2 INTRODUCTION Koos Engelbrecht President of CPISRA Involved in Sport for disabled since 1991 Chairman, WTF Para- Taekwondo CommiWee INFORMATION ON TAEKWONDO & WTF Taekwondo is a marhal art from Korea that has developed into a sport. The World Taekwondo FederaHon (WTF) is the IOC and IPC recognized governing body for the sport of Taekwondo. Taekwondo has two disciplines Kyorugi* (sparring) Poomsae (marhal art forms) *Kyorugi is the dicipline for the Olympics and the Paralympics 2

3 BACKGROUND In 2005 the WTF President, Dr. Chungwon Choue, wanted to make Taekwondo truly all inclusive. Taekwondo should be accessible to all regardless of ethnicity, religion, gender or impairment. In 2006 the Paralympic CommiWee was formed to develop taekwondo for the Paralympics. They focused on the Kyorugi discipline. WTF unsuccessfully applied to the 2016 Paralympic Program but development conhnued. Following the advise of an ad- hoc commiwee who met in 2013 WTF started developing Poomsae as a compehhon format for athletes with an impairment to be able to include all impairment classes. Since 2013 this work has been carried out by the WTF Para- Taekwondo CommiWee that replaced the WTF Paralympic CommiWee. WTF & INAS In 2013 the WTF and INAS signed a Memorandum of Understanding to jointly develop para- taekwondo as a sport for athletes with an Intellectual Impairment In 2014 Poomsae compehhons for ID athletes were held for the first Hme at the 5th WTF World Para- Taekwondo Championships in Moscow, Russia Taekwondo is included as a demonstrahon event at the 2015 INAS Global Games 3

4 WTF & INAS ATHLETE BASE Taekwondo, being a marhal art with discipline and structure, has awracted many parents to register their children with an Intellectual Disability for training Since the inclusion of Poomsae for ID athletes at the 5th WTF World Para- Taekwondo Championships the WTF has learnt that there are several clubs world wide that not only have ID athletes but specializes in training of ID athletes. The number of athletes at the World Championships and Global Games are expected to grow 4

5 ELIGIBILITY WTF recognizes the INAS eligibility requirements While developing para- taekwondo the WTF has instated a requirement for athletes to hold INAS provisional eligibility in order to compete The WTF has assigned athletes with an Intellectual Disability the class P20 The P stands for Poomsae COMPETITION SYSTEM Poomsae is a pawern of prearranged awacking and defensive techniques The athlete is judged on the correct execuhon of the form and the quality of the techniques The WTF is conhnuously researching and developing the compehhon system for the P20 class 5

7 RESEARCH & DEVELOPMENT The WTF will conhnue its work together with INAS in the area of Rules and Development. At the moment INAS provisional eligibility is used by the WTF but the aim is to use full eligibility and sport specific tests in the future WTF & INAS will work together to develop these tests Remembering poomsae is essenhal to compehhon. Some athletes are unable to learn the forms but can learn the techniques. Effort will be put into developing and perfechng the compehhon system for ID athlete in taekwondo PARA- TAEKWONDO IN 5 YEARS CounHng achve athletes in the 100 s Several internahonal compehhons available every year Para- Taekwondo Poomsae has been confirmed as a demonstrahon compehhon of the 2015 INAS Global Games Full medal event at the 2019 INAS Global Games World Ranking 7
