS WILL BE HELD AT THE FEBRUARY MEETING. PLEASE ATTEND OR VOTE ONLINE BEFORE FEBRUARY 14 TH. On February 14, Michael O'Casey, Oregon Field Representative for the Theodore Roosevelt Conservation Partnership, will speak to COSSA about the mission of the TRCP in Oregon. Michael joined the TRCP in the summer of He is a native Oregonian who grew up on a small farm just a stone s throw from the mouth of the mighty Columbia River. Early childhood trips salmon fishing on the Columbia and learning to stalk elk in the mossy forests of the Pacific Northwest hooked him with a passion for hunting and fishing in his home state. Michael attended the University of Montana, where he received a bachelor s degree in Wildlife Biology, and has since worked for federal agencies and nonprofits. Most recently, he led the development and implementation of public and private land stewardship projects throughout eastern Oregon. We hope to see you at 7pm at the VFW Hall in Bend at the corner of 4th and Olney. 2 WORK PARTY-JANUARY 2019 The first work party for 2019 was a big success. We had a large crew of volunteers and got much done. As usual with this time of ear, we are restricted on the kind of things we can do. We cleaned out all of the work materials out of the new Gong Range cover and cleaned up around it. It looks very good. We must have had some strong winds early in the month because we had some damage to our event sign at the entry key pad and the storage shed at the Fockler Sight in Range. Both these were fixed by the work crew. There was lots of burning done because of the ideal weather and things are looking good. There is still more cleanup and burning to be done in the future. We have purchased a power steering unit for our almost new grader and the instillation of that unit was begun but will take a while before it is ready to go. Those attending the work party were; Jim Crittenden, Mike Brady, Bob Elliott, Gayen Rud, Jim Moores, Don Thomas, Roy Shirakata, Michael Brodie, Brian Tom, Rick Williams, Curtis Brewer, Lynn Bettelyour, Steve Dunbar, Jeremy Lewis, Mike Conley, Bob Emerson, Dennis Jones, Doug Lowndes, Fred Newton, Eric Brown, and Bill Lewis. FIRE EXTINGUISHERS & FIRST AID KITS The fire extinguishers located in the pit toilets have all been updated. We have also added small first aid kits to the toilets. Both of these items were installed for the safety of our members. However, it seems that someone thought that they were for their own personal use. The first aid kits have been installed for less than a month and we have had one stolen already. Anyone found removing any of these items not for emergency use will have their membership terminated. FRONT LOADER We now have our front loader in house and are starting to repair berms. We will try to work around the members that are shooting. However, it may be necessary to close down some of the ranges in order to get things done. If possible no ranges will be closed on the weekends. Please be patient with the work being done and the closures. We need experienced operators to do the work required to upgrade the range. We will also probably need a dump truck. If any member has use of a dump truck or is an experienced loader operator, please contact Bill Lewis at lewis.w.l@hotmail.com GONG RANGE COVER The Gong Range cover has been pretty much completed, the benches moved back in and is ready to be used. Additional improvement will be done as we can. Entry into the cover should be only through the back sliding door. The sliding door should be closed when not in use. Fences have been put up on both side of the cover to prevent members from walking around for entry and being is an unsafe position because shooters are already in the cover. A chain will be placed across the road so entry is restricted when shooting is going on. The open and close sign and the people down range sign should still be used. We have built a short berm on the left side of the range to protect members coming in the entry road. An additional berm will be put on the right side of the range in the near future. We have received some comments about target placement and visibility and this is being looked into. FUTURE ITEMS NEEDED The new training center has been started and should be completed by the end of February. That means that the outer shell will be completed but much work will be needed to finish the inside. We will have an office and a storage room and I am looking for a member to make cabinets and bookshelves. If a member has access to cabinets that have been remove from kitchens or offices that would be adequate. We will be reworking many of the berms because we lose material because of the wind. If anyone has access to carpeting that has been removed from houses and we can get it for free, we want to try to cover the berms to reduce wind erosion. It will be put on with the backing up so the color will not be a problem. It would be best if we had the carpet in long lengths to cove the top of the berms. 