Each and every one of you are appreciated and valued by your COSSA team. In 2018, we promise to work hard to continue to provide you with an excellent range, disciplines, matches, and events to enhance your shooting experience. You are an amazing community and we are thankful to know you. Together WE MAKE IT GREAT! I have thoroughly enjoyed being your President for the past 2 years. Our team has met and exceeded the goals we set forth and I couldn t be more proud to have been a part of it. I will not be running for President in I will focus on the Lady Hawks Discipline and possibly get more involved with the CPS, IDPA. I appreciate your support and will truly miss leading this great association. WORK PARTY-DECEMBER 2017 The weather was cold but we had a good turnout for the December work party, we had 20 volunteers. The work started early with the burning of the wood scraps behind bay 3. This is done at least once a year and we had a lot to burn. Also, because of the cool weather, some of the brush piles were burned. Further burning will be done on the other dead trees between the Gong Range and the Nosler Hi-Power Range. The usual jobs were done such as picking up the trash and repair of the steel targets. Work was also done on the residing of the COSSA Kids cover. We will get this done before spring and the painting of the building will be a spring project. The work party volunteers were John Skovran, Dave Semich, Bob Elliott, Bob Murphy, Eric Brown, Ted Anderson, Fred Newton, Roy Shirakata, Don Thomas, George Williams, Steve Dunbar, Jules Wetzel, Jim Mooers, Robert Emerson, Mike Conley, Brian Tom, Dennis Jones, Michael Brodie, Larry Confer, and Bill Lewis. 2 AT THE SAFETY BENCH Does COSSA have a minimum age for shooters? COSSA Kids typically focus on ages 7 to 17 although will they take younger if the child is responsible and will take instruction. In all cases shooting is with.22 rifles. Younger children use Cricket single shot bolt actions rifles and are provided with one on one supervision... COSSA does not define a minimum age limitation for recreational shooters at COSSA Park. PER OUR SAFETY MANUAL...4. Responsibility for Minor Children - Minor children (17 years of age or under), who are not shooting, shall be under the direct supervision and control of a responsible adult. An adult COSSA member must supervise shooters under 17 years of age. The supervising adult may not shoot while the child is shooting. It becomes the personal responsibility of a member to determine the suitability of the shooting activity and firearm for children under their supervision with common sense prevailing... it would appear obvious to that a 7-year-old should not be given a.308 semi auto with a full clip or use of a 12 ga. shotgun. One could argue there are some adult folks for whom shooting a large bore rifle or pistol would also be inappropriate. This determination of suitability also applies to members with guests (4 maximum). Trainers and events may have more limiting age restrictions. DO I NEED TO SIGN IN? Entry to the main range complex is through the electronic gate. All members may enter at any time by using their membership number and this automatically signs them in. If there is more than one member in a vehicle, each member should punch in his membership code. This keeps track of any member using the range and satisfies the BLM as far as the proper use of the land that is leased for the shooting range. The new COSSA lease is for a member s only organization and does not require that we let nonmember use the facilities. This is one reason that the West range was closed to the public. The lack of payment for use of West range and the vandalism were also a consideration. In order to support the shooting sports, COSSA allows members to bring in guests but they must follow the rules established by the COSSA Board. This requires the following procedure: Any member that brings in guests also requires the member to sign the log at the kiosk and check the member box. The guests must sign the log immediately following the member log in and check the guest box. The guest fee is $5.00 per guest and the maximum number of guests a member may bring in at each visit is 4. Members are automatically covered by the COSSA insurance policy. However any person that is not a member of COSSA and is on COSSA property will not be covered by the COSSA insurance if they do not sign in the proper way in the log. Members with guests are responsible for their guests and must remain with their guests and the guests must leave the range when the member leaves. We have had abuses of this system in the past and we want to make sure the members with guests realize that not signing the log and paying the guest fee could result in no guests being allowed to use the range. 3 After Legalization: Illegal pot grows still active Deer and elk hunters: Beware of illegal pot grows on public land By Gary Lewis The State of Oregon made national headlines when marijuana was legalized in It was supposed to bring pot use and pot grows out of the shadows. Marijuana users and growers would be legitimized and the illegal activities wouldn't be illegal anymore. That hasn't worked out as well as some voters hoped. When we started scouting our Applegate Unit hunt in 2016, state policemen, retired cops and county personnel warned us the Cartel was still active in southern Oregon. There are still hundreds of illegal grows on state and federal lands in the Applegate Unit. The estimate was that there were 417 illegal pot grows in addition to legal ones, just in Josephine County. "I'd carry a pistol, if I were you." That was the refrain. Besides our single-shot muzzleloaders, we carried double-stack 9mms. One officer talked about poaching as if it was more than the chronic problem we deal with in the rest of the state. "They use dogs to protect their grows and don't feed them." The deer that like to nibble on marijuana leaves are the losers. The officer said he led a man off a legal pot grow in handcuffs on an unrelated charge. "I saw a pit bull chewing on a spike buck skull and when I looked closer, I saw sixty to seventy deer carcasses in a ditch," he said. Which led me to reflect: it's cheaper to shoot deer than build a fence. And cheaper to use rat poison, which kills deer too. On our hunt we saw fewer deer than expected. We watched our backs, watched for deer and ultimately filled our tags on day 4 and day 5. Hunting on BLM land we found evidence of illegal activity: irrigation lines, propane tanks, tarps, stolen and abandoned cars. Wherever blacktail deer hunting takes you in Oregon, it makes sense to be versed in what to look for in the backcountry, on our public land, where the drug cartel is still active. In the shadows. The focus of all 4-H programs is the development of youth as individuals and as responsible and productive citizens. In the Shooting Sports Program, youth learn marksmanship, the safe and responsible use of firearms, the principles of hunting and archery, and much more. The activities of the program and the support of caring adult leaders provide young people with opportunities to develop life skills, self-worth, and environmental stewardship.
