2 Dear Scouts and Scouters: MUIR DISTRICT SHOOTING MERIT BADGE CAMP Sept. 29, 30, Oct.1, 2006 The 2006 Muir District Shooting Merit Badge Camp will be held at Martinez Gun Club. The camp will be focused on the opportunity for Scouts to earn one of three shooting merit badges: rifle, shotgun or archery. This is a unique opportunity for scouts to learn shooting safety, shooting skills and get live shooting time to qualify for their chosen merit badge under the supervision of NRA certified instructors, BSA merit badge counselors and knowledgeable parents. This is the kind of opportunity has previously only been available as a portion of summer camp. Be sure all Scouts bring Blue Cards signed by their Scoutmasters! A signed FIREARM PERMISSION FORM absolutely mandatory for the camp. MANDATORY Safety instruction for all shooting will be held on Friday night at the Martinez Gun Club. This gives us the opportunity to ensure that all Scouts start camp with the same consistent level of instruction. Scouts with partials are invited to participate, but will be required to attend all safety instruction regardless of previously signed requirements. Rifle, Shotgun and Archery shooting will be held entirely at the Martinez Gun Club, 900 Waterbird Way, Martinez, CA.. In compliance with California State Law, at no time will Scouts be permitted to take live ammunition from the shooting line. Any scout found in possession of live ammunition outside the shooting line will be immediately expelled from the camp. Fees include use of rifles, shotgun, bows, ammunition, arrows and related equipment, along with ear and eye protection. No personal firearms or ammunition will be allowed at the Camp or at the gun range, by scouts or by adults. A copy of current medicals is also required at the first aid station for the duration of Camp, THIS INCLUDES ALL ADULT LEADERS! We expect adequate parking at the range, but please carpool when possible. All meals are provided in the registration fee of $30 per Scout and Scouter. Meals include cracker barrel Friday night, breakfast, lunch and dinner Saturday, cracker barrel Saturday night and breakfast Sunday. Troops/Patrols will be enjoying the excellent cuisine of our Quartermaster Dave Davis. Last year we found the inclusion of a full meal program to be a resounding success, permitting the Scouts to maximize their time qualifying for their merit badges at the range. We encourage you to carefully review the Camp booklet before the Shooting Merit Badge Camp. Read the entire booklet carefully. The Martinez Gun Club is private property and will also be open to the public during our shoot. Scouts will need to stay within designated areas for safety reasons. All rules will be strictly enforced and any infractions may result in expulsion at the discretion of Camp staff. The staff will lead the campfire events Friday night but only if the schedule permits, safety instruction will take priority. Scouts will perform skits at the Saturday night campfire. The Sunday program will emphasize Scout s Own. After Flags, each troop or patrol should be ready to contribute something to the Scout s Own program. We will then break camp. 4 Q: Where will the camp be held? Camp Q & A A. Rifle, Shotgun and Archery shooting will be held entirely at the Martinez Gun Club, 900 Waterbird Way, Martinez at the Martinez Gun Club. Q: Is this an overnight camp? A: Yes. The Scouts are expected to stay overnight at the camp. The Martinez Gun Club has generously donated their "RV" camping area for setup of campsites. It will also provide the best security and safety for the Scouts to register and remain on-site. Your troop should bring normal camping gear, however full meals are provided with registration so leave the cooking gear home! This will maximize the instruction and shooting time for everyone. Q: How many Scouts can our troop sign up? A: Please give priority to older Scouts and consider the needs of the rest of the district. Camp is strictly limited to 30 Scouts for shotgun, 30 Scouts for rifle, and 20 Scouts for archery. Q: Can Scouts sign up for more than one merit badge? A: No. But have the Scouts bring extra money for another merit badge in case we can work that into the program. We want to do our best to see that the Scouts achieve the merit badge they most desire and not dilute their attention. We hope to give the Scouts an opportunity to "cross-train" in another shooting sport on Saturday afternoon if they qualify for their first merit badge and if we have time and resources. It should be noted that rifle will only be available as a primary merit badge and not be an option for Saturday afternoon. Q: Is there an age restriction? A: No, The only restriction is First Class rank. Q: Is this a Muir District activity only? A: No, we have opened the camp to