3 AT THE SAFETY BENCH Safety is the hallmark of Responsible firearms ownership. Oregonians are under attack with pending, draconian gun control laws at both the State and Federal level by officials we elected! While 99% of firearms owners are responsible individuals, we are all being punished for the actions of a few irresponsible gun owners crazy psychopathic killers who shoot up schools or churches, some caused by those folks who don t bother to lock up their guns and ammo. Unlocked firearms are an easy target for the bad guys -- those who shouldn t or can t legally possess them. Most of the latest mass shootings were done with stolen firearms. Some were not, but were done by folks who were prohibited or should have been prohibited from possessing a firearm due to drug or alcohol intoxication or diseased mental health. We too often read the sad news of children who find a loaded gun in the house or car and manage to crank off a round striking a sibling or parent. As responsible gun owners we must ensure we re doing our part by following applicable firearms safety rules and locking up guns that aren t in use. Firearms used for home self-defense must be secured in a lockable nightstand type gun safe that can be easily opened when needed and with the right combination. And then we must write or call our elected officials and ask them to reassess their responsible gun laws to focus on the real issues of mental health, illegal immigrants getting guns, and firearms education and training for school age children. (SHOT) Show attracts over 60,000 company buyers and guests and some 2,500 members of the sporting press to the Sands Expo and Convention Center. There, all facets of the $4 billion industry are captured under one roof, with 1,600 exhibitors and 630,000 square feet of booth space. This is an exclusive show. Only members of the industry (such as law enforcement buyers, military buyers, gun shop owners, range personnel) are allowed to attend. And each person must prove eligibility. It is important for at least some COSSA board members to attend the show each year. Why? Because we put on shooting events for our community and for people from around the country. It is important we are up to date on the latest range safety gear, member recruitment, targets and target systems. The National Shooting Sports Foundation (NSSF) also provides industryfocused classes for range personnel. The SHOT Show is THE annual event where the industry comes together. Handle the latest guns from manufacturers large and small. See the latest innovations in ammunition for law enforcement and the civilian market. Check out new optics, knives and everything else before the public gets to see it. Are you a COSSA board member? Do you buy targets and ammo for your discipline? Do you want to stay up-to-date with the latest innovations? Go to SHOT Want to attend SHOT Show in Las Vegas next year? The dates are January 21-24, COSSA board members are eligible to attend but must prove affiliation with COSSA. For company qualification options, click on See you in Las Vegas! That s being a responsible firearms owner! Who can attend the SHOT Show? COSSA Board Members, that's who. You cannot see it all. But you can try. 7 FEBRUARY COSSA TABLE at THE FRIENDS OF NRA BANQUET on MARCH 23 rd! The Friends of NRA grassroots fund-raising program is focused on introducing and affirming the rights and privileges of lawful gun ownership to hometown America. True to the tradition of the original town meetings and organized by community volunteers from every walk of life, this year s event is again being held at the Riverhouse Convention Center in Bend on March 23 rd. This event will provide an opportunity for COSSA to continue to stand up for the 2nd Amendment and enjoy the camaraderie of other law-abiding gun owners. Proceeds from this event is used at the local, state and national level to perpetuate firearms ownership for hunting, shooting, collecting, home protection and all other legal purposes. COSSA in past years has been the recipient of grants to maintain and improve our facilities as well as make shooting opportunities available to new, young and women shooters. COSSA has always hosted one to two reserved tables at this event since its inception nearly 20 years ago. If you would like to sit the COSSA table, please reach out to Rich Fleming at rfleming@bendbroadband.com or Cost is $75. This event also offers the opportunity to participate in auctions, both silent and live, as well as raffles to win both firearms and other shooting equipment... Call Rich for further details. 8 Annual Sage Rat Shoot! 1-day hunt, 2 nights lodging and meals If you are looking forward to hunting sage rats this spring, sign up for this sage rat shoot on April 18. We will travel to Crane on April 17 and check in with Diamond A Guides in the evening. Bring a swim suit and a towel if you plan to soak in the hot springs. Bring a sleeping bag and a pillow. We will sleep in canvas wall tents. The next morning, April 18, we will eat the best breakfast you have had all year, then we will head out to the fields. Lunch is provided. We have dinner that evening (provided), stay overnight, eat a big breakfast and head for home April 19. The cost is $400. Please make checks out to Diamond A Guides. Hunts are conducted from raised platforms, which give the shooter a ten-foot elevated position for shots that will range from 10 yards out to 400 yards. Most shooters bring a scoped 17HMR, a 22 rimfire and 22 centerfires. In most years we use centerfires and rimfires. Note that some fields are closed to centerfires. Bring one or more rimfire guns. Plan to bring at least 500 rounds of ammunition for the one shoot. Last year I shot 821 rounds in a single day. Bring check (made out to Diamond A Guides) to Gary Lewis prior to the trip. It is a good idea to bring some money to tip our cooks and guide.