Scouts outside Muir District. The only restriction is First Class rank. Q: Can Scouts just come in on Saturday for the shooting? Some of our Scouts have partials A: Safety instruction is MANDATORY Friday night. This gives us the opportunity to ensure that all Scouts start camp with the same consistent level of instruction. Scouts with partials are invited to participate, but will be required to attend all safety instruction regardless of previously signed requirements. Camping Saturday night is optional. We will have a campfire and cracker barrel for those that camp overnight. Q: Can the Scouts shoot Sunday? A: Sunday shooting is NOT part of the camp and certified instruction and camp equipment will not be available on Sunday. Camp checkout will be Sunday morning at 10:00am. If your troop makes arrangements for qualified adult supervision, the Martinez Gun Club is open to the public Sunday. Merit badge counselor support on Sunday is at the discretion of the counselors and outside the scope of the camp. Q: Do the Scouts need to bring their "Class A" uniforms? Page 4 of 21

5 A: YES! We expect the Scouts to be in Class A throughout the program. Martinez Gun Club is open to the public and Class A uniforms are an essential part of the program safety and security. Q: What type of help do you need? A - Adults: For adults: primarily BSA/NRA certified instructors, shooting merit badge counselors. But all adults can help control safety on the ranges. WE ALSO NEED AT LEAST ONE ADULT FROM EACH TROOP TO REGISTER AND REMAIN AT CAMP WITH THE SCOUTS. This is for supervision, transportation and emergencies and a plethora of other good reasons. Two deep leadership is of course preferred, but we will have enough adults at camp to provide floating supervision. A - Scouts: For Scouts, we need boy staff for camp. This will include traffic control, campfire program management, camp setup, flag ceremonies, and general program flow. Page 5 of 21

7 Directions to the Martinez Gun Club The Martinez Gun Club is off the last exit headed north before the bridge to Benicia on 680. Take the Marina Vista exit headed north on 680 before the bridge. Turn right onto Marina Vista. Turn right again on Waterbird. Drive all the way to the end. There is a green sign for the Martinez Gun Range at the gate. Proceed through the gate and around the clubhouse to the right and park behind the clubhouse. Page 7 of 21

11 Camp Rules MEDICALS: In accordance with the Guide To Safe Scouting, each troop will provide copies of current medicals for the Camp First Aid Station for the duration of Camp. Medicals will be returned Sunday morning upon checkout. THIS INCLUDES ADULT LEADERS. CAMPSITE: Your Patrol area will be assigned when you check in. Keep your patrol close together and within your camping area. Lay out camp for safety and convenience. FIRST AID: First Aid Station will be near Camp Headquarters. Make sure all patrol members know where it is located. All INJURIES. EVEN THOSE REQUIRING ONLY ONE BAND-AID MUST BE REPORTED TO PATROL LEADERS AND THE FIRST AID STATION. LATRINE DUTY: Latrine duty is to be performed once at the assigned time. Responsibility is at the Troop level, SPL is accountable. Camp Staff will supervise. Supplies are to be picked up from and returned to the Quartermaster CONDUCT: Every Scout and Scouter is expected to live up to the Scout Oath and Law at all times. Inappropriate language, smoking, and other non-scout and/or unsafe activities such as tenting or trashing a patrol will result in immediate patrol disqualification and dismissal from the Camp. Treat everyone with respect. FIRES: NO WOOD FIRES ARE PERMITTED IN THE CAMPING AREA. Water is available at the RV hookup stations. RV hookup facilities are only to be used in the event of emergency. In any fire safety questions, the decision of fire marshal will be final. Unit leaders (all adults) are to enforce fire safety practices throughout Camp. WATER: Water supply will be available at camp. DO NOT WASH DISHES AT WATER TAPS. Wastewater is to be dispersed properly. DO NOT DIG HOLES! SCOUTMASTERS: Scoutmasters are responsible for the safety of their Scouts and are to ensure that Scouts bring and take any prescribed medications. PATROL LEADER: Page 11 of 21

12 During Camp, the term Patrol Leader will mean the actual Patrol Leader or another member of the patrol who is acting as the Patrol Leader. It is the Patrol Leaders responsibility to make each patrol a place where everyone feels comfortable, no one is put down, picked upon, or ignored by the patrol. Each member of the patrol should live the Scout Oath and Law. CAMPFIRES: Everyone is to attend the Campfires. No one is to be in the Campsites during Campfires and when events are in progress. Security will be watching over campsites during these times. 13 Archery Safety Rules 1. NEVER point a bow and arrow at another person. 2. NEVER shoot an arrow straight up into the air. You can end up hitting another person or yourself. 3. NEVER shoot an arrow off into the distance where you cannot see where it will land, again, you could end up hitting another person. 4. Only use archery equipment in places that are especially set up for target practice - such as indoor and outdoor target ranges. Targets should be set up to insure that no one can be accidentally hit by a stray arrow. Allow at least 20 yards behind the targets and a 30 degree 'cone of safety' on each side of the shooting lane. Try to place targets against a hill or rising terrain as a safety measure. 5. If you are looking for a lost arrow behind a target, always leave your bow leaning against the target face so that it will be seen by other archers coming up. If possible, have one archer from your group stand in front of the target to prevent anyone from shooting. 6. On Field Archery or 3-D courses, be sure to stay on the marked path and travel only in the direction in which the targets are laid out while shooting is in progress. Going backwards on the trail or across an unmarked area could place you in the path of a flying arrow, resulting in serious injury. 7. DO NOT shoot arrows with broadheads at standard targets. Set up broadhead pits for such practice. 8. If you are shooting wooden arrows, check them regularly for cracks. If one is found cracked, break it immediately to insure that it will not be accidentally used. Shooting a cracked arrow can result in its breaking and causing painful injury to the shooter. 9. Always use a bowstringer for longbows and recurve bows. This will reduce the possibility of damage to the bow and injury to the person. 10. Check your bow regularly for cracks or twisting. If in doubt, have it checked by a professional before shooting it any more. 11. Check the condition of your bowstring regularly. It's cheaper to install a new string than to replace the bow. 14 12. Don't draw a bowstring back further than the length of the arrow for which it is intended. 13. Overdrawing can break the bow and injure the shooter in the process. There is an old saying that a fully drawn bow is 7/8 broken! 14. Don't draw the string back except with an arrow on it and, especially, don't release the bowstring with no arrow on it. Doing so is called dry firing and can damage the bow. 15. At practice ranges, the only safe place is behind the shooting line. 16. Never shoot an arrow until you are positive that no one is in front of you or behind the targets. 17. Conversely, don't stand in front of a bow while it is being shot, even if you are to one side of the shooter. 18. Wait for a verbal approval from the Range Captain or his designee before starting to shoot. 19. Arrows should only be nocked on the shooting line and pointed in the direction of the targets. 20. After you are done shooting, wait for the word: CLEAR from the Range Captain or his designee before going toward the targets to retrieve your arrows. and can injure you. 21. WALK, don't run toward the targets. Remember that the arrows are sticking out 22. When pulling arrows out of a target, stand to one side and insure that no one is directly behind you. 23. If archers will be shooting concurrently at varying distances, stagger the targets, not the people. This goes back to the previous rule about having one shooting line and staying behind it. 24. If you are using broadheads, be sure that they are adequately covered when not in use. 25. Treat a broadhead with the same caution that you would a razor blade. 26. 16 NRA Gun Safety Rules The fundamental NRA rules for safe gun handling are: 1. ALWAYS keep the gun pointed in a safe direction. This is the primary rule of gun safety. A safe direction means that the gun is pointed so that even if it were to go off it would not cause injury or damage. The key to this rule is to control where the muzzle or front end of the barrel is pointed at all times. Common sense dictates the safest direction, depending on different circumstances. 2. ALWAYS keep your finger off the trigger until ready to shoot. When holding a gun, rest your finger on the trigger guard or along the side of the gun. Until you are actually ready to fire, do not touch the trigger. 3. ALWAYS keep the gun unloaded until ready to use. Whenever you pick up a gun, immediately engage the safety device if possible, and, if the gun has a magazine, remove it before opening the action and looking into the chamber(s) which should be clear of ammunition. If you do not know how to open the action or inspect the chamber(s), leave the gun alone and get help from someone who does. When using or storing a gun, always follow these NRA rules: Know your target and what is beyond. Be absolutely sure you have identified your target beyond any doubt. Equally important, be aware of the area beyond your target. This means observing your prospective area of fire before you shoot. Never fire in a direction in which there are people or any other potential for mishap. Think first. Shoot second. Know how to use the gun safely. Before handling a gun, learn how it operates. Know its basic parts, how to safely open and close the action and remove any ammunition from the gun or magazine. Remember, a gun's mechanical safety device is never foolproof. Nothing can ever replace safe gun handling. Be sure the gun is safe to operate. Just like other tools, guns need regular maintenance to remain operable. Regular cleaning and proper storage are a part of the gun's general upkeep. If there is any question concerning a gun's ability to function, a knowledgeable gunsmith should Page 16 of 21

17 look at it. Use only the correct ammunition for your gun. Only BBs, pellets, cartridges or shells designed for a particular gun can be fired safely in that gun. Most guns have the ammunition type stamped on the barrel. Ammunition can be identifi ed by information printed on the box and sometimes stamped on the cartridge. Do not shoot the gun unless you know you have the proper ammunition. Wear eye and ear protection as appropriate. Guns are loud and the noise can cause hearing damage. They can also emit debris and hot gas that could cause eye injury. For these reasons, shooting glasses and hearing protectors should be worn by shooters and spectators. Never use alcohol or over-the-counter, prescription or other drugs before or while shooting. Alcohol, as well as any other substance likely to impair normal mental or physical bodily functions, must not be used before or while handling or shooting guns. Store guns so they are not accessible to unauthorized persons. Many factors must be considered when deciding where and how to store guns. A person's particular situation will be a major part of the consideration. Dozens of gun storage devices, as well as locking devices that attach directly to the gun, are available. However, mechanical locking devices, like the mechanical safeties built into guns, can fail and should not be used as a substitute for safe gun handling and the observance of all gun safety rules. Be aware that certain types of guns and many shooting activities require additional safety precautions. Cleaning Regular cleaning is important in order for your gun to operate correctly and safely. Taking proper care of it will also maintain its value and extend its life. Your gun should be cleaned every time that it is used. A gun brought out of prolonged storage should also be cleaned before shooting. Accumulated moisture and dirt, or solidified grease and oil, can prevent the gun from operating properly. Before cleaning your gun, make absolutely sure that it is unloaded. The gun's action should be open during the cleaning process. Also, be sure that no ammunition is present in the cleaning area. 18 The Parents' Responsibility NRA Parents' Guide to Gun Safety In a home where guns are kept, the degree of safety a child has rests squarely on the child's parents. Parents who accept the responsibility to learn, practice and teach gun safety rules will ensure their child's safety to a much greater extent than those who do not. Parental responsibility does not end, however, when the child leaves the home. According to federal statistics, there are guns in approximately half of all U.S. households. Even if no one in your family owns a gun, chances are that someone you know does. Your child could come in contact with a gun at a neighbor's house, when playing with friends, or under other circumstances outside your home. It is critical for your child to know what to do if he or she encounters a firearm anywhere, and it is the parents' responsibility to provide that training. Talking With Your Child About Gun Safety There is no particular age to talk with your child about gun safety. A good time to introduce the subject is the first time he or she shows an interest in firearms, even toy pistols or rifles. Talking openly and honestly about gun safety with your child is usually more effective than just ordering him or her to "Stay out of the gun closet," and leaving it at that. Such statements may just stimulate a child's natural curiosity to investigate further. As with any safety lesson, explaining the rules and answering a child's questions help remove the mystery surrounding guns. Any rules set for your own child should also apply to friends who visit the home. This will help keep your child from being pressured into showing a gun to a friend. Toy Guns vs. Real Guns It is also advisable, particularly with very young children, to discuss gun use on television as opposed to gun use in real life. Firearms are often handled carelessly in movies and on TV. Additionally, children see TV and movie characters shot and "killed" with well-documented frequency. When a young child sees that same actor appear in another movie or TV show, confusion between entertainment and real life may result. It may be a mistake to assume that your child knows the difference between being "killed" on TV and in reality. If your child has toy guns, you may want to use them to demonstrate safe gun handling and to explain how they differ from genuine firearms. Even though an unsupervised child should not have access to a gun, there should be no chance that he or she could mistake a real gun for a toy. Page 18 of 21

19 What Should You Teach Your Child About Gun Safety? If you have decided that your child is not ready to be trained in a gun's handling and use, teach him or her to follow the instructions of NRA's Eddie Eagle GunSafe Program. If you find a gun: STOP! Don't Touch. Leave the Area. Tell an Adult. The initial steps of "Stop" and "Don't Touch" are the most important. To counter the natural impulse to touch a gun, it is imperative that you impress these steps of the safety message upon your child. In today's society, where adult supervision is not always possible, the direction to "Leave the Area" is also essential. Under some circumstances, area may be understood to be a room if your child cannot physically leave the apartment or house. "Tell an Adult" emphasizes that children should seek a trustworthy adult, neighbor, relative or teacher -- if a parent or guardian is not available. The NRA's Eddie Eagle GunSafe Program includes an instructor guide, activity books, poster, and an animated video to explain its four-step safety message. For more information about the program, visit or call (800) Basic Gun Safety Rules Although the NRA has complete gun safety rules available for specific types of firearm use (hunting and competition, for example), the following three rules are fundamental in any situation. Whether or not you own a gun, it is important to know these rules so that you may insist that others follow them. Always keep the gun pointed in a safe direction. Whether you are shooting or simply handling a gun, never point it at yourself or others. Common sense will tell you which direction is the safest. Outdoors, it is generally safe to point the gun toward the ground, or, if you are at a shooting range, toward the target. Indoors, be mindful of the fact that a bullet can penetrate ceilings, floors, walls, windows, and doors. Always keep your finger off the trigger until ready to shoot. When holding a gun, rest your trigger finger outside the trigger guard alongside the gun. Until you are actually ready to fire, do not touch the trigger. Always keep the gun unloaded until ready to use. If you do not know how to check to see if a gun is unloaded, leave it alone. Carefully secure it, being certain to point it safely and to keep your finger off the trigger, and seek competent assistance. Where to Get Training The time may come when you or your family members want to learn how to handle and shoot a gun safely. In the case of a child, his or her attitude, learning ability, and physical and emotional maturity are some of the factors to be weighed before allowing formal instruction to begin. 20 Providing instruction in the safe handling, use, and storage of firearms is one of the NRA's most important functions. Basic Firearm Training Courses, taught by over 50,000 NRA Certified Instructors, are offered in every state. A program called "FIRST Steps" (Firearm Instruction, Responsibility, and Safety Training) provides a three-hour orientation to your specific firearm. For more information about taking any of these courses, call (703) Gun Owners' Responsibilities Most states impose some form of legal duty on adults to take reasonable steps to deny access by children to dangerous substances or instruments. It is the individual gun owner's responsibility to understand and follow all laws regarding gun purchase, ownership, storage, transport, etc. Contact your state police and/or local police for information regarding such laws. If you own a gun and do not know how to operate it, do not experiment with it. Point it in a safe direction, keep your finger off the trigger, and store it securely. Seek competent assistance and instruction at once. An untrained adult can be as dangerous as a curious child. Store guns so that they are inaccessible to children and other unauthorized users. Gun shops sell a wide variety of safes, cases, and other security devices. For the purpose of this camp, this also includes archery. It is necessary for you to give consent for your child to participate in the Muir District Shooting Merit Badge Camp.
